SUMMARY

The international cooperation forum on OCOP will be held at least once a year

The Decision No. 919/QD-TTg on approving the One Commune-One Product (OCOP) Program for the 2021-2025 period is promulgated by the Prime Minister on August 01, 2022.

Accordingly, specific objectives of the Program by 2025 as follows: At least 10,000 OCOP products will be recognized as reaching 3-star grade or higher, of which 400-500 OCOP products reach 5-star grade; At least 50% of traditional craft villages will have OCOP products, thus contributing to the conservation and development of traditional craft villages; At least 50% of entities participating in the OCOP Program will join modern sales channels (supermarkets, convenience stores, e-commerce platforms, etc.); The international cooperation forum on OCOP will be held at least once a year; etc.

Besides, products shall be classified into 6 groups, including: Foodstuff; Beverages; Herbal materials and products from herbal materials; Handicrafts; Ornamental organisms; Community-based tourism and eco-tourism and tourist attractions. The Ministry of Agriculture and Rural Development shall assume the prime responsibility for formulating and organizing the implementation of periodical and annual plans on implementation of the OCOP Program and direct and guide provinces and centrally run cities in formulating and implementing the OCOP Program.

DECISION

Approving the One Commune-One Product Program
for the 2021-2025 period

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the Government’s Decree No. 27/2022/ND-CP of April 19, 2022, providing the mechanism on management and organization of implementation of national target programs;

Pursuant to the Prime Minister’s Decision No. 263/QD-TTg of December 22, 2022, approving the National Target Program on building new-style countryside for the 2021-2025 period;

Pursuant to the Prime Minister’s Decision No. 07/2022/QD-TTg of March 25, 2022, on principles, criteria and norms for allocation of funds from the central budget and rates of counterpart funds from local budgets for implementation of the National Target Program on building new-style countryside for the 2021-2025 period;

At the proposal of the Minister of Agriculture and Rural Development,

 

DECIDES:

Article 1. To approve the One Commune-One Product Program for the 2021-2025 period (below referred to as the OCOP Program) with the following contents:

1. Viewpoints

a/ The OCOP Program is a key program on rural economic development in the direction of promoting internal resources and adding value; constitutes one of important solutions and tasks in implementation of the National Target Program on building new-style countryside for the 2021-2025 period; and focuses on building new-style countryside in an intensive, effective and sustainable manner.

b/ To develop OCOP products that have brand names after the value chain model based on strengths and advantages regarding local materials and indigenous culture and knowledge, particularly specialties, products of craft villages and tourism services of villages, communes and communities, following the direction of circular economy and ensuring sustainable ecosystems.

c/ To promote proactivity, creativity and cooperative spirit of entities participating in the OCOP Program and communities to develop OCOP products to meet market requirements, in association with the objective of creating jobs and raising income for people, conserving the landscape and traditional culture, especially for disadvantaged mountainous and ethnic minority areas.

d/ To develop forms of production organization, giving priority to intensifying, consolidating and developing effectively performing agricultural cooperatives and developing small- and medium-sized enterprises in association with development of rural services and trades.

dd/ To promote the role of the political system, sectors and authorities, especially those at the commune level, in implementation of the OCOP Program, in which: the State shall play a constructive role, promulgating mechanisms and policies to realize the orientation of developing local specialty products and establishing raw material areas in service of goods production and service development; enhancing management and supervision of standards, product quality and food safety; and providing support in terms of credit, training, coaching, technical guidance, application of science and technology, branding, protection of intellectual property, trade promotion and advertising for OCOP products.

2. Objectives

a/ General objectives: Developing OCOP products in order to arouse potential and advantages in rural areas with a view to increasing people’s income; contributing to further restructuring the agriculture sector in association with development of rural handicrafts, trades, services and tourism; promoting sustainable development of the rural economy on the basis of increasing the application of digital transformation and circular economy, conserving cultural values, managing resources, and conserving biodiversity, landscapes and rural environment, thus contributing to building new-style countryside in an intensive, effective and sustainable manner.

b/ Specific objectives

- By 2025, to have at least 10,000 OCOP products recognized as reaching 3-star grade or higher, of which 400-500 OCOP products reach 5-star grade.

