SUMMARY

New apartment buildings and hotels may be used as quarantine establishments

On March 12, 2020, the Ministry of Health issues the Decision No. 878/QD-BYT on promulgating “the Guidance on the health quarantine at concentrated quarantine establishments for the prevention and control of the COVID-19 pandemic”.

Accordingly, Places to establish concentrated quarantine establishments (quarantine establishments) may be: Military police barracks; University dorms; Residential areas of factories and enterprises; New apartment buildings have not been put into use yet; Hotels, motels, guest houses and resorts, etc. Schools;  Commune-level medical establishments...

Noticeably, the quarantine establishment must arrange guards at the watch-house 24 hours a day; absolutely do not allow unauthorized people to enter the quarantine establishment. All transport vehicles entering or exiting the quarantine establishment shall be disinfected by spraying disinfecting liquid containing 0.1% active chlorine.  It is not allow to bring the quarantined people’s items that have not been disinfected yet out of the quarantine area.

This Decree takes effect on the signing date.

DECISION

On promulgating “the Guidance on the health quarantine at concentrated quarantine establishments for the prevention and control of the COVID-19 pandemic”

THE MINISTER OF HEALTH

Pursuant to the Law on Prevention and Control of Infectious Diseases dated November 21, 2007;

Pursuant to the Government’s Decree No. 101/2010/ND-CP dated September 30, 2010 on detailing the implementation of a number of articles of the Law on Prevention and control of infectious diseases on measures for quarantine, involuntary quarantine, typical epidemic prevention;

Pursuant to the Government s Decree No. 75/2017/ND-CP dated June 20, 2017 on defining the functions, tasks, powers and organizational structure of the Ministry of Health;

Pursuant to the Decision No. 173/QD-TTg dated February 01, 2020 of the Prime Minister on the announcement of epidemic of acute respiratory infections caused by new strains of Coronavirus;

At the proposal of Director of the General Department of Preventive Medicine, the Ministry of Health,

 

DECIDES:

 

Article 1.To promulgate together with this Decision “The Guidance on the health quarantine at concentrated quarantine establishments for the prevention and control of the COVID-19 pandemic”.

Article 2.“The Guidance on the health quarantine at concentrated quarantine establishments for the prevention and control of the COVID-19 pandemic” shall be applicable to all quarantine establishments under People’s Committees of municipalities or provinces or the Steering Committee on COVID-19 prevention and control of municipalities or provinces or competent agencies of the police or army.

Article 3.This Decision takes effect on the date of its signing and replaces the Decision No. 344/QD-BYT dated February 07, 2020 of the Minister of Health.

Article 4.Mr./Ms.: The Chief of Ministry office; the Chief of Inspectorate of Ministry; Directors and General Directors of Departments and Directorates of the Ministry of Health; Directors of Institute of Hygiene and Epidemiology and Pasteur Institute; Directors of hospitals of the Ministry of Health; Directors of Health Departments of provinces and centrally run cities; heads of medical units of ministries and branches; heads of relevant units are responsible for the implementation of this Decision./.

GUIDANCE

On the health quarantine at concentrated quarantine establishments for the prevention and control of the COVID-19 pandemic
(Issued together with the Decision No. 878/QD-BYT dated March 12, 2020 of the Minister of Health)

I. Objective

To quarantine peoples at risks of COVID-19 infection to prevent the spread of the pandemic to the community.

II. Forms of quarantine

Health quarantine at concentrated quarantine establishments under regulations of the Law on Prevention and Control of Infectious Diseases (2007).

III. Quarantine subjects

- A person living or traveling to areas where there are diseases caused by the COVID-19 (according to the information of the Ministry of Health);

- A person being in close contact with COVID-19 confirmed cases in cases beyond the ability of the medical establishment to receive;

- Other subjects according to the direction of the Prime Minister or the National Steering Committee for COVID-19 Prevention and Control and depending on the actual pandemic development, the Ministry of Health shall provide further instruction.

IV. Places to establish concentrated quarantine establishments (quarantine establishments)

- Military police barracks;

- University dorms;

- Residential areas of factories and enterprises;

- New apartment buildings have not been put into use yet;

- Hotels, motels, guest houses and resorts, etc.

- Schools;

- Commune-level medical establishments;

- Other areas can be used as quarantine establishments.

V. Requirements for quarantine establishments

- To provide essential living conditions:  electricity, water, toilet, and bathroom.

- To satisfying requirements on ventilation.

