SUMMARY

VND 78,585 billion in sustainable forestry development for 2021-2025

The Decision No. 809/QD-TTg approving the Program on sustainable forestry development for the 2021-2025 period is promulgated by the Prime Minister on July 12, 2022.

Accordingly, specific objectives and targets of the Program shall be as follows: to protect and sustainably develop all existing forest areas and forest areas to be created in the 2021-2025 period; to contribute to keeping the national forest coverage stable at around 42%; to strive for an annual growth rate of forestry production value of 5-5.5%; the export value of timber and non-timber forest products will reach around USD 20 billion by 2025, in which the export value of non-timber forest products will surpass USD 1.5 billion, with higher proportions of deeply processed products and export of timber and forest products of high added value.

To achieve the above goals, regarding the development of forests and improvement of forest productivity and quality, for natural forests, the Government requests to zone forest areas for natural regeneration or for natural regeneration with additional planting of around 100,000 hectares per year on average, largely in the form of transitional zoning of existing forest areas; to efficiently implement silvicultural measures to nurture and enrich natural forests.

Additionally, for planted forests, to plant some 230,000 hectares of forests per year, including 4,000-6,000 hectares of protection forests, special-use forests and coastal forests, and around 225,000 hectares of production forests (including 10,000 hectares of newly planted forests and 215,000 hectares of replanted forests), in which 30% of the area is for planting large-timber forests and intensive planting of forests.

The total funding amount for the implementation of the Program is estimated at VND 78,585 billion, including VND 13,628 billion from the state budget, VND 64,903 billion from other lawful funding sources.

This Decision takes effect on the date of its signing.

DECISION

Approving the Program on sustainable forestry development for the 2021-2025 period[1]

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the June 13, 2019 Law on Public Investment;

Pursuant to the June 25, 2015 Law on the State Budget;

Pursuant to the November 16, 2017 Law on Forestry;

Pursuant to the 14th National Assembly’s Resolution No. 124/2020/QH14 of November 11, 2020, on the 2021 socio-economic development plan;

Pursuant to the Government’s Decree No. 40/2020/ND-CP of April 8, 2020, detailing the implementation of a number of articles of the Law on Public Investment;

Pursuant to the Government’s Resolution No. 84/NQ-CP of August 5, 2021, approving the policy on investment in the Program on sustainable forestry development for the 2021-2025 period;

Pursuant to the Prime Minister’s Decision No. 523/QD-TTg of April 1, 2021, approving the Strategy for Vietnam’s forestry development in the 2021-2030 period, with a vision toward 2050;

At the proposal of the Minister of Planning and Investment and Minister of Agriculture and Rural Development,

DECIDES:

Article 1. To approve the Program on sustainable forestry development for the 2021-2025 period (below referred to as the Program) with the following principal contents:

I. OBJECTIVES

1. General objectives

To develop forestry into an techno-economic sector toward modernity, effectiveness, efficiency and high competitiveness, with chain-based linkage from forest development, forest protection and forest use to forest product processing and trading; to manage, protect, develop and sustainably use forest areas and land areas planned for forestry development; to bring into full play the potential, role and utilities of forests in order to make more and more important contributions to the socio-economic development; to contribute to creating jobs and increasing income for people in association with protection of the ecological environment, conservation of biodiversity of forest ecosystems, improvement of adaptability to climate change, mitigate negative impacts of disasters, reduce greenhouse gas emissions, and increase carbon sequestration, thus contributing to realization of Vietnam’s commitments made at the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP26) and safeguarding of national defense and security.

2. Specific objectives and targets

a/ To protect and sustainably develop all existing forest areas and forest areas to be created in the 2021-2025 period; to contribute to keeping the national forest coverage stable at around 42%; to continue raising the forest productivity and quality, thus meeting requirements on supply of materials for production and consumption, environmental protection, conservation of biodiversity, mitigation of negative impacts of disasters, and improvement of the adaptability to climate change.

b/ To strive for an annual growth rate of forestry production value of 5-5.5%; the export value of timber and non-timber forest products will reach around USD 20 billion by 2025, in which the export value of non-timber forest products will surpass USD 1.5 billion, with higher proportions of deeply processed products and export of timber and forest products of high added value.

c/ To contribute to creating jobs and increasing income for people participating in forest protection and development activities. By 2025, per-area unit income from planted production forests will be around 1.5 times the year of 2020’s figure.

