DECISION

Approving the updated Scheme on implementation of the Political Declaration on Establishing the Just Energy Transition Partnership1

 

THE PRIME MINISTER

Pursuant to the February 18, 2025 Law on Organisation of the Government;

Pursuant to the Political Declaration on Establishing the Just Energy Transition Partnership with Vietnam;

Pursuant to the Political Bureau’s Resolution No. 70-NQ/TW of August 20, 2025, on ensuring national energy security through 2030, with a vision towards 2045;

Pursuant to the 15 National Assembly’s Resolution No. 253/2025/QH15 of December 11, 2025, on mechanisms and policies for national energy development for the 2026–2030 period;

Pursuant to the Government’s Resolution No. 328/NQ-CP of October 13, 2025, promulgating the Government’s Action Programme for implementation of the Political Bureau’s Resolution No. 70-NQ/TW of August 20, 2025, on assurance of national energy security through 2030, with a vision towards 2045;

Pursuant to the Prime Minister’s Decision No. 215/QD-TTg of March 1, 2024, approving Vietnam’s National Energy Development Strategy through 2030, with a vision towards 2045;

Pursuant to the Prime Minister’s Decision No. 1415/QD-TTg of June 30, 2025, approving Vietnam’s Electricity Sector Development Strategy through 2030, with a vision towards 2050;

Pursuant to the Prime Minister’s Decision No. 165/QD-TTg of February 7, 2024, approving Vietnam’s Hydrogen Energy Development Strategy through 2030, with a vision towards 2050;

Pursuant to the Prime Minister’s Decision No. 768/QD-TTg of April 15, 2025, approving the adjusted National Power Development Plan for the 2021–2030 period, with a vision towards 2050 (adjusted Power Plan VIII);

At the proposal of the Minister of Industry and Trade in Report No. 1242/TTr-BCT of March 2, 2026,

 

DECIDES:

Article 1. To approve the updated Scheme on implementation of the Political Declaration on Establishing the Just Energy Transition Partnership (the JETP Declaration), below referred to as the Scheme, with the following major contents:

I. VIEWPOINTS

1. The JETP Declaration shall be implemented in a manner consistent with the requirements of ensuring national energy security and contributing to the fulfilment of the task of supplying adequate electricity for socio-economic development, national defence, security and the people’s life; greenhouse gas emission reduction measures in the power sector shall be implemented in a synchronised and flexible manner, taking into account the country’s development circumstances and international support; and in alignment with each stage of development, ensuring harmony between emission reduction goals and economic growth requirements and environmental protection.

2. Energy transition within the JETP framework shall be associated with the development of an independent and self-reliant economy and the enhancement of national competitiveness; renewable energy, new energy and clean energy development shall be combined with energy conservation and efficiency and the reasonable utilisation of traditional energy sources; social equity shall be ensured through the creation of employment opportunities, new livelihoods and social security for the people, particularly vulnerable groups, ensuring that no one is left behind. The achievement of energy transition and emission reduction goals requires close cooperation and substantive, effective support from international partners in the areas of finance, technology and capacity building.

3. Priority shall be given to the utilisation of official development assistance (ODA) and foreign concessional loans for projects with significant potential to contribute to ensuring national energy security, greenhouse gas emission reduction and Vietnam’s just energy transition process; for pioneering projects capable of paving the way for projects capable of mobilising future investment from the private sector. It is a must to maintain the sovereign right in selecting appropriate technologies, roadmaps and implementation schedules in conformity with sustainable growth and emission reduction requirements; domestic resources shall be mobilised and utilised effectively, while all economic sectors, particularly the private sector, shall be encouraged and provided with favourable and equitable conditions to participate in the just energy transition.

II. OBJECTIVES

1. General objectives

To implement the JETP Declaration in conjunction with the implementation of the Political Bureau’s Resolution No. 70-NQ/TW of August 20, 2025, on ensuring national energy security through 2030, with a vision towards 2045, and the National Power Development Plan for the 2021–2030 period, with a vision towards 2050, thereby contributing to the safeguarding of national energy security and ensuring an adequate electricity supply for socio-economic development, national defence, security and the people’s life. To proactively pursue a just energy transition roadmap, promote the development of renewable energy, new energy and energy conservation and efficiency, contributing to the achievement of Vietnam’s net-zero emissions goal, on the basis of ensuring alignment with the country’s practical conditions and interests of the country and the nation.

