SUMMARY

THE PRIME MINISTER APPROVES THE SCHEME ON INTERNATIONAL INTEGRATION IN SCIENCE AND TECHNOLOGY THROUGH 2020

 

The Prime Minister signed to issue the Decision No. 735/QD-TTg dated May 18, 2011, approving the scheme on international integration in science and technology through 2020 with the objective to turn Vietnam into a country robust in a number of scientific and technological fields t by 2020 for the cause of national industrialization and modernization and to narrow the gap in science and technology between the nation and the region and the world.

Specific objectives, to the year 2015, Vietnam's science and technology officials will be fully capable of directly participating in scientific research and technological development activities of the region and the world in a number of priority and key fields. To the year 2020, Vietnam's science and technology organizations and businesses in a number of priority and key fields will be fully capable of cooperating with foreign partners and absorbing, mastering, renewing and creating technologies. Some results of scientific research and technological development of Vietnam in priority and key fields will earn their credit on the regional and world markets.

To achieve above objectives, the Decision must point out clearly 6 major tasks: to raise the quality of science and technology officials and administrators; to effectively mobilize financial sources for international integration in science and technology; to mobilize more information Resources for international integration in science and technology; to step up renewal of technologies, especially high technologies, with a view to raise competitiveness of a number of national products; to commercialize results of scientific research and technological development of Vietnam; to step up international integration activities in intellectual property, standardization, metrology and quality control.

Besides, some programs for performance of the scheme's tasks from now to the year 2020: A program on bilateral and multilateral scientific and technological research cooperation; A program on intensification of information sources for international integration in science and technology; A program on search for, decoding and transfer of foreign technologies into Vietnam.

This Decision takes effect on the date of its signing.

THE PRIME MINISTER

Decision No. 735/QD-TTg of May 18, 2011, approving the scheme on international integration in science and technology through 2020

Pursuant to the December 25, 2001 Law on Organization of the Government;

Pursuant to the June 9, 2000 Law on Science and Technology;

At the proposal of the Minister of Science and Technology,

DECIDES:

Article 1. To approve the scheme on international integration in science and technology through 2020, with the following principal contents:

1. Viewpoints:

a/ To take the initiative in undertaking active international integration in science and technology, while maintaining the independence, sovereignty, national security, equality and mutual benefits.

b/ To diversify and multilateralize foreign cooperation and investment in science and technology.

c/ To develop Vietnam's science and technology market in accordance with regulations and standards and in the process of integration with the world market.

d/ To selectively learn from advanced countries' experience, taking advantage of opportunities to raise the capacity of scientific research and technological development, especially for high technologies.

2. Objectives

a/ Overall objectives

To turn Vietnam into a country robust in a number of scientific and technological fields t by 2020 for the cause of national industrialization and modernization and to narrow the gap in science and technology between the nation and the region and the world.

b/ Specific objectives

- By 2015:

Vietnam's science and technology officials will be fully capable of directly participating in scientific research and technological development activities of the region and the world in a number of priority and key fields.

- By 2020:

Vietnam's science and technology organizations and businesses in a number of priority and key fields will be fully capable of cooperating with foreign partners and absorbing, mastering, renewing and creating technologies.

Some results of scientific research and technological development of Vietnam in priority and key fields will earn their credit on the regional and world markets.

3. Tasks

a/ To raise the quality of science and technology officials and administrators:

- To associate with foreign partners with the great potential in science and technology in carrying out training and fostering programs in a number of priority scientific and technological fields in order to form scientific and technological groups and collectives which are capable of organizing and participating in international scientific and technological activities;

- To step up the formulation and implementation of joint research programs and projects within the framework of bilateral, multilateral, regional, interregional and international agreements;

- To attract overseas Vietnamese specialists, scientists and technologists, and foreign specialists and scientists to take part in scientific research and technological development programs and projects and tertiary and postgraduate training programs in Vietnam;

- To create conditions for science and technology officials to participate in international scientific research and technological development programs and projects, organizations in the United Nations, APEC, ASEM and ASEAN, or regional and international specialized associations;

- To improve foreign-language skills for science and technology officials and administrators to meet requirements of international integration in science and technology.

b/To effectively mobilize financial sources for international integration in science and technology:

- To allocate funds from the state budget for science and technology development in order to effectively support activities of international integration in science and technology;

- To mobilize capital sources from domestic and foreign organizations and individuals for Vietnam's science and technology development investment;

- To renew financial mechanisms for scientific and technological activities in accordance with international practices; to set up venture funds for investment in developing high technologies and hi-tech businesses.

c/ To mobilize more information Resources for international integration in science and technology:

- To speed up the effective exploitation of VINAREN network in order to share and update scientific and technological knowledge, to effectively use and exploit media in service of scientific research and technological development.       

- To connect VINAREN network with giant international information network science and technology such as GLORIAD, APAN, etc, on broad bands and with high efficiency;

- To support domestic e-libraries in connection with those of universities and research institutes in the region and around the world to serve scientific research and technological development and education and training;

- To intensify and raise the effectiveness of activities of networks of Vietnam’s overseas science and technology representations.

d/ To step up renewal of technologies, especially high technologies, with a view to raise competitiveness of a number of national products:

- To support businesses in searching for and purchasing patents in a number of priority and key branches and fields for researching, mastering, improving and creating new technologies;

- To organize training programs for Vietnamese businesses, especially training in technology management to meet international integration requirements;

- To create favorable conditions for pupils, students and specialists to cooperate with and work for foreign-invested businesses or foreign companies and conglomerates;

- To study and collect technological information from overseas for socio-economic development;

-To attract technological specialists to work in Vietnam;

-To purchase technological know-hows and transfer technologies from overseas in a number of fields which Vietnam needs to develop.

e/ To commercialize results of scientific research and technological development of Vietnam;

- To intensify exhibitions, scientific and technological forums, all kinds of technological markets-technology transaction centers, display of modern and advanced scientific and technological achievements of Vietnam and other countries;

- To establish the ASEAN+3 technology transfer center and the APEC technology transfer center in Vietnam.

f/ To step up international integration activities in intellectual property, standardization, metrology and quality control:

- In intellectual property:

To revise relevant regulations to make them compliant with the system of international law and treaties on intellectual property.

