DECISION
Approving the Scheme on organic agriculture development in the period of 2020 - 2030

THE PRIME MINISTER
Pursuant to the Law on Government Organization dated June 19, 2015;
Pursuant to the Law on Investment dated November 26, 2014;
Pursuant to the Law on Environmental Protection dated June 23, 2014;
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Product and Goods Quality dated November 21, 2007;
Pursuant to the Law on Food Safety dated June 17, 2010;
Pursuant to the Law on Pharmacy dated June 14, 2015;
Pursuant to the Government’s Decree No. 109/2018/ND-CP dated August 29, 2018, on organic agriculture;
Pursuant to the Prime Minister’s Decision No. 1819/QD-TTg dated November 16, 2017, on approving the agriculture restructuring plan on the period of 2017 - 2020;
At the request of the Minister of Agriculture and Rural Development.
DECIDES:
Article 1. To approve the “Scheme on organic agriculture development in the period of 2020 - 2030” with the following major contents:
I. VIEWPOINTS
1. The Scheme on organic agriculture development in the period of 2020 - 2030 (hereinafter referred to as the Scheme) aims to serve the Scheme on agricultural restructuring with the orientation toward increasing added value and sustainable development, implementing the national target programs and promoting the potential strengths of organic agriculture of regions and localities.
2. To develop organic agriculture associated with the goal of protecting the environment, developing biodiversity, contributing to the development of tourism and services.
3. Development of organic agriculture must be carried out both in breadth and depth with the direction of widely apply organic methods (using organic fertilizers, biological drugs, etc.) in agricultural production and gradually increase the percentage of certified organic products according to domestic and global market requirements.
4. Develop organic agriculture at all scales and levels from households, cooperative groups, cooperatives, and enterprises to create organic foods, safe environment for farmers, and products that have high added value.
5. To mobilize the participation of managers, scientists, international organizations, economic sectors, especially enterprises, cooperatives and households in organic agriculture development.
II. OBJECTIVES
1. General objectives
To develop organic agriculture with high added value, sustainable, eco-friendly, associated with circular agricultural economy serving domestic consumption and export. To have certified organic agricultural products in accordance with regional and international organic agricultural standards; to make Vietnam become a country with the level of organic agricultural production on par with advanced countries in the world.
2. Specific objectives
a) Toward 2025
- The area of agricultural land for organic production will reach 1.5 to 2% of the total area of agricultural land.
- The area of organic cultivation land will approximately reach over 1% of the total cultivation land with the main crops such as rice, beans and vegetables, fruit tree, tea, pepper, cashew, coconut, etc.
- The percentage of organic livestock products will approximately reach 1 to 2% of the total domestic produced livestock products. Livestock products that are certified organic according to their strengths will be prioritized, such as milk, bee honey, bird's nest products, poultry and livestock meat, etc.
- The area of organic aquaculture will approximately reach about 0.5 to 1.5% of the total aquaculture area, with a number of special aquatic species which have economic value such as brackish water shrimp, giant freshwater prawn, other local aquatic species, etc.
- The production area of organic nutritional salts will approximately reach 5 to 10% of the total production area of nutritional salts.
- For medicinal products and natural non-timber forestry products, the ratio of organic production to total production will approximately reach 90 to 95% for intensive farming method (using the forest environment for production), the ratio of organic production to total production will approximately reach 75 to 80%.
- To improve the efficiency of organic production per unit area; product value per hectare of organic cultivation and aquaculture land will be 1.3 to 1.5 times higher than that of non-organic production.
- Domestic production and consumption of organic fertilizers will reach 3 million tons by 2020 and gradually increase in the following years, to increase the proportion of organic fertilizer products in total fertilizer products to 15% by 2025; to increase the number of biological pesticides in the list of pesticides allowed to be used to over 30%.
b) Toward 2030
- The area of agricultural land for organic production will approximately reach 2.5 to 3% of the total area of agricultural land.
- The area of organic cultivation land will approximately reach over 2% of the total cultivation land with the main crops such as rice, beans and vegetables, fruit tree, tea, pepper, cashew, coconut, etc.
