On promulgating the 2022 electricity generation price bracket

THE MINISTER OF INDUSTRY AND TRADE

Pursuant to the Electricity Law dated December 03, 2004 and the Law Amending and Supplementing a Number of Articles of the Electricity Law dated November 11, 2012;

Pursuant to the Government’s Decree No. 98/2017/ND-CP dated August 18, 2017, on defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Government’s Decree No. 137/2013/ND-CP dated October 21, 2013, on detailing a number of articles of the Electricity Law and the Law Amending and Supplementing a Number of Articles of the Electricity Law;

Pursuant to the Minister of Industry and Trade’s Circular No. 57/2014/TT-BCT dated December 19, 2014, providing regulations on method and sequence of formulation and issuance of electricity generation price bracket;

Pursuant to the Minister of Industry and Trade’s Circular No. 13/2017/TT-BCT dated August 03, 2017, on amending and supplementing a number of articles of the Circular No. 56/2014/TT-BCT and the Circular No. 57/2014/TT-BCT;

Pursuant to the Minister of Industry and Trade’s Circular No. 57/2020/TT-BCT dated December 31, 2020, on providing method to determine electricity generation prices and power purchase agreement;

At the proposal of the Director of Electricity Regulatory Authority.

DECIDES:

Article 1. To promulgate the 2022 electricity generation price bracket used to negotiate the power purchase agreement price as prescribed at Point a Clause 2 Article 1 of the Minister of Industry and Trade’s Circular No. 57/2014/TT-BCT dated December 19, 2014, providing regulations on method and sequence of formulation and issuance of electricity generation price bracket.

Article 2. Vietnam Electricity and electric generating units shall, based on the electricity generation price bracket prescribed in Article 1 of this Decision and detailed fuel parameters used to calculate the brackets of electricity generation prices for coal-fired thermal power plants, negotiate the actual electricity purchase prices in compliance with the laws on methods of determining electricity generation prices and management of construction investment costs promulgated by competent authorities.

Article 3. Effect

1. This Decision takes effect on the date of its signing.

2. The Chief of the ministry office, the Director of the Electricity Regulatory Authority, the Director of the Electricity and Renewable energy Authority, the Ministry Inspectorate, the General Director of the Vietnam Electricity and the directors of electric generating units shall implement this Decision./.

THE ELECTRICITY GENERATION PRICE BRACKET

1. The electricity generation price bracket for coal-fired thermal power plants

The ceiling level of the electricity generation price bracket (excluding value added tax and shared infrastructure) applicable to coal-fired thermal power plants as follows:

Fuel data used for calculation of the 2022 electricity generation price:

- Net heat loss rate at loading level of 85%: 2409.51 kcal/kWh (Net capacity 2x600MW).

- Coal heat treatment (HHV): 5,205 kcal/kg.

- Coal price (excluding VAT and transportation costs): VND 1.845.000/ton (domestic coal).

- VND/USD exchange rate: 23,090.

2. The electricity generation price bracket for hydropower plants

The ceiling level of the electricity generation price bracket (excluding water resource royalty, forest environmental service fee, charge for granting the water exploitation rights and value added tax) applied to hydropower plants is VND 1,110/kWh./.
