THE PRIME MINISTER
Decision No.1244/QD-TTg of July 25, 2011, approving major scientific and technological orientations, objectives and tasks during 2011-2015
Pursuant to the December 25, 2011 Law on Organization of the Government;
Pursuant to the June 9, 2000 Law on Science and Technology;
At the proposal of the Minister of Science and Technology.
DECIDES:
Article l. To approve major scientific and technological orientations, objectives and tasks during 2011 - 2015, with the following contents:
I. ORIENTATIONS
1. To basically, comprehensively and synchronously renew the organization and mechanisms for management and implementation of scientific and technological activities
To concentrate efforts on developing and perfecting mechanisms and policies for, and organizing the state management apparatus in charge of, science and technology so as to mobilize to the utmost resources for scientific and technological development. To basically renew the elaboration and state management of state-level key scientific and technological tasks. To fundamentally change financial mechanisms and investment modes applicable to scientific and technological activities. To increase inspection and evaluation of the performance of state budget-funded scientific and technological tasks. To assure enforcement of intellectual property rights and application of standards and technical regulations in accordance with international standards.
2. To make proper investments in key baseline researches to meet national
development requirements; to research and develop technologies for national defense, security and public purposes
To concentrate on baseline researches in natural sciences, especially those of high development potential and demand, so as to improve Vietnam's scientific level and position in the region and the world; to conduct baseline researches in social sciences and humanities so as to develop theories and provide scientific grounds for formulation of socio-economic development strategies and policies and meeting the requirements of key scientific and technological tasks for national defense and security, response to climate change, development of the marine economy and provision of public healthcare.
3. To concentrate resources on national scientific and technological programs and schemes
To concentrate resources on national scientific and technological programs and schemes already approved by the Prime Minister: the program on development of national products; the national program on development of high technologies; the program on technology renewal; the program on development of a science and technology market; the program on raising productivity and quality of products and goods of Vietnamese businesses; the national program on development of intellectual assets; the program on supporting the application and transfer of scientific and technological advances for rural and mountainous development; the program to support the establishment and development of science and technology businesses and encourage science and technology organizations to apply the mechanism of autonomy and accountability; and the scheme on international integration in science and technology.
4. To enhance the national scientific and technological potential and closely combine training, research, production and development of the science and technology market
To create a breakthrough in investment in and development of scientific and technological potential. To increase investments from the society in scientific and technological development and facilitate businesses' investment in technology renovation. To closely combine training and scientific research with production and business activities toward concentrating investments in technology incubation and science and technology business incubation in order to establish science and technology businesses in universities and research institutes. To strongly develop technology transfer and commercialization promotion and support the registration and utilization of inventions in universities, research institutes and businesses.
II. OBJECTIVES
1. The number of inventions registered for protection will increase 1.5 times compared to the 2006-2010 period's figure.
To formulate 4,000 national standards, around 45% of which are conformable with international ones.
To promulgate 1,000 technical regulations. To assure that 100% of products and goods likely to affect food hygiene and safety and the environment will be controlled according to technical regulations.
2. Over 60% and 20% of findings of baseline researches in natural sciences and social sciences and humanities, respectively, will be notified in prestigious journals according to international standards.
To form 10 baseline research organizations in national key universities, which are qualified for and capable of integrating into the region and the world. To develop some internationally acknowledged research journals in-scientific and technological fields in which Vietnam has strengths.
3. To early fulfill the targets according to schedules set in national scientific and technological programs and schemes already approved by the Prime Minister.
4. To develop 3,000 science and technology businesses, 70% of which are formed in universities and research institutes.
To increase the value of successful technology transactions in the science and technology market by 15-17% on an annual average.
To form 30 research and development institutions with modern physical foundation and equipment and strong research capacity reaching the advanced level in the region and the world which are capable of solving major national issues.
III. MAJOR SCIENTIFIC AND TECHNOLOGICAL TASKS
1. Basically, comprehensively and synchronously renewing the organization and mechanisms for management and implementation of scientific and technological activities
a/ To effectively implement the law on science and technology. To strengthen the organizational apparatus of agencies in charge of state management of science and technology in ministries, sectors and localities.
b/ To concentrate efforts on elaborating and performing state-level key scientific and technological tasks of baseline research and research and development of technologies for national defense, security and public purposes and the tasks of national scientific and technological programs and schemes already approved the Prime Minister.
c/ To promulgate mechanisms and policies to basically the situation of thinned-out state investment in scientific and technological development; to renew the mechanism for raising and the method for allocating, transferring, and using state budget funds for science and technology, step by step increasing investment capital for science and technology to meet socio-economic development requirements.
