SUMMARY

By 2030, 100% of households shall receive information on natural disasters

The Decision No. 553/QD-TTg approving the “Project for community awareness raising and community-based natural disaster risk management, with a vision toward 2030” is issued on April 06, 2021 by the Prime Minister.

Specifically, the Program strives to achieve the following goals by 2030: 100% of general training levels shall include natural disaster risk mitigation and prevention in some subjects for teaching; 100% of the people in communes prone to frequent typhoon, flashflood, landslide, flood, inundation drought and seawater intrusion and at least 50% of the people in other areas shall be disseminated natural disaster- related knowledge; Striving for 100% of households to receive sufficient information on natural disasters and disaster prevention and control directions, etc.

Besides, the Project includes 03 components as follows: Completing mechanisms, policies and documents guiding the implementation of community awareness raising and community-based natural disaster risk management; Capacity building for natural disaster prevention and control forces and government officials at all levels in managing and implementing community awareness raising and community-based natural disaster risk management activities; Strengthening propaganda, education to raise awareness; strengthening community capacity and skills in natural disaster risk mitigation.

The Project shall be implemented from 2021 to 2030 in all communes and rural-districts nationwide, in which priority is given for high-risk areas in communes and rural-districts frequently affected by natural disasters.

This Decision takes effect on the signing date.

DECISION

Approving the “Project for community awareness raising and community-based natural disaster risk management, with a vision toward 2030”

THE PRIME MINISTER

 

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the Law on Natural Disaster Prevention and Control dated June 19, 2013;

Pursuant to the Law on National Defense and Security Education dated June 19, 2013 and the Law on Hydro-meteorology dated November 23, 2015;

Pursuant to the Secretariat’s Directive No. 42-CT/TW dated March 24, 2020, strengthening the leadership of the Party in preventing, responding to and overcoming the consequences of natural disasters;

Pursuant to the Prime Minister’s Decision No. 379/QD-TTg, approving the National strategy for prevention and control of natural disasters through 2030, with a vision to 2050;

Pursuant to the Government’s Decree No. 94/2014/ND-CP dated October 17, 2014, on the setting up and management of natural disaster prevention and control funds and the Government’s Decree No. 83/2019/ND-CP dated November 12, 2019, amending and supplementing a number of articles of the Government’s Decree 94/2014/ND-CP dated October 17, 2014, on the setting up and management of natural disaster prevention and control funds;

At the proposal of the Minister of Agricultural and Rural Development;

 

DECIDES:

 

Article 1. To approve the “Project for community awareness raising and community-based natural disaster risk management, with a vision toward 2030” (hereinafter referred to as the Project) with the following principal contents:

I. PROJECT'S OBJECTIVES

1. General objectives

To raise awareness of natural disasters and natural disaster response capacity for staff working in natural disaster prevention and control, local government officials and people in areas frequently affected by natural disasters, contributing to build commune-level and district-level communities that are safe from natural disasters and have the ability to adapt to climate change. To form a culture of prevention, proactively and actively participating in natural disaster prevention and control of the majority of people in order to contribute to the realization of the national criteria for new rural communes, minimizing the loss of life, property and the environment caused by natural disasters.

2. Specific objectives

To strive to achieve the following goals by the end of 2025:

- Studying and completion of documents guiding mechanisms and policies related to the raising of community awareness and community-based natural disaster risk management from the central to local level;

- The lecturers and trainers at all levels shall be fully equipped with knowledge about natural disasters and have the capacity to organize and implement activities to raise awareness of natural disasters and skills to respond to natural disasters in the community;

- The people in areas prone to frequent typhoon, flashflood, landslide, flood and inundation shall be disseminated knowledge and skills to prevent, avoid and respond to natural disasters.

