On continuing to remain fully effective the legal documents detailing and providing specific measures for organization and guidance of the implementation of the Law on Advertising No. 16/2012/QH13, as amended and supplemented under Law No. 75/2025/QH15, and the Government’s Decree No. 342/2025/ND-CP dated December 26, 2025, detailing a number of articles of the Law on Advertising

THE MINISTER OF CULTURE, SPORTS AND TOURISM

Pursuant to Clause 2 Article 57 of the Law on Promulgation of Legal Documents No. 64/2025/QH15, as amended and supplemented under Law No. 87/2025/QH15;

Pursuant to the Law on Advertising No. 16/2012/QH13, as amended and supplemented under Law No. 75/2025/QH15;

Pursuant to Decree No. 78/2025/ND-CP dated April 1, 2025, of the Government, providing detailed provisions for a number of articles and measures for organization and guidance of the implementation of the Law on Promulgation of Legal Documents, as amended and supplemented under Decree No. 187/2025/ND-CP;

Pursuant to Decree No. 79/2025/ND-CP dated April 01, 2025, of the Government, providing for inspection, review, systematization, and handling of legal documents;

Pursuant to Decree No. 43/2025/ND-CP dated February 28, 2025, of the Government, defining the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism;

Pursuant to Decree No. 342/2025/ND-CP dated December 26, 2025, of the Government, detailing a number of articles of the Law on Advertising;

Pursuant to Circular No. 26/2025/TT-BTP dated December 12, 2025, of the Minister of Justice, providing guidance on formulation and promulgation of legal documents;

At the proposal of the Director of the Department of Grassroots Culture, Family and Library.

DECIDES:

Article 1. Circular No. 10/2013/TT-BVHTTDL dated December 6, 2013, of the Minister of Culture, Sports and Tourism, on detailing and guiding implementation of several articles of Law on Advertising and Government’s Decree No. 181/2013/ND-CP dated November 14, 2013, detailing implementation of several articles of Law on Advertising, and Circular No. 04/2023/TT-BVHTTDL dated April 4, 2023, of the Minister of Culture, Sports and Tourism, providing economic-technical norms for formulation and adjustment of outdoor advertising planning, shall continue to remain fully effective from January 1, 202,  until replaced or repealed by other legal documents.

Article 2. This Decision takes effect from the date of signing.

Article 3. The Director of the Department of Grassroots Culture, Family and Library, Heads of agencies and units, and relevant individuals shall be responsible for the implementation of this Decision.
