DECREE

On service support policies
 

Pursuant to Law No. 63/2025/QH15 on Organisation of the Government;

Pursuant to Law No. 89/2025/QH15 on the State Budget;

Pursuant to Law No. 64/2025/QH15 on Promulgation of Legal Documents and Law No. 87/2025/QH15 Amending and Supplementing a Number of Articles of the Law on Promulgation of Legal Documents;

At the proposal of the Minister of Finance;

The Government promulgates the Decree on service support policies.
 

Article 1. Scope of regulation

1. This Decree provides the service support policies for leadership titles and positions under the management by the Political Bureau and the Secretariat of the Communist Party of Vietnam Central Committee under the Political Bureau’s Regulation No. 368-QD/TW of September 8, 2025, on the List of titles, groups of titles, and leadership positions in the political system (below referred to as Regulation No. 368-QD/TW); rank-based titles and positions in the People’s Public Security Forces; and rank-based titles and positions in the People’s Army Force.

2. Leadership titles and positions that are entitled to the policies and regimes specified in the Prime Minister’s Decision No. 36/2015/QD-TTg of August 27, 2015, are not entitled to the policies specified in this Decree.

Article 2. Subjects of application

1. The titles, groups of titles, and leadership positions in the political system, including:

a/ Leadership titles and positions under the Political Bureau’s management specified in Regulation No. 368-QD/TW;

b/ Leadership titles and positions under the management by the Secretariat of the Party Central Committee specified in Regulation No. 368-QD/TW.

2. The leadership, management and command titles and positions in the People’s Public Security Forces, including:

a/ Officers with the rank of Colonel General and holders of titles and positions with the highest rank of Colonel General;

b/ Officers with the rank of Lieutenant General and holders of titles and positions with the highest rank of Lieutenant General;

c/ Officers with the rank of Major General and holders of titles and positions with the highest rank of Major General.

3. The leadership, management and command titles and positions in the Vietnam People’s Army, including

a/ Colonel General, Admiral, and holders of titles and positions with the highest military rank of Colonel General;

b/ Lieutenant General, Vice Admiral, and holders of titles and positions with the highest military rank of Lieutenant General;

c/ Major General, Rear Admiral, and holders of titles and positions with the highest military rank of Major General.

Article 3. Service support amounts

1. The amount of VND 2,700,000/month shall apply to the groups of titles and positions specified in Point a, Clause 1; Point a, Clause 2; and Point a, Clause 3, Article 2 of this Decree.

2. The amount of VND 2,000,000/month shall apply to the groups of titles and positions specified in Point b, Clause 2; and Point b, Clause 3, Article 2 of this Decree.

3. The amount of VND 1,350,000/month shall apply to the groups of titles and positions specified in Point b, Clause 1; Point c, Clause 2; and Point c, Clause 3, Article 2 of this Decree.

Article 4. Principles of application

1. When the subjects specified in Article 2 of this Decree are transferred, rotated or seconded, the support amounts shall be applied according to the positions to which they are transferred, rotated or seconded.

2. When the subjects specified in Article 2 of this Decree no longer hold their titles or positions, retire, or pass away, they are no longer entitled to the service support policies.

3. When the subjects specified in Article 2 of this Decree hold multiple titles or positions, they are entitled to the service support amount corresponding to the highest-ranking title or position.

Article 5. Funding sources

Service support allowances shall be paid on a monthly basis along with salary payments. The funding sources for the service support policies shall be included in annual state budget estimates of the agencies or units responsible for paying salaries to the subjects specified in Article 2 of this Decree.

Article 6. Applicable articles and clauses

The titles and positions of the Head of Party Committees at the central level, the Chief of the Office of the Party Central Committee, and Director of the Ho Chi Minh National Political Academy, who hold these positions at the time this Decree takes effect, are entitled to the support allowance amounts specified in Clause 1, Article 3 of this Decree until a document issued by a competent agency provides policies for these subjects.

Article 7. Effect

1. This Decree takes effect on July 20, 2026.

2. The Prime Minister’s Decision No. 269/2005/QD-TTg of October 31, 2005, on service allowance regimes ceases to be effective from the effective date of this Decree.

3. When the documents referred to in this Decree are amended, supplemented or replaced, the amending, supplementing or replacing documents shall prevail.

Article 8. Implementation responsibility

Ministers, heads of ministerial-level agencies, and chairpersons of provincial-level People's Committees shall implement this Decree.
