DECISION
On approving the Update program for zoning natural disaster risks, making natural disaster warning maps, especially natural disasters relating to storm, storm surge, flood, flash flood, landslide, drought, and seawater intrusion

THE PRIME MINISTER
Pursuant to the Law on Government Organization dated June 19, 2015;
Pursuant to the Law on Natural Disaster Prevention and Control dated June 19, 2013;
Pursuant to the Law on Hydro-meteorology dated November 23, 2015;
At the proposal of the Minister of Natural Resources and Environment,
DECIDES:
Article 1. To approve the Update program for zoning natural disaster risks, making natural disaster warning maps, especially natural disasters relating to storm, storm surge, flood, flash flood, landslide, drought, seawater intrusion (hereinafter referred to as the Program) with the following principal contents:
1. Objectives:
a) Overall objectives:
To zone natural disaster risks and warn naural disasters, especially storm, storm surge, flood, flash flood, landslide, drought, seawater intrusion to serve the purpose of natural disaster prevention, control and mitigation, monitor climate change in order to effectively implement legal provisions on natural disaster prevention and control, hydro meteorology, dikes and water resources.
b) Specific objectives:
- To assess the level of risk for various types of natural disasters in the territory of Vietnam, especially natural disasters with annual high frequency such as storm, storm surge, flood, flash flood, landslide, drought and seawater intrusion.
- To make natural disaster risk zoning maps and natural disaster warning maps, especially natural disasters relating to storm, storm surge, flood, flash flood, landslide, drought, seawater intrusion to serve as a basis for proposing solutions for natural disaster prevention and control and response to natural disaster risks for the regions.
- To develop a database system on natural disasters and natural disaster risks.
2. Scope of implementation: To focus in areas where natural disasters often occur on the mainland, sea and islands of Vietnam.
3. Contents and tasks of the Program:
a) To zone natural disaster risks, make warning maps for tropical low pressure, storm and storm surge.
- To collect data and documents on tropical low pressure, storm, tide, storm surge and related features.
- To simulate situations of arising tropical low pressure and storm using digital models for detailing wind and rain intensity for locations and areas without actual measured data.
- To calculate and analyze the features of frequency and intensity of tropical low pressures, storms, maximum rainfall in 24 hours, accumulated rain of storm, strong wind in storm.
- To investigate and collect data and documents on economic, population and infrastructure conditions to determine the extent and ability to adapt to tropical low pressure, storm and storm surge.
- To evaluate the vulnerability of the residential areas, infrastructure, economic, cultural and social activities, etc. upon the occur of tropical low pressure, storm and storm surge, especially in coastal areas.
- To evaluate natural disaster risk of tropical low pressure, storm and storm surge.
- To make natural disaster warning maps and natural disaster risk zoning maps of tropical low pressure, storm and storm surge (scale of 1:50,000) for provincial level.
b) Zoning natural disaster risks and making maps for warning flood and inundation.
- To collect basic data on flood, inundation, topographic data.
- To analyze and select methods to calculate risks due to flood and inundation in localities and river basins.
- To determine the causes of the formation and development of flood and inundation in river basins.
- To investigate and evaluate the vulnerability for residential area, infrastructure, especially traffic infrastructure.
- To analyze and assess risks caused by floods and inundation in river basins, especially in Central provinces and cities.
- To make disaster warning maps and risk zoning map of flood, inundation for provinces and cities.
c) Zoning natural disaster risks and making warning map of flood, landslide and land subsidence due to rain in the midland and mountainous areas.
- To collect data and documents on natural conditions, topography, sediments, cover, etc., current status and planning for socio-economic development, population, infrastructure, works for prevention and control of flash flood, landslide and land subsidence due to rain.
- To investigate, survey and map the current state of flash flood, landslide, mud flow and land subsidence.
- To analyze and evaluate the possibility of occurrence of flash flood, landslide, mud flow and land subsidence.
- To analyze and evaluate the vulnerability, identify risk indicators caused by flash flood, landslide and land subsidence due to rain for midland and mountainous areas.
- To make disaster warning maps and risk zoning map of flash flood, landslide, mud flow and land subsidence due to rain for midland and mountainous areas.
d) Zoning natural disaster risks and making maps for warning of extreme hot weather, drought and saltwater intrusion.
- To investigate, make survey to collect documents and data for risk assessment of extreme hot weather, drought and saltwater intrusion.
- To assess changes, trends and impacts of extreme hot weather, drought, and saltwater intrusion in ecological regions.
- To simulate and assess of saltwater intrusion in area of estuaries and coastal areas.
- To make models of calculating and forecasting extreme hot weather, drought and saltwater intrusion for ecological regions.
- To assess the risks of extreme hot weather, drought and saltwater intrusion for ecological regions under current conditions and under climate change.
- To build the system of maps of current status, natural disaster risk maps and warning maps of extreme hot weather, drought and saltwater intrusion at the scale of 1:50,000.
dd) Zoning natural disaster risks and making maps for warning of heavy rain, whirlwind, lightning, hail, damaging cold, hoarfrost.
- To collect data and documents about heavy rain, whirlwind, lightning, hail, damaging cold, hoarfrost; analyze and evaluate the frequency and intensity of these types of natural disasters in the localities.
