SUMMARY

Ensure early childhood children and primary school students have 2 lessons/day

On August 31, 2022 of the Prime Minister Directive No. 14/CT-TTg on strengthening conditions to ensure the effective and quality implementation of early childhood education and general education.

Specifically, to enhance conditions for the effective and quality implementation of early childhood education and general education, the Prime Minister requests the Ministry of Education and Training, ministries, ministerial-level agencies, government-attached agencies and People’s Committees of provinces and centrally-run cities to focus on performing a number of key tasks as follows:

The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with ministries, sectors and localities in, guiding localities to direct education institutions to build, implement school year plans safely, flexibly, quality; guiding localities to review planning and develop the network of early childhood and general education institutions to ensure conformity with reality, etc.

People's Committees of provinces and centrally-run cities shall take the initiative to review planning and develop the network of early childhood education and general education institutions to ensure conformity with reality; have specific measures and plans to solve the problems relating to schools and classes in each locality; respond  the school need of children and students without leading to community outrage; ensure  early childhood children and primary school students have 2 lessons per day, etc.

DIRECTIVE

On strengthening conditions to ensure the effective and quality implementation of early childhood education and general education

Education and training is considered the key national policy, the career of the Party, the State and the entire citizen. Investment in education is considered investment for development, and given priority in socio-economic development programs and plans. In the implementation of the Resolution No. 29-NQ/TW dated November 4, 2013 of the 8th plenum of the 11th Central Committee, on fundamental and comprehensive renovation of education and training, in recent years, ministries, ministerial-level agencies, government-attached agencies and People’s Committees of provinces and centrally-run cities have implemented synchronous solutions to improve conditions of physical facilities and purchase teaching equipment; trained, nurtured and recruited teachers, guided schools to implement fundamental and comprehensive renovation of education and training.

However, there are still some shortcomings and limitations  that need to be overcome in localities; for example, the planning and development of the network of education institutions is unsuitable or fails to meet the school need of children and students; there are overcrowded classes in some localities leading to community outrage; investment in facilities fails to satisfy the requirements; there is the lack of in some urban areas, industrial parks, export processing zones, remote areas; the situation of surplus and shortage of local teachers has not been completely resolved, the structure of the teachers is not reasonable, etc. To enhance conditions for the effective and quality implementation of early childhood education and general education, the Prime Minister requests the Ministry of Education and Training, ministries, ministerial-level agencies, government-attached agencies and People’s Committees of provinces and centrally-run cities to focus on performing a number of key tasks as follows:

1. The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with ministries, sectors and localities in,

a) Guiding localities to direct education institutions to build, implement school year plans safely, flexibly, quality; create favorable conditions for children and students to complete the educational program according to the plans and ensuring educational quality of each level and training program.

b) Guiding localities to  review planning and develop the network of early childhood and general education institutions to ensure conformity with reality; ensuring the principle of convenience for students' learning in association with the conditions of quality assurance and the requirements for educational innovation; strengthening the examination and inspection, organizing preliminary review, evaluation and report to the Government on the results of the re-arrangement and re-organization of education institutions in the localities.

c) Improving the quality of education, the quality of teacher training; having policies to encourage excellent students to enter the pedagogical profession; creating a healthy, equal, creative educational environment and ecosystem and encouraging innovation according to the characteristics of each locality and region. Researching and proposing priority policies for teachers in remote areas, areas with difficult and extremely difficult socio-economic conditions, ensuring reasonable without spreading.

d) Directing localities to strengthen state management responsibility in terms of selection, supply and use of textbooks, local education and reference materials as prescribed; having a plan to support textbooks for poor, disadvantaged, ethnic minority students and students in remote areas, ensuring adequate and favorable conditions for students before the new school year begins.

dd) Directing localities to guide education institutions to strengthen the cooperation between family - school - society for organizing the care, nurture, management and education of children and students to ensure safety and efficiency, especially in preventing injury and drowning accidents; enhancing mental health education, psychological counselling at the school, life skills education for children and students.

e) Researching, piloting and replicating autonomous and partial autonomous education institutions in order to reduce the number of people receiving salaries from the state budget, and promoting the socialization of education in areas with favorable economy conditions at the same time.

g) Cooperating with the Ministry of Home Affairs in directing, inspecting and urging localities to expeditiously recruit teachers according to the annual payrolls in terms of quantity and quality; concurrently having appropriate solutions to overcome the shortage of teachers, especially in new subjects under the 2018 General Education Program.

h) Directing localities to implement the Government's Decree No. 116/2020/ND-CP dated September 25, 2020, stipulating policies to support tuition fees and living expenses for pedagogical students. Reviewing and calculating the demand for teachers at all grades, especially for new subjects to have a plan to allocate resources and order training with teacher training institutions to ensure the annual source of teacher recruitment of locality.

