DECISION
APPROVING THE GENERAL PLANNING ON CONSTRUCTION OF CHU LAI OPEN ECONOMIC ZONE, QUANG NAM PROVINCE
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government of December 25, 2001;
Pursuant to the urban planning management Regulation promulgated together with the Government's Decree No. 91/CP of August 17, 1994;
At the proposal of the Construction Minister in Report No. 80/TTr-BXD of December 10, 2003,
DECIDES:
Article 1.- To approve the general planning on construction of Chu Lai open economic zone, Quang Nam province, with the following principal contents:
1. Study scope:
The scope of planning covers 14 communes, wards and district townships of Nui Thanh district and Tam Ky provincial capital, with a total land area of 27,040 hectares and the following boundaries:
- To the east, it is contiguous to the East Sea;
- To the west, it borders on Tam My and Tam Thanh communes, Nui Thanh district, Quang Nam province;
- To the south, it borders on Binh Son district, Quang Ngai province;
- To the north and northwest, it borders on Thang Binh district, Quang Nam province.
2. Nature:
Chu Lai open economic zone (including the non-tariff area) is one of the financial, banking, commercial, tourist, telecommunications and service centers of Quang Nam province in the central coastal region; an inter-provincial and inter-regional traffic hub and a zone located in an area of security and defense importance.
3. Population size:
- The population size is expected to be around 215,000 by 2010, of which:
+ Urban population: around 100,000;
+ Agriculture and fishery population: around 115,000.
- The population is expected to reach around 800,000 by 2020 and afterward, of which:
+ Urban population: around 750,000;
+ Agriculture and fishery population: around 50,000.
4. Land size
The total land area is around 27,040 hectares, including land of the following functional quarters:

5. Orientations for spatial arrangement
a/ Development directions:
To concentrate on developing construction in the area east of Da Nang - Dung Quat highway, and thoroughly exploit the land fund of coastal sand dunes, hillocks and unused land in the area in order to:
- Spare convenient land plots for the construction of the non-tariff area, industrial parks and urban development;
- Spare part of the cultivation land fund and land with water surface of rivers, lakes and lagoons for organizing agricultural and fishery activities;
- Protect, embellish and exploit natural landscapes of beaches, lakes, rivers of Truong Giang, Ban Thach and Tam Ky, hills and mountains, etc., to create beautiful landscape for the open economic zone. Embellish the cultural-historical relics and protect the environment.
b/ Functional quarters
- The non-tariff area:
This is an area with hard fence, located in Tam Quang and Tam Giang communes and part of Tam Nghia commune and closely linked to Ky Ha port, and having a land size of 1,656.7 hectares.
- Industrial parks: To cover a total land area of around 3,000 hectares, including:
+ Northern Chu Lai industrial park, which covers a land area of 630 hectares, expected to accommodate farm, forestry and marine product-processing, construction material production, mechanical engineering, electronic, microelectronic, automation, assembly, civil-use goods producing industries, etc.;
+ Tam Anh industrial park, which covers a land area of 1,915 hectares, for post-petrochemical industry, light industries, farm, forestry and marine product-processing, mechanical engineering, construction material production, animal feed-processing, electric appliance, leatherette article, sport equipment producing industries, etc.;
+ Tam Hiep industrial park, which covers a land area of 125 hectares, for automobile and tractor manufacturing and assembling, animal feed processing, enameled ceramic tile, high-quality sanitation ware producing industries, etc.;
+ Tam Thang industrial park, which covers a land area of 300 hectares, for construction materials, glass sand, handicraft and fine-art articles producing industries, etc.;
+ An Phu industrial park, which covers a land area of 30 hectares, for garment, leather and footwear, food and foodstuff processing, electronic and civil-use goods industries, etc.;
- Tourist resorts: To cover a total land area of around 2,100 hectares, located mainly along beaches and Truong Giang river in Tam Hai, Bai Rang, Tam Hoa, Tam Tien and Tam Thanh communes and Nui Thanh area.
- Training centers: The training, research and job-training centers shall cover a total land area of around 295 hectares and are located in Tam Phu urban area.
- Urban areas: They include three new urban areas with a total population of some 750,000, and an urban construction land fund of 5,245 hectares by 2020, or around 1,800 hectares in the first phase till 2010, and the urban quality shall be equivalent to grade-II urban areas, including:
+ Nui Thanh urban area: A population of around 280,000; a civil-use land area of around 1,900 hectares, an average of 68 m2/person;
+ Tam Hoa urban area: A population of around 260,000; a civil-use land area of around 1,640 hectares, an average of 63 m2/person;
+ Tam Phu new urban area: A population of around 210,000 or 35,000 in the first phase; a civil-use land area of around 2,000 hectares, an average of 95 m2/person.
- The rural population quarters: They shall have a total population of around 50,000 by 2020; and a construction land of around 1,070 hectares by 2020. In the first phase, a number of resettlement locations shall be built in service of ground clearance for the construction of such functional quarters as Tam Hiep, Northern Chu Lai and An Phu industrial parks, and functional quarters in the non-tariff area in Tam Quang, tourist resorts in Tam Hai, Tam Hoa, etc.