II. IMPLEMENTATION SCOPE, SUBJECTS, LOCATION AND PERIOD

1. Scope of implementation of the Program

The Program shall be implemented nationwide, not covering:

- Activities under the national target programs for the 2021-2025 period;

- Activities of developing forest tree cultivars under the Prime Minister’s Decision No. 703/QD-TTg of May 28, 2020, approving the Program on development of research and production of cultivars to serve the agricultural restructuring in the 2021-2030 period;

- Programs and projects funded by official development assistance (ODA) and concessional loans of foreign donors and non-refundable aid other than ODA of foreign agencies, organizations and individuals for Vietnam.

Forest protection and development activities in communes with difficult socio-economic conditions (regions II and III) in ethnic minority and mountainous areas funded by the National Target Program on socio-economic development in ethnic minority and mountainous areas in the 2021-2030 period must comply with the 14th National Assembly’s Resolution No. 120/2020/QH14 of June 29, 2020, in order to achieve the targets of the Program.

The above programs and projects shall be implemented in an integrated manner so as to achieve objectives and fulfill tasks of the forestry sector.

2. Location for implementation of the Program: the whole country.

3. Implementation period of the Program: 2021-2025.

4. Owner of the Program: The Ministry of Agriculture and Rural Development.

III. MAJOR TASKS

1. Regarding the protection of forests and conservation of biodiversity of forest ecosystems

a/ To properly protect the existing forest areas, particularly natural forest areas; to ensure a reasonable structure of three types of forests (special-use forests, protection forests and production forests); to efficiently carry out the forest fire prevention and fighting.

All forest areas shall be efficiently managed by special-use forest management boards, protection forest management boards and forest owners being organizations of various economic sectors.

b/ To efficiently carry out the conservation of biodiversity of special-use forests (national parks, nature reserves, species and habitat conservation zones, etc.) and forests of high biodiversity.

2. Regarding the development of forests and improvement of forest productivity and quality

a/ For natural forests

To zone forest areas for natural regeneration or for natural regeneration with additional planting of around 100,000 hectares per year on average, largely in the form of transitional zoning of existing forest areas; to efficiently implement silvicultural measures to nurture and enrich natural forests.

b/ For planted forests

To concentratedly plant some 230,000 hectares of forests per year, including 4,000-6,000 hectares of protection forests, special-use forests and coastal forests, and around 225,000 hectares of production forests (including 10,000 hectares of newly planted forests and 215,000 hectares of replanted forests), in which 30% of the area is for planting large-timber forests and intensive planting of  forests.

To improve the productivity and quality of planted forests. By 2025, the productivity of planted forests will reach an average of 20m3/ha/year and the output of timber exploited from domestically planted forests (including concentrated planted forests and scattered trees, etc.) will meet around 80% of the total demand for materials for production and processing.

c/ For development of non-timber forest products: By 2025, the area under non-timber forest trees will reach 700,000-800,000 hectares.

3. Regarding sustainable forest management and forest management certificates for planted production forests

To organize the management and efficient exploitation of all planted production forest areas, striving for the target that by 2025, certificates of sustainable forest management will be granted for 500,000 hectares of forests.

IV. PRIORITY CONTENTS

1. Forest protection, forest fire prevention and fighting, and special-use forest, protection forest and coastal forest development

a/ To invest in the protection and sustainable development of existing areas of special-use forests, protection forests and production forests being natural forests, and efficiently implement programs and projects on conservation of biodiversity of forest ecosystems.

b/ To invest in the restoration and development of protection forests, particularly headwater forests and coastal forests, with investment ratios determined in accordance with law and techno-economic norms promulgated by competent state agencies and in suitability with specific conditions of forest planting locations.

c/ To invest in equipment and devices for forest protection and forest fire prevention and fighting; to build infrastructure facilities for forest protection, conservation and development at forest management boards, and ensure sufficient conditions for regular activities and forest patrol and protection work; to provide support for the construction of forestry roads for units and localities where exist concentrated material zones or socio-economic conditions remain difficult.

d/ To organize the implementation of projects on survey, evaluation and monitoring of forest resources nationwide; to build, improve and operate automatic forest monitoring systems to detect forest fires; to apply advanced and modern technologies in the management, survey, inventory and monitoring of forest resource developments.

2. Development of forest tree cultivars and planting of large-timber forests

a/ To invest in, or provide investment support for, the development of forest tree cultivars and non-timber forest products, covering selection, propagation, transfer, production and supply of cultivars in an industrial and modern manner, thereby creating a breakthrough in terms of productivity and product quality.

b/ To provide support for the planting of large-timber forests and transformation of small-timber forests into large-timber forests.

