Decision No. 79/QD-TTg dated January 18, 2018 of the Prime Minister on introducing the national action plan on development of Vietnam’s shrimp industry by 2025
Pursuant to the Law on Government Organization dated June 19, 2015;
Pursuant to the Law on Fishery dated November 26, 2003;
Pursuant to the Prime Minister s Decision No. 1690/QD-TTg dated September 16, 2010 on approval of the Strategy for development of Vietnam’s fishery industry by 2020;
In the light of the request of the Minister of Agriculture and Rural Development,
DECIDES
Article 1.To attach with the national Action Plan on Development of Vietnam’s Shrimp Industry by 2025.
Article 2.ThisDecision takes effect on the signing date.
Article 3.Minister of Agriculture and Rural Development, Ministers, Heads of Ministry-level agencies, Chairpersons of People’s Committees of centrally-affiliated cities and provinces, and other organizations and individuals involved, shall implement this Decision./.

NATIONAL ACTION PLAN
ON DEVELOPMENT OF VIETNAM’S SHRIMP INDUSTRY BY 2025
(Issued with the Decision No. 79/QD-TTg dated January 18, 2018 of the Prime Minister)
1. Objectives
a) The overall objectives
To develop the Vietnam’s shrimp industry into the production industry which is large-scale, sustainable and adaptable to climate change, and protects the ecosystem; improve quality, value, production efficiency and competitive capacity of Vietnamese shrimp products with the aim of offering benefits to people, enterprises and domestic economy.
b) The specific objectives
- 2017 – 2020 period:
Increase productivity, production quantity, quality and value of Vietnamese shrimp products by stimulating application of technological advances and production reorganization; build necessary backgrounds to boost fast and sustainable growth in the subsequent period. Certain specific indicators:
+ Shrimp export turnover is envisaged to reach USD 5.5 billion (the average growth rate of 10.79%/year), including USD 4.5 billion in the export turnover of brackish-water shrimp products;
+ Total area intended for culture of brackish-water shrimps is expected to reach 710,000 ha; 30,000 ha for concentrated farming of giant river prawns and 1,000,000 m3of cage for raising lobsters;
+ Total shrimp production is expected to reach 832,500 tons (the expected average growth rate of 5.63%/year). Total production of brackish-water shrimps, giant river prawns and lobsters is expected to reach 800,000, 30,000 and 2,500 tons, respectively.
- 2021 – 2025 period:
The hi-tech shrimp farming industry plans to take shape at key production areas; organic shrimp farming zones are encouraged to apply technological advances to boost production and value of shrimp products by taking advantage of systematic production forms; physical infrastructure systems and engineering services are developed to attain a high level of consistency. Certain specific indicators:
+ Shrimp product export turnover is envisaged to reach USD 10 billion (the average growth rate of 12.7%/year), including USD 8.4 billion in the export turnover of brackish-water shrimp products;
+ Total area intended for culture of brackish-water shrimps is expected to reach 750,000 ha; 50,000 ha for concentrated farming of giant river prawns and 1,000,000 m3 of cage for raising lobsters;
+ Total shrimp production is expected to reach 1,153,000 tons (the expected average growth rate of 6.73%/year). Total production of brackish-water shrimps, giant river prawns and lobsters is expected to reach 1,100,000, 50,000 and 3,000 tons, respectively.
2. Development orientation:
- Make the best of potentials in natural conditions (especially natural advantages in farming of tiger prawns), advantages in markets and processing technologies as well as people s traditional and customary practices in order to develop the shrimp industry to become efficient, sustainable and adaptable to climate change.
- Make the shrimp industry grow on a large scale, and apply high technologies and engineering breakthroughs that are environmentally friendly and accord with region-specific ecological characteristics to increase production, create a large quantity of high-quality products (i.e. those that are accredited such as eco-friendly, organic and GAP shrimps). Aim at putting an end to use of chemicals and antimicrobials in all culture methods and all stages of production and circulation of shrimp products.
- Closely align production to consumption market demands; improve quality and build commercial brands of Vietnamese shrimp products.
- Invest in developing the shrimp industry according to the concept of systems and value chains with emphasis on enterprises that play their role as guides and driving forces in the entire value chain.
- Reorganize production activities with a view to promoting cooperation and connection with small-scale manufacturing establishments to establish concentrated raw material production zones which are on a large scale and act as central point connecting enterprises supplying input materials and consuming products.
