DECISION
Approving the 2019-2025 Scheme for Higher Quality of University Education
Pursuant to the June 19, 2015 Law on Organization of the Government;
Pursuant to the June 14, 2005 Law on Education and the November 25, 2009 Law Amending and Supplementing a Number of Articles of the Education Law;
Pursuant to the June 18, 2012 Law on University Education and the November 19, 2018 Law Amending and Supplementing a Number of Articles of the Law on University Education;
Pursuant to the Government’s Resolution No.63/NQ-CP of July 22, 2016, promulgating the Government’s action program for implementation of the National Assembly’s Resolution on the 2016-2020 five-year socio-economic development plan;
At the proposal of the Minister of Education and Training at Report No.1075/TTr-BGDDT of November 27, 2018,
DECIDES:
Article 1.To approve the 2019-2025 Scheme for Higher Quality of University Education (below referred to as the Scheme for short) with the following major contents:
I. DIRECTING VIEWPOINTS
1. The State plays the constructive and supporting role via the formulation of policies, creating favorable conditions for the development of university education.
2. To step up the socialization, mobilizing and efficiently using all resources invested in university education.
3. To actively embark on international integration on university education. To intensify the association between university education establishments and employers throughout the training process.
4. To ensure fairness, equality and healthy competition among university education establishments in human resource training. To ensure quality conditions, making public and transparent these conditions for knowledge and supervision by learners and society.
II. OBJECTIVES
1. General objectives
To create a vigorous and substantive improvement in the quality of training, scientific research and technological transfer of the university education system, meeting the human resource training demands; to contribute to raising the labor quality and productivity, boosting the creative start-ups, enhancing the national competitiveness in the region and the world.
2. Specific objectives towards 2025
a/ Regarding the quality of university graduates:
100% of the university graduates meet the output standards, including foreign languages, informatics, and soft skills to be ready for participation in the labor market.
b/ Regarding the conditions to ensure quality and verify the education quality:
- 100% of the university lecturers possess the master, equivalent or higher degree, of which at least 35% possess the doctorate degree;
- 100 % of the university education establishments (qualified) verify the education quality, of which about 10% are verified by prestigious foreign verifying organizations;
- More than 35% of the training programs are verified at home or overseas, of which 100% of the teachers’ training programs at all levels are verified.
c/ Regarding university autonomy:
100% of the university education establishments well apply the mechanism of autonomy associated with the expounding responsibility.
d/ Regarding international integration:
- 100% of the university education establishments exploit and use the open training programs and documents shared on line by prestigious universities in the world;
- Over 70% of the university education establishments are engaged in lecturer and/or student exchanges with universities in the region and the world;
- Over 70% of the university education establishments with training disciplines being among eight disciplines mutually recognized within the ASEAN region complete the procedures for equivalent recognition of diplomas and transfer of academic credits with universities in the region.
- At least 02 university education establishments are ranked among 100 best Asian universities, 10 university education establishments are ranked among 400 best Asian universities, 04 university education establishments are ranked among 1,000 first-class universities in the world according to prestigious international rankings.
dd/ Regarding scientific research, technological transfer and community services:
- Over 30% of the university education establishments have at least 03 subjects, programs or projects on cooperation with foreign countries in scientific research every year; over 50% of the university education establishments have implemented at least 02 scientific research subjects or technological transfers to domestic and foreign organizations;
- Over 50% of the university education establishments organize at least 01 international workshop annually;
- At least 10 science reviews of domestic university education establishments are up to the standards of international reviews in the ASEAN region and the world.
e/ Regarding the training programs:
- Over 50% of the university education establishments totally use or partly incorporate contents of foreign training programs and syllabuses into their respective training programs;
- 100% of the training programs with objectives and contents designed to meet the socio-economic development and labor market demands.
III. TASKS AND SOLUTIONS
1. To step up the autonomy, renewing university education administration in association with effective management and supervision mechanism.
a/ To select, build up and operate efficiently a number of university education administration models suitable to Vietnamese conditions and meeting the international integration requirements. To renew activities of administration, reducing the administrative intervention from state agencies and ensuring transparency and publicity; to change from the model of management to efficient administration.
b/ To strongly promote internal resources of all units attached to university education establishments. To dissolve or merge inefficiently operating university education establishments; to scrutinize and stop the recruitment of students for training programs which are slowly renewed or no longer satisfy the social demands.