3. Development of non-timber forest products

To support the development of non-timber forest products based on local or regional advantages; to build concentrated material zones for non-timber forest trees in association with the development of the processing industry, thereby turning out products bearing local peculiarities and suitable to market demands.  

4. Development of forest product processing industry

To support investment in the development of the timber and forest product processing industry under mechanisms and policies on promotion of enterprises’ investment in rural areas and relevant regulations.

V. PROJECTS UNDER THE PROGRAM

1. Projects funded by the state budget

a/ Projects using public investment funds

- Projects funded by the central budget: These projects shall be implemented under the plan on medium-term public investment using state budget funds for the 2021-2025 period under the Prime Minister’s Decision No. 1535/QD-TTg of September 15, 2021, while other projects under the medium-term public investment plan for the 2021-2025 period must comply with the law on public investment.

- Projects funded by local budgets: These projects shall be implemented under local medium-term public investment plans for the 2021-2025 period.

b/ Activities and projects using non-business funds

The Ministry of Agriculture and Rural Development, other ministries, sectors and localities shall formulate and approve, and organize the implementation of, activities and projects to realize contents and solutions of the Program in association with strategies, plans and key schemes of the forestry sector under their management after the Program is approved, thus ensuring the achievement of the Program’s objectives in accordance with the Law on the State Budget and relevant regulations.    

2. Projects funded by other lawful funding sources

Support projects, investment projects of organizations and individuals for forest protection and development, and forestry development projects shall be implemented in accordance with current regulations applicable to different funding sources.

VI. ESTIMATED TOTAL FUNDING AMOUNT AND PRINCIPLES OF ALLOCATION OF CENTRAL BUDGET FUNDS FOR THE IMPLEMENTATION OF THE PROGRAM

1. The total funding amount for the implementation of the Program is estimated at VND 78,585 billion, including:

a/ VND 13,628 billion from the state budget, which includes:

- VND 7,484 billion from the central budget, including VND 3,084 billion from funds for development investment and VND 4,400 billion from funds for non-business activities;

- VND 6,198 billion from local budgets.

b/ VND 64,903 billion from other lawful funding sources.

2. Principles of allocation of central budget funds for the implementation of the Program

a/ The allocation of central budget funds for the implementation of the Program to ministries, central sectors and localities must comply with principles, criteria and norms for the allocation of central budget funds under the National Assembly Standing Committee’s Resolution No. 973/2020/UBTVQH14 of July 8, 2020, providing principles, criteria and norms for the allocation of public investment funds from the state budget for the 2021-2025 period; and the Prime Minister’s Decision No. 26/2020/QD-TTg of September 14, 2020, and relevant regulations.

b/ Central budget funds for the implementation of the Program shall be balanced and included in the medium-term public investment plan for the 2021-2025 period and annual budget estimates, depending on each funding source:

- These funds shall be included in annual state budget expenditure estimates of ministries and central sectors for the performance of their assigned tasks under the Program.

- Central budget funds for non-business activities shall be provided for localities to implement the Program on the principle of additionally providing part of required funds for localities that are unable to self-balance their budgets and other localities in accordance with law to perform the Program’s contents and tasks, with priority given to localities having large forest areas or low budget revenues or in border or coastal areas or on islands.

Central budget funds provided for localities to implement the Program shall be determined on the basis of support tasks and norms under current mechanisms and policies.

To prioritize the allocation of (non-business) funds for the following activities: management and protection of special-use forests, protection forests and production forests being natural forests; implementation of schemes and projects approved by competent authorities; forest survey, statistics and inventory, monitoring of the developments of forest resources, evaluation and supervision of the Program, and special activities to implement the Program as approved by competent authorities in accordance with law.

VII. IMPLEMENTATION SOLUTIONS

1. Improving mechanisms and policies

a/ To continue efficiently implementing current investment mechanisms and policies in accordance with law.

b/ To review, evaluate, adjust or supplement current mechanisms and policies or formulate new policies to implement the Program; to monitor the implementation of the law on forestry.

2. Popularizing policies and laws

To intensify public communication about socio-economic and environmental values and role of forests in the reduction of greenhouse gas emissions, carbon sequestration, response to climate change, and national defense and security maintenance; to improve awareness about sustainable forest development and planted large-timber forests of high productivity and quality, and use of legal timber products; to disseminate the forestry law among the population, and raise the society’s sense of responsibility for forest management and protection, forest fire prevention and fighting, and illegal logging prevention and combat.

