Decision No. 604/QD-TTg dated May 17, 2001 of the Prime Minister ratifying the general planning on the construction of new Nghi Son township, Thanh Hoa province, up to 2020

DECISION

RATIFYING THE GENERAL PLANNING ON THE CONSTRUCTION OF NEW NGHI SON TOWNSHIP, THANH HOA PROVINCE, UP TO 2020

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government of September 30, 1992;

Pursuant to the Regulation on Management of Urban Planning issued together with the Governments Decree No. 91/CP of August 17, 1994;

At the proposals of the Minister of Construction (Official Dispatch No. 2307/BXD-KTQH of December 13, 2000) and the president of the Peoples Committee of Thanh Hoa province (Official Dispatch No. 3063/TT-UB of November 22, 2000),

DECIDES:

Article 1.-To ratify the general planning on the construction of new Nghi Son township, Thanh Hoa province, up to 2020 with the following principal contents:

1. Objectives:

To determine the position, function and size of new Nghi Son township in its socio-economic relations with Thanh Hoa province, the northern Central Vietnam region; to combine urban construction with the maintenance of national security and defense; to build Nghi Son into a modern township, contributing to boosting the socio-economic development in Thanh Hoa province and the northern region; and to serve as legal basis for construction management according to planning.

2. Planning scope:

The general planning of new Nghi Son township covers the communes: Hai Binh, Hai Yen, Mai Lam, Hai Thuong, Hai Ha, Nghi Son, Truc Lam, Tinh Hai, Xuan Lam of Tinh Gia district, and possibly northern Lach Bang, western part of National Highway 1A and its relations with Hoang Mai township in Quynh Luu district, Nghe An province. The boundaries for planning of Nghi Son township shall be determined as follows:

- To the north, it borders on the road leading to Do Dua bridge and Bang river;

- To the south, it borders on Quynh Luu district, Nghe An province;

- To the east, it borders on East-Sea

- To the west, it borders on Nhu Thanh district.

The study area shall cover about 9,700 ha.

3. Character:

It shall be a new township of Thanh Hoa province, formulated on the basis of development of multi-branch industry, focussing on building materials and oil refinery and petrochemical industries as well as services, tourism and trade; and occupies an important position for national security and defense.

4. Population size:

- By 2010, about 80,000

- By 2020, about 180,000

5. Land size:

- By 2010, the urban construction land shall be about 2,226 ha; including some 600 ha for civil use with the norm of 75 m2/person.

- By 2020, the urban construction land shall be about 3,604 ha; including some 1,170 ha for civil use with the norm of 65 m2/person.

6. Planning of land use and urban landscape architecture:

a) Functional quarters:

- Industrial land and warehouse shall occupy an area of 1, 280 ha, including:

+ Industrial land area of 870 ha, of which some 400 ha for developing oil refinery and petrochemical industry; about 313 ha for engineering, electricity, chemical and light industries; a part of land area for the expansion of Nghi Son cement factory and development of some other industries;

+ About 410 ha for building the special-use port in service of cement and oil refinery and petrochemical industries, fish-port and general port.

- System of centers:

+ The system of urban administrative and service centers shall cover 72 ha, in which the administrative center shall be located in Truc Lam on road axis from the National Highway 1A to seacoast; the service center shall be organized into different levels: daily service level arranged in close association with residential units and periodical service level arranged in close association with center system of urban quarters and residential quarters.

+ The representative offices, executive offices and service establishments of the industrial parks shall cover area of about 40 ha, and be arranged in Hai Yen, Hai Thuong and along Road 513.

+ The specialized centers: The vocational and technical worker training schools shall cover about 30 ha being arranged in Hai Yen; the convalescence centers shall be arranged in Hai Hoa; the medical and educational centers shall be arranged in Tinh Hai and Truc Lam; the culture and sport centers shall be arranged in Truc Lam and Hai Binh.