2. Specific targets

a/ The period from now to 2030

- To complete institutions, policies and a comprehensive legal framework conducive to attracting investment in and promoting the development of offshore wind power, solar power and energy storage systems; to study and propose national standards and technical regulations on environment and greenhouse gas emissions applicable to new energy technologies (such as carbon capture, utilisation and storage (CCUS), green hydrogen and green ammonia) in order to ensure feasibility and conformity with international standards.

- To update and implement the Resource Mobilisation Plan for the implementation of the JETP Declaration (the Resource Mobilisation Plan) and a number of JETP projects with financial support and technology transfer from international partners.

- To coordinate with, and mobilise resources from, international partners to support the implementation of JETP projects relating to the upgrading and construction of infrastructure for electricity generation, transmission, storage, distribution and grid operation that is smart, advanced, modern, and capable of integrating renewable energy sources on a large scale; to enhance electrification and human resource development; to step by step master modern technologies and ultimately achieve domestic production capability for equipment serving the renewable energy sector; to strengthen governance capacity of the energy sector to reach advanced levels.

- To coordinate with, and mobilise resources from, international partners to support JETP projects relating to the development of the renewable energy industry, the manufacture of renewable energy equipment, energy storage technologies, CCUS equipment, and the production, utilisation, storage, transportation and distribution of green hydrogen and green ammonia, etc. By 2030, to strive to establish two renewable energy industrial and service centres in regions with significant potential.

- To implement a just energy transition in conjunction with the creation of new employment opportunities, workforce training and retraining programmes, and the provision of social security support for vulnerable groups; to encourage the population as well as enterprises to participate in programmes on clean, efficient and sustainable energy use.

- To proactively and strongly develop renewable energy with a view to increasing the share of renewable energy sources to approximately 47% of total power generation capacity; to ensure that the total capacity of coal-fired power generation does not exceed a level between 30.2 GW and 31.055 GW; to limit greenhouse gas emissions from the power sector to a peak level not exceeding 170 million tonnes of CO₂ equivalent, in a manner consistent with the objective of ensuring national energy security to be implemented flexibly on the basis of substantive and effective support from international partners within the JETP framework.

b/ The period after 2030

- To continue improving the policy system supporting energy transition, energy conservation and efficiency, and clean energy utilisation, so that such activities become regular and sustained practices among organisations, enterprises, communities and the population as a whole, under the State’s leadership and with international support.

- To promote the development of the renewable energy and new energy industries, equipment manufacturing industry, electricity storage, green hydrogen and green ammonia; to study applying CCUS technologies; to strengthen research and innovation capacity and proactively acquire and master advanced technologies serving the energy transition process.

- To refrain from constructing new coal-fired power plants and to cease operation of coal-fired power plants that have been in operation for more than 40 years where fuel conversion is infeasible; to implement robust greenhouse gas emission reduction measures with a view to ensuring that, by 2050, emissions from the energy sector will not exceed 101 million tonnes of CO₂ equivalent, while renewable energy will account for around 80–85% of total primary energy supply.

- With the support of international partners, to develop a highly skilled workforce and establish a contingent of outstanding experts and engineers in the fields of renewable energy and new energy, thereby helping Vietnam become a regional renewable energy hub, while simultaneously ensuring social equity and harmonising emission reduction, economic growth and environmental protection objectives.

III. KEY TASKS

1. Improving institutions and policies to promote energy transition

- To review and remove institutional bottlenecks relating to planning, licensing and capital mobilisation for energy projects; to establish breakthrough and exceptional mechanisms and policies to attract investment in, and facilitate the implementation of, national important and priority energy works and projects that contribute to greenhouse gas emission reduction and support Vietnam’s just energy transition process.