- To investigate economic, population and infrastructure conditions to assess the capacity to response with heavy rain, whirlwind, lightning, hail, damaging cold, hoarfrost.
- To evaluate the vulnerability for residential area, infrastructure, economic, cultural and social activities, etc. upon occurrence of these natural disasters.
- To define criteria and assess the level of risk.
- To make disaster warning maps and risk zoning map of heavy rain, damaging cold, hoarfrost, whirlwind, lightning, hail.
e) Zoning natural disaster risks and make the map for warning earthquake and tsunami.
- To collect basis data and documents about earthquake and tsunami, topographic and geological data of the study area; analyze and evaluate the frequency and intensity of these types of natural disasters in the localities.
- To investigate and collect data and documents on economic, population and infrastructure conditions and ability to adapt with earthquake and tsunami.
- To evaluate the vulnerability of residential area, infrastructure, economic, cultural and social activities, etc. upon occurrence of these natural disasters.
- To assess the level of risk caused by earthquake and tsunami for areas at risk.
- To make natural disaster warning maps and natural disaster risk zoning maps of earthquake and tsunami.
g) Synthesizing, evaluating and zoning multi-natural disaster risks and establishing the database of naural disaster risks.
- To establish database, software system for management, operation and exploitation of natural disaster database and natural disaster risk levels.
- To operate and deploy the system.
- To assess the risks of and conduct the risk zoning of multi-disaster under current conditions and under climate change.
- To organize training, transfer technology and products of the Program.
4. Implementation period:
The program is implemented from 2018, the specific implementation time depends on the ability to balance and arrange funding for implementation; in which the period from 2018 to 2020 shall focus on assessing and making natural disaster warning maps and natural disaster risk zoning maps for a number of commonly occurring types of natural disasters, including tropical low pressures, storms, floods, inundation, flash floods, landslides caused by rain.
5. Main products of the Program:
a) Analysis and evaluation reports; data and databases on natural disasters and natural disaster risks.
b) The set of zoning natural disaster warning maps, natural disaster risk zoning maps for the types of natural disasters studied.
6. Fund of implementation:
a) Based on the contents, tasks, necessary work volume and progress of implementation of the Program, the current unit price and financial regime, the Ministry of Natural Resources and Environment shall direct the preparation of detailed cost estimates for each specific task and annual divergence as a basis for general synthesis in the State budget estimate of the Ministry of Natural Resources and Environment and send it to the Ministry of Finance for submission to competent authorities for approval.
b) Funding sources: allocated in the annual environmental protection expenditure estimate of the Ministry of Natural Resources and Environment and mobilized from other lawful capital sources of the Ministry of Natural Resources and Environment and localities.
7. Implementation organization
a) The Ministry of Natural Resources and Environment shall:
- Assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development, relevant agencies and localities in, organizing the implementation of the Program’s contents and tasks (except for point e, Clause 3 of this Article) and take responsibility for the effectiveness of the Program.
- Collect opinions of relevant ministries and agencies, based on specific tasks, work volume to be performed, unit price and current financial regime, make detailed cost estimate for implementation of each content with assurance of saving and efficiency; annually, carry out appraisal and approval procedures in accordance with laws provisions. During the implementation process, it is required to inherit documents, data, survey data, research results of related Programs, Schemes and projects which have been implemented to avoid duplication, waste of time and money.
- Actively allocate funds in the annual assigned budget estimate to complete the contents and tasks of the Program in accordance with law provisions.
- Assume the prime responsibility for, and coordinate with agencies in, inspecting the progress, evaluating the results of the Program’s implementation on an annual basis, and report to the relevant authorities in accordance with law provisions.
- Organize the assessment, acceptance and transfer of results after completing each content and task, on that basis, learn from experience and decide to deploy the next contents and tasks to ensure the feasibility and efficiency.
b) The Vietnam Academy of Science and Technology shall assume the prime responsibility for, and coordinate with the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development in, formulating the plan to implement the task of “zoning natural disaster risks and making the map for warning of earthquake and tsunami” specified at Point e, Clause 3 of this Article.
c) The Ministries of: Agriculture and Rural Development, Science and Technology, Construction, Transportation, Planning and Investment, Finance shall direct functional agencies to closely coordinate and provide documents and research results of relevant Programs, Schemes and projects to agencies assigned to assume the prime responsibility for the implementation of the Program in order to ensure the plan inheritance, saving and efficiency.
d) The People’s Committees of the relevant provinces and cities shall coordinate with the Ministry of Natural Resources and Environment, the Vietnam Academy of Science and Technology and relevant agencies in implementing the contents and tasks of the Program; receive and transfer technologies and products of the Program to serve the works of prevention, control and response to natural disaster risks in localities.
Article 2. This Decision takes effect on the signing date.
Article 3. The Ministers of Natural Resources and Environment, Agriculture and Rural Development, Science and Technology, Construction, Transportation, Planning and Investment, Finance, the President of the Vietnam Academy of Science and Technology, Chairpersons of People’s Committees of provinces and centrally-run cities and Heads of relevant agencies, units shall implement this Decision./.