- To consolidate and upgrade at least 50% of OCOP products that have been evaluated and graded; to prioritize the development of OCOP products in association with product branding and development of rural tourism services.

- To prioritize the development of cooperatives and small- and medium-sized enterprises, striving for the target that at least 40% of entities participating in the OCOP Program are cooperatives, and 30% are small- and medium-sized enterprises.

- At least 30% of entities participating in the OCOP Program will be able to build a value chain after the circular economy and green OCOP models in association with stable raw material areas, in which priority will be given to OCOP products that have been evaluated and graded.

- At least 50% of traditional craft villages will have OCOP products, thus contributing to the conservation and development of traditional craft villages.

- The percentage of trained workers with appropriate degrees and certificates working at entities participating in the OCOP Program will be at least 20%; at least 40% and 20% of entities participating in the OCOP Program will have their production and business activities administered by women and ethnic minority people, respectively.

- At least 50% of entities participating in the OCOP Program will join modern sales channels (supermarkets, convenience stores, e-commerce platforms, etc.); each province or centrally run city will have 1 place for display and sale of OCOP products.

- The international cooperation forum on OCOP will be held at least once a year to raise and confirm the position of Vietnam’s OCOP brand in the domestic and international markets.

3. Scope and subjects of, and requirements for, implementation

a/ Scope of implementation

- Spatial scope: The OCOP Program shall be implemented in rural areas across the country. Provinces and centrally run cities shall, based on their actual conditions, take the initiative in organizing the implementation of the OCOP Program in urban areas in an appropriate manner.

- Duration: The OCOP Program shall be implemented through the end of 2025.

b/ Subjects of implementation

- Implementing entities: cooperatives, cooperative groups, small- and medium- enterprises, farms, and registered production households. For the group of products and services of community-based tourism, eco-tourism and tourist attractions, the implementing entities include the above-mentioned entities and societies/associations, operation centers or equivalent organizations.

- Products: products, goods and tourism services of local origin and bearing local cultural values ​​and advantages, particularly regional specialty products, craft village products and tourism services based on the strengths and advantages regarding natural conditions, raw material sources, and indigenous knowledge and culture.

Products shall be classified into 6 groups, including:

+ Foodstuff: fresh agricultural and aquatic produce; preliminary processed and processed agricultural and aquatic produce, and other foodstuff.

+ Beverages: alcoholic beverages; non-alcoholic beverages.

+ Herbal materials and products from herbal materials: dietary supplements, herbal medicines, traditional medicines, cosmetics with herbal ingredients, essential oils, and other herbal materials.

+ Handicrafts: products from wood, natural fibers, metals, ceramics, textiles and garments, embroidery, etc., for use as souvenirs, decorations, and household items.

+ Ornamental organisms: flowers, ornamental plants, ornamental animals.

+ Community-based tourism and eco-tourism and tourist attractions.

c/ Requirements for implementation

- Bringing into play local potentials, advantages and traditions to develop specialty products of high economic and cultural values.

- Promoting creativity and community strength in production and creation of products associated with community values.

- Developing value chain-based linkages to improve production capacity and sustainably develop commodity products.

4. Key contents and tasks

a/ Organizing production in association with development of typical raw material areas:

- To prioritize rational investment in infrastructure of raw material areas based on advantages regarding natural and cultural conditions and production practices of rural inhabitants, especially in mountainous and ethnic minority areas, thus contributing to sustainable development and adaptation to climate change.

- To develop OCOP products in association with establishment of specific agricultural and herbal raw material areas with production unit codes along the direction of organic production, ecological agriculture, resource efficiency, and nature and biodiversity conservation, ensuring food safety and traceability, maintaining rural landscape and protecting the environment.

- To strengthen sustainable linkages and traceability between entities producing OCOP products and raw material areas.

b/ Standardizing processes and standards and developing OCOP products based on value chains in line with advantages regarding production conditions and market requirements

- To promote standardization of products in association with advantages and conditions of each locality, including:

+ Specialties and traditional products in association with advantages regarding production conditions and local cultural values, particularly products of craft villages, traditional crafts, and rural tourism services.

