THE PRIME MINISTER

Decision No.792/QD-TTg dated June 08, 2015 of the Prime Minister on approving the general planning for hi-tech zone development to 2020 with a vision to 2030

Pursuant to the Law on Government organization dated December 25, 2001;

Pursuant to science and technology dated June 18, 2013;

Pursuant to the Law on High technologies dated November 13, 2008;

Pursuant to the Government’s Decree No. 92/2006/ND-CP dated September 07, 2006 on establishment, approval and management of general planning for socio-economic development and the Government’s Decree No. 04/2008/ND-CP dated January 11, 2008 amending and supplementing a number of articles of Decree No. 92/2006/ND-CP;

At the request of the Minister of Science and Technology,

DECISION

Article 1.Approving “General planning for hi-tech zone development to 2020 with a vision to 2030” (hereinafter referred to as the Planning) as follows:

I. DEVELOPMENT OBJECTIVES

Establish hi-tech zones across the country, of which national hi-tech zones are the core, make a contribution toward accelerating hi-tech development serving socio-economic development in localities and regions; make a contribution toward innovating growth models and improving competitiveness of the economy; accelerate proportion of high technology in products and hasten the process of industrialization and modernization of the country;

From now to 2030, study the establishment of a number of hi-tech zones invested by central-affiliated cities and provinces on the basis of local budget and other sources aimed at furthering attraction of investment into hi-tech areas, making a contribution toward development of science and technology across the country;

II. ORIENTATION OF HI-TECH ZONE DEVELOPMENT

1. Increase intensive investment and continue to complete the construction of synchronous and modern infrastructure of national hi-tech zones including:

a) Hoa Lac hi-tech zones;

b) Ho Chi Minh City hi-tech zones;

c) Da Nang hi-tech zones;

2. Establish hi-tech zones invested by central-affiliated cities and provinces with all conditions, especially capital sources being fully prepared as follows:

a) Bio hi-tech zones of Hanoi and Ho Chi Minh City;

b) Dong Nai bio hi-tech zones, Dong Nai Provinces;

c) Ascendas-Protrade hi-tech zones, Binh Duong Province;

3. Based on socio-economic development situations, central-affiliated cities and provinces shall carry out the establishment of the project and make the submission to the Ministry of Science and Technology for scrutiny and submission to the Prime Minister for consideration and decision.

II. MAIN SOLUTIONS

1. Continue to improve mechanism and policies on hi-tech zones; intensify assignment and decentralization of authorities of central-affiliated cities and provinces in the management of hi-tech zones;

2. Capital sources for implementation of the planning:

a) Diversify capital sources for the implementation of the planning; encourage private sector involvement and attract foreign investment in the construction and development of hi-tech zones;

b) Prioritize allocation of state budget capital for the completion of synchronous technical infrastructure of national hi-tech zones;

c) For hi-tech zones invested by central-affiliated cities and provinces from local budget and other private sector sources, the manner and total investment shall be decided by provincial and municipal authorities in accordance with law provisions;

3. Support to development of hi-tech human resources:

a) Provide encouragement and support to the development of hi-tech human resources inside and outside hi-tech zones; coordinate organization of training programs for the development of human resources working in hi-tech zones;

b) Improve and promulgate mechanism and policies on attraction, employment and treatment to administrative officers who work in hi-tech zones; carry out studying and training high-quality human resources, especially satisfactory pay package to administrative officers, scientific experts who conduct applied research and train high-quality human resources;

c) Intensify attracting qualified organizations, individuals and experts from developed countries to take part in investment and cooperation with hi-tech zones for training hi-tech workers, especially attracting and employing young talented scientists working in hi-tech zones;

d) Build plans and contents of programs for training and improving capacity of administrative officers of hi-tech zone authority with great importance attached to administrative officers in the areas of science and technology;

4. Check policies on hi-tech supporting industrial development to make supplements to policies on investment projects for supporting industrial products along with hi-tech product manufacturing projects;

5. Intensify connectivity in the development of hi-tech zones aimed at increasing competitive advantages of hi-tech zones; Build and orientate the areas of technology and prioritize attracting investment to hi-tech zones based on local scientific and technological potentialities;

6. Build and develop connectivity between hi-tech zones and research facilities, universities and enterprises in prioritized areas;

7. Strengthen intensive communication about policies on incentives and investment support in hi-tech zones, make a contribution toward attracting investment to hi-tech zones, especially from multinational corporations;

Build plans for promoting investment to hi-tech zones and take part in National investment promotion program;

Article 2.Implementation

1. The Ministry of Science and Technology

a) Preside over monitoring, speeding up and implementing the Planning;

b) Carry out appraisal and submission to the Prime Minister for decisions on the establishment and expansion of hi-tech zones, or adjustments and supplements to the Planning in case of need;

c) Build a hi-tech zone information system across the country; carry out assessment of performance of hi-tech zones;

2. The Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Science and Technology and relevant agencies shall provide guidance on application for investment support; allocate state budget capital as support for the implementation of the Planning as prescribed in the Law on State Budget;

3. People’s committees of central-affiliated cities and provinces:

a) Reserve land for construction of technical infrastructure of hi-tech zones;

b) Perform administrative procedures concerning establishment of hi-tech zones in localities;

c) Build and organize the implementation of the planning for hi-tech zone development in localities; make annual reports to the Ministry of Science and Technology;

4. Relevant ministries, sectors and People’s committees of central-affiliated cities and provinces shall establish the planning for development of technical and social infrastructure outside hi-tech zones synchronized with the construction of hi-tech zones;

Article 3.This Decision takes effect on the signing date.

Article 4.Ministers, heads of ministerial-level agencies, heads of governmental agencies, presidents of People’s committees of central-affiliated cities and heads of relevant agencies shall be responsible for executing this Decision./.