To strive to achieve the following goals by the end of 2030:

- 100% of cadres, public employees and individuals belong to the group of subject 4 and the subjects who are typical and prestigious individuals in the population community shall be disseminated about improving community awareness and community-based natural disaster risk management in natural disaster prevention and control upon participating in the training of national defense and security knowledge;

- 100% of the people in communes prone to frequent typhoon, flashflood, landslide, flood, inundation drought and seawater intrusion and at least 50% of the people in other areas shall be disseminated natural disaster- related knowledge and skills to prevent natural disasters, especially the types of natural disasters that frequently occur in areas;

- 100% of general training levels shall include natural disaster risk mitigation and prevention in some subjects for teaching;

- 100% of communes shall develop and approve natural disaster prevention and control plans with the participation of the community;

- Striving for 100% of households to receive sufficient information on natural disasters and disaster prevention and control directions.

II. IMPLEMENTATION PERIOD AND SCOPE

1. Implementation period: From 2021 to 2030.

2. Implementation scope: All communes and districts nationwide, priority given for high-risk areas in communes and districts frequently affected by natural disasters.

III. PROJECT CONTENTS

1. Component 1: Completing mechanisms, policies and documents guiding the implementation of community awareness raising and community-based natural disaster risk management.

a) Activity 1: Formulating and completing documents guiding the policies and regimes related to finance, management and implementation organization of community-based natural disaster risk management activities, communication to raise awareness of the people and authorities at all levels.

b) Activity 2: Guiding the consolidation, improvement and development of human resources to carry out activities to raise community awareness, information and communication, and community-based natural disaster risk management at all levels.

c) Activity 3: Guiding to integrating some natural disaster prevention and control contents with a number of subjects for inclusion in the curriculums at elementary, lower secondary, upper secondary and a number of related universities.

d) Activity 4: Guiding to include the community awareness raising and community-based natural disaster risk management for natural disaster prevention and control in the plan for training of national defense and security knowledge.

dd) Activity 5: Developing training materials on natural disaster risk mitigation, prevention and control activities in the community; propaganda and communication materials (including preparation and planning stages, natural disaster response activities, natural disaster recovery and restoration activities).

e) Activity 6: Developing a set of indicators to monitor and evaluate the results of the implementation of the Project.

2. Component 2: Capacity building for natural disaster prevention and control forces and government officials at all levels in managing and implementing community awareness raising and community-based natural disaster risk management activities.

a) Activity 1: Organizing to disseminate contents on community awareness raising and community-based natural disaster risk management in natural disaster prevention and control for cadres, public employees and individuals (belonging to group of subject 4 and the subjects who are typical and prestigious individuals in the population community) upon participating in the annual training of national defense and security knowledge.

b) Activity 2: Organizing the training and fostering for the teachers, officials, organizations and individuals directly implementing the Project at all levels.

c) Activity 3: Organizing to disseminate policies, mechanisms and the set if indicators to monitor and evaluate the Project implementation.

d) Activity 4: Training to improve knowledge about natural disasters, skills in natural disaster prevention and control, and capacity building to carry out propaganda work for reporters, editors, and officials of radio and television facilities at district level and commune-level radio station officials, reporters, propagandists, grassroots shock-troops; specialized training for vulnerable people in the community.

dd) Activity 5: Diversifying forms of capacity building for forces engaged in natural disaster prevention and control; individuals and organizations directly implementing the Project.

e) Activity 6: Equipping supporting tools for teachers, propagandists and volunteers.

3. Component 3: Strengthening propaganda, education to raise awareness; strengthening community capacity and skills in natural disaster risk mitigation.

a) Activity 1: Organizing propaganda and communication on natural disaster prevention to all subjects in the community; diversifying documents and communication methods in the community, including building an exhibition hall, displaying images, models and materials on natural disasters, and learned lessons learned for studying and raising awareness.

b) Activity 2: Guiding and mobilizing the people to directly participate in natural disaster prevention, control, and remediation in communes, such as natural disaster prevention and control drills, natural disaster risk assessment and relevant events.

c) Activity 3: Building and replicating typical commune models for implementing community awareness raising and community-based natural disaster risk management in natural disaster prevention and control.

d) Activity 4: Developing a database on communication documents and products; disseminating and distributing them to different groups of people in society.

dd) Activity 5: Building small-scale works in service of natural disaster prevention, control and mitigation in community.

e) Activity 6: Installing an early warning system for natural disaster prevention and control in community; developing and updating periodically natural disaster risk maps in each commune or village; developing a database on natural disaster risk management, information and communication; integrating natural disaster prevention and control plan in the socio-economic development plan.