+ New products that are created based on application of science and technology and local advantages and have outstanding and unique quality, giving priority to: (i) cottage industry, handicraft and traditional craft products created by artisans and communities; (ii) products processed or intensively processed from specialty products, local ingredients and indigenous knowledge; and (iii) products that contribute to conservation of traditional culture.

+ Developing a toolkit to guide the standardization of processes and standards applicable to products participating in the OCOP Program according to the OCOP criteria set.

- To develop OCOP products according to 6 groups, prioritizing agricultural and non-agricultural products and unique, traditional and advantageous services in each locality along the direction of promoting internal strengths (creative intelligence, labor, raw materials, local culture, etc.), adding value, and associating with community development:

+ Investing in application of science and technology, renewal and improvement of technologies and processes of production, preliminary processing, preservation and processing of products in order to improve productivity and quality of OCOP products.

+ Carrying out production activities according to advanced quality management processes, creating eco-friendly specific OCOP products up to quality and food safety standards to meet market demands; building models for developing raw material areas in association with OCOP products based on value chains.

+ Building models of agricultural and rural tourism services associated with raw material areas and specific OCOP products in each area, region and of each ethnic group.

- To upgrade and improve products that have been evaluated and graded (as 3-star or higher) in association with domestic and export market demands.

- To formulate standards on, and test and develop, green OCOP products in the direction of circular economy in association with export markets, based on particular advantages regarding natural and socio-economic conditions of each region.

c/ Improving capacity and operational efficiency of entities participating in the OCOP Program

- To increase capacity building for entities participating in the OCOP Program in terms of community capacity and cooperative spirit; renovation of forms of production organization and governance skills; product renewal and innovation; food quality and safety management; packaging design, labeling and product design skills; intellectual property, value chain-based traceability, and promotion of the use and exploitation of community brands for products from rural areas.

- To increase operational efficiency of cooperatives and small- and medium-sized enterprises in association with OCOP product value chains.

d/ Regarding advertising, trade promotion, and supply-demand connection

- To accelerate trade promotion ant supply-demand connection for OCOP products through fairs, exhibitions, and annual events organized to honor, promote and introduce outstanding OCOP products in association with cultural activities at the national, regional, local and international levels; to promote consumption of OCOP products in association with key tourism markets.

- To build and synchronously and effectively manage Vietnam’s OCOP brand (certification mark); to strengthen protection of intellectual property, improve the image, identity and value of OCOP products in the market.

- To test and replicate the models of OCOP point of sale, OCOP street and on-board OCOP product distribution system; models of trade promotion based on digital technology platforms (e-commerce villages for OCOP products, virtual-reality OCOP fairs and exhibitions); synchronous and modern centers for introducing OCOP products with application of information technology and associated with exploitation of advantages regarding rural tourism.

- To build suitable distribution systems, step by step establish separate and specific networks for introduction and sale of OCOP products in association with gifts and local specialty products.

- To build a system for promotion and advertising of OCOP products to the international market; to improve capacity of the logistics system in trading in OCOP products; to formulate and implement trade promotion, advertising and brand identity programs for national OCOP products.

- To build an exhibition space for, and develop, national OCOP products in order to conduct promotion, introduction, training, and supply-demand and market connection for OCOP products.

- To intensify international cooperation activities in advertising, introduction and trade promotion in order to develop OCOP products to foreign markets.

dd/ Building and improving the OCOP product management and supervision system

- To organize annual evaluation and grading of OCOP products, and enhance the application of digital technology in organization of evaluation and grading of OCOP products.

- To develop and implement a synchronous and unified system of national database for management and supervision of OCOP products in order to improve the quality and effectiveness in the management, supervision, and promotion of product supply-demand connection.

- To formulate regulations and accelerate inspection and supervision of the application of policies and regulations on product evaluation and grading in localities, the maintenance of production conditions by entities participating in the OCOP Program and quality of OCOP products after being evaluated and recognized.

- To study and formulate technical standards on the process of supervision and evaluation of OCOP products.