- The percentage of organic livestock products will approximately reach 2 to 3% of the total domestic produced livestock products. Certified organic livestock products shall include milk, bee honey, bird's nest products, poultry and livestock meat, etc.
- The area of organic aquaculture will approximately reach about 1.5 to 3% of the total aquaculture area, with a number of special aquatic species which have economic value such as brackish water shrimp, giant freshwater prawn, native aquatic species, etc.
- The production area of organic nutritional salts will approximately reach over 10% of the total production area of nutritional salts.
- For medicinal products and natural non-timber forestry products, the ratio of organic production to total production will approximately reach 95 to 98% for intensive farming method (using the forest environment for production), the ratio of organic production to total production will approximately reach 80 to 85%.
- Product value per hectare of organic cultivation and aquaculture land will be 1.5 to 1.8 times higher than that of non-organic production.
III. TASKS
1. To develop concentrated organic agricultural production areas and key organic products
To give priority in using of regions with favorable soil and climate conditions for each plant and animal species for organic production; give priority to the selection of types and breeds of plants and livestock that are well adapted to soil conditions, resistant to pests and diseases and have a market for organic products.
To form the production area for local products with potential features to develop brands, product geographical indication for investigation in organic production.
a) Organic cultivation area
To determine organic production areas suitable for key products such as rice, beans and vegetables of all kinds, fruit trees, tea, pepper, coffee, coconut, etc. and to have plans to convert the areas that are producing these key products to organic production.
- Organic rice area: the cultivated area shall be about 50 to 70 thousand hectares by 2025 and about 100 to 150 thousand hectares by 2030.
- Organic bean and vegetable area: the cultivated area shall be about 10 thousand hectares by 2025 and over 20 thousand hectares by 2030.
- Organic orchard area: the cultivated area shall be about 10 to 12 thousand hectares by 2025 and about 20 to 25 thousand hectares by 2030.
- Organic tea area: the cultivated area shall be about 1.5 to 2 thousand hectares by 2025 and about 3 to 5 thousand hectares by 2030.
- Organic pepper area: the cultivated area shall be about 1.5 to 2 thousand hectares by 2025 and about 3 to 4 thousand hectares by 2030.
- Organic coffee area: the cultivated area shall be about 6 to 8 thousand hectares by 2025 and about 12 to 15 thousand hectares by 2030.
- Organic cashew area: the cultivated area shall be about 1 to 1.5 thousand hectares by 2025 and about 2 to 3 thousand hectares by 2030.
- In addition, there are other concentrated organic cultivation areas such as the organic coconut area with about 2 to 4 thousand hectares, the concentrated organic cocoa area with about 100 hectares, etc.
b) Organic livestock farming area
To develop organic livestock farming areas with key products such as milk, honey products, bird’s nest products, poultry and livestock meat, etc. especially the organic buffalo and cow breeding areas shall be associated with grasslands and organic forage cultivation areas.
- Organic buffalo and cow breeding area: the herd of buffaloes and cows shall reach about 100 to 150 thousand heads by 2025 and about 160 to 180 thousand heads by 2030, in which dairy cows shall reach about 10 to 15 thousand heads by 2025 and about 20 to 30 thousand heads by 2030.
- Organic pig breeding area: the herd of pigs shall reach about 250 to 400 thousand heads by 2025 and about 600 to 800 thousand heads by 2030.
- Organic poultry breeding area: The poultry flocks shall reach about 5 to 8 million by 2025 and about 9 to 12 million by 2030, of which shall be about 9 to 10 million organic chickens.
- Organic beekeeping area: organic honey production shall reach about 5 to8 thousand tons.
c) Organic aquaculture area:
To develop organic aquaculture areas with key products such as brackish water shrimp, giant freshwater shrimp, native aquatic species, etc. To develop organic aquaculture areas in association with domestic and export markets. Concentrated organic aquaculture area with water surface area for organic aquaculture reaching about 60 to 80 thousand hectares.
d) Organic salt production area
Organic salt production area shall reach about 1.7 to 2 thousand hectares.
dd) Areas for production and exploitation of natural products
To establish and develop certified organic production areas from natural product production and exploitation areas (natural forests, ponds, lakes, rivers and streams).
