DECISION
Approving the Scheme on training and further training of human resources for nuclear power development through 2035[1]
THE PRIME MINISTER
Pursuant to the February 18, 2025 Law on Organization of the Government;
Pursuant to the June 3, 2008 Law on Atomic Energy;
Pursuant to the National Assembly’s Resolution No. 41/2009/QH12 of November 25, 2009, on the policy on investment in the Ninh Thuan Nuclear Power Project;
Pursuant to the National Assembly’s Resolution No. 174/2024/QH15 of November 30, 2024, on further implementation of the policy on investment in the Ninh Thuan Nuclear Power Project;
Pursuant to the Prime Minister’s Decision No. 245/QD-TTg of February 5, 2025, approving the Master Plan on atomic energy development and application through 2030, with a vision toward 2050;
At the proposal of the Minister of Education and Training in Report No. 490/TTr-BGDDT of April 24, 2025, and Report No. 599/TTr-BGDDT of May 19, 2025, approving the Scheme on training and further training of human resources for nuclear power development through 2035.
DECIDES:
Article 1. To approve the Scheme on training and further training of human resources for nuclear power development through 2035, with the following contents:
I. VIEWPOINTS
1. The training, further training and development of human resources for nuclear power development programs must go one step ahead, ensuring safety and security in the field of atomic energy to serve the country’s socio-economic development.
2. Trained human resources must be effectively utilized; at the same time, it is required to concentrate investment to raise the capacity of a number of training institutions and organizations engaged in research and development of nuclear science and technology so as to train high-quality human resources for nuclear power plants.
3. Domestic training forms must be diversified and linked with overseas training to meet the demand for human resources for the construction and operation of Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants.
II. TARGETS
1. By 2030:
a/ To meet the demand for human resources for Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants, specifically as follows:
- The Ninh Thuan 1 nuclear power plant: About 1,920 people, of whom 1,020 have a university degree (BS or BA degree) and 900 have a collegial degree. The number of persons trained under overseas undergraduate programs will be 320.
- The Ninh Thuan 2 nuclear power plant: About 1,980 people, of whom 1,050 have a university or higher degree, and 930 have a collegial degree. The number of persons trained under overseas undergraduate or graduate programs will be 350.
b/ To provide further training and update knowledge for managerial staffs of Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants.
- To provide further training and short-term internships on specialized skills of administration and operation of nuclear power plants for cadres, civil servants, public employees and experts currently holding managerial titles in ministries and sectors and working in the field of nuclear power at training and research institutions, with the expected number of about 700 participants.
- To update knowledge for lecturers, researchers and technicians currently teaching at universities, research institutes and colleges that provide training in nuclear power disciplines, with the expected number of about 450 people.
c/ To provide training for lecturers specialized in training of human resources for Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants.
To provide training for lecturers in the field of nuclear power to supplement the teaching workforce for training institutions assigned to perform the task of training and further training of human resources for Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants, about 120 people (80 master’s degree holders and 40 doctoral degree holders).
2. For the 2031-2035 period
To provide training and further training and develop human resources to meet practical demands of nuclear power plants.
III. TASKS AND SOLUTIONS
1. Improving mechanisms and policies
To study, formulate and promulgate, or submit to competent authorities for promulgation, special preferential mechanisms and policies for human resource training institutions serving nuclear power development, and for teachers, students and workers to meet the requirements of construction and operation of nuclear power plants.
2. Training human resources
a/ To provide training and further training for human resources at home and abroad to meet the needs of Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants, in which:
- To prioritize the selection and sending of graduates in relevant disciplines abroad to attend training and further training courses in nuclear power, with a commitment to work at Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants for specified periods.
- To select and send first- and second-year students from domestic training institutions to study abroad, with a commitment to work at Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants.
b/ To select domestic training institutions to participate in training and further training of human resources for Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants.
3. Investing in and strengthening physical foundations
To make intensive investment in a number of human resource training institutions serving the development of Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants (the tentative list of training institutions is provided in Appendix II to this Decision). During the process of implementation, such list may be adjusted depending on practical conditions and dossiers of proposal.
4. Providing further training for and building the contingent of human resources
a/ To provide training and further training, update knowledge, and build the capacity for management, policy and law planning, and safety assessment and appraisal for agencies managing nuclear power plant projects in conformity with international practices; ensuring the capacity for acquiring transferred technologies, operating, repairing, maintaining and managing nuclear power plants.
b/ To organize working trips for leaders, managers, and leading nuclear scientists to study experiences in training nuclear power human resource.
c/ To provide training, reskilling, and short-term internships at home and in countries with the developed atomic energy industry for engineers, bachelors, scientists, and managers working at domestic nuclear facilities.
d/ To provide training and further training, and improve qualifications of lecturers at training institutions directly engaged in training of nuclear power human resources up to international standards.