- Population areas:

+ New population areas shall be located in Tinh Hai, Hai Yen, Truc Lam and Mai Lam with a total area of about 600 ha by 2010 and about 1,170 ha by 2020.

+ Agricultural, fishery and salt-making population areas shall be merged into the township, with an area of about 276 ha by 2010 and about 384 ha by 2020.

- The national security and defense land areas:

Basing themselves the areas where exist national security and defense works, the Ministry of Defense and the Ministry of Public Security shall coordinate with the People’s Committee of Thanh Hoa province to work out the plan on use of security and defense land in association with the general urban planning structure, submit it for approval according to the regulations,

- Other land areas: To develop the greenery system along Bang river, creating the green belt, a coastal greenery area against sea water submerged and a greenery area separating the civilian region from the industrial region, to meet the environmental hygiene.

- On urban architecture and landscape:

To protect, restore and preserve the historical and cultural relics, landscape in the area; to renovate and upgrade the population areas, villages and hamlets together with new township with comprehensive and modern infrastructures.

7. Planning on communications and technical infrastructures:

a) On communications planning:

- Land road:

+ To expand the National Highway 1A section running through the township according to the urban road criteria.

+ To build the land road linking Nghi Son township to the Ho Chi Minh Road and the land road linking Nghi Son port to Hoang Mai township in Quynh Luu district, Nghe An province;

+ To build inner urban road system including the main urban axial roads of 40 m to 60 m wide and the regional roads of 25 m to 36 m wide.

- Railway: To study the building of railway route linking the port to the North-South railways.

- Maritime route: To build the deep-water sea port system, including: The special-use port in service of cement and petroleum transportation; the general port at Hai Ha, Hai Thuong and the fish port at Lach Bang and Me island.

b) On technical land preparations: The average height of the construction foundation for civilian areas shall be +3,8 m; for the land areas projected for construction of ports, industrial establishments, warehouses, its minimum height shall be + 5,0m.

c) On water supply:

- Water supply norm:

+ Daily-life water supply norms: By 2005, 80% of the urban population shall be supplied with water with 100 liters/person a day and night; and by 2020, 90-95% of the urban population shall be supplied with water with 130 liters/person a day and night.

+ Industrial water supply norms shall be 40m3/ha by 2005; and 45m3/ha by 2020.

- Water source: To use surface water from Yen My lake; to survey underground water source in Tan Truong.

d) On water drainage and environmental hygiene:

- To build separate systems for rain water drainage and waste water drainage; daily-life waste water and industrial waste water must be treated to reach the prescribed hygiene standards before being discharged into rivers; to arrange 3 waste water treatment areas with a capacity of 10,000 to 15,000 m3/day-night.

- Garbage burial ground: To build a garbage treatment quarter to the west of National Highway 1A in Tung Lam commune on an area of about 10 ha.

- Cemetery: To be arranged in Tung Lam and Hai Nhan communes, to the west of National highway 1A with an area of about 5 ha.

e) On electricity supply:

To build the transformer station of 220KV/110KV with a capacity of 2x250 MVA in Lau bridge - Truong Lam area to supply electricity for Nghi Son township and its vicinities according to the planning of the electricity branch.

f) On information and communication: To invest in a comprehensive information and communication network, satisfy the domestic and foreign information and communication requirements.

Article 2.-To assign the Peoples Committee of Thanh Hoa province:

- To ratify the design dossier of the general planning of new Nghi Son township up to 2020, to organize the publication of the said general plan according to law provisions;

- To issue the Regulation on management of architection and planning for the construction of new Nghi Son township after reaching agreement with the Ministry of Construction.

- To work out and submit the detailed planning on functional quarters and specialized areas for approval.

- To work out the annual and long-term plans with measures realizing the general planning on the construction of new Nghi Son township on the basis of mobilizing all possible sources of investment inside and outside the country and abroad through appropriate policies and mechanism.

Article 3.-This Decision takes effect 15 after its signing.

The president of the Peoples Committee of Thanh Hoa province, the ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government shall have to implement this Decision.-
