DECREE
Defining online, inter-agency implementation of groups of administrative procedures: registration of business households - grant of certificates of eligibility regarding security and order - grant of licenses for provision of karaoke service
Pursuant to the Law No. 63/2025/QH15 on Organization of the Government;
Pursuant to the Law No. 72/2025/QH15 on Organization of Local Administration;
Pursuant to the Law No. 61/2020/QH14 on Investment, Law No. 57/2024/QH15 on Amending and Supplementing a Number of Articles of the Planning Law, Investment Law, Law on Investment in the Form of Public-Private Partnership and Bidding Law;
Pursuant to the Law No. 59/2020/QH14 on Enterprises, which was amended and supplemented by Law No. 03/2022/QH15, Law No. 76/2025/QH15 on Amending and Supplementing a Number of Articles of the Law on Enterprises;
Pursuant to the Law No. 20/2023/QH15 on E-Transactions;
Pursuant to the Law No. 55/2024/QH15 on Fire Prevention and Fighting, Rescue and Salvage;
At the proposal of the Minister of Culture, Sports and Tourism;
The Government promulgates the Decree defining online, inter-agency implementation of groups of administrative procedures: registration of business households - grant of certificates of eligibility regarding security and order - grant of licenses for provision of karaoke service.
Chapter I
GENERAL PROVISIONS
Article 1. Scope of regulation
This Decree define the online, inter-agency implementation of groups of administrative procedures: registration of business households - grant of certificates of eligibility regarding security and order - grant of licenses for provision of karaoke service (hereinafter referred to as the online inter-agency administrative procedure regarding grant of licenses for provision of karaoke service); responsibilities of agencies, organizations, business households, and individuals in implementing the administrative procedure.
Article 2. Subject of application
This Decree applies to agencies, organizations, business households, and individuals involved in the online, inter-agency implementation of groups of administrative procedures: registration of business households - grant of certificates of eligibility regarding security and order - grant of licenses for provision of karaoke service.
Article 3. Principles for online, inter-agency implementation
1. Administrative procedures shall be received and processed in the electronic environment on the National Public Service Portal via the inter-agency public service software, meeting the requirements of exploitation and restructuring of professional processes toward integration, coordination in processing, and enhancement of the quality of administrative service provided by relevant State agencies, thereby creating favorable conditions for business households, individuals, and relevant agencies and organizations in receiving and processing administrative procedures.
2. The online, inter-agency implementation of administrative procedures has the same legal value as other methods prescribed by law regulations and does not incur any additional costs for individuals or organizations.
3. The results of processing of the online inter-agency administrative procedure shall be automatically shared by the system in order to send it to the competent agencies for processing thereof in accordance with the regulations.
4. The process of handling administrative procedures shall be urged, inspected, monitored, supervised, and evaluated by methods such as: Collecting, synthesizing, and analyzing electronic data, obtaining online evaluation opinions and feedback from organizations, business households, and individuals on the basis of promoting the application of information technology and with the participation of organizations and individuals.
5. In case a dossier is received on the National Public Service Portal after 17:00 on a working day or on weekends, public holidays or Tet holidays as prescribed, the time limit for returning the results of processing of the procedure for registration of business households specified in this Decree shall be calculated from 08:00 of the working day following the day of receipt of the dossier.
6. The electronic dossiers and forms for each administrative procedure shall be automatically separated by the inter-agency public service software and transferred to the competent agencies for settlement in accordance with regulations. The information in the electronic declarations prescribed in this Decree that already exists in the National Population Database, the National Database on Business Household Registration, and relevant information systems shall be automatically updated by the inter-agency public service software.
7. Data, which is currently managed by the agency handling the administrative procedures or shared willingly by other State agencies, shall adhere to the Government’s Decree No. 118/2025/ND-CP dated June 09, 2025 prescribing the performance of administrative procedures under the single-window and inter-agency single-window mechanism at Single-window section and on National Public Service Portal.
Chapter II
DOSSIERS, PROCESSES OF RECEIVING, PROCESSING AND DELIVERING RESULTS OF ONLINE INTER-AGENCY IMPLEMENTATION OF GROUP OF ADMINISTRATIVE PROCEDURES
Article 4. Dossiers for online, inter-agency implementation of the group of administrative procedures
1. Electronic declaration (made using the Form No. 01 issued together with this Decree). In case of authorization, there must be a letter of authorization as prescribed by law.