- To satisfying requirements on security and safety.

- To satisfying requirements on fire prevention.

- The quarantine establishment should be separate with the residential areas or fences.

- To be convenient for traveling, transporting quarantined people, providing logistics and transporting waste.

- Each room in a quarantine establishment should be equipped with Television and Internet.

VI. Quarantine period

The quarantine period shall be 14 days from the day of last contacting with the suspected cases of infection.

VII. Establishing quarantine establishments

1. Decision on establishing the quarantine establishment

The People’s Committees of province or city (government authority of district or commune assigned by the Steering Committee on COVID-19 prevention and control of province or city) or the Steering Committee on COVID-19 prevention and control of province or city and competent agencies of army and police shall issue a decision on establishing quarantine establishment.

2. Organization and arrangement in the quarantine establishment

2.1.The watch-house:

- To locate watch-houses in gate and entryway and exit way of the quarantine establishment.

- To arrange the place for washing hands with soap and clean water. In case there is no place for washing hands, the hand sanitizer is required.

- The quarantine establishment must arrange guards at the watch-house 24 hours a day; absolutely do not allow unauthorized people to enter the quarantine establishment.

- To prepare warning signs in red background and yellow letters as follows:“QUARANTINE ESTABLISHMENT - AUTHORIZED PERSONNEL ONLY”.

- The watch-house shall be managed by the police and army force, militia and self-defense forces, medical staff.

- Having waste bins with lids and foot pedals.

2.2. Areas for disinfecting transport vehicles

- To be arranged near gate of the quarantine establishment.

- All transport vehicles entering or exiting the quarantine establishment shall be disinfected by spraying disinfecting liquid containing 0.1% active chlorine.

2.3. Organization of quarantine zones

a) Quarantine area for quarantined people (quarantine area)

- Selecting location:

+ The quarantine area should be located separately at the end of the wind, easy to observe and approach.

+ Far from functional areas and surrounding residential areas.

- To localize the quarantine area:

+ To localize the quarantine area by soft or hard fences, depending on its conditions.

+ To place warning signs in red background and yellow letters as follows:“AREA FOR QUARANTINED PEOPLE - AUTHORIZED PERSONNEL ONLY”

- Entryway and exit way of the quarantine area:

+ To make a way for exit and entry into the quarantine area by soft fences.

+ At the entryway and exit way of the quarantine area, to prepare:

* A yellow bin with lid and foot pedal and lined with an infectious waste bag, labeled “SARS-CoV-2 HAZARDOUS WASTE”.

* A bin for domestic wastes with lid, foot pedal and lined with a waste bag.

* Place/Spot for washing hands with soap and clean water. In case there is no place for washing hands, the hand sanitizer containing 60% alcohol or more is required.

- Area for receiving people subject to quarantine:

The reception area in the quarantine area must be convenient, wide enough and clear for receiving, carrying out initial medical examination and classifying the quarantined people right after receiving.

- Rooms for the quarantined people:

+ Rooms must be well-aired, windows must be regularly opened and air conditioners shall not be allowed.

+ Each quarantine bed must be at least 01 meter far from the others. If such requirement on distance is not satisfied, each bed must be separated by a white plastic curtain.

+ In front of each door, to prepare a hand sanitizer; a yellow bin with lid and foot pedal and lined with an infectious waste bag, labeled“SARS-CoV-2 HAZARDOUS WASTE”; a bin for domestic wastes with lid, foot pedal and lined with a waste bag.

+ In each quarantine room, there must be a broom, a mop, a rag, 02 buckets and the disinfectant liquid or common cleaning liquid so that the quarantined people can disinfect their room.

+ To have a regulation of quarantine room.

- Temporary quarantine rooms in the quarantine area

+ To arrange from one to two temporary quarantine rooms for people showing signs of infection or suspected people detected when receiving or monitoring. Such rooms shall be located far away from the rooms arranged for quarantined people and convenient for the transport of patients to the medical treatment facilities.

+ Each temporary quarantine room must be arranged with: Personal beds, hand sanitizer, gloves, masks, a yellow bin with lid and foot pedal and lined with an infectious waste bag, labeled“SARS-CoV-2 HAZARDOUS WASTE”; a bin for domestic wastes with lid, foot pedal and lined with a waste bag.

- Rooms for emergency cases: To arrange from one to two rooms for emergency cases to transfer people arranged in the same room with a person with signs of infection or suspected person during the quarantine. Such rooms must be far away from rooms arranged for other quarantined people.