2. To enhance the quality conditions and intensify the verification of university education quality
a/ Regarding the contingent of lecturers and administrators:
- To renew and complete the teachers’ training systems, standards of university lecturers according to titles and qualifications. To renew the teachers’ training programs, prioritizing investment in a number of key pedagogical universities;
- To attach importance to regimes of preferential treatment and honoring of teachers and education administrators; to implement the payment of salaries according to work efficiency. To intensify the fostering of professional capabilities and skills for the contingents of lecturers and administrators;
- To select and appoint lecturers for overseas training at higher levels with state budget and other funding sources; to intensify the exchange of lecturers and administrators between Vietnamese university education establishments and foreign university education establishments, particularly in advanced countries;
- To attract lecturers being foreigners, overseas Vietnamese or Vietnamese currently working or teaching overseas to participate in domestic teaching and training programs, especially high-quality training programs.
b/ Regarding material bases, equipment and facilities:
- To support investment in, upgrading of material bases, equipment and facilities for a number of university education establishments under international standards, which are tasked to train high-level human resources satisfying the labor market requirements and being capable of competing with prestigious universities in the region;
- To encourage investment in the application of information technology to management of training, scientific research and community service of the university education system;
- To form a number of modern practice and laboratory centers for common use by university education establishments; to experimentally build a number of international university villages attracting prestigious foreign university education establishments to participate in international training and research;
- To encourage university education establishments to actively build, connect and share resources and cooperate in scientific research and training with other university education establishments.
c/ Regarding the education quality assurance and verification:
- To quantitatively and qualitatively develop the Vietnamese university education quality- ensuring and – verifying systems in conformity with regional and international standards and practices. To attach importance to building and developing the quality culture in schools;
- To step up the verification of university education establishments and training programs at different levels, ensuring objectivism and fairness; to encourage the verification under standards of prestigious regional and international organizations. In the immediate future, to concentrate on quality verification towards approaching the standards of ASEAN university quality- ensuring network;
- To establish the system of national databases on university education quality assurance and verification. To form the Vietnamese university-ranking system in connection with region and the world, ensuring the independence and transparency; to incrementally raise the ranks of Vietnamese university education establishments in the prestigious international rankings.
3. To renew the training, training programs and methods
a/ To formulate the output standards for all training programs based on Vietnamese national standard frame; to conclude agreements with prestigious framework university education establishments in the world for recognition of equivalent training programs and credits.
b/ To support and encourage university education establishments to invest in development of high-quality training programs, training in foreign language(s) in the priority fields (such as information technology, tourism, green agriculture…), creating competitive human resources in the region and the world. To determine the time and schedule for reduction and termination of training in disciplines no longer suitable or demanded.
c/ To diversify programs on training or fostering laborers with university or higher degrees according to labor market demand. To develop training models, forms of on-line learning, distance learning. To encourage the development of systems of educational establishments and training and fostering centers attached to enterprises, meeting the requirements of updating knowledge and practical skills.
4. To step up scientific research, technological transfer and community service activities
a/ To mobilize resources for scientific research and focal investment in a number of university education establishments with prominent research results, creating spearhead research directions, contributing to raising the training quality, meeting the requirements of socio-economic development and international integration of Vietnam.
b/ To encourage researches with high applicability, solving matters required by reality; to step up the transfer of research results of university education establishments to enterprises, communities and society.
c/ To attract foreign lecturers and scientists to participate in scientific research at domestic educational establishments. To encourage domestic university education establishments to cooperate with foreign university education establishments in the fields of training, scientific research, technological transfer, fostering of lecturers, science workers and educational administrators; to increase the number of overseas study scholarships for pupils and students.
5. To step up the internationalization of university education
a/ To attach importance to the enhancement of English- language capabilities for learners through the efficient implementation of the 2017-2025 Scheme on foreign language teaching and learning in the national education system and create the English- using environment in university education establishments; to attract foreign students and lecturers to study and lecture; to intensify training programs taught in English.
b/ To form a contingent of full-time international cooperation cadres in university education establishments; to encourage domestic and foreign individuals with capability and experience to participate in activities of international cooperation in training and scientific research.
c/ To intensify communications activities, the organization of conferences, workshops and programs on domestic and overseas promotion of Vietnamese university education.
6. To build and deploy the system for collection of information on high-level human resource supply- demand analysis and forecast
a/ To survey and assess the real situation on quality of the high-level human resources in Vietnam, proposing solutions to raise such quality in the coming period.
b/ To build the system for collection of information on high-level human resource supply-demand analysis and forecast under the output standards of university education establishments and professional standards of professional associations and enterprise community.
c/ To build the system for connection and sharing of information on high-level human resources among managers, policy makers, supply-demand forecasting agencies, university education establishments and enterprises.
7. To formulate mechanisms, policies on creation of resources, motive forces and healthy competition environment for university education development
a/ To study and propose mechanisms and policies on creation of motive forces for lecturers of university education establishments to raise the training quality; wage policies and working mechanisms applicable to lecturers, creating favorable working environment for development of capabilities of education administrators and lecturers of university education establishments.
b/ To finalize the investment mechanisms for university education establishments towards concentration and focus. To concentrate investment in building of a number of spearhead training disciplines up to regional level with talented bachelor- training programs, high-quality programs and advanced programs as nucleus.
c/ To propose appropriate mechanisms for further mobilization of capital sources from domestic and foreign organizations as well as individuals for university education development; to ensure fairness between public and non-public education establishments; to expand forms of preferential credits for university education establishments and students.
d/ To work out policies to encourage enterprises to support and join university education establishments in training, scientific research and community service activities; mechanisms for connection between enterprises and university education establishments in joint formulation, compilation, appraisal and implementation of training programs.