3. Managing forest master plans and forest land areas

a/ To formulate and implement the National Forestry Master Plan for the 2021-2030 period, with a vision toward 2050, in line with the national overall master plan, national land use master plan, forestry development strategy and national biodiversity strategy; to ensure sustainable forest management; to exploit and use forests in association with the conservation of natural resources and raising of economic, cultural and historical values of forests; to protect the environment, respond to climate change and improve the people’s livelihood.

b/ To strictly control the forest repurposing, and resolutely handle violations in the purchase, sale and transfer of forests and forest land areas.

c/ To continue assigning or leasing forests to households, individuals, resident communities and economic sectors in accordance with law in order to ensure that all forest areas have their own owners while raising the efficiency of forest management and development.

d/ To promote forms of joint venture, association and cooperation in forest planting and development, thereby forming concentrated material zones for timber and forest product production and processing.

4. Improving and innovating the organization of production

a/ To continue reorganizing and innovating, and raising operational efficiency of, state forestry companies; to facilitate the establishment of forestry joint-stock companies and cooperatives and other forms of association and cooperation among forest owners in the development of production forests in order to form concentrated material zones in conformity with the national forestry master plan and local and regional socio-economic development plans; to step up the forestry restructuring.

b/ To organize chain linkage-based production in all stages from forest planting and forest exploitation to product processing and sale in order to improve production efficiency and competitiveness; to facilitate the establishment of large enterprises that have reputation and brands in timber and forest product production and processing associated with material zones.

c/ To facilitate the founding of associations to support the development of production forests and non-timber forest products, etc.; to raise the capacity of forest owners and enterprises in the organization of production and trade at home and abroad; to build the system of information on classification of timber processing and export enterprises.

d/ To continue studying and multiplying cooperation models in forestry; to encourage and create favorable conditions for farmers and households to join hands with enterprises in organizing forest commodity production; to exploit and bring into the full play advantages of a tropical forestry, and build and develop large-scale production zones.

5. Promoting science and technology and forestry extension

a/ To formulate and implement programs, projects and subjects on research, selection, propagation and improvement of forest tree cultivars and non-timber forest products (indigenous trees and imported trees of high productivity and quality); to apply forest intensive-planting and large-timber forest planting techniques; to apply high and advanced technologies in the stages of forest planting and timber and forest product exploitation and processing in order to raise productivity and quality; to carry out biodiversity conservation with efficient exploitation of benefits from genetic resources; to attach importance to the implementation of programs on research and development of timber and forest product processing technologies; to develop supporting industries; to set out sector/industry technical regulations and standards; to formulate a mechanism to link scientific research institutions with enterprises and forest planters; to combine research with training, technology transfer and forestry extension; to apply artificial intelligence (AI) in the development and raising of productivity and quality of planted production forests; to manage raw materials and produce forest products from planted forest timber.

b/ To invest in building the capacity for managing, coordinating and supervising forestry; to maintain, develop and efficiently use the database on monitoring, supervision and evaluation of the Program in association with the making of forestry statistics; to effectively organize the survey and evaluation of national forest resources; to improve the reporting capacity so as to ensure uninterruptedness, timeliness and effectiveness to serve management, direction and administration activities; to invest in and apply information technology in management and administration activities; to carry out digital transformation and apply AI in the monitoring, supervision and management of forest resources and forest fire prevention and fighting.

6. Developing human resources

To encourage and create favorable conditions for enterprises and training institutions to undertake cooperation in training and skill improvement for employees of enterprises; to diversify forms of vocational training associated with transfer of advanced and environmentally friendly technologies, techniques and production processes.

7. Intensifying international cooperation and trade promotion

a/ To get the best of funding sources of bilateral and multilateral cooperation programs and projects for forestry development, prioritizing programs and projects on support for coastal forest development associated with response to climate change and sea level rise; to practice sustainable forest management and forest certification; to reduce greenhouse gas emissions and forest carbon sequestration, and provide forest environment services; to implement programs and projects to raise the quality of human resources in forestry.

b/ To take the initiative in expanding international cooperation, and intensify trade promotion and market expansion; to proactively adapt to technical barriers and legal provisions of import markets.

c/ To create a fairly competitive market for sale and trading of forest products; to ensure harmony of interests of producers and consumers; to create a driving force of the market to promote the development of domestic forestry production.

