SUMMARY

Guidance on COVID-19 pandemic prevention and control in community in the new normal

The Ministry of Health issues the Decision No. 3888/QD-BYT on promulgating the “Handbook on prevention and control of COVID-19 pandemic in community in the new normal” on September 08, 2020.

Accordingly, persons in a household must carry out personal preventive measures, include: Wearing face masks when leaving the house; Washing hands regularly with soap or hand sanitizer; Cleaning up house, surfaces, floors, objects with common detergents; Collecting household waste every day and put it in the right place; Installing and turning on contact tracing and health declaration applications if having smart mobile devices; etc.

Besides, for persons who live in a condominium, measures to be carried out include: Wearing face masks when leaving their apartment or family room; Keeping a minimum distance of 01 meter at public spaces and community areas; Avoiding talking in elevators and stairs, etc.

In addition, parents are not allowed go to the preschool and sending children to school if the they are under self-quarantine at home or show symptoms of fever, cough, and shortness of breath; they should wear face masks for themselves and their children when taking them to schools and when dropping them of, and prepare personal items for children when they go to school, etc.

This Decision takes effect on the signing date.

Pursuant to the Law on Prevention and Control of Infectious Diseases dated November 21, 2007;

Pursuant to the Government s Decree No. 75/2017/ND-CP dated June 20, 2017, on defining the functions, tasks, powers and organizational structure of the Ministry of Health;

Based on the COVID-19 pandemic development and the Prime Minister’s direction on the formulating the Handbook on prevention and control of COVID-19 pandemic in community in the new normal;

At the proposal of the Chief of the Ministry of Health Office,

 

DECIDES:

 

Article 1.To promulgate together with this Decision the Handbook on prevention and control of COVID-19 pandemic in community in the new normal.

Article 2.This Decision takes effect on the date of its signing.

PREFACE

The COVID-19 pandemic broke out globally, affecting over 200 countries and territories and shows no sign of ending. After loosening of pandemic prevention and control measures, some countries are gripped by the resurgence of COVID-19. It is predicted that the number of infected cases will continue to increase rapidly in the time to come.

In Vietnam, the pandemic has still seen various unpredictable developments. Therefore, it is necessary to take appropriate measures for safe coexistence, especially in the current period when there are no proven vaccines and specific treatments widely used in the community. In addition, it also attaches great importance to strictly implementing the Prime Minister s direction on prevention and control of COVID-19 in the “new normal”, contributing to achievingthe dual goal of effectively fighting the COVID-19 pandemic and developing socio-economy in the current context.

To realize that goal, the Ministry of Health develops and promulgates the“HANDBOOK ON PREVENTION AND CONTROL OF COVID-19 PANDEMIC IN COMMUNITY IN THE NEW NORMAL”. This document seeks to provide agencies, units, organizations and people with the most basic, concise, and easy-to-do contents in prevention and control of COVID-19 pandemic when participating in normal activities in the community.

Last but not least, this handbook has been completed in a short time, so overall issues related to COVID-19 pandemic could not be analyzed in a sufficient and comprehensive manner. Thus, the document will continue to be supplemented, completed and updated in a number of fields based on disease developments in the coming time. The Ministry of Health hopes to receive the sharing and comments of readers about the book’s contents.

PART 1

GENERAL INFORMATION ABOUT COVID-19 PANDEMIC1

 

1. Severe acute respiratory syndrome caused by SARS-CoV-2 (COVID-19)

COVID-19 is an acute infectious disease of group A that can spread in rapid, wide manner and has high mortality rate.Currently, there are no proven vaccines or specific treatments for COVID-19 yet. Thus, disease prevention is mainly based on personal hygiene measures, early detection and quarantine, strict monitoring of suspected cases, prevention of cross-transmission in the community and maintenance of environmental hygiene.

2. Transmission modes and incubation period

-The main mode of transmission for COVID-19 is person-to-person spread via respiratoryor nasopharyngealdroplets, produced after an infected person coughs and sneezes. Infection can also occur when a person touches infected objects and then touches their eyes, nose or mouth.

- The incubation period is within 14 days.A person infected with SARS-CoV-2 can transmit the virus to other people.

- The virus can spread rapidly when a person comes into direct contact with an infected case of COVID-19, particularly in crowded places such as factories, stations, terminals, airports,festivals, public transports, trade centers, supermarkets or markets, restaurants, hotels, parks, resorts, schools, etc.

3. Symptoms

- People with COVID-19 infection may have some common symptoms such as fever, cough, sore throat, or shortness of breath. COVID-19 patients, especiallyelderly people, immunocompromised people, and thosewho have chronic medical conditions, may also suffer from pneumonia or serious pneumonia that can cause severe acute respiratory syndrome and increase risk of death.

- In some cases, people infected with SARS-CoV-2 may have mild clinical presentation with unclear symptoms or no symptoms, inhibiting detection of the virus.