The plan framework for the Project implementation is specified in Appendix attached to this Decision.

IV. FUNDING FOR THE PROJECT IMPLEMENTATION

Funding sources for the project implementation include: State budget (central and local budgets); natural disaster prevention and control funds at all levels; supports and aids from Governments and international organizations; mobilization from domestic organizations and individuals:

1. Central budget and central natural disaster prevention and control fund shall be allocated and arranged in accordance with the law on state budget and relevant laws to implement tasks under the central bodies’ responsibilities, including:

a) Implementing tasks under responsibilities of the Ministry of Agriculture and Rural Development and relevant ministries:

- Reviewing and formulating legal document and policies;

- Developing plans and contents to raise community awareness in natural disaster prevention and control, integrated such plans and contents in national defense and security training courses (for group of subject 4 and subjects who are typical and prestigious individuals in the population community);

- Training to building capacity for teacher at central levels; training officials directly implementing the Project at provincial level;

- Formulating and disseminating documents appropriate to regions;

- Implementing programs and topics of studying and applying scientific and technological advances in community awareness raising activities;

- Propagandizing and communicating about natural disaster prevention and control, awareness raising;

b) Supporting localities unable to balance their budgets in accordance with the law on state budget.

2. Local budgets and provincial-level natural disaster prevention and control funds shall be used to implement tasks related to training, national defense and security education of localities; conduct the assessment of natural disaster risks; drills; communication and propaganda; build small-scale works in service of natural disaster prevention, control and mitigation in community in accordance with law provisions.

3. Supports and aids from Governments and international organizations shall be used for policy development; training and drills; database formulation, communication and propaganda; supervision and assessment; sustainable livelihood during natural disasters; adaptation to climate change; construction of small-scale works and related activities.

4. Funding mobilized from organization and individuals as prescribed by law shall be used to build information and communication infrastructure, purchase and install appropriate equipment; install an early warning system for natural disaster prevention and control in community; develop and update periodically natural disaster risk maps in each commune or village; develop a database on natural disaster risk management, information and communication according to mechanisms and policies for mobilizing non-budget capitals of competent authorities.

V. IMPLEMENTATION ORGANIZATION

1. The Ministry of Agriculture and Rural Development shall assume the prime responsibility for, and guide the implementation of, the Project and organize the implementation of tasks under of the Ministry's responsibilities, ensuring practicality, efficiency, unobtrusiveness, and formality, avoiding waste and loss of property and state budget, and shall take responsibility for:

- Generally coordinating, urging and guiding the implementation of the Project at all levels; approving the 5-year and annual plans of the Ministry;

- Assuming the prime responsibility for, and coordinating with relevant agencies in: Reviewing and completing legal provisions to improve effectiveness of the community awareness raising and community-based natural disaster risk management, meeting practical requirement and international practices;

- Assuming the prime responsibility for, and coordinating with ministries, branches, localities in, formulating guidance and curriculums on community awareness raising and community-based natural disaster risk management to be included in training and fostering programs and plans; organizing training courses; supporting training at the request of localities or relevant organizations and agencies;

- Assuming the prime responsibility for, and coordinating with press agencies in, disseminating, propagandizing and training the natural disaster prevention and control; raising community awareness and managing community-based natural disaster risks;

- Directing the collection and edition of propaganda documents and products from branches and localities to develop a general database and disseminate, share them to others;

- Assuming the prime responsibility for, and coordinating with relevant agencies and localities in, studying and building a pilot model of safe community during natural disasters; organizing strategies for propagandizing and disseminating models of safe community during natural disasters, and adaptation to climate change;

- Studying and applying scientific and technological advances, especially information technology in community-based natural disaster management; establishing a database on community-based natural disaster risk management;

- Acting as a national focal point in coordinating with international organizations in this sector;

- Making a preliminary summing-up, summing-up and assessing the implementation of the Project every 05 years and after completion.