8. Mobilizing funding sources

To diversify funding sources for the implementation of the Program, and intensify the mobilization of funds from lawful contributions of enterprises and support of domestic and foreign organizations and individuals, counterpart funds and contributions of people and beneficiaries for the performance of the Program’s tasks separately from other programs and projects. The mobilization, management and use of funding sources for the performance of the Program’s tasks must comply with current regulations.

9. Ensuring incorporation and coordination with other programs and schemes

a/ To incorporate funding sources for the implementation of the Program in national target programs in accordance with regulations on mechanisms for management and organization of the implementation of national target programs,  and in programs and projects related to forest protection and development in localities in order to mobilize to the utmost funding sources for the efficient implementation of such programs.

b/ To ensure coordination for achieving the efficiency of tasks and solutions set forth in the Strategy for Vietnam’s forestry development for the 2021-2030 period, with a vision toward 2050, promulgated under the Prime Minister’s Decision No. 523/QD-TTg of April 1, 2021, and other forestry programs and schemes approved by the Prime Minister which are currently implemented, including:

- The National Program on reduction of greenhouse gas emissions through mitigating forest loss and degradation; conservation and increase of carbon reserves and sustainable management of forest resources through 2030 (under the Prime Minister’s Decision No. 419/QD-TTg of April 5, 2017);

- The Scheme on building of the capacity to manage the system of conservation zones through 2025, with a vision toward 2030 (under the Prime Minister’s Decision No. 626/QD-TTg of May 10, 2017);

- The Scheme on protection, restoration and sustainable development of forests in the Central Highlands for the 2016-2030 period (under the Prime Minister’s Decision No. 297/QD-TTg of March 18, 2019);

- The General Scheme on elephant conservation in Vietnam (under the Prime Minister’s Decision No. 763/QD-TTg of May 21, 2013, which was revised under the Prime Minister’s Decision No. 413/QD-TTg of March 31, 2022);

- The Scheme on sustainable forest management and forest certification (under the Prime Minister’s Decision No. 1288/QD-TTg of October 1, 2018);

- The Scheme on planting of one billion trees in the 2021-2025 period (under the Prime Minister’s Decision No. 524/QD-TTg of April 1, 2021);

- The Scheme on protection and development of coastal forests to respond to climate change and promote green growth in the 2021-2030 period (under the Prime Minister’s Decision No. 1662/QD-TTg of October 4, 2021);

- The Scheme on building of capacity of the forest protection force in forest management and protection and forest fire prevention and fighting in the 2021-2030 period (under the Prime Minister’s Decision No. 177/QD-TTg of February 10, 2022);

- The Scheme on sustainable and efficient development of the timber processing industry in the 2021-2030 period (under the Prime Minister’s Decision No. 327/QD-TTg of March 10, 2022);

- The Scheme on sustainable development of macadamia in the 2021-2030 period, with a vision toward 2050 (under the Prime Minister’s Decision No. 344/QD-TTg of March 15, 2022);

- The Plan of Action on urgent conservation of primate species in Vietnam through 2025, with a vision toward 2030 (under the Prime Minister’s Decision No. 628/QD-TTg of May 10, 2017); 

- Other programs and schemes included in strategies and schemes approved by competent authorities, and forestry activities specified in the Prime Minister’s Decision No. 255/QD-TTg of February 25, 2021, approving the Plan on agricultural restructuring in the 2021-2025 period.

10. Managing and administering the implementation of the Program

a/ At the central level

To consolidate the Central Steering Committee for the implementation of the Program on the basis of the State Steering Committee for the Target Program on sustainable forestry development in the 2016-2020 period established under the Prime Minister’s Decision No. 1857/QD-TTg of November 23, 2017, in order to further direct and closely coordinate with ministries, sectors and administrations at all levels in implementing the Program, ensuring the effective and uninterrupted direction, administration and organization of the implementation of the Program.

To consolidate the Office of the Central Steering Committee for the implementation of the Program on the basis of the Office of the State Steering Committee for the Target Program on sustainable forestry development in the 2016-2020 period, and practice REDD+, which shall assist the Central Steering Committee for the implementation of the Program and the Minister of Agriculture and Rural Development in managing and organizing the implementation of the Program, thereby linking the implementation of forestry development projects and plans.

b/ At local levels

To consolidate provincial-level Steering Committees for the Program on the basis of provincial-level Steering Committees for the Target Program on sustainable forestry development in the 2016-2020 period, in order to direct and organize the implementation of the Program in localities, ensuring efficiency thereof. Standing bodies of provincial-level Steering Committees for the Program shall be located at provincial-level Departments of Agriculture and Rural Development in order to assist provincial-level Steering Committees in implementing the Program in localities.

