SUMMARY

National Action Plan on Green Growth for the 2021-2030 period

The Decision No. 882/QD-TTg on approving the National Action Plan on Green Growth for the 2021-2030 period is promulgated by the Prime Minister on July 22, 2022.

Accordingly, the National Action Plan on Green Growth for the 2021-2030 period (the Action Plan on Green Growth) includes 18 topics such as: Formulation and improvement of institutions and policies, improvement of the effect and effectiveness of state management in association with green growth targets; Communication, education and awareness raising; Development of green human resources and employment; Mobilization of financial resources for and promotion of investment in green growth; Science and technology, innovation; International integration and cooperation; etc.

Besides, resources for the implementation of tasks and activities of the Action Plan on Green Growth for 2021 - 2030 period include: State budget (central budget, local budget, tax preference policies); International support (official development assistance (ODA), support capital and concessional loans for green growth); Sources of commercial loans and private investment (green credit, green corporate bonds; foreign direct investment (FDI) for green growth, proceeds from the exchange of greenhouse gas emission quotas and carbon credits); and Other community and social capital.

Ministries, sectors, localities and relevant agencies shall periodically review the implementation of tasks and activities assigned in the Action Plan on Green Growth, and synthesize them in the report on implementation of the National Strategy for Green Growth in accordance with regulations.

This Decision takes effect on the signing date.

DECISION

Approving the National Action Plan on Green Growth
for the 2021-2030 period

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the Prime Minister’s Decision No. 1658/QD-TTg of October 1, 2021, approving the National Strategy on Green Growth for the 2021-2030 period, with a vision toward 2050;

At the proposal of the Minister of Planning and Investment.

 

DECIDES:

Article 1. To approve the National Action Plan on Green Growth for the 2021-2030 period (below referred to as the Action Plan on Green Growth) with the following main contents:

1. Subjects and tasks

The Action Plan on Green Growth includes 18 subjects, 57 groups of tasks and activities, and 134 specific tasks and activities, as follows:

a/ Eighteen subjects:

- Formulation and improvement of institutions and policies, raising of the effect and effectiveness of the state management in association with green growth goals, including 2 groups of tasks and activities and 9 specific tasks and activities.

- Communications, education and improvement of awareness, including 2 groups of tasks and activities and 3 specific tasks and activities.

- Development of human resources and green employment, including 2 groups of tasks and activities and 6 specific tasks and activities.

- Mobilization of financial resources for and promotion of investment in green growth, including 3 groups of tasks and activities and 14 specific tasks and activities.

- Science, technology and innovation, including 2 groups of tasks and activities and 6 specific tasks and activities.

- International integration and cooperation, including 3 groups of tasks and activities.

- Equality in green transformation, including 2 groups of tasks and activities and 4 specific tasks and activities.

- Energy, including 5 groups of tasks and activities and 11 specific tasks and activities.

- Industry, including 4 groups of tasks and activities and 4 specific tasks and activities.

- Transport and logistics services, including 6 groups of tasks and activities and 18 specific tasks and activities.

- Construction, including 4 groups of tasks and activities and 13 specific tasks and activities.

- Agriculture and rural development, including 5 groups of tasks and activities and 11 specific tasks and activities.

- Waste management, including 2 groups of tasks and activities and 3 specific tasks and activities.

- Air quality management, including 2 groups of tasks and activities and 2 specific tasks and activities.

-  Management of water resources, land resources and biodiversity; and development of green marine economy, including 6 groups of tasks and activities and 16 specific tasks and activities.

- Green and sustainable consumption and shopping, including 2 groups of tasks and activities and 4 specific tasks and activities.

- Health, including 2 groups of tasks and activities and 6 specific tasks and activities.

- Tourism, including 2 groups of tasks and activities and 4 specific tasks and activities.

b/ 57 groups of tasks and activities and 134 specific tasks and activities are provided in the Appendix I to this Decision.

2. Organization of implementation

a/ The National Steering Committee for Green Growth, including the head being a Deputy Prime Minister, the deputy head being the Minister of Planning and Investment, and members being representatives of leaderships of related ministries, ministerial-level agencies and government-attached agencies, shall organize interdisciplinary coordination, assist the Government and Prime Minister to research and direct the handling of important and interdisciplinary issues on green growth and implementation of the National Strategy on Green Growth approved in the Prime Minister’s Decision No. 1658/QD-TTg of October 1, 2021.

b/ The Ministry of Planning and Investment shall, as the national focal point for green growth, assume the prime responsibility for, and coordinate with related ministries, sectors and provincial-level People’s Committees in, organizing the implementation of the Action Plan on Green Growth; guide, supervise, evaluate, inspect and sum up implementation results; assume the prime responsibility for, and coordinate with the Ministry of Finance and related ministries and sectors in, determining and allocating domestic financial sources, regulating foreign donation sources and implementing mechanisms and policies to promote the implementation of the Action Plan on Green Growth.

c/ Ministries, sectors, provincial-level People’s Committees, the Vietnam Fatherland Front and the Vietnam Chamber of Commerce and Industry shall assume the prime responsibility for, and coordinate with others in, performing the tasks and activities provided in Appendix I to this Decision.

3. Resources for implementation

Resources for implementation of the tasks and activities of the Action Plan on Green Growth include:

- State budget: central budget, local budgets, and tax incentives.

- International support: official development assistance (ODA), support fund and concessional loans for green growth.

-  Commercial loans and private investor loans: green credit, green corporate bonds; foreign direct investment (FDI) for green growth, and proceeds from the exchange of greenhouse gas emission quotas and carbon credits.

- Other community and social funds: mobilized public and private funds for green projects, and domestic funds for green growth goals, mitigation of impacts of and adaptation to climate change.

4. Reporting regime

- Ministries, sectors, localities and related agencies shall periodically review the implementation of the tasks and activities assigned in the Action Plan on Green Growth, and synthesize them in the report on implementation of the National Strategy on Green Growth under regulations.

- The Ministry of Planning and Investment shall coordinate the implementation of green growth, regularly monitor and supervise the implementation, sum up implementation progress and results, promptly address arising problems, and report thereon to the National Steering Committee for consideration and decision.

Article 2. This Decision takes effect on the date of its signing.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related organizations and individuals shall implement this Decision.-
