DECISION

ON ISSUANCE OF REPORTING MECHANISM ON IMPLEMENTATION OF ODA PROGRAMS AND PROJECTS

THE MINISTER OF PLANNING AND INVESTMENT

Pursuant to Decree No. 61/2003/ND-CP issued on 06 June, 2003 by the Government on the functions, tasks, responsibilities, authorities and organizational structure of the Ministry of Planning and Investment;
Pursuant to Decree No. 131/2006/ND-CP issued by the Government on 09 November, 2006 on the issuance of the Regulation on Management and Utilization of Official Development Assistance (hereinafter called the Regulation);
Pursuant to Decision No. 94/2007/ND-TTg on 27 June, 2007 of the Prime Minister on approval of Action Plan for Implementation of the Strategic Framework for Official Development Assistance Mobilization and Utilization for the period 2006-2010;
Pursuant to Decision No. 52/2007/ND-TTg on 16 April, 2007 of the Prime Minister on issuance of reporting mechanism on the implementation of the State investment capital plan;
Pursuant to Decision No. 555/2007/ND-BKH on 30 May, 2007 on issuance of the Result- based Monitoring and Evaluation Framework for Implementation of the 5-year Social-Economic Development Plan 2006-2010;
At the request of the Director General of the Foreign Economic Relations Department of the Ministry of Planning and Investment,

HAS DECIDED:

Article 1. Issuance of the reporting mechanism on implementation of ODA programs and projects (hereinafter called Reporting Mechanism).

Article 2. Scope of Regulation and Application Objects

1. Scope of Regulation: Applying the Reporting Mechanism to all ODA programs and projects.

2. Application Objects: Program or Project Owners (hereinafter called Project Owners), Line Agencies responsible for the ODA programs and projects, the Ministry of Planning and Investment and the Ministry of Finance.

Article 3. Reporting Formats and Reporting Mechanisms at the Program and Project Level

1. Reporting Formats

The System of Reporting Formats at the Program and Project Level consist of monthly or quarterly reporting formats (Appendix 1), and a yearly reporting format (Appendix 2) attached to this Decision. The ODA programs and projects that are due to be completed in 2007 shall not be subject to this set of reporting formats. As a transition, they should continue to comply with the system of reporting formats that applied over the past period.

As specified in Article 36 of the Regulation, in process of implementation of ODA programs and projects, the Program or Project Management Units shall prepare and submit the reports mentioned above to their Project Owners for sending to the relevant agencies.