- Greenery areas, ecological greenery areas and green tree areas separating industrial parks from urban areas, which shall be arranged around lakes and along rivers (the lake of Dam river, Tam Ky river, Truong Giang river,...), on a total land area of around 750 hectares.
6. Orientations for development of technical infrastructures
a/ Regarding communications
- Outbound communications:
+ Airways: To expand Chu Lai airport to cover a land area of around 3,000 hectares (the Ministry of Communications and Transport shall work out a detailed planning of this work);
+ Railways: To build a trans-Vietnam railway section (the Ministry of Communications and Transport shall work out a detailed planning of this work);
+ Land roads: To build Da Nang - Dung Quat expressway running through the open economic zone to the west; upgrade provincial road 616's leading to the Central Highlands up to grade-III road standards, satisfying the demand for exchange with the Central Highlands; and build the road east of Chu Lai airport, linking Ky Ha port with Dung Quat industrial park, Quang Ngai province;
+ Sea transport: To invest in the construction of Ky Ha port (under the planning of the Ministry of Communications and Transport).
b/ Internal communications
- Inter-urban area communications
+ Land roads:
* North-South longitudinal axes: To renovate National Highway No. 1A section running through the open economic zone; build the eastern central axis linking the central systems of Tam Phu - Tam Hoa - Nui Thanh urban areas; and build the coastal road in service of tourist development along the coast and Truong Giang river;
* East-West axes: To build the road north of Tam Ky provincial capital linking the expressway to the coastal road; roads linking the expressway to the eastern axis, Tam Hiep new urban area, Nui Thanh urban area and Ky Ha port.
+ Intra-city railways: To upgrade the existing sections of Thong Nhat (North-South) railway into electrified dual railways in service of inter-urban public transportation (under the planning of the Ministry of Communications and Transport);
+ Waterways: To train Truong Giang river into an inter-urban waterway in service of tourism, cargo and passenger transportation.
- Intra-urban area communications:
To build main thoroughfares in urban areas and coastal tourist roads.
- Traffic works:
Traffic works include bridges spanning Tam Ky and Truong Giang rivers, and inter-provincial and inter-urban car parks and terminals, etc.
- Orientation for development of mass transit:
+ To organize bus routes and electrified dual railways;
+ Regarding waterway: to organize waterway routes for ships, passenger liners and boats, motorboat taxis in service of inter-urban passenger transportation.
c/ Water supply
- Water use norms:
+ The first stage (from now till 2010): Daily-life water shall be supplied at the norm of 120 liters/person/day and night, and 85% of the population shall be supplied with clean water;
+ The long-term period (till 2020 and afterward): Daily-life water shall be supplied at the norm of 150 liters/person/day and night, and 95% of the population shall be supplied with clean water.
- Total water use demand:
+ By 2010: 91,400 m3/person/day and night;
+ By 2020: 406,700 m3/person/day and night.
d/ Electricity supply
- The total electricity use demand:
+ By 2010: 247.18 P (MW);
+ By 2020: 956.6 P (MW).
- Electricity sources:
To use one 110/35/22 KV transformer station with a capacity of 1 x 40 MVA at the first stage, and 2 x 40 MVA in the future, to supply electricity to Nui Thanh district.
To build a 220 KV transmission line of Da Nang - Doc Soi and the second circuit of 500 KV transmission line of Pleiku - Dung Quat - Da Nang (according to the general development chart of the power grid, stage V of Vietnam Electricity Corporation) and build in Doc Soi one 500/220/110 KV station with a capacity of 1 x 450 MVA, and one 220/110 KV station with a capacity of 3 x 125 MVA.
e/ Waste water drainage and environmental sanitation
In the industrial parks and the non-tariff area:
To build the water drainage network and waste water treatment stations with a total capacity of 96,040 m3/day and night for the industrial parks; and waste water treatment stations with a total capacity of 36,900 m3/day and night on a land area of 5.5 hectares in the non-tariff area.
In the urban areas:
To build the water drainage network and waste water treatment stations in the urban areas and tourist resorts already determined according to their ground-leveling designs.
Article 2.-
1. To expand the boundaries of Chu Lai open economic zone already determined in the Prime Minister's Decision No. 108/2003/QD-TTg of June 5, 2003, to cover now Tam Xuan II commune (according to its current administrative boundaries).
2. The People's Committee of Quang Nam province shall approve the dossier of technical design of the general planning on construction of Chu Lai open economic zone for use as basis for planning management and deployment of subsequent construction investment steps.
3. The Management Board of Chu Lai open economic zone is assigned to:
- Promulgate the Regulation on construction management according to the general planning on construction of Chu Lai open economic zone after obtaining consent of the Construction Ministry.
- Organize the publicization of the general planning on construction of Chu Lai open economic zone and coordinate with the concerned ministries, branches and localities in working out plans on implementation of this general planning after it is approved by the Prime Minister.
Article 3.- This Decision takes effect 15 days after its publication in the Official Gazette.
Article 4.- The president of the People's Committee of Quang Nam province, the head of the Management Board of Chu Lai open economic zone, the ministers, the heads of the ministerial-level agencies and the heads of the Government-attached agencies shall have to implement this Decision.