- To test and formulate an appropriate roadmap for application of the socialization mechanism in supervision, evaluation and grading of OCOP products.

e/ Improving capacity of the system of institutions in support of implementation of the OCOP Program

- To manage and administer operation of of regional and provincial OCOP product design and development centers that have programs on startup, promotion, introduction and commercialization of OCOP products in regions across the country in order to attract the participation of entities and create tourism connection.

- To formulate criteria applicable to, improve capacity of, and manage and supervise, the OCOP Program consultancy network in order to form a professional, experienced, capable, united and unified consultancy network in support of the implementation of the OCOP Program across the country.

- To improve capacity of the system of vocational training institutions in association with the OCOP Program and OCOP product design and development centers; to amend and supplement regulations on vocational training (program framework, vocational training contents, age for vocational learning, etc.) associated with OCOP products; to build capacity of officers involved in agriculture in localities (agricultural extension and industrial extension officers).

- To promote startup movements of women and youths and startup cooperatives in association with development of OCOP products.

g/ Enhancing digital transformation

- To intensify the application of information technology and digital transformation in public communication activities; to formulate documents and manage OCOP product data, and digitalize the process of receiving dossiers, scoring and grading products; to digitalize products and build a system for tracing the origin of OCOP products based on value chain; to strive to build a system of national database on the OCOP Program.

- To promote the development of e-commerce for OCOP products through e-commerce platforms, online sale channels, and livestreams, especially for small-scale products and regional and local specialty products.

- To realize the initiative “Every farmer is a trader” in order to optimize the application of digital technology in the production and trading of OCOP products.

5. Funds and fund mobilization structure

a/ Funds for the implementation of the OCOP Program include:

- Funds from the central budget for the OCOP Program, which shall be included in the central budget fund plan of the National Target Program on building new-style countryside for the 2021-2025 period.

The Ministry of Agriculture and Rural Development shall coordinate with the Ministry of Planning and Investment and the Ministry of Finance in summing up, reviewing, balancing and allocating central budget funds for implementation of the  objectives and tasks of the OCOP Program within the total approved fund of the National Target Program on building new-style countryside for the 2021-2025 period, ensuring compliance with the law on the state budget, regulations and mechanisms on management and organization of the implementation of national target programs, and other relevant legal documents.

- Funds from local budgets.

- Credit capital (including: preferential credit capital from the Vietnam Bank for Social Policies, loans from other credit institutions, investment funds, enterprise development funds, cooperative development support funds, etc.).

- Funds mobilized by enterprises, cooperatives and production households.

- Funds from other programs and projects.

- Other lawfully mobilized funds.

b/ Funds for management and supervision of the implementation of the OCOP Program at all levels shall be deducted from the sources of annually allocated state budget funds for implementation of the National Target Program on building new-style countryside at all levels.

c/ Financial mechanism applicable to the OCOP Program: To comply with the financial mechanism applicable to the National Target Program on building new-style countryside for the 2021-2025 period and relevant laws.

6. Solutions to implement the OCOP Program

a/ Carrying out public communication for awareness improvement

- To further accelerate public communication and awareness raising activities on a regular and continuous basis in the mass media from the central to commune and village levels; to link and integrate these activities with public communication about the building of new-style countryside.

- To focus on raising awareness and transforming the mindset of economic organizations in rural areas, state management agencies, distribution units, and consumers through conferences on implementation of the OCOP Program; to diversify forms of public communication, using websites, social media, magazines, newsletters, specialized programs and columns, documents (handbooks, manuals, etc.).

- To encourage and support the development of combo packages of gifts and souvenirs comprising OCOP products in association with national, regional and local culture and history.

b/ Formulating support mechanisms and policies

- To review and promulgate a set of criteria for evaluating and grading OCOP products for the 2021-2025 period.

- To review and promulgate the contents and levels of support provided under the OCOP Program to products of different star-based grades, prioritizing product development and formulation of product profiles; development of local raw material areas; building of value chains; production infrastructure, and small- and medium-scale processing machinery and equipment in conformity with local conditions; establishment of advanced quality management systems; provision of vocational training for workers and community capacity building; intellectual property; packaging, labeling, traceability; building of product stories; advertising, introduction and trade promotion activities; e-commerce, virtual reality; reward for OCOP products; provision of support for access to credit sources; and organization of the evaluation, grading and supervision of OCOP products.