3.Tasks
a) Intensive and semi-intensive brackish-water shrimp culture
- Carry out review of the planning and develop industrial and hi-tech shrimp production zones, especially in the Mekong Delta and the Central Coast (without needing to give incentives to develop the intensive shrimp culture at organic shrimp and mangrove shrimp farms, and zones where water supply is not steady).
- Invest in developing three-phase power supply systems to meet power demands at industrial brackish-water culture zones; develop and improve transportation, water resources facilities and infrastructure systems necessary for production activities, especially in the Mekong Delta and Central Coast.
- Encourage development of domestic ancillary industries serving the needs of the shrimp aquaculture.
- Raise an adequate number of high quality (i.e. disease-free and fast-maturing) shrimp fry to serve the needs of the shrimp farming industry (an estimated quantity of roughly 500,000 – 600,000 of parent shrimps and 150 – 200 billion of young shrimps).
- Increase productivity, production quantity and quality of shrimp products by applying new engineering and technological solutions.
b) Organic, ecological and extensive brackish-water shrimp culture
- Carry out review of the predetermined planning and develop large-scale and concentrated ecological and organic shrimp farms located in Ca Mau, Kien Giang, Bac Lieu, Soc Trang, Ben Tre and Tra Vinh. Develop Ca Mau province into an ecologically (mangrove, rice paddy and organically)-raised shrimp center in the nation.
- Invest in building and improving major and central infrastructure facilities (e.g. traffic systems, irrigation and water drainage canals) to serve the needs in concentrated and large-scale ecologically-raised or organically-raised shrimp zones.
- Domesticate, selectively breed and farm an adequate number of high quality shrimps (i.e. those that mature fast and are resistant to specific dangerous diseases) to serve commercial purposes (about 100,000 – 150,000 of parent shrimps and 40 – 45 billion of young shrimps, estimated by 2025).
- Increase productivity, production quantity and quality of shrimp products, and increase the average productivity of ecologically or organically raised shrimps to more than 700kg/ha/year in 2025.
c) Farming of giant river prawns
- Review the predetermined planning and invest in improvement of infrastructure of Mekong Delta’s concentrated giant river prawn farming zones located in areas endowed with potential and favorite conditions.
- Produce and supply giant river prawn fry that ensure conformity with prescribed quality standards and are of adequate quantity (2 – 3 billion of shrimp fry/year estimated by 2025) to serve commercial purposes.
- Raise giant river prawns for commercial purposes that ensure stability, effectiveness and sustainability in productivity and quality standards.
d) Lobster farming
- Carry out examination and arrangement of lobster farming zones in Central Coast provinces running from Quang Ngai to Binh Thuan, especially in Khanh Hoa, Phu Yen and Binh Dinh; increase farming productivity and quantity based on development of product consumption markets.
- Strictly manage and supervise capture of natural shrimp fry; strictly control quality of imported shrimp fry; research into and apply the process of manufacturing artificial feeds and breeding techniques in order to actively provide an adequate number of young shrimps for commercial purposes.
- Strictly manage and control farming facilities, carry out monitoring of environment at farming zones, prevention and treatment of diseases, especially the white spot disease, and control use of drugs and chemicals in the lobster aquaculture.
dd) Processing and consumption of shrimp product
- Review and promote shrimp processing capacity and technologies to match productivity of shrimps used as raw materials and meet consumption market demands.
- Apply advanced management procedures and technologies at shrimp harvest, transportation, processing and storage stages with the aim of consuming less fuel, reducing production costs and increasing proportion of value-added shrimp products.
- Strictly manage and control procurement of shrimps used as input materials; duly control product quality and effectively prevent injection with illegal solutions into shrimp products.
- Closely control quality and actively adjust volume and time of import of shrimps used as input materials in a rational manner to serve the needs of processing of shrimps for export according to the principles of exploiting market opportunities, ensuring the ongoing processing operation and no adverse impacts on domestic production of shrimps used as input materials.
- Keep existing markets and expand to potential export markets;
- Provide necessary conditions for consumption of lobster and giant river prawn products and change into formal export of these products.
4. Implementation solutions
a) Organization and management of production activities
- Develop models of cooperation and partnership between small-scale and distributed production facilities into cooperative unions, cooperatives or professional union branches to establish large, concentrated areas intended for production of raw materials and act as focal points connecting enterprises supplying input materials and consuming products according to the value chain, and skip intermediate stages.
