DECISION
APPROVING THE ORIENTATIONS FOR THE GENERAL PLANNING OF VAN PHONG GULF AREA, KHANH HOA PROVINCE TILL 2020
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government of December 25, 2001;
Pursuant to the Urban Planning Management Regulation, issued together with the Government’s Decree No. 91/CP of August 17, 1994;
At the proposals of the Minister of Construction (Official Dispatch No.2258/BXD-KTQH of December 18, 2001) and the president of the People’s Committee of Khanh Hoa province (Report No.2893/TTr-UB of December 14, 2001),
DECIDES:
Article 1.- To approve the orientations for the general planning of Van Phong Gulf area, Khanh Hoa province, till 2020 with the following principal contents:
1. Scope of study:
The total area of around 150,000 ha (of which the water surface in the gulf area covers around 80,000 ha, the mainland, around 70,000 ha) will be limited as follows:
- To the north, it borders on Phu Yen province;
- To the south, it borders on Nha Trang city;
- To the east, it borders on the East Sea;
- To the west, it borders on mountainous communes of the two rural districts of Ninh Hoa and Van Ninh.
2. On the nature:
It is a multi-sectoral economic zone, covering tourism, services, ports, industries and aquaculture, of which tourism and services will play the leading role.
3. Population size:
Asestimated, by 2020, the population of the whole area will be around 400,000, of which the urban population will be 190,000.
4. Land size:
- By 2020, the land area for urban construction will be around 6,000 ha, of which civil use land occupies around 1,500 ha.
- The norm of urban construction land use will be 300 sq.m/person.
5. Orientations for spatial development
a) Land selection for development:
To form two concentrated urban centers:
- The Northern-North eastern urban center, covering the areas of Dam Mon, Dai Lanh, Hon Gom-Hon Lon peninsula, Tu Bong urban center and Van Gia township, with the major functions of tourism, trade and multi-purpose port; having a population of 70,000 by 2020; and a land area for urban construction of around 3,800 ha;
- The Southern urban center, covering the areas of Ninh Thuy, Ninh Phuoc and Ninh Hoa townships, with the major functions of tourism, trade and multi-purpose port; having an urban population of 120,000 by 2020 and a land area for urban construction of around 1,850 ha, of which the land area for development of industries and ports will be 550 ha and for tourism, 150 ha.
b) Land use planning:
- Tourist sites: Hon Gom tourist site will be the tourist center of the whole region, being an ecological tourist site, covering an area of around 3,000 ha; Dai Lanh tourist site will be a seaside and mountain resort, covering an area of around 100 ha; Doc Let-Mui Du zone will be a provincial-level tourist site, covering an area of around 150 ha;
- International trade and service center: In Hon Gom peninsula, covering an area of around 200 ha;
- Urban population quarters: Ninh Thuy - Ninh Phuoc quarter, south of Van Phong gulf, will have a population of 90,000 and a land area of 1,000 ha for urban construction; Ninh Hoa township�s urban population quarter will have a population of 30,000 and a land area of 450 ha for urban construction; and Van Gia township�s population quarter will have a population of 25,000 and a land area of 250 ha for urban construction;
- Ports: Hon Khoi port is a multi-purpose port in combination with tourist service, and tourist port, covering area of around 3.4 ha, of which the tourist port, south of Dam Mon, occupies 0.5 ha.
- Ninh Thuy industrial park will be for ship-building and -repairing industry and some other clean industries which do not cause environmental pollution, covering an area of around 206 ha.
- Aquacultural area will be located in the water area of Trau Nam lagoon, Ninh Phuoc and Hon Gom rocky mountain, covering an area of around 500 ha;
- National security and defense areas will be kept uncharged, in combination with the approved planning on the use of security and defense land.