5. Updating, supplementing and improving training contents and programs
a/ To issue the list of training programs/disciplines serving the development of the nuclear technology sector.
b/ To issue standard training programs for disciplines/groups of disciplines serving nuclear technology development up to international standards.
c/ To formulate, update and improve training curricula for specializations under nuclear power human resource training and further training programs
6. International cooperation
a/ To promote international cooperation in the training and further training of human resources for Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants.
b/ To exploit and effectively utilize international assistance sources and international loans to support the training, research, management, application, and safety and security assurance in the field of nuclear power.
IV. FUNDS FOR IMPLEMENTATION
1. Funds for implementation of the Scheme shall come from the state budget, including recurrent expenditures and investment expenditures allocated to ministries and sectors in accordance with law; and from funds integrated into approved programs and projects and from other lawful sources to perform the Scheme’s tasks and solutions.
2. Other lawful funding sources include funds mobilized from project owners of Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants, and from domestic and foreign organizations and individuals.
V. ORGANIZATION OF IMPLEMENTATION
1. The Ministry of Education and Training
a/ To assume the prime responsibility for, and coordinate with ministries and sectors in, implementing the Scheme; to guide, examine and supervise the performance of the Scheme’s tasks and solutions; and to organize the preliminary review of the Scheme in 2030 and the final review in 2035.
b/ To assume the prime responsibility for, and coordinate with ministries and related agencies in studying and promulgating, or proposing and submitting to competent authorities for promulgation, special preferential mechanisms and policies on training of human resources for nuclear power plants.
c/ To synthesize demands for developing enrollment plans integrated with overseas training schemes based on the orders of the Vietnam Electricity and the Vietnam National Industry-Energy Group, and scholarships under relevant Agreements, allocate annual undergraduate and graduate training quotas to training institutions assigned to perform the task of training and further training of human resources for nuclear power plants.
d/ To select training institutions to participate in training human resources to meet the requirements of construction, operation and maintenance of Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants.
dd/ To develop training and reskilling plans for trained human resources suitable to the actual conditions, to participate in the construction, operation and maintenance of Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants.
e/ To take full responsibility for the contents of reports, proposals and recommendations regarding the approval of the Scheme in Report No. 490/TTr-BGDDT of April 24, 2025, and Report No. 599/TTr-BGDDT of May 19, 2025, approving the Scheme on training and further training of human resources serving nuclear power development through 2035.
2. The Ministry of Science and Technology
a/ To assume the prime responsibility for formulating and implementing plans on training, further training and development of human resources performing the state management in the field of nuclear power.
b/ To assume the prime responsibility for, and coordinate with related ministries and agencies in, studying and promulgating; or proposing and submitting to competent agencies for promulgation, special mechanisms and policies within the scope and fields under the Ministry’s monitoring competence in order to promote the development of nuclear power in particular and atomic energy in general.
3. The Ministry of Industry and Trade
To direct the Vietnam Electricity, the Vietnam National Industry-Energy Group, and related units to coordinate with related ministries and agencies in performing the Scheme’s tasks and solutions.
4. The Ministry of Finance
To prioritize the allocation of state budget funds to related ministries and sectors in accordance with the law on the state budget, the law on public investment, and other relevant laws, ensuring funds for implementation of the Scheme’s tasks and solutions.
5. The Vietnam Electricity and the Vietnam National Industry - Energy Group
a/ To assume the prime responsibility for retraining and further training of human resources for Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants.
b/ To place orders for sending students for training abroad according to the human resource needs of Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants, using the project owners’ funding sources.
c/ To assume the prime responsibility for, and coordinate with the Ministry of Education and Training in, placing orders for training of human resources at university or higher degrees at training institutions according to the quotas determined by the Ministry of Education and Training to train human resources for Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants.
d/ To grant scholarships to learners at home and abroad who commit to work at the nuclear power plants.
dd/ To provide training institutions and students of specializations related to the development of nuclear power projects with opportunities to actually participate in nuclear power plant projects.
e/ To use their science and technology development funds and other development investment sources to invest in nuclear power laboratories and testing centers in a synchronous manner; to maintain and repair training institutions assigned to perform the task of training human resources serving nuclear power development.
g/ Apart from the demands identified in the Scheme, the Vietnam Electricity and the Vietnam National Industry-Energy Group shall proactively coordinate with key training institutions to provide training and further training for human resources to meet the requirements of construction, maintenance, exploitation and operation of related work items at Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants.
Article 2. This Decision takes effect on the date of signing.
Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, the Vietnam Electricity, the Vietnam National Industry-Energy Group, and chairpersons of provincial-level People’s Committees shall implement this Decision.-
