THE PRIME MINISTER

Decision No. 708/QD-TTg dated May 25, 2017 of the Prime Minister on giving approval for scheme for establishment of national social security database and application of information technology to implementation of social security policies by 2020 with orientations by 2030

Pursuant to the Law on Government Organization dated June 19, 2015;

Pursuant to the Law on Citizen Identity Card dated November 20, 2014;

Pursuant to the Law on Information Technology dated June 29, 2006;

Pursuant to the Law on Electronic Transactions dated November 29, 2005;

Pursuant to the Government’s Decree No. 64/2007/ND-CP dated April 10, 2007 on application of information technology to operation of regulatory bodies;

In implementation of the Government’s Resolution No. 70/NQ-CP dated November 01, 2012 on promulgation of the Government s Action Plan for implementation of the Resolution No. 15-NQ/TW dated June 01, 2012 by the 11thCentral Committee of the Party on certain issues concerning social policies in the 2012 – 2020 period;

At the request of Minister of Labor, War Invalids and Social Affairs;

DECIDES:

Article 1.The Scheme for establishment of national social security database and application of information technology to implementation of social security policies by 2020 with orientations by 2030 is given approval herein. The scheme includes the following main contents:

I. OBJECTIVES

Develop information technology applications in settling claims for social security benefits by simplifying documentary and administrative procedures; enhance performance and efficiency of governmental agencies; re-structure and improve online public services in the social security sector so as to make significant contribution to the E-government development.

1. Objectives by 2020:

a) Apply information technology to submission and settlement of claims for social security benefits so as to timely, openly and transparently pay eligible beneficiaries.

b) Establish legal framework for issuance of electronic social security numbers and cards in order to integrate and facilitate people in accessing policies on social support, poverty reduction, people with meritorious services to the revolution, social insurance, health insurance and unemployment insurance.

c) Establish the national social security database, including primary information concerning Vietnamese citizens who are beneficiaries of policies on social support, poverty reduction, people with meritorious services to the revolution, social insurance, health insurance and unemployment insurance.

2. Orientations by 2030:

Update the national social security database by adding information concerning children, vocational training, employment, gender equality, prevention and elimination of social evils and relevant social security issues as regulated by applicable laws.

II. PRIMARY TASKS TO BE FULFILLED BY 2020

1. Apply information technology to settlement of claims for social security benefits, management and updating of national social security database

a) Develop software for application of information technology to settlement of claims for social security benefits, management and updating of national social security database; do research on establishment and improvement of legal framework for issuance of electronic social security numbers and cards; promulgate regulations on updating, management, operation and access to the national social security database in a manner so as to ensure the connection, integration and sharing of data with databases of relevant ministries and local governments.

b) Update the national social security database with the following information:

- Information concerning social support policies and beneficiaries thereof as prescribed in the Government s Decree No. 136/2013/ND-CP dated October 21, 2013 providing for social support policies for social protection beneficiaries and its related legislative documents.

- Information concerning poverty reduction policies and beneficiaries thereof as prescribed in the Decision No. 59/2015/QD-TTg dated November 19, 2015 by the Prime Minister on promulgation of multidimensional poverty levels applicable during 2016 – 2020 and its related legislative documents.

- Information concerning beneficiaries and preferential treatment given to people with meritorious services to the revolution as prescribed in the Ordinance on preferential treatment given to people with meritorious services to the revolution and its related legislative documents.

- Information concerning unemployment insurance policies and beneficiaries thereof as prescribed in the Law on employment and its related legislative documents.

c) Integrate the following information into the national social security database:

- Information concerning citizen identification as prescribed in Article 9 of the Law on citizen identity card and its instructional documents.

- Information concerning social insurance policies and beneficiaries thereof as prescribed in the Law on social insurance and its instructional documents.

- Information concerning health insurance policies and beneficiaries thereof as prescribed in the Law on health insurance and its instructional documents.

d) Establish input and output criteria and indicators so as to ensure the updating, management, integration and sharing between the social security database and its components.

2. Give assistance in piloting the issuance of electronic social security numbers and cards in 1 – 3 provinces or central-affiliated cities during the 2017 - 2018 period; give assistance in issuing electronic social security numbers and cards to Vietnamese citizens who are social security beneficiaries during the 2019 - 2020 period.

3. Establish a Social Security Portal in order to settle claims for social security benefits, provide information concerning social security policies and beneficiaries thereof, and integrate with the provision of online services and connection with the social security statistical systems of ministries and local governments.

III. MAIN SOLUTIONS

1. Review and propose amendments and supplements to, or promulgate intra vires or request competent authorities to promulgate legislative documents to improve the legal corridor for development and operation of the national social security database.

2. Do research, review and rectify mechanisms and policies for development of information technology applications in settlement of claims for social security benefits, and establishment of social security databases; encourage enterprises to invest in technical infrastructure facilities so as to improve the application of information technology to settlement of claims for social security benefits and establishment of social security databases; select qualified public service providers so as to ensure proper payment as requested and implement the mechanism for investment recovery by collecting payment service charges; instruct and assist people in registering and inputting personal data to the national social security database.

3. Disseminate and increase awareness of ministries, regulatory bodies at all levels and people of the roles and functions of electronic social security numbers and cards, and of the national social security database.

4. Provide training for officials, public employees and workers in application and operation of information technology systems and social security databases.

5. Intensify the exchange of information to learn from experience of countries that have successfully used electronic social security cards.

6. Intensify the supervision and evaluation of the establishment of the national social security database by regulatory agencies at all levels and relevant ministries.

IV. FUNDING FOR IMPLEMENTATION

Funding for implementing the Scheme shall be covered by the following sources: Enterprises’ own capital, revenues from provision of payment services for social security benefits, funding from state budget allocated in annual estimates of recurrent expenditures of local government budgets as prescribed in the Law on state budget, mobilized capital, grants and contributions given by domestic and foreign organizations and individuals, and other legal sources of funding as prescribed by law.

Article 2. Implementation organization

1. Ministry of Labor, War Invalids and Social Affairs shall:

a) Take charge and instruct ministries and local governments in fulfilling the tasks of this Scheme; inspect the implementation of the Scheme s tasks and make annual reports thereof to the Prime Minister. Summarize and evaluate the implementation of the Scheme in 2020 before implementing the tasks in the following period by 2030.

b) Take charge and cooperate with the Ministry of Information and Communications, the Ministry of Finance and relevant agencies in giving guidance to local governments on the selection of qualified entities that have facilities and personnel available in communes nationwide, have experience in providing social support as well as social security benefits and ensure the establishment of social security database to provide payment services for social security benefits in local areas.

2. Ministries, ministerial-level agencies, the Government s affiliates and Provincial-level People’s Committees instruct, organize and cooperate with relevant agencies in implementing the tasks and solutions of this Scheme according to their managing functions.

3. The Ministry of Public Security, the Ministry of Health and Vietnam Social Security Authority shall cooperate with the Ministry of Labor, War Invalids and Social Affairs to integrate the information specified in Point c Clause 1 Section II Article 1 into the national social security database.

Article 3.This Decision takes effect on the signing date.

Article 4.Ministers, heads of ministerial-level agencies, heads of the Government’s affiliates, and Chairpersons of people’s committees of central-affiliated cities or provinces shall implement this Decision./.