- Research and develop private sector enterprises specializing in raising, processing and consuming shrimp products in specific shrimp aquaculture areas in order to increase production efficiency and product value.
- Check and control systems for production and distribution of shrimp fry, aqua-feeds, medications, chemicals and input materials used in the shrimp industry across the nation; carry out environmental monitoring activities and strictly control epidemic conditions at concentrated shrimp aquaculture zones; closely monitor water supply and wastewater of shrimp farming and processing facilities.
- Provide incentive treatment and favorable conditions for organizations or individuals applying technological advances, innovative and eco-friendly management methods at concentrated shrimp aquaculture zones; gradually replace chemicals by bio-products, and avoid using antimicrobials used in shrimp production.
- Experiment with numbering and assigning identity codes to shrimp culture ponds and zones to serve the purposes of management and tracking of origin of shrimp products.
- Establish, revise and perfect the regulatory framework on production conditions, national standards and regulations, production processes and engineering norms at all of stages in the shrimp value chain, in specific types of production and specific shrimp products.
b) Science, technology and aquaculture extension
- Promote research on application of new technologies, especially outstanding ones, which fit into specific stages in the line of production of raw materials (e.g. young shrimps, aqua-feeds, drugs, environmental treatment preparations and equipment), and such stages as commercial cultivation, processing, storage and consumption of shrimp products.
- Carry out assessment and review of successful production models in the real life to disseminate, propagate and multiply them (for example, techniques in caring for shrimp fry prior to release into grow-out compartments, release of larger sized shrimps; combination of shrimp aquaculture with cultivation of aquatic plants, supply of aqua-feeds, use of bio-products in ecologically and organically-raised shrimp ponds, etc.) in order to increase aquaculture production efficiency.
- Diversify and expand forms of dissemination of shrimp aquaculture information, training and transfer of technologies to aqua-farmers. Regularly assess effectiveness of aquaculture extension services for the purpose of drawing up plans for dissemination and propagation of shrimp aquaculture techniques which must fit into conditions of specific aquaculture zones.
- Concentrate on research on and select shrimp fry which mature fast and are free of diseases in order to actively supply them to intensive and semi-intensive shrimp aquaculture zones, and those which are resistant to several common diseases in order to supply them to extensive, ecological and organic aquaculture zones; and all-male giant river prawn fry for commercial raising purpose.
- Research and completely develop technologies to become proactive in domestically manufacturing aqua-feeds, bio-products and veterinary drugs for the shrimp industry; actively take measures to control environment, epidemics, treat wastes discharged from the shrimp industry.
- Promote transfer, up-gradation and application of advanced technologies for processing of shrimps in order to increase the proportion of products that have added value, ensure food safety and serve the needs of import markets.
- Apply the world s innovative information technologies and management practices to the shrimp industry; apply computing and remote sensing technologies to environmental, epidemic management and stages in the production line at concentrated shrimp aquaculture zones.
c) Market development
- Enhance information research, building and update of the database of domestic and international markets, consumer s tastes, product categories, market capacity and level of competition with countries manufacturing and exporting shrimps, and use such database as the basis for setting up the plan for development of consumption markets.
- Build and develop exchange centers (e.g. trading floors and auction markets) and hi-tech centers intended for promotion and supply of input materials (even including financing and technologies), and consumption of shrimp products, for the purpose of ensuring market transparency; enable enterprises to market shrimp products directly to distribution, retailing systems and consumers.
- Stimulate the negotiation process for trading promotion, uphold traditional shrimp export markets, cooperate in immediately removing barriers to hike up the export of Vietnamese shrimp products to potential markets in the region and the globe. Focus on development of formal export of shrimp products to the Chinese market (especially export of lobsters and giant river prawns). Concurrently bolster inspection, control and on-time handling of violations arising from traders’ local procurement of shrimps and informal cross-border transportation.
- Increase public-private partnerships in promotion of products, building of brands and geographical indications for Vietnamese shrimp products in key markets.
- Provide enterprises and manufacturers, through communication and propagation activities, with clauses in free trade agreements between Vietnam and other countries in the region and the world, as well as with relevant regulations governing export markets, in order to enhance market development competency, establish proper production and business strategies.
- Provide support for and protect legitimate interests of shrimp enterprises and manufacturers in competition and anti-dumping cases.
