DIRECTIVE
ON ENHANCING THE WORK OF PREPARING FOR, AND ORGANIZING, THE 22ND SOUTHEAST ASIAN GAMES (THE 22ND SEA GAMES) AND THE 2ND SOUTHEAST ASIAN GAMES FOR THE DISABLED (THE 2ND ASEAN-PARAGAMES)
In 2003, our country hosts the 22nd SEA Games and the 2nd ASEAN-Paragames, which are two great sport events in the Southeast Asian region. The organization of these two Games is an activity of great sport, political, cultural and diplomatic significance for our country. It is also an opportunity to introduce to international friends the Vietnamese land and people, aiming to strengthen and develop the all-faceted relations between Vietnam and regional countries and at the same time to create favorable conditions to exchange and draw experiences and develop our physical training and sports to a new height.
Over the past two years, the ministries, branches and localities, together with the sport service, have made great efforts in preparing all necessary conditions for the organization of the 22nd SEA Games and the 2nd ASEAN-Paragames. We have further developed the contingent of athletes both quantitatively and qualitatively, invested in the construction and upgrading of a system of sport works up to international standards in Hanoi, Ho Chi Minh city and some localities, prepared technical and material foundations as well as food catering and lodging conditions, restored traffic order and disciplines, built up cultured and civilized lifestyle and embellished urban landscape and environment.
However, in the course of direction and implementation, due to the lack of experiences and synchronous coordination, the work of ground clearance for construction of works in some areas has proceeded slowly, the work of information and propagation has not yet been carried out intensively, extensively and regularly, thus failing to create a stirring atmosphere in response to the 22nd SEA
In order to ensure the successful organization of these two Games in December 2003, giving our international friends deep impressions on a Vietnamese land and people with fine cultural traditions, high martial spirit for good achievements in competition, the Prime Minister instructs:
1. The 22nd SEA Games Organizing Committee and the Committee for Physical Training and Sports:
a) To concentrate direction on ensuring material and spiritual conditions for the work of training, moral and ideological education and
b) To prepare an adequate contingent of referees of high professional qualification, good virtue and impartiality, meeting the requirements of administering the competitions in an accurate, fair and objective manner.
c) To well carry out the work of organization of, as well as professional training and ideological and moral education for, officials and volunteers in service of organizing and administering activities.
d) To urge and inspect the concerned ministries, branches, organizations and localities to well and timely prepare material foundations and technical facilities; and to successfully realize professional as well as organizational plans, ensuring schedule and quality.
2. The ministries, ministerial-level agencies and agencies attached to the Government:
a) The Ministry of Planning and Investment and the Ministry of Finance shall:
Assume the prime responsibility and closely coordinate with the Committee for Physical Training and Sports in quickly revising financial demands in the spirit of adequacy, thrifty and efficiency, and submitting them to the Prime Minister for approval; and to allocate funding in time in order to complete the work of preparing and organizing the two Games as scheduled.
b) The Ministry of Construction shall coordinate with the Ministry of Finance in enhancing the inspection of quality and combating loss in construction, renovation and upgrading of works.
c) The Ministry of Public Security and the Ministry of Defense:
To take initiative in drawing up plans on ensuring security and social order and safety, preventing and combating fire and explosion, and ensuring smooth traffic. To closely coordinate with the 22nd SEA Games Organizing Committee, the Committee for Physical Training and Sports, and the People's Committees of Hanoi, Ho Chi Minh
d) The Ministry of Culture and Information:
- To assume the prime responsibility and coordinate with the General Tourism Administration and the People's Committees of the concerned provinces and cities in directing the elaboration and implementation of programs on festive-tourist-cultural activities in localities.
- To coordinate with the 22nd SEA Games Organizing Committee, the People's Committees of Hanoi, Ho Chi Minh City, concerned provinces and cities as well as social organizations in directing the intensification of the work of information, propagation and campaigning for the two Games.