- Rooms/areas for changing protection clothes for employees:

+ Such rooms/areas must be located right at the beginning of the entrance to the quarantine area so that employees can change their protection clothes when enter or exit the quarantine area.

+ Such rooms/areas must be prepared wardrobes for personal protection clothes, hand sanitizer, chairs for wearing clothes, a yellow bin with lid and foot pedal and lined with an infectious waste bag, labeled“SARS-CoV-2 HAZARDOUS WASTE”; a bin for domestic wastes with lid, foot pedal and lined with a waste bag.

- Restrooms, bathrooms in the quarantine area:

Each quarantine room should have a separate restroom and bathroom. In case there is no separate restroom and bathroom in each quarantine room, the restroom and bathroom must be located in the quarantine and satisfies the following requirements:

+ Having separate rooms for male and female.

+ Having soap and clean water, toilet paper, common cleaning liquid, a yellow bin with lid and foot pedal and lined with an infectious waste bag, labeled“SARS-CoV-2 HAZARDOUS WASTE”; a bin for domestic wastes with lid, foot pedal and lined with a waste bag.

+ Such rooms must be cleaned on a daily basis.

+ For portable toilets, wastes must be collected and handled when they are full.

b) Area for the Executive board, medical staff and service staff (in operating area):

- The operating area shall be located in a separate area with the quarantine area, it must be convenient for traveling and easy to observe, at the same time, satisfy the following requirements:

+ To be equipped with computers, printers and devices, supplies - stationeries.

+ To provide information and communication, Internet and wireless fidelity.

+ To install the speaker system or hand speaker to disseminate, warn or notify information for the quarantined people and officers in the quarantine area.

- To arrange the place/spot for washing hands with soap and clean water. In case there is no place for washing hands, the hand sanitizer is required.

- To arrange restrooms for male and female; such restrooms must be fully equipped with soap and clean water for washing hands and bathing. To be equipped with common cleaning liquid.

- To be equipped with bins for domestic wastes with lids, foot pedals and lined with a waste bags.

c) Kitchen:

- The kitchen must be separate from the quarantine area.

- To provide sufficient clean water.

- To ensure food safety in processing and distributing meals.

- Having carts to transfer meals for the quarantined people.

- To save the food sample as prescribed.

- To be equipped with bins for domestic wastes with lids, foot pedals and lined with a waste bags.

- Having cafeteria regulations, instruction of food safety in the quarantine establishment.

d) Stairwell, elevator and lobby areas

- To be equipped with communication documents on prevention and control of COVI-19 pandemic.

- To be arranged with hand sanitizer.

- To be equipped with yellow bins with lids and foot pedals and lined with an infectious waste bags, labeled “SARS-CoV-2 HAZARDOUS WASTE”.

- To be equipped with bins for domestic wastes with lids, foot pedals and lined with a waste bags.

- The stairwell, elevator, control panel, lobby floor and the corridor shall be cleaned and disinfected on a daily basis.

dd) Area for receiving supplies:

- To arrange 01 desk for receiving supplies sent to the quarantined people at the watch-house.

- The supplier shall register with the on-duty guard and put his/her supplies on the reception desk, clearly stating the name and age of the receiver and supplier.

- Officers of the quarantine establishment shall transport such supplies to the gate of the quarantine area and notify the quarantined people for receiving such supplies.

- It is not allow to bring the quarantined people’s items that have not been disinfected yet out of the quarantine area.

g) Area for temporarily storing wastes:

- To arrange a separate area with roof, high drainage background and warning signs to temporarily store wastes for the quarantine establishment, convenient to transport wastes for treatment.

- To be equipped with yellow bins to storing infectious wastes, with lids and wheels, hard wall and labeled “SARS-CoV-2 HAZARDOUS WASTE”.

- To be equipped with bins for domestic wastes with lids, wheels and hard wall.

- To arrange the place/spot for washing hands with soap and clean water.

- To be prepared with disinfecting liquid containing 0.05% active chlorine to disinfect the used waste bins.

VIII. Organization of quarantine

1. Provincial level and municipal cities People s Committees:

a) Directing and organizing the quarantine and ensure resources for organizing quarantine; creating favorable conditions and support for quarantined people so that such people can feel secure to be under quarantine.

b) To closely inspect and supervise the performance of quarantine and to direct to enforce medical quarantine if the people to be quarantined do not comply with the requirements of medical quarantine.