2. The Ministry of Education and Training shall:

- Assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development in, organizing education, training and drills, raising awareness for teachers about natural disaster prevention, control and mitigation;

- Assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development, ministries and branches in, including the natural disaster prevention and control in the curriculums in a number of faculties of specialized universities (irrigation or construction, etc.); faculties of pedagogical universities in order to develop teachers with natural disaster prevention and control knowledge;

- Directing localities to integrate a number of contents of natural disaster prevention and control in a number of subjects in the curriculums of continuing education, elementary, lower secondary and upper secondary programs;

- Directing to develop plans to ensure safety for students, equipment, tools serving learning, and education infrastructure in case of natural disasters;

- Assuming the prime responsibility for, and coordinating with relevant agencies in, formulating and supplementing the “safe schools during natural disasters” standard in the standards for safe schools.

- Coordinating with relevant ministries and branches in building the communication model of extracurricular natural disaster prevention and control knowledge for grades based on natural disaster observation and monitoring works in provinces and cities.

3. The Ministry of Defence shall assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development, relevant ministries and branches and localities in, guiding and including the content of community awareness raising and community-based natural disaster risk management in natural disaster prevention and control in the national defense and security training plan for the group of subject 4 and subjects who are typical and prestigious individuals in the population community.

4. The Ministry of Information and Communications shall

- Direct to improve the quality of propaganda and communication in natural disaster prevention, control and natural disaster risk mitigation; coordinate and implement communication programs on natural disaster risk mitigation in community;

- Assume the prime responsibility for, and coordinate with relevant ministries and branches in, studying the formulation and proposing plans supporting the telecommunications service provision in raising the community awareness of natural disaster risk mitigation using the Vietnam Public-utility Telecommunication Service Fund as prescribed;

- Direct agencies, press agencies and grassroots information systems at all levels to develop plans and spend time for broadcasting the Project contents and community awareness raising activities; disseminate knowledge of natural disasters, natural disaster impacts and prevention measures.

5. The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with the Ministry of Education and Training and the Ministry of Agriculture and Rural Development in, building the communication model of extracurricular natural disaster prevention and control knowledge for grades based on natural disaster observation and monitoring works in provinces and cities.

6. The Ministry of Labor, Invalids and Social Affairs shall assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development in, implementing relevant programs as follows:

- Building capacity of response to natural disaster for people with disabilities and other vulnerable people;

- Provide professional training, promoting communication activities to raise awareness about the integration of people with disabilities in natural disaster prevention and mitigation;

- Study and formulate legal documents under the competence; formulate and compile documents related to community-based natural disaster risk management included integration of people with disabilities; vulnerable people as prescribed;

- Coordinate in mobilizing and using effectively force resources to implement integration activities for people with disabilities and vulnerable people in natural disaster prevention, control and mitigation.

7. The Ministry of Finance shall assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment in, balancing and allocating funds belonging to the annual recurrent expenditure source for the implementation of the Project in accordance with the law on state budget; assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development, relevant ministries, branches and localities in, studying and formulating documents guiding financial regimes and policies for the implementation of a number of specific activities on community-based natural disaster risk management, information and communication to raise awareness for people and authorities at all levels.

8. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development in, guiding the mechanism of mobilization and receipt of lawful funding sources from different sources, especially from non-governmental organizations serving the community awareness raising, and communication about natural disaster prevention and control.

9. Other ministries and branches shall, based on their assigned state management function, actively coordinate with the Ministry of Agriculture and Rural Development, the Center Steering Committee for Natural Disaster Prevention and Control and People's Committees of provinces and centrally run cities in, organizing the Project implementation; actively allocate funding within the annual budget estimates assigned by competent authorities to perform the assigned tasks in accordance with the law on state budget and other relevant laws.

