Decision No. 540/QD-TTg dated May 12, 2008 of the Prime Minister approving the up-to-2015 development investment plan of the cultural-tourist village of Vietnamese nationalities

DECISION

APPROVING THE UP-TO-2015 DEVELOPMENT INVESTMENT PLAN OF THE CULTURAL-TOURISTVILLAGE OF VIETNAMESE NATIONALITIES

THE PRIME MINISTER

Pursuant to the December 25, 2001 Law on Organization of the Government:

Pursuant to the Prime Minister's Decision No. 667/QD-TTg of August 21, 1997. approving the master plan on the Cultural-TouristVillage of Vietnamese Nationalities;

At the proposal of the Minister of Culture, Sports and Tourism in Report No. 51/TTr-BVHTTDL of December 3, 2007.

DECIDES:

Article 1.- To approve the up-to-2015 development investment plan of the Cultural-Tourist Village of Vietnamese Nationalities with the following principal contents:

1. Development investment viewpoints:

a/ To build the Cultural-Tourist Village of Vietnamese Nationalities into a national cultural, sport and tourist center where traditional cultural heritages of 54 Vietnamese nationalities will be displayed, preserved, promoted and exploited to meet relaxation, recreation, entertainment, sport and cultural demands of local people and foreign tourists.

b/The Cultural-Tourist Village of Vietnamese Nationalities will be a specific model of economic-cultural zone, in which culture serves both as a motive force and an objective.

c/ To create mechanisms for ethnic minority people and localities to participate in building a zone of nationalities villages, from designing and construction to operation and exploitation.

d/ To harmoniously combine investment and construction with management and exploitation so as to promote to the utmost economic, political and social effects.

e/ State budget capital will be invested in the zone of nationalities villages, technical infrastructure, landscape and the central axis. Capital of non-state budget sources will be raised as much as possible for investment and construction.

2. Objectives up to 2015:

- Objectives up to 2010:

To inaugurate the Cultural-Tourist Village of Vietnamese Nationalities with a completed common technical infrastructure system and the operation of pan of the zone of nationalities villages and two functional zones, which are funded with non-state budget capital.

- Objectives up to 2015:

The whole Cultural-Tourist Village of Vietnamese Nationalities will be completely built and put into operation. The Cultural-Tourist Village of Vietnamese Nationalities will become a national cultural, sport and tourist center serving domestic ana foreign tourists.

3. Development investment plan up to 2015;

- To complete the adjustment of the master plan on the Cultural-Tourist Village of Vietnamese Nationalities.

- To complete the formulation and approval of 10 out of total 12 component projects to be carried out in the zone of nationalities villages.

- To complete the construction of 34 out of total 54 nationalities villages in the zone of nationalities villages, and some component projects.

- To complete the construction of a project on the common technical infrastructure of the Cultural-Tourist Village of Vietnamese Nationalities, and some items under the central axis project.

- To call for investment in two functional zones: the cultural, sport, recreation and entertainment center zone and the service, tourist and hotel zone.

b/ During 2011-2015:

- To complete the construction of, and put into operation, the zone of nationalities villages.

- To complete the construction of the technical infrastructure system, the central axis and the general landscape of the Cultural-Tourist Village of Vietnamese Nationalities.

- To complete the construction of the functional zones invested with non-state budget capital, and put them into operation.

- To consolidate the organizational apparatus and train human resources for the efficient management, operation and exploitation of the whole project.

- By 2013. to complete and put into operation important items of the project. including 54 nationalities villages and the common technical infrastructure of the Cuitural-TouristVillage of

Vietnamese Nationalities

4. Capital sources:

a/ State budget capital to be invested in the construction of the Cultural-Tourist Milage of Vietnamese Nationalities during 2008-2015 will be VND 3.256.826 million, of which:

- In 2008: VND 328,114 million.

- In 2009: VND 604,778 million.

- In 2010: VND 657,722 million.

- In 2011: VND 418.250 million.

- In 2012: VND 447,700 million.

- In 2013: VND 358,200 million.

- In 2014 VND 268.400 million.

- In 2015 VND 155.662 million.

b/ In addition to state budget capital, to raise capital from various social strata and non-state budget sources for the construction and attainment of development objectives of the Cultural-Tourist Village of Vietnamese Nationalities.

5. Human resources:

Based on realities and specific characteristics in each period, the Management Board of the Cultural-Tourist Village of Vietnamese Nationalities shall draw up a human resource plan with specific salary mechanisms and other policies for attracting and encouraging human resources of high qualifications to participate in investment, development, management and exploitation activities of the Cultural-Tourist Village of Vietnamese Nationalities, and submit them to competent agencies for decision.

6. Mechanisms and solutions for plan implementation:

a/ Revenues from the lease of land funds and water surface and from exploitation, production and business activities in the Cultural-Tourist Village of Vietnamese Nationalities may be retained for use as construction investment capita!

during 2008-2015. To assign the Management Board of the Cultural-Tourist Village of Vietnamese Nationalities to decide on the use of these revenues in accordance with law.

b/ The Management Board of the Cultural-Tourist Village of Vietnamese Nationalities may apply investment forms of Build-Operate-Transfer (HOT). Build-Transfer-Operate (BTO) and Build-Transfer (BT). and select investors to build the Cultural-Tourist Village of Vietnamese Nationalities in these forms, and shall refund capital to investors after state budget allocations are available.

c/ State budget capital will be allocated under medium-term (three-year) plans in the 2008-2015 period to facilitate the implementation of the development investment plan of the Cultural-Tourist Village of Vietnamese Nationalities.

Article 2.- Organization of implementation

1. The Ministry of Culture. Sports and Tourism shall direct the implementation of the up-to-2015 development investment plan of the Cultural-Tourist Village of Vietnamese Nationalities according to the contents specified in Article 1 of this Decision: coordinate with concerned ministries and branches in further studying, formulating and improving specific mechanisms and policies for the investment in and development of the Cultural-Tourist Village of Vietnamese Nationalities.

2. The Ministry of Planning and Investment and the Ministry of Finance shall coordinate with concerned ministries and branches in studying policies to support, balance and allocate state budget capital for the implementation of the up-to-2015 development investment plan of the Cultural-Tourist Village of Vietnamese Nationalities.

3. 3. The Ministry of Agriculture and Rural Development and the Ministry of Transport shall urge the completion of outside-the-fence infrastructure projects under the project on the Cultural-Tourist Village of Vietnamese Nationalities the project to stabilize the water level of DongMo lake and the project on extended Hoa Lac road).

Article 3.- This Decision takes effect 15 days after its publication in "CONG BAO."

Article 4.- The Ministers of Culture, Sports and Tourism: Planning and Investment; Finance; Construction: Agriculture and Rural Development: Transport; and Natural Resources and Environment, the People's Committee of Ha Tay province, the Management Board of the Cultural-Tourist Village of Vietnamese

Nationalities, and heads of concerned agencies shall implement this Decision.