2. The Steering Committee on COVID-19 prevention and control of provinces and cities

a) To issue or authorized for issuance of the decision on establishment of the quarantine establishments.

b) To issue or authorized for issuance of the decision on the List of people to be quarantined and the List of people complete the quarantine period.

c) To direct related departments, agencies and units to guide the establishment to be use as quarantine establishments to prepare for necessary conditions in accordance with law provisions to serve the need of quarantined people up on demand of COVID - 19 prevention and control.

d) Directing and organizing the quarantine and mobilizing resources for organizing quarantine up on demand of COVID - 19 prevention and control; creating favorable conditions and support for quarantined people so that such people can feel secure to be under quarantine.

dd) To give advice to the provincial level and municipal cities People s Committees to agree on the price and expenses for service in case the establishment to be use for quarantine belong to private ownership.

e) To agree with the establishment to be use for quarantine establishment on the temporary change of using purpose during the time of COVID-19 prevention and control.

g) To closely inspect and supervise the performance of quarantine and to enforce medical quarantine if the people to be quarantined do not comply with the requirements of medical quarantine.

h) Sending written notices about the application of health quarantine measures for foreigners to the Consular Department of the Ministry of Foreign Affairs to conduct procedures for notifying diplomatic missions of countries and territories whose people must be placed under quarantine up on demand of COVID-19 prevention and control.

i) To assign specialized agency to examine and guarantee on food safety in quarantine establishments or meal provider for quarantine establishments.

3. Quarantine establishments:

a) To set up regulation of the quarantine establishment, quarantine sub- division, quarantine room.

b) Ensuring necessities for the daily life of the quarantine people.

c) To provide separate meal potion for each quarantined people.

d) Forbidding mass gatherings in quarantine areas;

dd) Ensuring food safety on the quarantine establishment.

e) Facilitating, encouraging, sharing and helping quarantined people so that such people can feel secure to be under quarantine.

g) Closely supervising the implementation of quarantine and conducting involuntary health quarantine if the quarantined people fail comply with the medical quarantine requirements.

h) To implement the hand over before the next shift among related units of the quarantine establishment.

i) Ensuring security and safety in quarantine areas.

4. Manager and owner of establishment to be used as quarantine establishment

a) To closely coordinate with the Steering Committee on COVID-19 prevention and control of province and city to operate quarantine activities in the establishment.

b) To coordinate in prepare necessary conditions to serve quarantined people in accordance with law provisions.

c) To implement information propaganda and discrimination on COVID-19 prevention and control.  Showing poster and notification to express instruction for COVID-19 prevention and control.

d) Not to organize mass gathering events in common use areas; Not to organize mass gathering events in living or accommodation area.

e) To report to the competent authority and coordinate in case of conduct enforce quarantine if the quarantined people fail to comply with the medical quarantine requirements.

g) To conduct hygienic cleaning the common using area.

5. Medical staff and employees of quarantine establishments

a) To conduct people receipt, check body temperature and initial health check for quarantined people at the reception area. To make the list and record information on family address, living address and personal phone number of quarantined people; name and phone number of family member in case of need to contact.

In case of detect that the quarantined people be feverish or showing suspicious symptom during reception time, such people shall be separated and take to the temporary quarantine room immediately, after that, the establishment shall coordinate with the provincial or city Center for Preventive Medicine to take those people to the treatment establishment to be quarantined in accordance with law provisions.

b) Informing such people of requirements, purposes and time of quarantine, explaining to make quarantined people agree and voluntarily participate in the quarantine.

c) To arrange quarantined people into quarantine room according to the principle that people have the same health condition, receipt in the same day shall be arranged in the same room or same zone in the quarantine division.  It is recommended to arrange for a person in a room, in case the available room is insufficient, the quarantined bed must be at least 1m apart or farther, if it unable to arrange, between the bed must be a white plastic curtain for separation.

d) To give the quarantined people masks and pamphlet on COVID-19 prevention and control, simultaneously, give them instruction on methods of personal disease prevention and prevent infection to other, including: Conduct personal hygiene, wear facial mask, often wash hands with soap and clean water or other sanitize liquids; to inform the medical officer immediately when showing one of the suspicious symptom such as fever, cough, sore throat and difficulty breathing.

dd) Monitoring the health status and measure the body temperature of quarantined people at least 2 times (morning, afternoon) a day. Making records of such results in the health monitoring form for quarantined people.