- To improve financial policies in order to maximise private-sector and foreign investment in energy projects through independent power producer (IPP) models and public-private partnership (PPP) arrangements. Credit policies shall be reformed in a flexible and effective manner, prioritising credit allocation to the energy sector and facilitating access to financing for energy enterprises. Preferential funding sources and credit packages shall be developed for enterprises implementing projects using green energy, clean energy and new technologies, as well as enterprises investing in energy storage systems and in the research, development and domestic manufacture of energy equipment. Tax policies shall be improved to encourage the production and use of clean energy, renewable energy and domestically manufactured equipment.

- To improve the legal framework to facilitate investment in new energy, renewable energy, energy conservation and efficiency, and power grid enhancement in Vietnam; to develop a roadmap for the gradual reduction of fossil fuel use and greenhouse gas emissions in the energy sector in a manner consistent with national development circumstances and international support. A robust policy framework shall be established to encourage major electricity consumers to build energy recovery systems for electricity generation. Appropriate preferential mechanisms and policies shall be introduced to promote self-production and self-consumption rooftop solar power systems and energy storage systems.

- To formulate specific mechanisms and policies for the accelerated development of waste treatment systems with energy recovery capabilities; to encourage enterprises to invest in low-carbon and carbon-neutral technologies.

- To formulate mechanisms and policies that promote fairness, particularly for population communities and workers to be adversely affected by the energy transition process; to integrate just energy transition issues into the national power development strategy and plan, the implementation plans for the national power development plan; the national energy development master plan and the implementation plans for such master plan.

2. Promoting the transition from coal-fired power to clean energy

- To negotiate with investors in delayed coal-fired power projects, projects facing financing difficulties or projects requiring changes in ownership structure, and to propose appropriate solutions in accordance with law. To negotiate the closure of old and inefficient coal-fired power plants that have been in operation for more than 40 years where fuel conversion is infeasible and that fail to comply with the national greenhouse gas emissions reduction roadmap.

- To proceed with a roadmap for implementing greenhouse gas emission reduction solutions applicable to coal-fired power plants, including the shift to the use of green and clean fuels such as green hydrogen and green ammonia, etc., in accordance with the National Power Development Plan for the 2021–2030 period, with a vision towards 2050.

- To implement managerial and technical measures aimed at improving the efficiency of conventional power plants, enhancing energy efficiency in electricity generation, transmission, distribution and consumption; to promote the transition from the use of fossil fuels to clean energy sources.

3. Developing an industrial and service ecosystem for renewable energy

- To develop renewable energy and new energy industrial and service ecosystems in accordance with the national energy development strategies and master plans, including the National Overall Master Plan on Energy for the 2021–2030 period, with a vision towards 2050; the National Power Development Plan for the 2021–2030 period, with a vision towards 2050; and the Hydrogen Energy Development Strategy through 2030, with a vision towards 2050, in areas with substantial potential when favourable conditions permit.

- To continue promoting the development of renewable energy sources (including hydropower, solar power, onshore wind power, offshore wind power, wave energy and geothermal energy, etc.) and new energy sources (including green hydrogen, green ammonia, etc.) in accordance with electricity development master plans and electricity supply network development schemes under provincial master plans, while ensuring the safe operation of the power system at reasonable cost.

- To study the establishment of two inter-regional renewable energy industrial and service centres, encompassing electricity generation, transmission and consumption; renewable energy equipment manufacturing industry; construction, installation and related services, and the development of renewable energy industrial ecosystems in areas with substantial potential.

- To develop various types of biomass power generation and waste-to-energy in accordance with electricity development master plans and electricity supply network development schemes under provincial master plans, thereby maximising the utilisation of agricultural, forestry and wood-processing by-products, while promoting afforestation and environmental rehabilitation.

- To study the formulation of regulations on renewable energy quotas applicable to electricity distribution organisations; to encourage the development of industries using green hydrogen and green ammonia within certain industrial sectors in which it is hard to reduce emissions, such as the steel and chemical industries.

- To encourage the use of electricity generated from renewable and clean energy sources; to promote the development of rooftop solar power systems and off-grid solar power systems in public office buildings, residential areas and households.

4. Energy conservation and efficiency

- To strengthen the implementation of energy conservation and efficiency solutions across the industrial, agricultural, construction, transport, service, commercial and residential sectors.