- Organize shrimp production activities to ensure they conform to reliable international accreditations or certifications, such as Natuland, GlobalGAP, ASC, BAP, etc. in order to gain instant market access and meet consumer’s needs and tastes, raise value of Vietnamese shrimp products and aim at sustainable development.
d) Adaptation to climate change and environmental pollution
- Integrate climate change and sea level rise scenarios into programs, proposals and projects for concentrated shrimp farming development in order to come up with timely and effective response plans and solutions.
- Complete systems for receiving information and warnings about climate change and environmental pollution impacts and transmitting them to organizations or individuals participating in the value chain of the shrimp industry in a fast, accurate and timely manner in order to take effective preventive and imitative actions and measures.
- Research and develop shrimp aquaculture models adaptable to climate change occurring in specific ecological zones; concurrently, carry out assessment and review of effective production models adaptable to climate change in order to widely disseminate and provide instructions for use of such models to shrimp aqua-farmers.
- Promote environmental monitoring and apply the green production technology to the entire shrimp production chain.
- Develop a mechanism for inter-sectoral cooperation in effective management of public water supply for economic operations, prevention of environmental pollution, restriction upon conflicts and negative impacts arising in the process of using such public water supply.
dd) Policy mechanism
- Policies on science and technology:
+ Provide incentives for activities such as research, import and transfer of high, advanced and eco-friendly technologies for production carried out at stages of the shrimp value chain;
+ Encourage enterprises to put their investment in conducting researches and cooperating with public research institutions on making the most of physical facilities and resources in order to speed up the progress of technological research for development of the shrimp industry (in particular, selective breeding of shrimps, manufacturing of shrimp aqua-feeds and equipment serving the hi-tech shrimp aquaculture needs).
- Policies on allocating and leasing land and water surfaces for shrimp farming purposes:
+ Establish and implement policies on accumulation, reorganization and consolidation of agricultural land plots to create large-scale and concentrated aquaculture zones in order to improve shrimp product competitiveness;
+ Adjust the allowable amount of agricultural land specific to regions, users and technologies in order for enterprises and people to feel secure to put their investment in production;
+ Complete and actualize policies on allocation and lease of coastal land intended for lobster aquaculture in the Central Coast’s provinces.
- Policies on taxes and fees:
Develop particular incentive policies on taxes and fees to encourage organizations and individuals to put more investments in raising, processing and exporting shrimps. These particular policies must be aligned with commitments, international treaties and bilateral or multilateral trade agreements to which the Socialist Republic of Vietnam is a party.
- Policies on credit:
+ Continue effective implementation of existing credit programs and policies in the agriculture and rural sector, including the shrimp industry;
+ Enable enterprises and people to have access to banks credit facilities for business investment and development.
- Policies on insurance:
+ Develop the insurance mechanism available at all stages in the chain of shrimp production, especially at shrimp breeding and commercial shrimp culture stages; provide small-scale shrimp farming households and cooperatives with support policies for purchase of insurance;
+ Encourage insurance enterprises to provide insurance coverage for the Vietnamese shrimp industry.
e) Policies on training and development of high-quality workforce to meet the needs of the shrimp industry.
- Reform, improve and expand human resource training centers to serve the shrimp industry s needs. Stimulate research and training establishments to build a connection with shrimp production enterprises, farms and facilities to accelerate application of technical and technological advances to production activities.
- Train highly-qualified officers to conduct researches and carry out shrimp industry management; call for private sector involvements in training employees directly working in the entire shrimp production chain (in connection with enterprises), and aim at providing training to meet recruiter’s and market demands.
- Organize training and drilling sessions, provide instructions and support for development of farm field-trip models for breeding of young shrimps and cultivation of commercial shrimps with the intention of enabling manufacturers and enterprises to have access to technological inventions.
g) International cooperation
- Maintain ongoing development of cooperation, joint venture and partnership in sectors, such as research on production of young shrimps (especially selection of disease-free and disease-resistant parent shrimps), environmental and epidemic control, shrimp rearing and processing technologies, with regional and other worldwide countries.
- Foster international cooperation in training highly-qualified officers to serve the shrimp industry s needs and approach new technologies on time.
h) Funding sources
- Diversify mobilized finances associated with program, proposal and project funds which have been approved and are currently invested in developing infrastructure of concentrated aquaculture zones.
- Call for private sector involvements in funding for development of the shrimp industry.