d/ To place on a pilot basis orders for some scientific and technological products from state-funded scientific and technological tasks, firstly, national products, hi-tech products and products turned out from scientific research and technological development outcomes.
e/ To elaborate state-level key scientific and technological tasks according to orders placed by the State which will be appraised and assessed based on international standards. To organize independent assessment of scientific research and technological development outcomes of science and technology organizations.
f/ To increase examination, supervision and specialized inspection of state-funded scientific and technological programs, schemes and projects during their implementation process and after their outcomes are checked and accepted.
g/ To promulgate mechanisms and policies to support businesses, universities and research institutes to raise their capacity for building and developing intellectual assets. To elaborate and promulgate national standards in harmony with international and regional standards. To form and develop organizations providing information, consultancy and assessment services in the fields of technology, intellectual property and standardization, measurement and quality control.
h/ To review and integrate tasks of scientific and technological programs and schemes already approved by the Prime Minister in the re-arrangement or re-organization of state-level key scientific and technological programs (information and communication technology, space technology, bio-technology, new-material technology, mechanical engineering and automation, energy, key products and post-harvest technology).
i/ To review, determine and perform scientific and technological tasks to achieve socio-economic development objectives of ministries, sectors and localities in line with major scientific and technological orientations, objectives and tasks set in this Decision.
2. Identifying and performing the tasks of baseline research, scientific research and technological development in the fields of national defense, security, environmental protection and sustainable development
a/ Baseline research contents:
To formulate and implement a strategy on development of baseline research, focusing on some natural sciences in which Vietnam has strengths.
To conduct practical review so as draw experiences and develop theories to serve the renewal of the political system and the formulation of socio-economic, cultural and human development strategies.
To research into technology management and administration science so as to raise the effectiveness of scientific research and technological development activities of science and technology organizations and businesses.
b/ Contents of scientific research and technological development in the fields of national defense, security, environmental protection and sustainable development:
To increase use effectiveness of some technical equipment and create new equipment urgently needed for national defense and security. To manufacture some equipment for prevention and control of hi-tech crimes. To assure information safety and security for national key information systems. To build information safety and security research and training institutions at the advanced level in the world.
To research into climate change response solutions and technologies for early warning and forecast of natural disasters; new technologies for environmental protection and natural disaster prevention and control; and solutions for public traffic safety.
To determine economic restructuring models and solutions to serve national sustainable development objectives. To apply scientific and technological solutions for marine economy development and socio-economic development
in the Central Highlands and northwestern and southwestern regions.
To conduct scientific research and develop technologies in service of public healthcare and production of preventive and curative medicines; and to research and develop medical equipment manufacture technologies.
To conduct research on overcoming the lasting consequences of Agent Orange/dioxin used by the US Army during the Vietnam war.
c/ To perform major baselines research tasks with the national scientific and technological development fund.
d/ To review, arrange and re-organization the formulation and implementation off state-level key scientific and technological programs in line with the above mentioned tasks.
3. Assuring sufficient resources for the performance of scientific and technological tasks under national scientific and technological programs
To allocate state budget funds, first of all, from the source of state capital for science and technology, for the implementation of national scientific and technological programs with the following contents:
a/ To conduct scientific research and technological development and trial production of national products in some prioritized sectors. To build some businesses pioneering in producing national products and econo-technical sectors based on national products.
b/ To research, master, develop and create some high technologies. To apply high technologies in industries, services, agriculture, healthcare, environment, security and defense. To selectively build and develop some hi-tech industries. To build technical infrastructure and develop human resources for high technologies.
c/ To formulate and implement a roadmap for enhancing the national technological capacity. To research, master and apply advanced technologies in the production of major products, key products and national products. To support small- and medium-sized enterprises in technology renovation. To increase resources for technology innovation in rural, mountainous, socio-economic difficulty-hit and extreme socio-economic difficulty-hit areas.
d/ To support the development of technology import, find out, provide consultancy and identify businesses’ technology demands. To strongly develop technology transaction promotion and support centers. To develop a network technology transfer service providers nation wide.
e/ To support intellectual property management, communication and training activities; to establish, exploit, protect and develop intellectual assets of businesses, organizations and individuals; to elaborate and apply processes for management of scientific research findings and products; to exploit information on science, technology and intellectual property; to apply inventions not yet protected in Vietnam; to enter into international cooperation on intellectual property; to establish and put into operation organizations supporting the development of intellectual assets; to protect intellectual property rights and prevent acts of infringing upon or illegally using intellectual property objects.
f/To develop a complete system of national standards for all sectors. To build a network of technical regulation- and national standard-conformity assessment organizations for key products and goods. To develop a network of professional organizations and individuals specialized in productivity and product and goods quality. To conduct communication, launch movement for and guide businesses to improve productivity and products and goods quality.