- To review and improve criteria, standards, and mechanisms to provide support for introduction and sale points and centers for OCOP products, prioritizing the application of the socialization mechanism.

- To promote the development of regional and local OCOP product design and development centers with the application of the socialization mechanism for which the State provides support in terms of land and infrastructure according to regulations.

- To test and formulate mechanisms and policies on management and supervision of implementation of the OCOP Program with the application of the socialization mechanism (testing, assessment, certification by conformity assessment bodies according to regulations); to develop and organize an appropriate and effective mechanism for managing the OCOP Program consultancy system.

c/ Organizational apparatus and training of human resources

- To organize the implementation of the OCOP Program according to the organizational structure of the National Target Program on building new-style countryside for the 2021-2025 period.

- To improve capacity of the contingent of officers engaged in implementation of the OCOP Program and the quality of OCOP product evaluation and grading from the central to local levels.

- To intensify training and coaching to improve governance and marketing capacity for managers and executives of enterprises, cooperatives, and production establishments/households; to provide training in agricultural skills and train laborers in association of the demand for production of OCOP products.

d/ Organizing the implementation of the annual OCOP Cycle in a flexible manner in conformity with conditions and characteristics of products, bringing into full play  local advantages regarding raw materials, labor and product quality; encouraging priority themes associated with annual plans and tasks.

dd/ Science and technology solutions

- To intensify the application of science and technology, renovate and improve small- and medium-scale processing technologies, especially for star-graded OCOP products.

- To intensify technology application and transfer and digital transformation in production, market connection, and origin tracing, especially application of information technology and social sciences and humanities in developing OCOP products associated with rural tourism and conservation of indigenous cultural values.

- To review and formulate standards and technical regulations applicable to OCOP products to meet regulations of the domestic and export markets; to build a group of technical standards on production and supervision and evaluation of OCOP products.

- To step up the application of solutions on protection and efficient exploitation of the value of intellectual assets (geographical indications, collective marks, and certification marks) for OCOP products, particularly national-level OCOP
products.

e/ Resource mobilization

- To prioritize the mobilization of resources of capital, land, labor, raw materials and supplies, machinery and technology of entities participating in the OCOP Program.

- To effectively integrate the OCOP Program into socio-economic development programs/schemes, projects, science and technology programs/projects and other relevant mechanisms and policies.

- The State shall help entities participating in the OCOP Program access credit sources through credit policies for agricultural and rural development and specific support policies for each locality.

- To efficiently integrate funds from agricultural and industrial extension programs and other related programs and projects for the OCOP Program.

g/ Strengthening the role of the community in the development of OCOP products

- To enhance the role of societies/associations in implementing the OCOP Program, and exploit and develop local products in combination with conservation of traditional products and skills, and community reputation.

- To boost community supervision over products, product quality, and development of raw material areas; to maintain the uniqueness and cultural features of local products; to promote the participation of and adopt an appropriate mechanism on sharing of benefits for, communities engaged in production and processing of OCOP products; develop raw material areas and employ local workers.

h/ Strengthening international cooperation

- To strongly call for international organizations to provide technical support and resources for digital transformation and promotion of mechanization in development of OCOP products and development of export-oriented green OCOP in association with conservation and inclusive and sustainable development (forest, environment, landscape, etc.); to study, share experiences on, and support the development and promotion of OCOP products at home and abroad.

- To organize events to introduce OCOP products to embassies, consulates, and representative missions of countries, territories and international organizations in Vietnam.

- To participate in and organize annual regional and international events and forums about OCOP, contributing to promoting and introducing Vietnam’s culture and tourism.

i/ Studying, formulating and implementing priority schemes and projects

- To study, formulate and operate the project on exhibition space for, and development of, national OCOP products.

- The project on establishment of a system for supervision and management of the national database on the OCOP Program.

- The project on advertising and trade promotion for Vietnam’s OCOP products, prioritizing the formation of product introduction centers in Hanoi, Ho Chi Minh City, major tourist centers and annual regional and inter-regional events to promote and introduce OCOP products.