- To formulate and promulgate standards, technical regulations and mandatory requirements, together with enforcement sanctions to ensure compliance with energy consumption norms in the industrial and transport sectors.

- To promote the development and application of energy service company (ESCO) business models.

5. Upgrading the power transmission and distribution system, accelerating smart grid building and energy storage system development

- To study applying new technologies within electricity transmission and distribution systems; to continue accelerating the development of smart grid systems in order to strengthen the integration of renewable energy into the electricity network and reduce electricity loss in the power grid.

- To strengthen power grid interconnection with regional countries in order to enhance system interconnection, facilitate electricity trading and make the optimum use of resources in each country.

- To develop pumped-storage hydropower plants for load balancing, reserve capacity and the integration of large-scale renewable energy sources.

- To support the deployment of large-scale battery energy storage systems integrated with solar power generation and other advanced energy storage technologies.

- To establish mechanisms encouraging electricity consumers to reduce demand during peak periods of the electricity system or shift management methods to operate during hours of lower electricity prices.

6. Deploying green energy transition and greenhouse gas emissions reduction in the transport and construction sectors

To implement the Action Programme on transition to green energy and reduction of carbon and methane emissions in the transport sector.

7. Innovation, technology development and transfer

- To support Vietnam’s development as an international centre for renewable energy for the sharing of expertise, enhancement of technical skills and technological knowledge, while facilitating cooperation with the private sector in technology transfer so as to accelerate the development of renewable energy sources and the management of clean electricity systems.

- To apply cutting-edge, modern technologies for the transition towards a low-carbon economy, reducing energy consumption and greenhouse gas emissions, and contributing to lower carbon intensity per unit of exported products and goods and participation in the domestic carbon market.

- To develop and promulgate criteria, standards and national technical regulations for the identification of clean technologies and green transition projects; to review, amend, supplement and formulate environmental and greenhouse gas emission standards and technical regulations in the field of waste recycling and treatment for energy production purposes.

- To research, develop and apply new energy sources (green hydrogen and green ammonia); to pilot CCUS technologies; ammonia co-firing in coal-fired thermal boilers; methane recovery in coal mining and oil and gas activities; and the storage, processing and transportation of coal, petroleum and fuel products.

- To strengthen research and application of advanced science and technology, and digital transformation in the management, extraction, production, distribution and efficient use of energy; to master technologies for the manufacture of clean energy and renewable energy equipment and modern, environmentally friendly energy storage equipment suited to Vietnam’s conditions.

- To conduct research, testing, improvement, innovation and application of clean technologies throughout the energy transition process, gradually acquiring and mastering technologies.

8. Ensuring equity in energy transition

a/ Ensuring equal access to resources and discharge responsibilities in energy transition

- To conduct assessments of economic, social and environmental impacts of the just energy transition process on stakeholders.

- Enterprises implementing energy transition projects are able to directly access financial resources from the International Partners Group (IPG), the Glasgow Financial Alliance for Net Zero (GFANZ), and other financial institutions without the requirement for government guarantees.

- Enterprises shall implement greenhouse gas emission reduction measures according to the roadmap to achieve net-zero emissions by 2050 and implement Vietnam’s nationally determined contributions (NDCs).

- To use land for multiple purposes of producing renewable energy in combination with developing agriculture and aquaculture in order to enhance energy access, create investment opportunities, generate employment and strengthen the proactivity of enterprises in the repurposing of agricultural land for renewable energy development in accordance with the land law.

b/ Supporting vulnerable workers and households affected by energy transition

- To expand electricity transmission and distribution infrastructure and ensure access to affordable electricity for residential and special-use purposes; to strive to achieve universal access to electricity for 100% of rural households through support mechanisms facilitating access to clean energy in areas where connection to the grid network is impossible.

- To implement electricity price subsidy mechanisms for affected, vulnerable and low-income groups.

- To promote the creation of green and sustainable employment opportunities within a low-carbon economy; to establish and implement programmes to support job creation, vocational training and workforce retraining for workers affected by the energy transition process, particularly vulnerable groups such as women and informal workers, ensuring their access to information on green employment, vocational training opportunities, career change support and livelihood preservation and creation suited to practical conditions.