To organize the building of a database system and the establishment of a national information network on intellectual property right protection activities.

To intensify training activities in order to raise professional capability and knowledge in the domain of intellectual property for organizations, individuals and businesses, especially for officials working in intellectual property enforcement agencies and concerned management agencies.

To raise the effectiveness of intellectual property right enforcement in Vietnam in order to guarantee Vietnam's interests and obligations in international relations.

To intensify the intellectual property protection cooperation with many countries in the region and the world, especially East Asian and ASEAN countries.

- In standardization, metrology and quality control:

To perfect the system of legal documents on standards and technical regulations in conformity with international commitments.

To effectively participate in regional cooperation programs on standardization, metrology and quality control within the framework of ASEAN/ACCSQ; APEC/SCSC, ASEM/TF/SCA and regional organizations specializing in standardization, metrology and quality control.

To accede to mutual treaties and agreements within the framework of ASEAN, APEC, ASEM and CIMP and bilateral treaties and agreements with potential partners. To cooperate with national accreditation organizations of the ASEAN countries in participating in regional and international evaluation programs in order to raise the capacity of Vietnam's accreditation system.

To actively and effectively participate in activities of international standardization organizations to which Vietnam is a member (ISO, IEC, CODEX).

4. Some programs for performance of the scheme's tasks

a/ A program on bilateral and multilateral scientific and technological research cooperation.

b/ A program on intensification of information sources for international integration in science and technology.

d A program on search for, decoding and transfer of foreign technologies into Vietnam.

Article 2. Organization of implementation of the scheme

1. Responsibilities of related ministries, sectors and localities:

a/ The Ministry of Science and Technology:

- To assume the prime responsibility for. and coordinate with the Ministry of Education and Training, the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade, the Ministry of Health, the Ministry of Foreign Affairs and related ministries, sectors and localities in, submitting to the Prime Minister for approval a program on bilateral and multilateral scientific and technological research cooperation;

- To assume the prime responsibility for, and coordinate with the Ministry of Information and Communications, the Ministry of Finance and related ministries and sectors in, further implementing a program on intensification of information sources for international integration in science and technology;

- To assume the prime responsibly for, and coordinate with the Ministry of Public Security, the Ministry of National Defense, the Ministry of Finance and related ministries and sectors in, submitting to the Prime Minister for approval a program on search for, decoding and transfer of foreign technologies into Vietnam,

- To assume the prime responsibly for, and coordinate with the Ministry of Finance, the Ministry of Planning and Investment, and related ministries and sectors in, formulating mechanisms and policies to carry out activities of international integration in science and technology.

b/ The Ministry of Finance:   

- To assume the prime responsibly for, and coordinate with the Ministry of and Technology and related ministries and sectors in, specifically guiding financial mechanisms for activities of international integration in science and technology;           

- To coordinate with the Ministry of Science and Technology in making cost estimates for programs in implementation of the scheme;

- To ensure state budget allocations for science and technology development for programs in implementation of the scheme.



c/ Ministries, sectors and localities:

- To coordinate with one another in performing relevant tasks under the programs in implementation of the scheme approved by the Prime Minister;

- To annually evaluate implementation results and inform them to the Ministry of Science and Technology for reporting to the Prime Minister.

2. The plan on organization of implementation of the scheme

a/ From 2011 to 2015:

- To complete the formulation and promulgation of financial policies and mechanics for stepping up international integration in science and technology;

- To organize the implementation of program and projects according to approved objectivism contents and progress;

- To organize mid-term reviews and evaluate of implementation of the scheme, to propose 'amendments and supplementations to the scheme to make it conform with practical situation and report them the Prime Minister for approval.

b/ From 2016 to 2020:

- To continue implementing amended and supplemented programs and projects on the basis of mid-term evaluation results;

- To sum up and evaluate the implementation of the scheme and report it to the Prime Minister.

3. Funds for implementation:

a/ Funds for implementation of the scheme come from following sources:

- Central and local budget allocations for science and technology development;

- Other lawful sources.

b/ Funds for implementation of programs of the scheme shall be considered and appraised by the Ministry of Science and Technology in coordination with the Ministry of Finance, the Ministry of Planning and Investment and related ministries and sectors before being submitted to the Prime Minister for approval.

c/ Annually, the Ministry of Science and Technology, the Ministry of Finance and the Ministry of Planning and Investment shall balance state budget allocations for science and technology development at the central level for implementing programs of the scheme. Provincial-level People's Committees shall balance state budget allocations for science and technology development for performing relevant tasks in their respective localities.

Article 3. This Decision takes effect on the date of its signing.

Article 4. The Ministry of Science and Technology shall monitor, urge, examine and periodically report on the implementation of the scheme, and promptly report to the Prime Minister on any arising problems.

Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and chairpersons of provincial-level People's Committees shall implement this Decision.-
