DECISION
ON APPROVAL OF PLANNING OF SYSTEM OF PETROLEUM STORES IN HANOI CITY THROUGH 2020, AN ORIENTATION TOWARD 2030
HANOI CITY PEOPLE S COMMITTEE
Pursuant to the Law on Organization of People s Councils and People s Committees on 11/26/2003;
Pursuant to the Decree No.92/2006/ND-CP dated 09/7/2006 of the Government on elaboration, appraisal, approval and management of socio-economic development master plans, and the Decree No.04/2008/ND-CP of January 11, 2008 of the Government, amending and supplementing a number of Articles of the Decree No.92/2006/ND-CP;
Pursuant to the Decision No.222/QD-TTg dated 02/22/2012 of the Prime Minister approving the strategy of socio-economic development of Hanoi City in 2030 with a vision toward 2050; the Decision No.1081/QD-TTg dated 7/06/2011 of the Prime Minister approving the master plan for socio-economic development of Hanoi City through 2020, an orientation toward 2030; the Decision No.1259/QD – TTg dated 26/7/2011 of the Prime Minister approving the master plan on construction of the capital through 2030, with a vision toward 2050;
Pursuant to the proposal of the Department of Industry and Trade in the Official Dispatch No.2831/TTr-SCT dated 29/08/2012 and the proposal of the Department of Planning and Investment in the Official Dispatch No.962/BC- BKH&DT dated October 24, 2012;
DECIDES:
Article 1.To approve the Planning of petroleum stores in Hanoi city through 2020, an orientation toward 2030 with the following principal contents:
I. Development perspective
1. To make sure adequate and safe provision of fuel consuming demand for all kinds of vehicles, meeting the requirements of socio-economic development of Hanoi city.
2. To make sure the quality of business services, to improve business effectiveness, ensuring the interests of consumers. To combine oil and gas business activities with other commercial services to create static traffic points as an infrastructure of highways.
3. To mobilize all the financial resources of the society with priority of the key enterprises of the State to ensure fuel supply in any situation.
4. To renew equipment, technology and improve aesthetics, architecture of the petroleum retail stores; to ensure safety on fire prevention and fighting, environmental hygiene.
5. To combine socio-economic development objective and national security.
II. Planning objective:
1. General objective:
To plan a system of petroleum stores in Hanoi city through 2020, an orientation toward 2030 for the construction and business management organization of oil and gas in accordance with the process of socio-economic development of the City, to meet the demand of using fuel in production and consumption. "Planning system of petroleum stores in Hanoi city through 2020, an orientation toward 2030" in order to achieve the following objectives:
- As a basis for management and planning to build the system of petroleum stores in Hanoi city.
To rearrange the existing store systems, remove gradually the stores not unconformable to the general development planning of the city or violating safety standards; to conduct efficient exploitation of technical and material facilities of the existing store system, to minimize the unsafe risk of fire prevention and fighting and environmental sanitation.
To build newly a spacious, modern and regional-level network of stores to meet the fuel consuming demand of Hanoi capital, ensuring fuel security for the city in every situation.
To save land, coordinate and combine fuel supply services with other commercial services.
- Increase of the efficiency of investment, increase of the beauty of urban architecture.
- Application of advanced scientific and technical achievements in the petroleum retail services.
2. Specific objective:
a. The number of stores required to be removed, released, and relocated: 56 stores
b. The number of stores need to be built newly through 2020: 312 - 247 stores.
In which:
- The period 2010 - 2015: Class 1: 5 stores; class 2: 60 stores; class 3: 136 stores.
- The period 2016 - 2020: Class 1: 2 stores; Class 2: 48 stores; Class 3: 65 stores.
c. The number of stores newly built from 2020 - 2030: 31 - 50 stores
V. Planning for the development of specific sectors
1. Total capital, capital source of investment:
Estimation for total investment capital to implement the planning of the period 2011 - 2015: 989 billion VND; period 2016 - 2020: 630 billion VND.
The above capital source is mobilized by the petroleum traders.
2. Expected demand for land to build newly stores: 514.5 thousand m2.
Article 2. Implementation organization:
1. Responsibility of the Department of Industry and Trade:
- To publicize and widely disseminate the planning; to develop the plan to implement planning.
- To preside over, coordinate with other departments, boards, branches and People s Committees of rural, urban districts, towns in the city in the development and implementation of the annual plan in accordance with the direction of planning.
- To advise the City People s Committee to adjust timely planning as inappropriate.
2. Departments, boards, branches and People s Committees of rural, urban districts, towns in the City:
According to the functions and tasks, take close collaboration with the Department of Industry and Trade in the process of implementing the plan.
Article 3.This Decision takes effect from the date of signing.
Office Chief of the City People s Committee, Directors of the Departments: Industry and Trade, Planning and Investment, Finance, Planning-Architecture, Transport, Construction; presidents of the People s Committees of rural, urban districts and towns; heads of the relevant agencies, units are responsible for the implementation of this Decision./.