- The project on building regional and local OCOP product design and development centers, with 4 centers in provinces/cities (Hanoi, Quang Ninh, Thua Thien Hue and Kien Giang) to be built on a pilot basis with the application of the socialization mechanism.

- The scheme on trial application of OCOP product value chain development models associated with local raw material areas in the direction of circular economy and organic agriculture.

- The pilot scheme on development of OCOP community-based tourism services.

- The pilot scheme on development of green OCOP in association with export standards, resource management and biodiversity conservation.

(The List of priority schemes/projects under the OCOP Program is provided in the Appendix to this Decision).

 Article 2. Organization of implementation

1. Responsibilities of ministries and central sectors

a/ The Ministry of Agriculture and Rural Development shall:

- Assume the prime responsibility for formulating and organizing the implementation of periodical and annual plans on implementation of the OCOP Program. Direct and guide provinces and centrally run cities in formulating and implementing the OCOP Program.

- Assume the prime responsibility for, and coordinate with related ministries and sectors in, guiding the implementation of the OCOP Program; thoroughly review the Program’s contents and tasks, avoiding repetition and overlaps with the contents and tasks of other specialized programs and programs and projects already approved by competent authorities; build a system for management and supervision  and examine and supervise in a regular basis the implementation of the OCOP Program in provinces and centrally run cities.

- Assume the prime responsibility for, and coordinate with related ministries and sectors in, organizing the evaluation, grading and announcement of national  OCOP products.

- Assume the prime responsibility for, and coordinate with related ministries and sectors in, balancing and allocating central budget funds to implement the Program’s targets and tasks within the total funds for implementation of the national target Program on building of a new-style countryside in the five-year period (2021-2025) and every year for sending to the Ministry of Planning and Investment and Ministry of Finance for summarization and submission to the Prime Minister under regulations.

- Assume the prime responsibility for, and coordinate with related ministries and sectors in, reviewing and elaborating the set of criteria for evaluation and grading of OCOP products for submission to the Prime Minister for approval; mobilize financial resources from investment funds, international organizations and donors to support the implementation of the OCOP Program; approve the list and guide the formulation of pilot models; compile training and coaching documents for the OCOP Program; build a system for management and supervision of national-level OCOP products; formulate regulations on, organize the management of, the OCOP Program consultancy system; organize the management and advertising of, and promote, the Vietnam’s OCOP brand; and intensify the OCOP network in the region and the world.

- Assume the prime responsibility for, and coordinate with related ministries and sectors in, formulating and implementing the investment project on building of the space for exhibition and development of national OCOP products in accordance with the law on investment. Decide according to its competence on the arrangement of the space for exhibition and development of national OCOP products in conformity with its organizational structure and apparatus approved by the competent authority.

- Approve and implement priority projects and schemes in accordance with law.

- Assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade, Ministry of Culture, Sports and Tourism, and other ministries, sectors and localities in, building regional centers for creative design and development of OCOP products with funds mobilized from non-public sectors; pilot a number of models of e-commerce villages for OCOP products; and organize annual events for advertising and introduction of OCOP products at the regional and national levels.

- Assume the prime responsibility for, and coordinate with the Ministry of Information and Communications in, implementing solutions on enhancing the digital transformation of the OCOP Program; and formulate a system of databases for monitoring and management of OCOP products.

- Assume the prime responsibility for, and coordinate with the Ministry of Home Affairs in, proposing criteria and forms of commendation for entities participating in the OCOP Program according to regulations.

- Coordinate with the Ministry of Home Affairs in proposing the establishment of associations and societies for development of OCOP products at the national and regional levels.

b/ The Ministry of Planning and Investment shall:

- Based on the proposal of the Ministry of Agriculture and Rural Development, summarize the demand for and estimates of funds to be allocated from the central budget for implementation of the Program into the plan of the national target Program on building of a new-style countryside for the 2021-2025 period and its annual plan for submission to the competent authority for consideration and decision.