- Supplement the shrimp industry investment and development fund with ODA fund to succeed in implementing the plan for development of the shrimp industry.
i) List of programs, proposals and projects given investment priority (Attached Appendix II hereto attached)
5.Implementation organization
a) The Ministry of Agriculture and Rural Development shall preside over and cooperate with the Ministry of Public Security, the Ministry of Science and Technology, relevant ministries, sectoral administrations and local authorities in:
- Reviewing and guiding local jurisdictions to establish the plan for development of the shrimp industry in alignment with developmental potentiality and orientation to attain objectives specified in the National Action Plan.
- Establishing incentive and preference policies for investments in all stages in the chain of production of brackish-water shrimps, giant river prawns and lobsters.
- Outlining and implementing the plan for development of human resources to serve the Vietnamese shrimp industry’s developmental needs.
- Implementing the Proposal for development of the national product with respect to high-quality brackish-water shrimps in order to raise value and competition of Vietnamese shrimp products.
- Revising and completing regulations, technical regulations, standards and norms to effectively manage the value chain of production of brackish-water shrimps, giant river prawns and lobsters.
- Taking charge of reorganizing production activities with the aim of promoting chain-specific co-operations and affiliations; preparing a final and assessment report on efficient shrimp production models before they can be introduced to aqua-farmers.
- Working towards establishment of Vietnam Shrimp Association.- Directing more concentration on environmental monitoring services carried out at concentrated shrimp aquaculture zones; strictly supervising and control shrimp diseases; carry out control and management of quality of shrimp fry, input materials and facilities manufacturing, trading, procuring and processing of shrimp products under their relevant jurisdiction.
- Cooperating with relevant ministries and sectoral administrations in a timely manner to lift trade barriers imposed on the Vietnamese shrimp industry.
- Proposing solutions to managing and regulating import of shrimps used as input materials based on actual assessments, and balancing domestic production of input shrimps and processing of shrimps for export.
- Keeping on effective implementation of the Proposal for control and prevention of illegal injection with solutions into shrimp materials, and production and trading of shrimp products injected with illegal solutions, all of which are covered in the Prime Minister’s Decision No. 2419/QD-TTg dated December 13, 2016.
- Formulating and implementing programs, proposals and projects under their authority, specified in the attached Appendix II hereof.
- Proposing adjustment to state budget allocations to priority-given projects in which investment is derived from mid-term provisional investment funds that have been distributed for the period of 2016 – 2020, and proposing investment finances for the period 2021 – 2025.
- Recommending mechanisms for cooperation with relevant ministries, sectoral administrations and local authorities in management and organization of production activities and consumption of Vietnamese shrimp products.
- Submitting a review report on implementation of the Plan which is prepared periodically or upon request to the Prime Minister; seeking the Prime Minister’s approval of recommended actions on handling of difficulties and problems arising during the process of implementation of the Plan.
b) The Ministry of Science and Technology shall preside over and cooperate with the Ministry of Agriculture and Rural Development, relevant ministries and sectoral administrations in:
- Developing mechanisms and policies for mobilization of resources acquired through investment and cooperation of domestic and foreign enterprises, organizations and individuals in research on and application of scientific and technological achievements for the shrimp industry s growth.
- Formulating and implementing programs, proposals and projects under their authority, specified in Appendix II hereof.
c) The Ministry of Industry and Trade shall preside over and cooperate with the Ministry of Foreign Affairs, the Ministry of Agriculture and Rural Development, relevant ministries and sectoral administrations in:
- Establishing and updating the domestic and foreign market database; building the system for providing market and price-related information to relevant entities, enterprises and aqua-farmers.
- Building and implementing proposals and tasks of trade promotion and market expansion; lift trade barriers and handle trade disputes related to Vietnamese shrimp products in a timely manner.
- Providing enterprises with support for building, protection and development of Vietnamese shrimp brands.
- Proposing measures and strictly controlling informal border trades in shrimps that should be gradually transformed into the formal export of shrimps.
d) The Ministry of Planning and Investment shall preside over and cooperate with the Ministry of Agriculture and Rural Development, relevant ministries and sectoral administrations in:
- Proposing measures to mobilize resources (including ODA fund) to set up and implement shrimp industry development programs, proposals and projects.
- Offering alternatives for supplementation of resources necessary for implement the National Action Plan on development of the Vietnamese shrimp industry.