- To implement social security support mechanisms, including support for severance payment, early retirement, unemployment allowance, social welfare allowance for informal workers and other forms of social protection appropriate to different groups of workers and households whose employment and income are affected, with the objective of maintaining household living standards after the energy transition process.

c/ Providing training and retraining of affected workers

- To build capacity for cadres, civil servants, public employees and workers within specialised management agencies from central to local levels in charge of renewable energy, new energy and related topics.

- To improve the capability and quality of human resources to meet the requirements of the energy transition process; to train and retrain highly skilled human resources for the renewable energy and clean energy sectors.

- To review and compile statistics on workers displaced as a result of energy transition and formulate training and retraining plans and programmes to facilitate the occupational change for workers affected by the energy transition process.

- To promote the development of occupational skills frameworks and national occupational skills standards, providing scientific and practical foundations for the formulation of vocational training plans and strategies related to renewable energy, new energy and the energy transition process.

- To update educational curricula and training materials to equip workers with the knowledge, competencies and skills required for green employment and occupations emerging in the energy transition process; to diversify types of vocational training cooperation with the proactive participation of enterprises and other socio-economic stakeholders.

- To restructure, and enhance the quality and efficiency of, the labour market; to integrate just energy transition issues into the implementation of the Labour Market Development Support Programme through 2030 and the Vocational Education Development Strategy for the 2021–2030 period.

- To incorporate content relating to just energy transition, renewable energy and new energy development into the national general education curricula.

9. Communication and awareness raising

- To carry out communication and awareness-raising activities concerning the opportunities, challenges and importance of implementing just energy transition.

- To integrate communication activities into the formulation and implementation of just energy transition programmes and projects.

10. Promoting cooperation and mobilising resources for just energy transition

- To actively mobilise and attract international resources through high-level diplomatic engagements, working programmes of ministries, sectors and local authorities with foreign partners, and Vietnam’s overseas representative missions.

- To study, absorb and share international experiences and models relating to just transition; initiatives concerning the use of green energy sources, the transition from coal to clean and renewable energy, and electricity grid decarbonisation in support of sustainable socio-economic development.

- To proactively participate in, and make active contributions to, bilateral and multilateral cooperation frameworks with a view to integrating just transition issues into international negotiations and cooperation activities; to actively encourage the IPG to provide financial and technological support for Vietnam in accordance with its commitments and to extend additional assistance for the just energy transition beyond 2027.

IV. RESOURCES FOR IMPLEMENTATION

Funding for the implementation of the Scheme shall be allocated from the state budget and mobilised to the maximum extent possible through donations, aid and other lawful financial sources in accordance with law, including financial resources provided by the IPG, the GFANZ, and organisations and financial institutions authorised by the IPG.

V. ORGANISATION OF IMPLEMENTATION

1. The Secretariat shall act as the working body assisting the Prime Minister-Head of the COP26 Steering Committee in coordinating and resolving matters relating to the implementation of the JETP Declaration and in cooperating with the IPG in implementing the JETP Declaration.

2. Assignment of responsibilities to relevant ministries and agencies

a/ The Ministry of Industry and Trade

- To act as the standing body of the Secretariat for implementation of the JETP Declaration between Vietnam and the IPG.

- To assume the prime responsibility for, and coordinate with relevant ministries, sectors and agencies in, reviewing legal documents relating to coal-to-clean energy transition, development of industrial and energy ecosystems, and energy conservation and efficiency, and other related documents within its competence, and to propose amendment, supplementation, annulment or promulgation of legal documents within the energy sector to facilitate deployment of projects for implementing the JETP Declaration.

- To organise, monitor, review and summarise information concerning implementation of the Scheme; to coordinate with ministries, sectors and the IPG in updating and implementing the Resource Mobilisation Plan and the objectives set out in the JETP Declaration; to submit periodical and irregular reports on implementation of the JETP Declaration to the Prime Minister-Head of the National Steering Committee for the Implementation of Vietnam’s Commitments at COP26.