- Assume the prime responsibility for, and coordinate with the Ministry of Finance in, summarizing, balancing and allocating investment capital from the central budget to implement the Program according to its schedule and medium-term and long-term investment plans for submission to the competent authority for consideration and decision.

c/ The Ministry of Finance shall, based on the Ministry of Agriculture and Rural Development’s proposal, summarize the demand for and estimates of funds to be allocated from the source of non-business expenditures for implementation of the Program into the plan on non-business expenditures of the national target Program on building of a new-style countryside for the 2021-2025 period and its annual plan for submission to the competent authority for consideration and decision.

d/ The Ministry of Industry and Trade shall:

- Assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development and related ministries and sectors in, reviewing and improving regulations on points of sale of OCOP products in conformity with new requirements and context.

- Coordinate with related ministries and sectors in supporting economic organizations in developing OCOP products, enhancing market accessibility; integrate with, prioritize  entities participating in the OCOP Program in terms of  technology application and machinery and equipment from the source of funds for industrial extension; effectively implement trade promotion for products under the OCOP Program and annual national trade promotion plans.

- Annually, coordinate with the Ministry of Agriculture and Rural Development and related ministries and sectors in organizing the evaluation and grading of OCOP products.

dd/ The Ministry of Science and Technology shall:

- Assume the prime responsibility for, and coordinate with ministries, sectors and localities in, supporting economic organizations in designing products; intensifying the application of science and technology and digital transformation in development and production of products under the OCOP Program.

- Assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development in, compiling training and coaching documents on intellectual property, and guiding the application of standards and technical regulations under the OCOP Program.

- Coordinate with the Ministry of Agriculture and Rural Development in reviewing and elaborating standards and technical regulations for OCOP products; and build a system for supervision, evaluation and tracing of the origin of OCOP products.

- Support localities and economic organizations in developing, and registering for  establishment, protection and exercise of intellectual property rights related to, OCOP products; and provide consultancy on brand building orientations for OCOP products.

- Annually, coordinate with the Ministry of Agriculture and Rural Development and related ministries and sectors in organizing the evaluation and grading of OCOP products.

e/ The Ministry of Health shall:

- Assume the prime responsibility for, and coordinate with the Ministry Agriculture and Rural Development in, compiling training and coaching documents for, and guiding economic organizations in, implementation of and compliance with requirements on food safety in production and trading of OCOP products.

- Direct health agencies to support economic organizations and production households in implementing regulations related to food safety and registration for declaration of product quality.

- Annually, coordinate with the Ministry of Agriculture and Rural Development and related ministries and sectors in organizing the evaluation and grading of OCOP products.

g/ The Ministry of Culture, Sports and Tourism shall:

- Coordinate with the Ministry of Agriculture and Rural Development in reviewing and elaborating the set of criteria for evaluation and grading of OCOP products for the group of community-based and eco-tourism services and tourism attractions; and participate in the evaluation and grading of OCOP products.

- Support the development, advertising and promotion of agricultural and rural tourism services and products in association with the OCOP Program; develop tours, and tourism routes and attractions combined with agriculture and new-style countryside; create favorable conditions for national-level OCOP products and typical local OCOP products to participate in national and international cultural events and exhibitions.

- Coordinate with the Ministry of Agriculture and Rural Development and other ministries, sectors and localities in, implementing activities to promote the consumption of OCOP products in key tourist markets.

h/ The Ministry of Transport shall regulate and connect domestic and international shipping systems for the OCOP Program, and coordinate in implementing trade promotion activities for OCOP products on board airplanes and road and waterway vehicles.

i/ The Ministry of Information and Communications shall:

- Direct agencies and units under its management to intensify the dissemination and publication of information about the OCOP Program in the mass media (newspapers, radio and television) and social networking sites; and introduce and advertise OCOP products on e-commerce floors of postal enterprises to support the sale of products and promote e-commerce development.

- Coordinate with the Ministry of Agriculture and Rural Development in intensifying the digital transformation of the OCOP Program; formulate the system of databases for supervision and management of OCOP products; and direct e-commerce corporations and enterprises to support and coordinate with the Ministry of Agriculture and Rural Development in, piloting the model of e-commerce village.

k/ The Ministry of Natural Resources and Environment shall:

- Assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development in, directing, guiding, and examining the implementation of the law on environmental protection in operations of entities participating in the OCOP Program; and guide the implementation of environment-related contents in evaluation and recognition of OCOP products.