2. Develop a variety of forms of organization for organic production
- To develop linkage models with the value chain between enterprises and cooperatives that produce, process and trade organic products in concentrated production zones to create large-scale goods for the flagship product.
- To encourage forms of production at the scale of cooperatives, enterprises, and groups of cooperatives to produce indigenous specialty products and natural products with high added value and traditional values.
- To promote the movement of building organic gardens in association with waste collection, making organic fertilizers, building a green, clean and beautiful environment in new rural communes.
3. Research of development and application of technology in organic agriculture
- To develop and perfect technical processes in the direction of applying high technology in combination with promoting indigenous knowledge, organic production associated with value chains for key products in order to improve productivity and quality, reduce input costs, reduce greenhouse gas emissions.
- To research, develop and apply biological products, bio-organic fertilizers, biological control agents to improve productivity, product quality, and replace antibiotics in livestock and aquaculture; biological products to treat agricultural environment.
- To research and assess the current status of soil fertility and nutritional needs for key plants serving sustainable organic agricultural production.
- To conserve, restore, exploit, establish and develop geographical indications and collective marks for indigenous and endemic fauna and flora varieties with comparative advantages and high economic value.
- To research and develop agricultural products with high quality and specific biological values, ensuring competitiveness and meeting the needs of people’s health protection.
- To research and choose to breed varieties of plants and animals with high productivity and quality, especially resistant to pests and diseases, suitable for organic production; research, develop and use organic seeds and inputs in aquaculture.
- To pilot implementation of organic agricultural production models (cultivation, aquaculture, livestock, medicinal herbs and salt) associated with value chains for a number of key products, specialties with advantages of localities and models of research, application and transfer of organic agricultural production technology, certification of products meeting organic standards in the attached list; replicate the model step by step.
4. Human resources training and development
- To improve capacity for officials and civil servants at all levels in charge of managing, inspecting and supervising certification organizations and organic agricultural products.
- To improve the capacity of organic product certification for certification organizations.
- To train and coach enterprises, producers and traders of organic products.
- To strengthen education on organic agriculture for high school students and students at vocational schools, colleges and universities in the field of agriculture, forestry and fishery.
- To improve the quality of human resources for organic production, strengthen the training of specialists in organic agriculture (at both central and local levels); to improve training quality, establish specialized training institutions on organic agriculture assigned by state management agencies.
5. To improve certification organizations, perfect the system of standards, regulations and technical processes
- To support and facilitate for establishment and development of certification organizations of organic agricultural products in accordance with Vietnamese standards.
- Step by step forming a system of certification organizations in Vietnam recognized by importing countries and international certification organizations.
- Vietnamese certification organizations of organic agricultural products must correctly and strictly implement the management and supervision of organizations and individuals producing organic agriculture certified by them.
- To develop standards, regulations, technical processes for production and management of organic agriculture.
6. To increase processing, consumption and export of organic products
- To give priority to processing of organic products including dishes, foods, beverages, medicinal drugs, cosmetics, etc. to enhance added value.
- To develop the linkage model of value chain of organic agricultural products from production to processing and consumption, applying high technology to deep processing and refining to create Vietnamese high-value organic agricultural products.
- To support branding, product promotion and market development for Vietnamese organic agricultural products.
- To encourage enterprises to put organic agricultural products into the system of supermarkets, convenience stores and safe product supply chains.
7. Developing input materials for organic agriculture development
- To publicly publish the list of input materials that meet the standards of organic agriculture.
- To formulate policies to encourage the use of organic input materials to produce organic products in the fields of agriculture, forestry and fishery.
- To diversify product sources for organic livestock feeds and aquaculture feeds such as green feeds, silage, dried, fish powder, etc. to develop organic livestock and aquaculture. To develop and use organic seeds, input materials in aquaculture.
IV. IMPLEMENTATION SOLUTIONS
1. Improving the effectiveness and efficiency of law enforcement on organic agriculture
a) Developing concentrated organic agricultural production areas
- Localities shall, based on their advantages in ecological conditions, advantageous products and consumption markets, identify key organic agricultural products, on that basis, develop a scheme to develop organic agriculture, assess land and water sources, develop mechanisms and policies to support and orient the development of concentrated organic agricultural production areas, invite enterprises, cooperatives and people with organic production needs to invest in production.
