On announcement of the COVID-19 epidemic

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government dated June 19, 2015;

Pursuant to the Law on Prevention and Control of Infectious Diseases dated November 21, 2007;

Pursuant to the Prime Minister s Decision No. 02/2016/QD-TTg dated January 28, 2016 on conditions for announcement of epidemics and their termination;

Pursuant to the Prime Minister s Decision No. 07/2020/QD-TTg dated February 26, 2020 on amending and supplementing a number of Articles of the Prime Minister s Decision No. 02/2016/QD-TTg dated January 28, 2016 on conditions for announcement of epidemics and their termination;

At the proposal of the Ministry of Health in the Report No. 525/TTr-BYT dated March 31, 2020,

DECIDES:

Article 1.To declare an infectious epidemic in Vietnam

1.Epidemic:COVID-19 (the acute respiratory infections caused by new strains of Coronavirus).

2.Time of outbreak:January 23, 2020 (the time of detecting the first case infected with the acute respiratory infections caused by new strains of Coronavirus).

3. Location and scale: Nationwide.

4. Reason: Caused by new strains of Coronavirus.

5. Nature and severity of the epidemic:Class A infectious disease, of global emergency.

6. Transmission:Transmitting from human to human through the respiratory system.

7. Epidemic prevention and control measures: Shall be carried out in accordance with the Law on Prevention and Control of Infectious Diseases, includes:

a) To establish the National Steering Committee for epidemic prevention and control.

b) To declare and report the epidemic.

c) To organize the emergency, medical examination and treatment.

d) To organize the medical isolation.

dd) To clean, disinfect and decontaminate in the epidemic areas.

e) Personal protective measures.

g) To control the entry and exit from the epidemic areas.

h) To mobilize and requisition resources for the epidemic activities.

i) To perform international cooperation in the epidemic prevention activities.

k) Other epidemic prevention measures during the epidemic period.

8. Health establishments receiving, isolating, monitoring and treating the infected cases:

a) Provincial and central hospitals, hospitals of the public security and military and other hospitals with conditions.

b) Field hospitals (when mobilized).

Article 2. Implementation organization

1. Ministries, ministerial-level agencies, government-attached agencies, People’s Committees of provinces and centrally-run cities and related health facilities, organizations and individuals shall be responsible for the strict implementation of directions of the Secretariat of Party Central Committee in the Official Dispatch No. 79-CV/TW dated January 30, 2020; of the Political Bureau in the Notice No. 172-TB/TW dated March 21, 2020 and the directions of the Prime Minister in the Directives No. 05/CT-TTgdated January 28, 2020, No. 06/CT-TTg dated January 31, 2020,No.15/CT-TTg dated March 27, 2020, No. 16/CT-TTgdated March 31, 2020 and the directions of the National Steering Committee for prevention and control of the acute respiratory infections caused by new strains of Coronavirus and relevant regulations.

2. Conditions for carrying out measures for the prevention and control of COVID-19 epidemic as prescribed in Clause 7, Article 1 of this Decision shall be implemented from January 28, 2020.

Article 3.This Decision takes effect on the date of its signing.

This Decision replaces the Decision No. 173/QD-TTg dated February 01, 2020 on announcement of the acute respiratory infections caused by new strains of Coronavirus.

Article 4.Ministries, Heads of ministerial-level agencies and government-attached agencies and Chairpersons of the People s Committees of provinces and centrally-run cities shall be responsible for the implementation of this Decision./.