IV. FUNDING AND FINANCIAL MECHANISMS
1. Funding sources
a/ Funding for execution of the Scheme will come from the state budget, contributions of domestic and foreign organizations as well as individuals; socialization and other lawful revenue sources under current provisions of law.
b/ Funding for performance of the Scheme’s tasks and solutions will come from the state budget assigned in annual estimates of the Ministry of Education and Training, ministries, ministerial-level agencies, localities, university education establishments and concerned parties.
2. Financial mechanism
a/ State budget-using agencies and units shall make estimates and submit them to competent authorities for consideration, approval and shall manage and use them strictly according to law.
b/ Units sponsoring the implementation of solutions prescribed in the Schemes shall mobilize lawful funding sources in combination with the state budget portions to ensure the Scheme implementation in conformity with practical conditions and in accordance with provisions of law.
c/ State management bodies, university education establishments, organizations and units shall coordinate with the Ministry of Education and Training in recommending activities suitable to the tasks and solutions of the Scheme; estimate funds for submission to competent authorities for consideration and decision according to the state budget management decentralization and current provisions of law.
d/ Organizations, individuals and enterprises with appropriate capabilities and conditions contribute funds and are entitled to exploit and benefit from the operations within the Scheme framework under the current provisions of law.
V. ORGANIZATION OF IMPLEMENTATION
1. The Ministry of Education and Training:
a/ To assume prime responsibility for, and coordinate with ministries, ministerial-level agencies and localities in, organizing the implementation of the Scheme.
b/ To coordinate with the Ministry of Labor- War Invalids and Social Affairs and concerned parties in forecasting the high-level human resource supply and demand and training teachers nationwide.
c/ To guide the inspection, supervision and synthesis of Scheme implementation results; to organize preliminary and final reviews of the Scheme implementation and report thereon to the Prime Minister; to propose adjustment, supplementation of the Scheme in case of necessity.
2. The Ministry of Finance
a/ To assume prime responsibility for, and coordinate with the Ministry of Education and Training and relevant ministries, ministerial-level agencies and localities in, allocating regular funds for implementation of the Scheme.
b/ To assign budget estimate distributions, supplying funds for Scheme implementation according to law.
3. The Ministry of Planning and Investment:
To assume prime responsibility for, and coordinate with the Ministry of Finance, the Ministry of Education and Training and relevant central bodies as well as localities in, balancing the development investment capital sources for execution of the Scheme according to the State Budget Law and the Public Investment Law.
4. The Ministry of Labor-War Invalids and Social Affairs:
To assume prime responsibility for, and coordinate with the Ministry of Education and Training, relevant ministries, ministerial-level agencies and localities in, periodically promulgating the human resource demand forecasts and labor market demands nationwide.
5. The Ministry of Science and Technology
To assume prime responsibility for, and coordinate with the Ministry of Education and Training and relevant ministries, ministerial-level agencies as well as localities in, applying measures to monitor, inspect, supervise and sum up the implementation of subjects, programs as scheduled.
6. Vietnam Chamber of Commerce and Industry (VCCI) and professional associations
To participate in establishing the output standards, professional standards according to training disciplines; to participate in the process of human resource training, the supervision of conditions to ensure the quality and output quality of university education establishments.
7. Relevant ministries and ministerial-level agencies
a/ Ministries and ministerial-level agencies related to or having attached university education establishments shall, depending on their respective functions and tasks, coordinate with the Ministry of Education and Training as well as relevant agencies, units in implementing the Scheme.
b/ They shall intensify the administrative reform, encouraging their attached university education establishments to step up the autonomy as provided by law.
8. The provincial/municipal People’s Committees
a/ Based on their respective function and tasks, to coordinate with the Ministry of Education and Training in forecasting the high-level human resource demands in their respective localities;
b/ To direct university education establishments of their localities or of ministries or ministerial-level agencies stationing in localities to well carry out activities of high-level human resource development.
9. University education establishments
a/ To supply necessary information for the System of high-level human resource supply-demand analysis and forecast information
b/ To effectively practice university administration; to concentrate investment on material bases, equipment and facilities; to raise the quality of contingents of lecturers and administrators; to enhance conditions for assurance of quality and verify the education quality; to intensify solutions to raise the quality of training, scientific research and community service.
c/ To step up international exchange and cooperation in training and scientific research.
10. Enterprises and labor-employing units
a/ To render funding support and closely coordinate with university education establishments throughout the training process in order to ensure that university graduates reach the output standards; to actively place orders for training and fostering of human resources meeting the demands of enterprises.
b/ To closely connect with the System of high-level human resource supply-demand analysis and forecast information for formulation of their respective production and business plans and strategies.
Article 2.This Decision takes effect on the signing date.
Article 3.The Minister of Education and Training, ministers, heads of ministerial-level agencies, heads of government-attached agencies, presidents of provincial/municipal People’s Committees, heads of relevant organizations, agencies and individuals shall execute this Decision.