- To build a distribution system according to the value chain from production, processing linking with organic products consuming market (combined with tourism, ecological agriculture) according to the specificity of the region, thereby summarizing the successful lessons to perfect the technical processes and training, transfer.
- To increase the use of available, reusable, and closed-cycle materials in the production area, creating a premise for the sustainable development of organic agriculture (through using products from cultivation as animal feeds, aquatic products and providing raw materials as organic fertilizers for cultivation).
- To identify areas with potential strengths in the production of organic agricultural products to encourage enterprises, cooperatives and people who have demand to produce organic agricultural products to invest in production.
b) Input management of organic production
- To manage certified organic plant variety, livestock and aquatic breed in accordance with organic agriculture standards.
- To strictly manage input materials used in organic production: fertilizers, pesticides, veterinary drugs, preservatives, additives, etc.
- To manage water resources used for organic agricultural production: water for plants, water for livestock, aquaculture, etc.
- To manage organic plants cultivation process, organic livestock and aquaculture care processes.
c) Management of organic agricultural products
- Vietnamese organic agricultural products circulating on the market must be certified and have labels, origin traceability stamps and product logos corresponding to the certified standards.
- State management agencies shall carry out inspection and supervision of establishments producing and trading organic products and the quality of organic agricultural products according to regulations to ensure product quality in accordance with certified standards when circulating in the market.
- To establish the origin tracing system for organic products at each stage of production, processing and consumption.
2. Completing institutions, mechanisms and policies to develop organic agriculture
- To continue to implement current mechanism and policies: To implement promulgated mechanisms and policies on organic agriculture (implement Clauses 1, 2, and 3 Article 16 and Clauses 1, 2, 3, 4, and 5 Article 17 Chapter VI on policies to promote the development of organic agriculture according to the Decree No. 109/2018/ND-CP dated August 29, 2018, of the Government).
- To complete mechanisms, policies and legal documents to encourage organizations and individuals to invest in organic agricultural production.
- To develop new mechanisms and policies, especially encouraging enterprises to invest in organic agriculture, create conditions for innovative start-ups to invest in this field.
3. Promoting scientific research and technology transfer, international cooperation
- To strengthen international cooperation in scientific research and application of technology transfer to serve the production of input materials for organic agricultural production.
- To develop science and technology program to serve the development of organic agriculture in the period of 2020 - 2030.
4. Building and replicating organic agriculture key models
- To support and encourage private enterprises to participate in the establishment of prestigious domestic certification organizations and invest in building research models for technology transfer in production and processing of organic products.
- To build agricultural extension models on production and processing associated with consumption of organic agricultural products; complete technical processes, train and transfer techniques to farmers.
- To build the organic agricultural model with the linkage to closed value chain from production - processing - consumption of organic products and replicate it in the fields of cultivation, livestock, forestry, fisheries, salt production.
- To develop the model of training and improve the quality of human resources for organic agriculture.
5. Information propaganda
- To do communication to raise community awareness and understanding about organic agriculture.
- To do propaganda, dissemination, guide and enforce policies, laws and standards on organic agriculture to build the truth for consumers in using, to raise awareness for enterprises, producers and managers about strict compliance with production processes, monitoring and certification in order to promote the development of organic agriculture.
- To support communication campaigns to raise consumers’ awareness about organic agricultural products.
V. SCHEME IMPLEMENTATION FUNDS
1. Sources:
- Socialization capital of enterprises, funding, aid and other lawful mobilized sources from domestic and foreign organizations and individuals as prescribed by law.
- Budget capital through supporting the development of schemes, projects, technical and infrastructure consulting of ministries and sectors and integrating from national target programs, socio-economic development programs, funding for science and technology, agricultural extension, ODA projects and other related science and technology programs.
- Other lawful capital sources.
2. Management and use of State budget to implement the tasks of the Scheme shall be in accordance with the law on State budget and relevant regulations.