2. Document approving the results of fire prevention and fighting acceptance testing issued by the public security agency or the document on fire prevention and fighting acceptance testing issued by the project owner or the owner of the construction work as prescribed by specialized laws.
3. Judicial record card of the person in charge of security and order.
Article 5. Submission of dossiers for online, inter-agency implementation of the group of administrative procedures
The applicant shall be the legal representative using the electronic identification account of the organization, business household, or individual to log in to the National Public Service Portal (at dichvucong.gov.vn), select the section “The online inter-agency administrative procedure regarding grant of licenses for provision of karaoke service” to declare, submit the dossier online, and pay the charge in accordance with regulations.
Article 6. Receipt of dossiers and time limits for processing
1. The dossier is transmitted from the National Public Service Portal via the inter-agency public service software to the information system on business household registration, the information system for processing of administrative procedures of the Ministry of Public Security, and the provincial-level information system for processing of administrative procedures for receipt and processing as follows:
a) The agency competent to grant the certificate of business household registration shall review the dossier and issue the certificate of business household registration on the information system on business household registration. The result of grant of the certificate of business household registration shall be synchronized in the National Public Service Portal.
b) The certificate of business household registration and the dossier shall be synchronized to the information system for processing of administrative procedures of the Ministry of Public Security for dossier processing. The public security agency shall consider the dossier and grant the certificate of eligibility regarding security and order on the professional software system of the Ministry of Public Security. The result of grant of the certificate of eligibility regarding security and order shall be synchronized in the National Public Service Portal.
c) The certificate of business household registration and the certificate of eligibility regarding security and order shall be transferred from the information system on business household registration and the information system for processing of administrative procedures of the Ministry of Public Security to the provincial-level information system for processing of administrative procedures for synchronization, the provincial-level People’s Committee shall carry out the process of issuing the license of eligibility for provision of karaoke service and send the results to the provincial-level information system for processing of administrative procedures for synchronization on the National Public Service Portal.
2. The time limit for processing the online inter-agency administrative procedure regarding the grant of a license for provision of karaoke service shall not exceed 16 working days from the date on which the competent agencies receive a complete dossier and the payment of charges in accordance with regulations. The time limits for processing administrative procedures shall be as follows:
a) Grant of the certificate of business household registration: no more than 03 working days;
b) Grant of certificates of eligibility regarding security and order: no more than 03 working days;
c) Grant of licenses for provision of karaoke service: no more than 10 working days;
3. In case a dossier is received on the National Public Service Portal within 01 hour before the end of working hours on a working day, the time limit for returning the results of processing the online inter-agency administrative procedures as prescribed in this Decree shall be calculated from the working day following the day of receipt of the dossier.
4. For a dossier submitted online on the National Public Service Portal, the inter-agency public service software shall automatically send a response to the National Public Service Portal to notify the organization or individual of the receipt of the online dossier, and automatically separate and transfer the dossier to the information system on business household registration, the information system for processing of administrative procedures of the Ministry of Public Security, and the provincial-level information system for processing of administrative procedures for receipt and processing in accordance with regulations.
Within 02 working hours from the time the National Public Service Portal sends a response to the organization or individual, the information system for processing of administrative procedures shall notify the cadre, civil servant, public employee, or staff receiving dossiers at the single-window section to review and verify the accuracy and completeness of the dossier.
a) In case the dossier is incomplete or inaccurate as specified, the cadre, civil servant, public employee or staff at the single-window section shall notify the official receipt and request amendment and supplementation of the dossier to the organization or individual no later than 08 working hours from the time the dossier is received on the National Public Service Portal; in which the content, reasons, specific and complete instructions shall be clearly stated in one notification so that the organization or individual can supplement the dossier fully and accurately. The notification shall be sent to the account of the organization or individual on the National Public Service Portal or via automated SMS messages of the National Public Service Portal. The time limit for processing shall be re-counted after the complete dossier is received in accordance with regulations. After 15 working days from the date of notification or according to the time limit prescribed by specialized laws, if the organization or individual fails to supplement and complete the dossier, the cadre, civil servant, public employee or staff handling the administrative procedures shall close the dossier on the information system of processing of administrative procedures.
b) In case the dossier is complete and valid in accordance with regulations, the cadre, civil servant, public employee or staff receiving the dossier at the single-window section shall transfer the dossier of the organization or individual to the competent agency for settlement in accordance with Article 7 of this Decree.