g/ To work out and perform the tasks of supporting public science and technology organizations to apply the mechanism of autonomy and accountability and assisting science and technology organizations to set up science and technology businesses.
h/ To formulate and implement technology application and transfer projects in service of rural and mountainous development. To train science and technology managers and technicians so as to improve their qualifications and conduct communication about technology application and transfer in service of rural and mountainous development.
i/ To improve the quality of technologists and scientists and science and technology managers. To effectively tap financial resources and increase information resources for international integration in science and technology. To deploy international cooperation tasks to effectively boost innovation of national technologies, especially high technologies. To promote commercialization of Vietnam's technological research and development outcomes. To enhance international cooperation in the field of intellectual property, standardization and quality control.
j/ To coordinate and integrate tasks of national scientific and technological programs and schemes. To soon establish and put into operation the national technology renovation fund and the national hi-tech venture fund.
4. Mobilizing all social resources to raise the national scientific and technological potential; developing science and technology businesses and market; improving the quality of human resources for science and technology
a/ To conduct surveys, assessment and planning of investment in developing technical infrastructure and improving universities' and research institutes' baseline research capacity. To concentrate investment in some key science and technology organizations and research groups capable of solving major national issues and international integration.
b/ To review, re-arrange and increase investment so as to improve the capabilities and operation effectiveness of national key laboratories, scientific and technological information centers, scientific and technological advance application centers, central and local standardization, measurement and quality control centers and research centers based in hi-tech parks.
c/ To step up socialization activities and mobilize all social resources, especially from businesses, for scientific and technological development; to guide the establishment of scientific and technological development funds of organizations, individuals and businesses.
d/ To make statistics, assess and classify public science and technology organizations of various sectors at the central and local levels so as to identify baseline research organizations and self-funded organizations or transform them into science and technology businesses.
e/ To improve mechanisms and policies to support the development of science and technology businesses. To seek and detect young potential and strong research groups from universities and research institutes to support
technology incubation and science and technology business incubation, commercialization and transfer of scientific research and technological development outcomes.
f/ To form a system of organizations providing technology transfer, consultancy and brokerage services, and organizations promoting technology transfer and commercialization, supporting the protection of intellectual property rights and exploiting and utilizing inventions in universities and research institutes. To organize effective operation and raise the real value of technology markets and equipment and technology transaction floors.
g/ To review and re-evaluate programs on training and improving science and technology management capacity of science and technology managers at all level. To implement plans on training of scientists and technologists in prioritized scientific and technological fields.
h/ To improve policies on training, attraction and preferential treatment of scientists and technologists, attaching special importance to overseas Vietnamese intellectuals.
IV. ORGANIZATION OF IMPLEMENTATION
1. The Ministry of Science and Technology shall:
a/ Guide ministries, ministerial-level agencies, government-attached agencies and provincial-level People's Committees in elaborating plans on scientific and technological work during 2011 -2015 to practically serve the fulfillment of sectoral and local development objectives and tasks in the 2011-2015 period.
b/ Elaborate and submit to the Prime Minister in 2011 a scheme on basic, comprehensive and synchronous renewal of the organization and mechanisms for management and implementation of scientific and technological activities.
c/ Assume the prime responsibility for directing the implementation of Prime Minister-approved programs and schemes stated in Item 3, Section I, Article 1 of this Decision.
d/ Approve state-level key programs, schemes and projects during 2011-2015 according to major scientific and technological orientations, objectives and tasks set in this Decision
e/ Elaborate and submit to the Prime Minister for approval schemes on development of the potential of some key science and technology organizations and strong research groups; development of the potential of scientific and technological advance application centers and standardization, measurement and quality control centers in provinces and centrally run cities.
f/ Regularly urge, examine, supervise and periodically report the performance of the tasks set in this Decision to the Prime Minister.
2. The Ministry of Planning and Investment and the Ministry of Finance shall:
a/ Elaborate annual plans on allocation of development investment capital and science and technology non-business capital for the fulfillment of major scientific and technological orientations, objectives, contents and tasks during 2011-2015 at the proposal of the Ministry of Science and Technology.
b/ Coordinate with the Ministry of Science and Technology in performing the tasks defined at Point lc, Section IV of this Decision.
3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of provincial-level People's Committees shall, based on the guidance of the Ministry of Science and Technology, elaborate and implement their five-year and annual scientific and technological plans and take responsibility for the effectiveness of state budget investments in scientific and technological activities.
Article 2. This Decision takes effect on the date of its signing.
Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of provincial-level People's Committees shall implement this Decision.-