e) To guide the quarantined people to collect masks, tissue or soft paper used for mouth and nose wash and wipe to put in infectious trash can; other garbage to common trash can.

g) to guide quarantined people not to share personal stuffs such as: drinking glass, cup, bowl, chopsticks, spoon, tissues, toothbrush...

h) To check for food safety at the kitchen of the quarantine establishment daily.

i) Strictly implementing regulations on the prevention of infection for medical staff in accordance with the regulations of the Ministry of Health when having contact with quarantined people.

k) Immediately reporting to people in charge of the quarantine establishments, the Department of Health and Centers for Disease Control or Centers for Preventive Medicine of provinces and municipalities when any quarantined person shows symptoms of fever, cough, sore throat, breathing difficulties during the quarantine process.Taking measures to transfer people with fever, cough, sore throat, breathing difficulties to medical establishments to manage, treat, and quarantine such people under law regulations.

l) Reporting daily monitoring results to municipal or provincial Departments of Health and Centers for Disease Control or Centers for Preventive Medicine.

m) Being devoted, sharing, encouraging and helping quarantined people when performing the task to make such people feel comfortable during the monitoring process.

6. Quarantined people

a) To comply with regulations and terms of the quarantine establishment and commit to implement health quarantine measure (using attached form).

b) Taking personal hygiene measures, wearing face masks, regularly washing hands with soap or other disinfectant liquids. Do not spitting in public area.

c) Measuring body temperature at least 2 times (morning, afternoon) a day and monitor their health daily.

d) Informing medical staff in charge of monitoring their health as soon as there arises one of the following suspected symptoms: fever, cough, sore throat, breathing difficulties.

dd) Limiting movement outside the quarantine room and limiting direct contact with other people in the quarantine area on a daily basis.

e) Not to gather with others to talk or eat, not to organize game to play in the room, hall and the yard in the quarantine zone.

g) To wash and clean personal items such as clothing, blankets, dishes, cups with soaps or regular detergents.

h) Not to share personal stuffs such as: drinking glass, cup, bowl, chopsticks, spoon, tissues, toothbrush...

i) Ensure to eat enough nutrients, drink enough water, do exercise and light movement on the spot.

k) To collect mask, tissues and soft paper used for mouth and nose wash or wipe, put it in to the infectious trash can.

l) To collect other domestic waste, put in to common trash can.

IX. Prevention of infection for medical staff and officers of the quarantine establishment

- To implement personal preventive measures such as using protective clothing, masks...during implement duty in the quarantine zone.

- To wash hand with soap or antiseptic solution before and after each time entry into or get out of the quarantine zone.

- To make the list and check the health condition of staffs and employee regularly working in quarantine zone.

- Up on detect of suspicious symptoms of infected, to conduct quarantine, treatment and take medical samples to make experiment in accordance with law provisions.

- People who is pregnant or have chronic disease (bronchial asthma, chronic heart and lung disease, kidney failure, liver failure, heart failure, cancer, diabetes mellitus, immunodeficiency...) shall not be assign to work at quarantine establishments.

X. Handling of COVID-19 infected cases or suspected cases at quarantine establishments

1. Immediately report to persons in charge of quarantine establishments, municipal, provincial or local Departments of Health and Centers for Disease Control or Centers for Preventive Medicine.

2. To move the infected or suspected person to temporary isolated room immediately.

3. To move people in the same room with the infected or suspected person to a reserved room in a case of emergency.

4. To coordinate with municipal or provincial Centers for Disease Control or Centers for Preventive Medicine to conduct epidemic investigations.

5. Transport infected cases or suspected cases to hospitals assigned by the Steering Committee on COVID-19 prevention and control for the management, treatment and collection of samples.

6. The Department of Health shall direct the implementation of cleaning and sanitize the room of patient in accordance with provisions of the Ministry of Health. Such patient rooms can only be used after being disinfected.

XI. Task fulfillment of quarantine establishments

After finishing the task, quarantine establishments shall focus on conducting the following works:

1. Carrying out procedures to complete tasks as prescribed by competent authorities.

2. Collecting wastes and conducting environmental sanitation practices.

3. Conducting the final disinfection for the quarantine areas by spraying disinfecting liquid containing 0.1% active chlorine.

4. Implement experience learning and summary on completing the quarantine task.

5. To summary and report to the Steering Committee on COVID-19 prevention and control of provinces and cities and other related function agencies on implementation results in accordance with law provisions./
