GUIDANCE
On medical isolation at home and places of residence for the prevention and control of the COVID-19 epidemic
(Attached to the Decision No. 879/QD-BYT dated March 12, 2020 of the Minister of Health)

1. Objectives
To prevent the spreading of the COVID-19 epidemic to the community.
2. Methods of isolation
Medical isolation at home, accommodation, and place of residence: home; apartment; collective housing; dormitories in schools, industrial parks and enterprises; room in hotels, inns and guest rooms of agencies and units.
3. Subjects of isolation
- People who are in a close contact with a confirmed case;
- People who are the subjects of concentrated isolation and have negative test results with SARS-CoV-2 according to the guidance of the Ministry of Health;
- Other subjects according to directions of the Prime Minister or of the National Steering Committee for the prevention and control of the COVID-19 epidemic and following guidances of the Ministry of Health depending on specific situations of the epidemic.
4. Quarantine
A quarantine of 14 days is required from the last day of contact with suspected source.
5. Requirements of the room’s isolated person
- Private room is the best, if not, the bed of the isolated person should be at least 2 meters away from the beds of other family members’beds or those of the people in the same accommodation or place of residence and far away from the common area.
- The quarantine room should ensure ventilation, not use air conditioning, be regularly cleaned, limit the furnishings.
- A room should be at the end of the corridor, at the end of the wind, away from crowded areas.
- To have toilets, hand washing soap, clean water.
- To have trashcan with lid.
6. Organization of implementation of isolation
6.1. People s Committees of communes, wards, townships where an isolated person is living
a) To coordinate with the Steering Committee for the prevention and control of the COVID-19 epidemic to issue decisions on application of medical isolation measures and issue certificates of medical isolation completion to isolated person.
b) To direct, organize and strictly monitor the isolation.
c) To support resources to implement the isolation as prescribed.
d) To carry out the enforced medical isolation if the isolated person does not comply with the requirements of medical isolation.
dd) To facilitate, encourage, help the isolated person so that he/she can safely carry out the isolation.
e) To provide hotline of localities so that isolated person can contact them when necessary.
6.2. Management board/manager/owner of apartment building, dormitory, hotel, inn, guest house
- To coordinate closely with local medical agencies and related units in organizing the isolation.
- To assign the official in charge of the prevention and control of the COVID-19 epidemic and publicize contact information (name, phone number) for everyone to know and contact.
- To organize the supervision of isolated person according to regulations.
- To report to the competent authorities and coordinate in implementing the enforced medical isolation if isolated person does not comply with the requirements of medical isolation.
- To notify the information of the isolated person to households, people who are living in the same the accommodation or place of residence with the isolated person, in some special cases, to implement the guidance of the Ministry of Health so that everyone knows and coordinates in implementing the isolation and participates in monitoring the isolation.
- To organize communication for prevention and control of the COVID-19 epidemic. To hang, post posters, notices and guidances on prevention and control of the COVID-19 epidemic.
- Not to organize crowed events in common areas, accommodations and places of residence.
- To fully provide masks for the persons assigned to supervise isolation.
- To arrange waste bins with lids, quick hand disinfectant solution in waiting areas, corridors, stairs and elevator doors (if any).
- To organize disinfection of common areas:
To disinfect with regular detergents or disinfectant solutions that contain 0.05% of active chlorine (ensure 10 minutes of surface contact) or 0.1% of active chlorine (ensure 1 minute of surface contact) or contain at least 60% of alcohol; disinfection by wiping, washing is prioritized:
+ Floors, walls, tables and chairs, objects in public areas (waiting rooms, playing areas, sport areas...), common toilets, stairs, elevators (if any): To disinfect at least once a day.
+ Doorknobs, stair handrails, railings; buttons, elevator cabin: To disinfect at least 02 times/day.
- To organize daily garbage collection and treatment.
- To immediately notify local medical agencies directly or via the local government authorities or medical agencies’hotline in case of fever, cough, sore throat, shortness of breath.
- To facilitate, encourage, share sympathy and help an isolated person so that he/she can safely carry out the isolation.