Article 2. Organization of implementation
1. The Ministry of Agriculture and Rural Development shall
The Ministry of Agriculture and Rural Development shall be the focal point agency, take responsibility to implement the Scheme, including:
- Assume the prime responsibility for, and coordinate with ministries, branches and localities in, implementing the Scheme; proactively integrate the objectives and tasks of the Scheme with the national target programs and projects of other relevant ministries, branches and localities.
- Preside over for proposing and developing necessary mechanisms and policies related to organic agriculture.
- Preside over for the selection and identification of factors to complete pilot models of organic agricultural production in localities according to the approved list; to appoint units with the capacity to research, certify and link value chains to participate in the implementation of pilot models; develop an implementation plan and gradually replicate the model.
- Organize propaganda activities, dissemination, train and guide content related to the Project.
- Organize the inspection, supervision, evaluation and annual report to the Prime Minister on the implementation of the Scheme.
2. The Ministry of Health shall
- Research and apply agricultural products with high nutritional quality and specific biological values to meet the people’s needs of disease prevention and health improvement and protection.
- Perform the state management of production and trading of organic drugs, cosmetics and foods under its management in accordance with law.
- Regularly inspect and supervise organic agricultural products circulating on the market according to the prescribed period.
- Research, survey and develop traditional medicine products, health protection foods from organic herbal materials.
3. The Ministry of Natural Resources and Environment shall
- Assume the prime responsibility for, and coordinate with ministries, branches and localities in, assessing and determining regions and areas eligible for organic production; stipulate the implementation of requirements on effective use and exploitation of natural resources, environmental protection and biodiversity, integrating conservation with the development of organic agricultural areas.
- Research and propose measures to promote the reuse of waste and organic by-products to become production materials, to limit disposal, waste and environmental pollution.
4. The Ministry of Industry and Trade shall
- Perform the state management of trading of organic foods and other organic products under its management in accordance with law; perform the market management of organic products under regulations.
- Perform the function of inspection and supervision with organic agricultural products circulating on the market according to the prescribed period.
5. The Ministry of Science and Technology shall
- Assume the prime responsibility for, and coordinate with related ministries and branches in, formulating, amending and publishing Vietnamese standards on organic agriculture.
- Preside and coordinate with the Ministry of Agriculture and Rural Development in approving scientific research and technology transfer tasks, key models for organic agriculture development in National science and technology programs.
6. The Ministry of Finance shall
- Preside and coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Science and Technology and relevant ministries and agencies in guiding mechanisms, policies to support organic agriculture development.
Allocate regular funding to implement the Scheme’s task, in accordance with the law on State budget and relevant regulations.
7. The Ministry of Planning and Investment shall:
Preside and coordinate with relevant ministries and agencies to balance, allocate funds for the implementation of programs and projects in accordance with law provisions on public investment and the State budget and guide the integration of capital sources to ensure investment efficiency.
8. The State Bank of Vietnam shall
Coordinate with the Ministry of Agriculture and Rural Development to review and develop mechanisms and policies to support Agriculture sector to implement this Scheme.
9. Vietnam Organic Agriculture Association shall
Coordinate in organizing propaganda and raising awareness for members to implement projects under the Association's authority.
10. Tasks of other agencies and organizations
Other ministries, branches and professional associations according to their functions and tasks, actively coordinate with the Ministry of Agriculture and Rural Development, localities and relevant agencies to implement the Scheme; mobilize and propagate people and enterprises to participate in the production and consumption of organic products and to link the value chain of organic agricultural products.
11. The Provincial-level People’s Committees shall
- Identify advantageous products, key fields, and regions with advantages in organic production, coordinate with the Ministry of Agriculture and Rural Development in formulating schemes and projects to develop organic agriculture to meet requirements and comply with agricultural sector standards.
- Develop local-specific mechanisms and policies such as land, infrastructure, seeds, organic production technology, etc. to serve the development of organic agriculture.
- Allocate funds from the local budget and mobilize legal capital sources to implement projects to develop organic agriculture in the locality.
- Regularly organize the inspection of the implementation of the local organic agriculture development scheme, annually synthesize reports on the implementation of the local scheme and send it to the Ministry of Agriculture and Rural Development for synthesis and report to the Government.
Article 3. Implementation provision
- This Decision takes effect on the signing date.
- Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related organizations and individuals shall implement this Decision.