-Suspected cases of COVID-19 infectionare people who develop at least one of the symptoms, including fever, cough, shortness of breath, or pneumonia, and have one of the following epidemiological factors:

+ Having gone to/gone through/stayed in/returned from COVID-19-hit countries and territories according to information from WHO within 14 days from the date of entry.

+ Having gone to/ stayed in/returned from COVID-19-hit zones in Vietnam within 14 days before onset of symptoms.

+ Having come into close contact with a confirmed case or a suspected case of COVID-19 infection within 14 days beforeonset of symptoms.

-Confirmed cases of COVID-19 infectionare suspected cases or persons who test positive for SARS-CoV-2, in which the testing is performed by facilities authorized by the Ministry of Health.

-Close contacts of COVID-19 patientsare people who have come into contact within 02 meters with a confirmed case or a suspected case while having symptoms, including:

+ People living in the same household with a confirmed case or a suspected case while having symptoms.

+ People working in the same team or the same room with a confirmed case or a suspected case while having symptoms.

+ People being involved in travels, business trips, entertainment activities, parties, or meetings… with a confirmed case or a suspected case while having symptoms.

+ People sitting in the same row and the next two rows in the same transport (train, car, plane, ship, etc.) with a confirmed case or a suspected case while having symptoms. In some specific cases, based on the results of epidemiological investigation, health agencies will decide to expand the list of close contacts for passengers in the same transport.

+ People coming into close contact with a confirmed case or a suspected case while having symptoms in other circumstances.

4. Some principles and concepts of prevention and treatment

- Currently, COVID-19 patients are mainly subject to supportive treatment and symptomatic treatment becausethere are no proven vaccines or specific treatments yet.The main preventive measures are early detection and quarantine for infected cases, quarantine of first round contacts(who have come into contact with a confirmed case of COVID-19 infection), and second round contacts(who have come into contact with close contacts of COVID-19 infection).

- To take preventive measures against direct infection byrespiratory dropletsreleased in the airafter an infected person coughs, sneezes, or talks, and other preventive measures against indirect infection bytouching infected surfaces and then touching eyes, nose, mouth. The general preventive measures include only leaving home in case of necessity; if leaving home, the people must wear face masks and keep the safe distance as prescribed; washing hands regularly with soap and clean water or hand sanitizer; cleaning up the house; and making electronic health declaration.

- To maintain the minimum distance and to wear face masks in accordance with the regulation of the Government and the National Steering Committee for COVID-19 prevention and control, and the guidance of the Ministry of Health.

- Hand washing means washing hands with clean water and soap for at least 30 seconds or using hand sanitizerto sanitize hands.

- Hand sanitizer solution must contain at least 60% alcohol or antibacterial active ingredients in accordance with the regulation of the Ministry of Health.

- Surface disinfectant solution: (i) Multi-purpose cleaning spray or (ii) household toilet cleaning liquid (containing about 5% sodium hypochlorite in the ratio of 10ml cleaning solution to 01 liter of water) or (iii) disinfectant solutions containing 0.05% active chlorine (ensuring contact time on surface is 10 minutes) or (iv) 0.1% active chlorine (ensuring contact time on surface is 01 minute) or (v) 70% alcohol. The quarantine time after sterilization is at least 30 minutes. Surface sterilization shall comply with the principle of wiping from clean positions to dirty positions, from inside to outside, from top to bottom. In cases where the surface of objects is dirty, it must be cleaned up with soap and water before disinfection.

PART 2

GUIDANCE ON PREVENTION AND CONTROL OF COVID-19 PANDEMIC IN THE COMMUNITY

 

PREVENTION AND CONTROL OF COVID-19 PANDEMIC
AT HOME

 

I. SCOPE AND SUBJECTS OF APPLICATION

1. Scope of application

Households living in separate houses, including single-family houses, townhouses, villas on residential land in streets, quarters, urban areas, and rural areas (hereinafter referred to as households).

2. Subjects of application

- People living in households.

- Heads of civil group, village or hamlet (hereinafter referred to as heads of civil group).

II. IMPLEMENTATION

1. Responsibilities of people living in households

- To take personal preventive measures, including:

+ To wear face masks when leaving the house.

+ To wash hands regularly with soap or hand sanitizer.

+ To restrict to leaving the house in case of unnecessary; to avoid crowds.

+ Do not spit and throw garbage or masks indiscriminately; to cover mouth and nose when coughing and sneezing.

- To clean up house, surfaces, floors, objects with common detergents. Especially, positions with “high-touch” surfaces such as doorknobs or power switches… shall be cleaned at least once a day.

- To collect household waste every day and put it in the right place.

- To ensure indoor air ventilation; to open doors and windows regularly.

- To contact medical establishments to make health declaration and receive consultation, to update health status through the medical notification application when elderly people and those who have chronic medical conditions in the household develop symptoms of fever, cough, or shortness of breath.

- To install and turn on contact tracing and health declaration applications if having smart mobile devices.