6.3. Medical staffs shall:
a) To coordinate with regional police and organizations in the neighborhood to investigate and make a list of people to be isolated to record information about family addresses, places of residence, phone numbers; name and contact numbers of people when needed to contact. To provide phone numbers of medical agencies for a person who is isolated and his/her family and the manager of his/her place of residence.
b) To cooperate with residential group, Management Board/manager of accommodation, place of residence of the isolated person to notify request, purpose and duration of the isolation to isolated person and his/her family or the manager of his/her place of residence; to mobilize consensus, voluntary implementation.
c) To check daily temperature and monitor the health status of isolated person. To record the result on the daily health tracking sheet. To report to the commune-level medical station to report to the district-level medical center.
d) To guide the management board/manager/head of household, family members of isolated person to disinfection for accommodation such as: clean floors, surfaces of objects, doorknobs in isolated place with regular detergents or disinfectant solutions.
dd) To strictly implement provisions on prevention and control of infection for medical staffs in accordance with the Ministry of Health’s regulations when contacting the isolated person.
e) To guide the isolated person to separately collect medical masks, towels and tissues used for clean mouth and nose in to garbage bags or waste bin in his/her room corner. In the period of isolation, if the isolated person has any symptom of disease, the above-mentioned masks, towels and tissues shall be collected and handled as infectious waste. End of the quarantine, if the isolated person does not have any symptom of disease, the isolated person shall collected and handled the above-mentioned masks, towels and tissues as regular waste.
g) To guide and distribute disease prevention recommendations to the management board/manager/head of accommodation, place of residence and the isolated person to implement measures to prevent infection.
h) To immediately report to the medical authorities at higher levels and local authorities, to coordinate the transfer of isolated person to medical agencies for timely examination and treatment if the he/she shows signs of illness such as fever, cough, shortness of breath during monitoring process.
i) To be friendly, show sympathy, encourage and help the isolated person when performing the task to create a comfortable and confident psychology of the isolated person during the monitoring process.
k) To report the final result for district-level medical authority and local authority immediately after ending the quarantine.
l) To report to the competent authority and coordinate in implementing enforce medical isolation if the isolated person does not comply with the medical isolation requirements.
m) To provide isolated person with the hotline of medical agencies to contact when necessary.
6.4. An isolated person shall
a) To isolate at the accommodation, the place of residence with the specified and to commit to local authorities (Attached Form)
b) To check his/her temperature and monitor his/her health status himself or herself daily. To record the result and his/her general health status on the daily health tracking sheet. To notify daily the results of his/her temperature and health status to commune-level medical staff.
c) To immediately notify commune-level medical staff assigned to supervise as soon as showing one of the suspected symptoms: fever, cough, sore throat, shortness of breath.
d) Daily restrictions on leaving the private room, limiting direct contact with family members, persons in his/her place of residence as well as others;
dd) Not to leave the accommodation, the place of residence during the period of isolation.
e) To implement personal hygiene measures, wear a medical mask, regularly wash his/her hands with soap, clean water or other disinfectant solution. Not to share personal belongings: bowls, chopsticks, spoons, glasses, toothbrushes, towels...
f) To collect masks, towels, tissues used for clean mouth and nose in to separate garbage bags for disposal in accordance with regulations.
g) Not to eat or sleep with other people in the family, accommodation, place of residence.
h) To eat enough nutrition, drink enough water, to do physical activity and gentle exercises.
6.5. Family members, members of accommodations, places of residence where the isolated person shall
a) Restrictions on contacting the isolated person, wearing medical masks and keep away from the isolated person at least 02 meters when needed to contact.
b) To clean floors, tool surfaces, doorknobs at accommodation or the place of residence with regular disinfectants or disinfectant solution.
c) To providing separate meals for isolated person.
d) To immediately notify to commune-level medical staff and local authority when the isolated person leaves the quarantine area or has one of suspected symptoms: fever, cough, sore throat, and shortness of breath.
dd) Not to organize party or crowded activities at accommodation, place of residence.
e) To help, encourage and share sympathy with the isolated person during the period of isolation.
Any difficulty and trouble arising in the course of implementation shall be promptly reported to the Ministry of Health (the General Department of Preventive Medicine) for consideration and settlement./.