5. Upon expiry of the time limit for returning the result without a notification of results being issued, the agency competent to process the administrative procedure shall send an apology letter, clearly state the reason for the delayed delivery of results and the rescheduled delivery of results, to the applicant on the National Public Service Portal and by SMS. The re-scheduling of the delivery of such results shall be carried out no more than once.
Article 7. Processing of dossiers for online, inter-agency implementation of the group of administrative procedures regarding grant of licenses for provision of karaoke service
After receiving dossiers as defined in Article 4 of this Decree, the competent agencies competent to grant business household registration certificates, certificates of eligibility regarding security and order, licenses for provision of karaoke service shall appraise the dossier and process the administrative procedures as follows:
1. Grant of business household registration certificate
a) In case the dossier is complete in accordance with regulations: The competent agency shall grant the business household registration certificate and send the result to the National Public Service Portal immediately after issuance to proceed with the next procedure.
b) In case the dossier is incomplete as defined: the competent agency competent to grant the business household registration certificate shall send a notification via the National Public Service Portal and SMS message to inform the applicant to amend, supplement, and complete the dossier. The applicant shall log in to the National Public Service Portal and check SMS messages to receive feedback on the dossier processing results and carry out the supplementation of dossier.
c) In case of refusal to grant a certificate, the agency competent to grant the business household registration certificate must reply in writing, clearly stating the reason via the National Public Service Portal and SMS message.
2. Grant of certificate of eligibility regarding security and order
After receiving the electronic results regarding the grant of the certificate of business household registration transferred from the information system for processing of administrative procedures of the Ministry of Public Security, the agency granting the certificate of eligibility regarding security and order shall carry out the processing of administrative procedure as follows:
a) In case the dossier is complete in accordance with regulations: the competent agency competent to grant the certificate of eligibility regarding security and order shall grant the certificate of eligibility regarding security and order and transfer the results to the National Public Service Portal immediately after granting it for the implementation of the subsequent procedure.
b) In case the dossier is incomplete as defined: the competent agency competent to grant the certificate of eligibility regarding security and order shall send a notification via the National Public Service Portal and SMS message to inform the applicant to amend, supplement, and complete the dossier. The applicant shall log in to the National Public Service Portal and check SMS message to receive feedback on the dossier processing results and complete the dossier.
c) In case of refusal to grant a certificate, the agency competent to grant the certificate of eligibility regarding security and order must reply in writing, clearly stating the reason via the National Public Service Portal and SMS message.
3. Grant of license for provision of karaoke service
After receiving the electronic results regarding the grant of business household registration certificate and certificate of eligibility regarding security and order transferred from the inter-agency public service software, the agency competent to grant the license for provision of karaoke service shall carry out the processing of administrative procedure as follows:
a) In case the dossier is complete in accordance with regulations: Within 03 working days from the date of receiving the complete dossier, the agency competent to grant the license for provision of karaoke service shall appraise the dossier, establish an appraisal team to conduct an on-site inspection at the business location according to the specialized law regulations.
Within 04 working days from the date of establishment, the appraisal team shall conduct the appraisal and issue the inspection results.
Within 03 working days from the date of receiving the inspection results, the agency competent to grant the license for provision of karaoke service shall either issue the license for provision of karaoke service or deny the issuance.
b) In case the dossier is incomplete as defined: the competent agency competent to grant the license for provision of karaoke service shall send a notification via the National Public Service Portal and SMS message to inform the applicant to amend, supplement, and complete the dossier. The applicant shall log in to the National Public Service Portal and check SMS messages to receive feedback on the dossier processing results and complete dossier.
c) In case of refusal to grant a certificate, the agency competent to grant the license for provision of karaoke service must reply in writing, clearly stating the reason via the National Public Service Portal and SMS message.
Article 8. Delivery of results
1. Online delivery of results
a) The results of processing online inter-agency administrative procedure for grant of a license for provision of karaoke service include: certificate of registration of business households; certificate of eligibility regarding security and order; license for provision of karaoke service.
b) The electronic copies of the documents being the results of processing online inter-agency administrative procedure for grant of license for provision of karaoke service shall be automatically sent to the applicant in the data storage of the organizations, individuals or business households on the National Public Service Portal, via SMS message, provincial-level information system for processing of administrative procedures where the karaoke service business household is headquartered.