- To assume the prime responsibility for proposing mechanisms, policies and regulations relating to energy transition for inclusion in electricity and renewable energy development laws and relevant legal documents; to organise implementation of direct power purchase policies; to propose mechanisms and policies for the development of offshore wind power projects.

- To assume the prime responsibility for, and coordinate with the IPG and GFANZ in, reviewing, summing up and proposing the lists of suitable projects and priority projects for presentation to donors, financial institutions and stakeholders to explore cooperation and investment opportunities and deploy projects implementing the JETP Declaration and the national energy development roadmap.

- To assume the prime responsibility for coordinating energy transition activities and initiatives in order to ensure consistency and maximise integrated support for the implementation of just energy transition in Vietnam.

- To cooperate with the IPG and relevant ministries and sectors in supporting the establishment of an international renewable energy centre in Vietnam.

b/ The Ministry of Agriculture and Environment

- To assume the prime responsibility for assisting the National Steering Committee for the Implementation of Vietnam’s Commitments at COP26 in ensuring that the implementation of the just energy transition is connected and aligned with greenhouse gas emissions reduction efforts aimed at achieving net-zero emissions by 2050 and fulfilling Vietnam’s NDCs.

- To assume the prime responsibility for formulating, promulgating and implementing mechanisms, policies, tasks and solutions in the agriculture and environment sector to remove difficulties and obstacles and accelerate deployment of projects for implementing the JETP Declaration.

- To assume the prime responsibility for, and coordinate with relevant ministries, sectors and agencies in, formulating mechanisms and policies concerning carbon credit trading and offsetting, and greenhouse gas emission reduction/absorption outcomes in order to attract foreign investment in line with Vietnam’s greenhouse gas reduction commitments under its NDCs.

- To assume the prime responsibility for, and coordinate with ministries, sectors and localities in, developing databases and enhancing climate service capacity to support the development and optimal operation of renewable energy systems and farms.

- To assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade, the Ministry of Construction, and the Ministry of Science and Technology in, reviewing, amending, supplementing and developing national standards and technical regulations on environment and greenhouse gas emissions applicable to waste recycling and treatment for energy production purposes.

- To organise and implement the Master Plan on water resources to support hydropower development and the utilisation of water surfaces for solar power generation; and the Master Plan on use of land and marine areas meeting multi-purpose requirements for renewable energy production, agriculture, aquaculture and development of offshore wind power projects combined with fisheries resource protection, thereby promoting the implementation of JETP projects.

- To coordinate with the Ministry of Industry and Trade and other relevant agencies in updating and implementing the Resource Mobilisation Plan.

c/ The Ministry of Finance

- To assume the prime responsibility for, and coordinate with relevant ministries, sectors and agencies in, summing up investment needs for the just energy transition and mobilising official development assistance (ODA), concessional loans and non-refundable ODA for the implementation of the Scheme in accordance with its assigned functions and responsibilities, while ensuring national public debt and foreign debt security.

- To assume the prime responsibility for, and coordinate with relevant agencies in, negotiating and receiving ODA loans, concessional loans and non-refundable ODA in accordance with the 2016 Law on Treaties and the Government’s current regulations on the management and use of ODA and foreign concessional loans to support energy transition requirements in accordance with regulations; to coordinate with the Ministry of Industry and Trade and relevant agencies in updating and implementing the Resource Mobilisation Plan.

- To assume the prime responsibility for, and coordinate with relevant ministries, sectors and agencies in, reviewing difficulties and obstacles related to financial and investment regulations during deployment of projects for implementing the JEPT Declaration and proposing addressing solutions, mechanisms and policies to competent authorities for approval.

- To direct the state owner’s representatives or representatives of state capital amounts in enterprises for which the Ministry of Finance acts as the state owner’s representative to coordinate closely with relevant agencies and the IPG in providing information and formulating energy transition plans and roadmaps, including plans for operation termination and conversion of old and inefficient coal-fired power plants that do not implement greenhouse gas emission reduction measures in accordance with current laws.

d/ The Ministry of Home Affairs

- To assume the prime responsibility for, and coordinate with relevant ministries, sectors and agencies in, formulating mechanisms, policies and measures promoting just transition for disadvantaged and vulnerable groups; supporting migrant workers; creating employment opportunities; and providing other forms of assistance for workers affected by energy transition; to coordinate with the Ministry of Industry and Trade and relevant agencies in updating and implementing the Resource Mobilisation Plan.