10. People's Committees of provinces and centrally run cities shall take the initiative in allocating funding from the local budget in their annual plans, and at the same time, mobilizing other lawful capital sources as prescribed by law (including natural disaster prevention and control funds, socialization capital, support and funding from international organizations) to implement the contents of the Project in the localities, focusing on a number of specific tasks as follows:

- Taking full responsibility for the organization and implementation of the Project's contents in their localities;

- Organizing the development, approval and implementation of the plan of the Project according to the tasks;

- Assuming the prime responsibility for, and coordinating with the Ministry of Agriculture and Rural Development in, reviewing and unifying the list of communes and wards in order of priority for implementation;

- Preparing the area for implementation of the Project, necessary conditions to meet the implementation schedule of the Project’s objectives and tasks in the province or city as prescribed;

- Directing and guiding the integration of a number of natural disaster prevention and control contents with a number of subjects for inclusion in continuing education, elementary, lower secondary and upper secondary curriculums;

- Directing agencies, press agencies and grassroots information systems at all levels to develop plans and spend time for broadcasting the Project contents and community awareness raising activities; disseminating knowledge of natural disasters, natural disaster impacts and prevention measures;

- Organizing training sessions, fostering suitable for the subjects according to the decentralization; developing documents suitable to the local language, cultural, socio-economic and natural disaster characteristics of the region;

- Integrating the contents of the Project with relevant activities of other programs and projects in the area, including the establishment of systems for receiving news, transmitting information, and warning about natural disasters in a commune and inter-commune; building small-scale works in service of natural disaster prevention and control;

- Organizing periodic assessment and report on the progress of implementation, proposing adjustments to the contents of the Project in the locality according to regulations;

- Developing a natural disaster prevention and control plan based on the results of the community-based disaster risk assessment; integrating natural disaster prevention and control into socio-economic development master plans and plans;

- Promulgating guidelines on the use of the natural disaster prevention and control fund for local community awareness raising activities.

11. The Central Committees of the Vietnam Red Cross Society, the Vietnam Women's Union and Ho Chi Minh Communist Youth Union shall strengthen the participation of members at all levels; promote propaganda and communication to raise community awareness and manage natural disaster risks; participate in training; disseminate laws on natural disaster prevention and control and legal provisions related to natural disaster prevention and control; mobilize the participation of the community in the activities of the Project.

12. The Vietnam Chamber of Commerce and Industry shall assume the prime responsibility for, and coordinate with relevant ministries, branches and agencies in, organizing training and retraining to raise awareness about natural disasters and skills in natural disaster prevention and control for business owners and employees; coordinate with the Ministry of Agriculture and Rural Development, relevant ministries and branches to study, step by step perfect, mechanisms and policies to specify the rights and responsibilities of enterprises in participating in socialization, support and sponsor activities to raise community awareness and reduce disaster risks.

13. Participation of non-governmental organizations

- Coordinating with local functional agencies in the operation of the Project;

- Supporting training, propaganda, awareness raising, implementation of community-based natural disaster prevention measures;

- Participating in the development and implementation of activities of the Project and projects in the plan to build safe villages and communes during natural disasters; building a safe community during natural disasters and climate change adaptation;

- Coordinating with local authorities and functional agencies to support and help people apply and implement measures to prevent, mitigate and adapt to new types of natural disasters in the locality;

- Developing programs and projects to directly support the Project's activities in sectors and localities.

Article 2. This Decision takes effect from the date of its signing.

Article 3. Ministers of Agricultural and Rural Development, Education and Training, Natural Resources and Environment, Labor, Invalids and Social Affairs, National Defence, Information and Communications, Finance, Planning and Investment; Head of the Center Steering Committee for Natural Disaster Prevention and Control, Chairpersons of People's Committees of provinces and centrally run cities and Heads of relevant agencies shall be responsible for the information of this Decision./.