- Assume the prime responsibility for supporting green, environment-friendly and resource-efficient production activities; prioritize the capital of from the Environmental Protection Fund for transformation to environmentally friendly production technologies and waste treatment; and elaborate criteria for, and grant of, the Vietnam eco-label for OCOP products/services.

l/ The Ministry of Foreign Affairs shall:

- Direct overseas Vietnamese representative missions to support the learning of experience from foreign countries in formulating and developing the network of OCOP products; and coordinate in advertising, introducing and promoting the export of OCOP products.

- Consider using national OCOP products as gifts in external-relation activities, national- and sectoral-level events under its management.

m/ Related ministries and sectors shall, based on their assigned functions and tasks, proactively formulate plans on implementation and concretization of tasks assigned under the OCOP Program which are related to the fields under their management.

n/ The State Bank of Vietnam shall direct credit institutions to concentrate funding sources for lending to production and trade; and create favorable conditions for enterprises, cooperatives and production households participating in the OCOP Program to get access to loans serving the development of advantageous agricultural and non-agricultural products and services of localities.

2. Responsibilities of localities

a/ Provincial-level People’s Committees shall:

- Based on the contents of the OCOP Program approved by the Prime Minister, and specific conditions and characteristics of their localities, direct the formulation, approval and implementation of provincial-level plans on implementation of the OCOP Program in a focused manner, giving priority to development of specialties and traditional products in which localities have advantages regarding production conditions, local cultures, especially products of craft villages, tradition crafts and rural tourism services.

- Promulgate particular mechanisms and policies to support the implementation of the OCOP Program in conformity with the contents and levels of support of the central level and practical conditions of localities.

- Arrange necessary resources from local budgets and use funds of the national target Program on building of a new-style countryside for the 2021-2025 period for, and integrate funding sources from industrial and agricultural extension, local budgets, credit capital and other lawful sources for implementation of the OCOP Program.

- Assign specific responsibilities to provincial-level departments and agencies; strengthen and consolidate permanent agencies advising and assisting authorities in implementation of the OCPC Program at the provincial, district and commune levels in a suitable and effective manner.

- Regularly organize the examination, supervision and evaluation of the results of implementation of the OCOP Program in their localities; and strictly implement regulations on regular and unscheduled reporting to the Permanent Agency of the OCOP Program at the central level.

b/ District-level People’s Committees shall:

- Formulate plans on implementation of the OCOP Program in their districts; and allocate funds from district-level budgets and integrate funds of other programs and projects for implementation of the OCOP Program.

- Directly implement activities under the OCOP Program at the district level.

- Direct and guide commune-level People’s Committees in participating in activities of the OCOP Program.

c/ Commune-level People’s Committees shall:

- Assign cadres to take charge of the implementation of the OCOP Program at the commune level.

- Participate in activities to implement the OCOP Program at the commune level as assigned by provincial- and district-level People’s Committees; and proactively review potential products in their localities and guide organizations and individuals in participating in the Program.

- Proactively disseminate information about the importance of and support policies under the OCOP Program to economic organizations and people; and positively support and provide consultancy to economic organizations for the latter to prepare dossiers and documents for participating in the OCOP Program.

3. The Vietnam Fatherland Front, socio-political organizations, and socio-professional organizations: To request central agencies of the Vietnam Fatherland Front and socio-political organizations (the Vietnam Farmer’s Union, Vietnam Women’s Union, Ho Chi Minh Communist Youth Union, and Veterans Association of Vietnam), the Vietnam Cooperative Alliance, socio-professional organizations, and other societies and associations to intensify dissemination of information about, and mobilize, guide and support their members to positively participate in, the OCOP Program, supply-demand connection networks and farm produce trade promotion activities.

4. Schools, institutes, and research and consultancy organizations shall intensify training and coaching activities, and activities to support innovation, creation, startup and development of OCOP products in conformity with the Program’s orientations and contents.

Article 3. This Decision takes effect on the date of its signing.

Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and heads of related agencies and units shall implement this Decision.-