- To participate in working groups and ensure that the just transition process is equitable and consistent with the International Labour Organization (ILO) Declaration on Fundamental Principles and Rights at Work, enabling society as a whole to benefit from the green transition and facilitating affordable energy access and participation of organisations and stakeholders to address the needs of those most affected by the energy transition process.

dd/ The Ministry of Science and Technology

- To assume the prime responsibility for, and coordinate with relevant ministries, sectors and agencies and enterprises in, researching, developing and applying new energy sources (green hydrogen and green ammonia), and in pilot deployment of CCUS.

- To assume the prime responsibility for, and coordinate with relevant ministries and sectors in, promoting research, testing, improvement and development of clean technologies, digital technology industries and innovation activities serving the energy transition process and greenhouse gas emissions reduction across all industries and sectors of the economy towards low-carbon development.

e/ The Ministry of Construction

- To assume the prime responsibility for implementing the Action Programme on Green Energy Transition and Reduction of Carbon and Methane Emissions in the transport sector.

- To coordinate with the Ministry of Industry and Trade and relevant agencies in updating and implementing the Resource Mobilisation Plan.

g/ The Ministry of Education and Training

- To assume the prime responsibility for, and coordinate with relevant ministries, sectors and agencies in, formulating and improving institutions and policies to ensure the quality of human resources required for the implementation of the just energy transition; to support vocational training and retraining for workers affected by the energy transition process.

- To integrate content relating to just energy transition into curricula of the education system.

h/ The Ministry of Foreign Affairs

- To mobilise and attract international resources in support of implementation of the JETP Declaration through high-level diplomatic activities, working programmes of ministries, sectors and localities with foreign partners, and Vietnam’s overseas representative missions.

- To proactively study, absorb and disseminate international experiences and models relating to just transition; initiatives concerning green energy utilisation; the transition from coal to clean energy and renewable energy; and electricity grid decarbonisation serving sustainable socio-economic development; to study the implementation situation in countries participating in JETP initiatives and provide timely information and recommendations to the Prime Minister and the National Steering Committee for the Implementation of Vietnam’s Commitments at COP26 regarding viewpoints and diplomatic policies associated with implementation of the JETP Declaration in new circumstances.

- To actively encourage the IPG to provide financial and technological support in accordance with its commitments and to extend additional assistance for the implementation of the just energy transition for the period beyond 2027.

i/ The State Bank of Vietnam

To assume the prime responsibility for, and coordinate with relevant agencies in, concluding treaties and international agreements concerning non-refundable ODA not linked to loans from international financial and monetary institutions and banks for which the State Bank of Vietnam acts as the authorised representative, to serve energy transition needs in accordance with regulations on the management and use of ODA and concessional loans from foreign donors; to coordinate with the Ministry of Industry and Trade and relevant agencies in updating and implementing the Resource Mobilisation Plan.

k/ Ministries, ministerial-level agencies and government-attached agencies

- To integrate just energy transition issues into the formulation and implementation of land-use master plans and plans and socio-economic development master plans and plans according to their assigned functions and tasks.

- To provide relevant information and coordinate with the Ministry of Industry and Trade in updating and implementing the Resource Mobilisation Plan.

l/ Provincial-level People’s Committees

- To organise the selection of investors for power projects and allocate land areas for the development of electricity works in accordance with law; to assume the prime responsibility for, and closely coordinate with project owners in, implementing land clearance, compensation, relocation and resettlement activities for electricity generation and grid projects in accordance with regulations.

- To integrate just energy transition issues into the formulation and implementation of local land-use and socio-economic development master plans and plans.

- To coordinate with relevant ministries and agencies in implementing the JETP Declaration.

Article 2. This Decision takes effect on the date of its signing and replaces the Prime Minister’s Decision No. 1009/QD-TTg of August 31, 2023, approving the Scheme on implementation of the Political Declaration on Establishing the Just Energy Transition Partnership.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and relevant organisations and individuals shall implement this Decision.-