2. The paper copies of business household registration certificate, certificate of eligibility regarding security and order and license for provision of karaoke service shall be delivered directly or through postal services upon request of the applicant.
Article 9. Methods of fee payment
1. The applicant shall pay the fee for the dossier of implementation registration of online, inter-agency administrative procedure regarding grant of the license for provision of karaoke service at the time of dossier submission according to the notification on the National Public Service Portal and SMS message using the following methods:
a) Transfer the fee to the beneficiary account of the competent agency.
b) Pay online through the payment function of the National Public Service Portal and other valid payment platforms.
2. The fee for registration for implementation of the administrative procedure group shall not be refunded to the applicant in case the business household is not granted the license.
Chapter III
RESPONSIBILITIES FOR ONLINE, INTER-AGENCY IMPLEMENTATION OF THE GROUP OF ADMINISTRATIVE PROCEDURES
Article 10. Responsibility of the Ministry of Public Security
1. To assume the prime responsibility for, and coordinate with the Government Office, ministries, sectors, and localities in implementing the investment and development of the inter-agency public service software, managing and operating the technical systems, ensure information security and safety of the National Public Service Portal on the infrastructure of the National Data Center; ensuring seamless connection between the professional software of relevant ministries and agencies; integrating features for dossier submission, submission and updating of supplementary dossiers; separating information fields for transfer into the professional software systems of ministries and sectors; and updating and synchronizing the dossier status on the National Public Service Portal.
2. To upgrade and complete the information system for processing of administrative procedures to ensure the smooth and efficient processing of dossiers of application for grant of certificates of eligibility regarding security and order.
Article 11. Responsibility of the Government Office
To coordinate with the Ministry of Public Security and relevant agencies in connecting, integrating, and providing the public service of processing online inter-agency administrative procedure for grant of licenses for provision of karaoke service on the National Public Service Portal.
Article 12. Responsibilities of the Ministry of Finance
1. To connect, share, and adjust the online inter-agency process of procedure for grant of business household registration certificates in conformity with the inter-agency processing order of the group of administrative procedures specified in this Decree.
2. To upgrade and complete the information system of business household registration, ensuring seamlessness and efficiency.
Article 13. Responsibilities of the Ministry of Culture, Sports and Tourism
1. To announce and publicize the online inter-agency administrative procedures in accordance with regulations. To coordinate with the Ministry of Public Security and the Ministry of Finance in urging and guiding the implementation of the online inter-agency administrative procedure regarding grant of licenses for provision of karaoke service at the single-window section of localities.
2. To synthesize difficulties and issues of ministries, sectors, and localities and to propose and recommend amendments and supplements to the Decree.
Article 14. Responsibilities of People’s Committees at all levels
1. Responsibilities of provincial-level People’s Committees
a) To upgrade and complete the provincial-level information system for processing of administrative procedures, ensuring the implementation of online inter-agency administrative procedure for grant of licenses for provision of karaoke service.
b) To implement data connection and sharing with the inter-agency public service software in accordance with the guidance of the Ministry of Public Security.
c) To formulate plans, organize training and fostering, and arrange sufficient human resources to implement and resolve the online inter-agency administrative procedures in accordance with this Decree.
d) To arrange funding and facilities to meet the requirements of implementing online inter-agency public services in the locality.
dd) To organize inspection, examination, settlement of complaints and denunciations, and handling of law violations within their competent.
2. Responsibilities of commune-level People’s Committees
a) To organize the effective implementation of the online inter-agency administrative procedure regarding grant of licenses for provision of karaoke service in the locality in accordance with this Decree;
b) To inform and disseminate policies, law regulations on implementation of the online inter-agency administrative procedure regarding grant of licenses for provision of karaoke service.
Chapter IV
IMPLEMENTATION PROVISIONS
Article 15. Effect
This Decree takes effect on November 17, 2025.
Article 16. Responsibility of implementation
Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of People’s Committees of provinces and centrally-run cities, and related agencies, units, organizations, business households and individuals shall implement this Decree.