2. Ministry of Home Affairs

Based on the proposal of the Ministry of Education and Training about the number of excess and shortage of teachers of each school, each grade and subject, the Ministry of Home Affairs shall review the mechanism and policy for distribution of payrolls to ensure effectiveness and appropriateness; recruit according to a realistic roadmap, in which priority is given to areas with difficult socio-economic conditions, remote areas.

3. Ministries and ministerial-level agencies shall, based on their assigned scope, functions, tasks and competence, closely coordinate with the Ministry of Education and Training and localities to: formulate mechanisms, policies, settlement plans, propose them to  the Government, the Prime Minister, competent agencies to remote difficulties in education; prioritize resources for education and training development, strictly implement the concept of "education is the key national policy".

4. People's Committees of provinces and centrally-run cities shall

a) Take the initiative to review planning and develop the network of early childhood education and general education institutions to ensure conformity with reality; have specific measures and plans to solve the problems relating to schools and classes in each locality; respond  the school need of children and students without leading to community outrage; ensure  early childhood children and primary school students have 2 lessons per day.

b) Strengthen  the planning and allocating land bank for the development and construction of schools, early childhood classes  and general schools in accordance with regulations, meet the school need of preschool children and high school students; implement solutions to solve the problem of schools, early childhood classes and high schools in areas with industrial parks and export processing zones); review and inspect new urban area projects, and take measures to require investors to set aside land bank and build education institutions according to the approved planning;  promote  the development of non-public early childhood and general education institutions to reduce pressure on public early childhood and general education institutions, especially in industrial zones, export processing zones and densely populated areas.

c) Develop a plan and recruit the assigned payrolls not yet recruited and the payrolls additionally assigned under the Central Committee’s Decision No. 72-QD/TW dated July 18, 2022. Implement flexibly, arrange to ensure sufficient quantity, synchronous structure, in case it is not possible to arrange enough teachers according to the norm, it is necessary to have solutions in terms of teacher contracts under the Government’s Resolution No. 102/NQ-CP dated July 3, 2020, on solutions for education and healthcare payrolls, according to the characteristics of each education institution and each locality.

d) Organize the effective implementation of the contents specified in the Government's Decree No. 24/2021/ND-CP, stipulating the management in early childhood education institutions and public general education institutions, and the Government's Decree No. 105/2020/ND-CP, prescribing early childhood education development policies; promulgate resolutions of the People's Councils to implement the contents and policies according to their competence.

dd) Strengthen to direct and guide education institutions to strictly comply with regulations on financial revenue and expenditure management, publicization of revenues at the beginning of the school year; put the inspection and examination of the selection of textbooks according to the 2018 General Education Program, management and use of reference books at education institutions. Develop a plan to support textbooks for the poor, disadvantaged, ethnic minority students and students in remote areas, ensure adequate and convenient for students when they enter the new school year.

e) Ensure conditions of teachers, finance, facilities, libraries and teaching equipment for education institutions; ensure the minimum expenditure of 20% of the local budget for education as specified in the 2019 Education Law  and the Prime Minister's Decision No. 30/2021/QD-TTg dated October 10, 2021; prioritize to allocate local budget, effectively integrate  national target programs and approved schemes and projects in order to improve teaching facilities and equipment to effectively implementing the general education program according to the prescribed roadmap in order to maintain and improve the quality of education universalization and implement educational objectives as prescribed in the 2019 Education Law.

 g) Direct education institutions to closely coordinate with the health sector and local authorities in preparing sufficient conditions to proactively prevent, combat and effectively respond to natural disasters and epidemics, complete the plan of vaccination against COVID-19 for children and students.

The Ministry of Education and Training shall assume the prime responsibility for monitoring urging and inspecting the implementation, annually reporting the results of the implementation of this Directive to the Prime Minister. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of People’s Committees of provinces and centrally-run cities, education and training institutions shall implement this Directive./.