Article 2. Organization of implementation 

1. The Ministry of Agriculture and Rural Development shall:

a/ Assume the prime responsibility for, and coordinate with related ministries and sectors and provincial-level People’s Committees in, organizing the implementation of the Program under regulations; approve, and organize the implementation of, projects under its management according to its competence and relevant regulations.

b/ Assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, Ministry of Finance and related agencies in, administering, directing and guiding the implementation of the Program, ensuring compliance with law.

c/ Assume the prime responsibility for organizing inspection and supervision of the implementation of the Program; make annual (or extraordinary) reports, and organize mid-term review and 5-year review in October 2025 of results of the implementation of the Program for reporting to the Prime Minister.

d/ Assume the prime responsibility for, and coordinate with related ministries and sectors in, amending and supplementing or formulating mechanisms and policies, then submitting them to competent authorities for promulgation, ensuring the efficient implementation of the Program.

dd/ Coordinate with the Ministry of Planning and Investment and Ministry of Finance in summarizing demands for, and balancing and allocating, funds for the implementation of the Program.

e/ Supervise and evaluate the Program and guide agencies in implementing the process of supervision and evaluation of the Program.

2. The Ministry of Planning and Investment shall:

a/ Assume the prime responsibility for, and coordinate with the Ministry of Finance and Ministry of Agriculture and Rural Development in, balancing and allocating development investment funds for the implementation of the Program.

b/ Coordinate with the Ministry of Agriculture and Rural Development and Ministry of Finance in guiding the inspection and supervision of the implementation of the Program.

3. The Ministry of Finance shall:

a/ Assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment and Ministry of Agriculture and Rural Development in, balancing and allocating non-business funds for the implementation of the Program in accordance with the Law on the State Budget and relevant regulations.

b/ Assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development in, guiding the management and use of non-business funds for the implementation of the Program.

4. The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development in, advising the Prime Minister on allocation of land norms of special-use forests, protection forests and production forests to localities; and direct the allocation of land associated with the allocation of forests to organizations, individuals and households under approved master plans.

5. The Committee for Ethnic Minority Affairs shall coordinate with the Ministry of Agriculture and Rural Development in efficiently organizing forest protection and development activities in region-II and region-III communes under the Prime Minister’s Decision No. 1719/QD-TTg of October 14, 2021, approving the National Target Program on socio-economic development in ethnic minority and mountainous areas in the 2021-2030 period, phase 1: from 2021 to 2025, and the Government’s Decree No. 27/2022/ND-CP of April 19, 2022, providing the mechanism for management and organization of the implementation of national target programs.

6. Provincial-level People’s Committees shall:

a/ Assume the prime responsibility for organizing the implementation of the Program in their localities; formulate, approve and implement local projects to implement the Program; work out annual and medium-term plans and funding demands, then send them to the Ministry of Agriculture and Rural Development, Ministry of Planning and Investment and Ministry of Finance for summarization.

b/ Allocate local budget funds and mobilize other lawful funding sources for the implementation of the Program in their localities in accordance with law.

c/ Direct the formulation of plans on the implementation of the Program; promulgate mechanisms and policies and guide the implementation of the Program in their localities; assign and decentralize responsibilities to local authorities, departments and sectors for organizing the implementation of the Program.

d/ Direct the incorporation of the implementation of the Program in forest protection and development activities in region-II and region-III communes under the Prime Minister’s Decision No. 1719/QD-TTg of October 14, 2021, ensuring their consistency and efficiency.

dd/ Organize the implementation, management, evaluation and pre-acceptance testing of results of the implementation of, locally managed projects; and inspect and supervise the implementation of the Program; regularly report on progress of the implementation of the Program and organize the preliminary review and final review of the Program in their localities.

7. Related ministries and sectors shall coordinate with the Ministry of Agriculture and Rural Development in organizing the implementation of the Program; and take part in inspecting, supervising and urging the implementation of the Program.    

Article 3. This Decision takes effect on the date of its signing.

Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and chairpersons of provincial-level People’s Committees shall implement this Decision.-