- To closely coordinate with the People's Committee of Hanoi city in directing the formulation and realization of the program on the 22nd SEA Games' opening and closing ceremonies in the spirit of "solidarity and cooperation for peace and development."
e) The Ministry of Communications and Transport:
To assume the prime responsibility and coordinate with the 22nd SEA Games Organizing Committee, the Ministry of Public Security and localities in drawing up plans on ensuring the demands for travel, training and competitions of participating delegations in parallel with the assurance of traffic safety in Hanoi, Ho Chi Minh city and concerned localities.
f) The Ministry of Post and Telecommunications:
To assume the prime responsibility and coordinate with the 22nd SEA Games Organizing Committee in directing and ensuring the equipment, operation and testing of the system of information technology as well as post and telecommunications facilities, and in training the technical staff meeting the requirements of serving the work of organization, administration and information.
g) The Ministry of Health:
- To assume the prime responsibility and coordinate with the 22nd SEA Games, Organizing Committee, the General Tourism Administration and the People's Committees of Hanoi, Ho Chi Minh city as well as provinces and cities where competitions shall be held in ensuring food safety and hygiene for sport delegations and working out plans on epidemics prevention and timely medical emergency.
- To assume the prime responsibility and coordinate with the 22nd SEA Games Organizing Committee in formulating plans on testing and preventing the use of dope in competitions.
h) The Ministry of Education and Training:
To assume the prime responsibility and coordinate with Ho Chi Minh Youth Union's Central Committee and the 22nd SEA Games Organizing Committee in organizing and mobilizing the force of pupils and students to voluntarily participate in the work of service provision, organization, administration and campaigning.
i) The Ministry for Foreign Affairs:
To coordinate with the Ministry of Public Security in creating favorable conditions for the entry into and exit from Vietnam of foreign officials, sport delegations and fans for participation in the two Games.
j) The General Tourism Administration:
To assume the prime responsibility and coordinate with the 22nd SEA Games Organizing Committee and the People's Committees of Hanoi, Ho Chi Minh city and concerned provinces and cities in working out and realizing plans on provision of food catering and lodging services convenient and suitable for foreign delegations participating in the competitions as well as visitors and tourists on this occasion.
k) Vietnam Television Station and Radio Voice of Vietnam:
To coordinate with the 22nd SEA Games Organizing Committee, local television and radio stations and press agencies in preparing equipment, means and technical staff, to satisfy the requirements of servicing the information reception and transmission, increase the time volumes of broadcasting programs, information and direct news reports on the competitions.
3. The provincial/municipal People's Committees:
a) The People's Committees of Hanoi, Ho Chi Minh
- Direct the 22nd SEA Games Organizing Committee and the local departments and branches, in coordination with the concerned ministries and branches, to concentrate on building works in strictly accordance with set schedule and quality; and to carry out the preparation of technical and material foundations meeting the demands for food, lodging, travel and competition demands and ensuring security and social safety in the localities.
- Direct local departments and branches to coordinate with mass and social organizations in carrying out practical activities in response to, propagating and campaigning for the 22nd SEA Games and the 2nd ASEAN-Paragames in their localities, mobilizing people to implement the campaign of building cultural, civilized and polite lifestyle, maintaining social order and discipline, building green, clean and beautiful environment, creating sustainable habits in environmental and social management, and expressing enthusiasm and hospitality towards sport delegations and international tourists coming to Vietnam.
b) The People's Committee of Hanoi city shall assume the prime responsibility and coordinate with the Ministry of Culture and Information in preparing for and well organizing the opening and closing ceremonies of the 22nd SEA Games and the 2nd ASEAN-Paragames, demonstrating the spirit of "solidarity and cooperation for peace and development."
The time is running out, therefore, the 22nd SEA Games Organizing Committee, the concerned ministries, branches and localities, especially the People's Committees of Hanoi and Ho Chi Minh
The 22nd SEA Games Organizing Committee shall have to monitor, urge, inspect and promptly report the implementation of this Directive to the Prime Minister.