- Assessing programs, proposals and projects, and giving financing priority for development of infrastructure of shrimp breeding zones and concentrated shrimp aquaculture zones specified in the mid-term plan for the period 2016 – 2020 after receiving the Prime Minister’s approval and making necessary modifications.
- Proposing plans for timely fund allocations that finance evaluated and approved projects.
dd) The Ministry of Finance shall preside over and cooperate with relevant ministries and sectoral administrations in:
- Cooperating with the Ministry of Planning and Investment in state budget allocations to fund projects for development of infrastructure of concentrated shrimp aquaculture zones and priority-given scientific tasks.
- Allocating funds for training of workforce to serve the needs for the shrimp industry’s growth needs.
- Allocating funds in a timely manner, depending on the actual conditions, in order to implement programs, proposals and projects integrated into this Plan.
- Providing guidance on imposition of preferential interest rates on projects for investment in power infrastructure at concentrated zones intended for industrial aquaculture of shrimps.
- Providing guidance on use of state budget allocations to implement programs, proposals and projects integrated into this Plan.
e) The Ministry of Natural Resources and Environment shall preside over and cooperate with the Ministry of Agriculture and Rural Development, relevant ministries and sectoral administrations in:
- Formulating policies on consolidation, reorganization and accumulation of agricultural land lots intended for shrimp production activities, depending on specific ecological zones.
- Researching amendments to regulations on award of the certificate of land use right and ownership of property associated with land, providing guidance on certification of ownership of property associated with agricultural land, including property formed on agricultural land belonging to hi-tech agricultural projects, providing enterprises with most favorable conditions with respect to implementation of procedures for registration of fund borrowing transactions with banks.
- Providing instructions for allocation and lease of marine zones serving shrimp raising purposes.
- Establishing and providing guidance on implementation of regulations on management and environmental protection at all stages of the shrimp production chain.
- Developing and proposing plans and scenarios to respond to climate change and environmental pollution that are likely to affect the shrimp industry.
g) The State Bank of Vietnam shall cooperate with relevant ministries and sectoral administrations in:
- Formulating fund mobilization mechanisms and policies, and directing state-owned commercial banks and credit institutions to establish mechanisms for grant of preferential loans for development of the shrimp industry with particular attention paid to mechanisms that ensure that aqua-farmers may have access to proper loans to serve their production needs.
- Researching increase in the limit and duration of loans granted to organizations or individuals involved in development of the shrimp industry, especially new and eco-friendly technology research and application organizations.
h) The Electricity Corporation of Vietnam shall preside over and cooperate with local authorities in:
- Reviewing and assessing the current status of power supply systems located at concentrated shrimp aquaculture zones specified in approved planning schemes across the nation.
- Allocating resources and investing in infrastructure to ensure sufficient power provided to concentrated and hi-tech industrial shrimp aquaculture zones.
i) People’s Committees of centrally-affiliated cities and provinces where shrimp production establishments are located:
- Establishing and issuing incentive policies to call for enterprise’s investments in the shrimp industry; developing local cooperative models that rear and process shrimps.
- Strictly controlling production and trading of shrimp fry, aqua-feeds, veterinary drugs and environmental remediation agents used in shrimp production and imposing strict sanctions on violations arising within these local jurisdictions.
- Setting up the regional connection plan to make the most of shrimp production and business advantages; reviewing the predetermined planning, establishing concentrated shrimp production centers powered by high technologies, developing ecological and organic shrimp aquaculture zones.
- Providing adequate funding to ensure due implementation of monitoring, environmental warning and epidemic prevention activities; informing the status of markets, diseases and environmental pollution to aqua-farmers.
- Advising and instructing people to apply scientific advances, technologies and equipment that consume less power and renewable energy during the shrimp production process.

k) Trade associations and unions:
- Guiding members to strictly comply with legislative regulations on cultivation, processing and export of shrimp products.
- Protecting legitimate rights and benefits of people who are involved in production and business activities in the shrimp value chain; building close relationships between parties concerned in the shrimp value chain and banks, research institutes, regulatory authorities and consumers.
- Cooperating with regulatory authorities in outlining the strategy to stimulate export, trade promotion and market development activities, resolve trade disputes, eliminate technical barriers to farming, processing and export of Vietnamese shrimp products.
- Assisting in market analysis, forecast and supply of market information to organizations and individuals rearing, processing and exporting shrimp products.