- To check daily body temperature and inform promptly health establishments about cases of fever, cough, or shortness of breath.

- To actively register temporary residence and temporary absence for guests who stay in the household.

2. Responsibilities of heads of civil group

- To guide and remind people to take personal preventive measures as well as other measures to prevent and control the pandemic in households.

- To request heads of households to strictly comply with regulations on temporary residence, temporary absence registration when there are guests staying in such households.

- To coordinate with health agencies, local authorities, and local police in implementing COVID-19 prevention and control activities; to inspect, monitor and supervise people subject to medical quarantine at home or accommodation establishments, and people with fever, cough, and shortness of breath in the area.

- To organize propaganda and communication on measures of COVID-19 pandemic prevention and control for the people.


PREVENTION AND CONTROL OF COVID-19 PANDEMIC
AT CONDOMINIUMS

 

I. SCOPE AND SUBJECTS OF APPLICATION

1. Scope of application

This guidance shall apply for condominiums2.

2. Subjects of application

- People living in condominiums (hereinafter referred to as residents).

- Security staff, guards, and people serving in condominiums.

- People visiting and working in condominiums.

- Management boards of condominiums.

II. IMPLEMENTATION

1. Responsibilities of residents

- To take personal preventive measures, including:

+ To wear face masks when leaving their apartment or family room.

+ To wash hands regularly with soap or hand sanitizer.

+ To restrict to leaving home in case of unnecessary; to avoid crowds.

+ Do not spit and throw garbage or masks indiscriminately; to cover mouth and nose when coughing and sneezing.

- To keep a minimum distance of 01 meter at public spaces and community areas.

- To avoid talking in elevators and stairs; to avoid touching directly their surface or handrails; to clean hands with soap or hand sanitizer after using elevators.

- To clean up house, surfaces, floors, objects with common detergents. Especially, positions with “high-touch” surfaces such as doorknobs or power switches… shall be cleaned at least once a day.

- To collect household waste every day and put it in the right place.

- To ensure indoor air ventilation; to open doors and windows regularly.

- To contact medical establishments to make health declaration and receive consultation, to update health status through the medical notification application when elderly people and those who have chronic medical conditions in the household develop symptoms of fever, cough, or shortness of breath.

- To install and turn on contact tracing and health declaration applications if having smart mobile devices.

- To check daily body temperature and inform promptly health establishments about cases of fever, cough, or shortness of breath.

- To actively register temporary residence and temporary absence for guests who stay in the apartment.

2. Responsibilities of people visiting and working in condominiums

- Do not visit and work while they are subject to quarantine at home or have symptoms of fever, cough, or shortness of breath.

- To wear face masks when arriving and exiting condominiums or apartment rooms.

- To wash hands regularly with soap or hand sanitizer.

- To avoid crowds and keep a minimum distance of 01 meter in common spaces, community areas.

- Do not spit and throw garbage or masks indiscriminately; to cover mouth and nose when coughing and sneezing.

- To avoid talking in elevators and stairs; to avoid touching directly their surfaces or handrails; to clean hands with soap or hand sanitizer after using elevators.

- To comply with condominiums’ own measures for COVID-19 prevention and control (if any).

3. Responsibilities of security staff, guards and people serving in condominiums

- Do not go to work while they are subject to quarantine at home isolation or have symptoms of fever, cough, or shortness of breath.

- To wear face masks during work.

- To wash hands regularly with soap or hand sanitizer.

- To install and turn on contact tracing and health declaration applications during work if having smart mobile devices.

- Do not spit and throw garbage or masks indiscriminately; to cover mouth and nose when coughing and sneezing.

- To promptly notify management units and service providers when having fever, cough, or shortness of breath or detecting cases with those symptoms.

- To check and remind residents and guests to take measures to prevent and prevent the pandemic in condominiums such as wearing face masks, cleaning hands with antiseptic solution, etc.

- To comply with condominiums’ own measures for COVID-19 prevention and control (if any).

4. Responsibilities of Management Boards

- To guide and remind residents, people visiting or working in condominiums, staff and workers to wear face masks and perform a minimum distance of 01 meter; to avoid crowds at home and take measures to prevent and control the pandemic in condominiums.

- To sanitize and disinfect with chemical disinfectants or common detergents for common areas at least twice a day; locations with high touch surfaces such as doorknobs, stair handrails, banister handrails, elevator control panels, elevator cabins, etc. shall be disinfected at least twice a day.

- To provide sufficiently hand sanitizer at convenient locations and soap in toilet areas.

- To restrict the organization of events with large crowds in common areas. In case of necessary, the people shall be required to wear face masks, keep the safe distance and take preventive measures as prescribed at meetings.

- To record full name, address, phone number, date and time of visits of guests and apartment owners. Do not allow guests with symptoms of fever, cough, shortness of breath to enter into condominiums and to inform local health authorities about such cases.

- To arrange sufficiently trash and waste containers with tight lids, place them in convenient locations and carry out daily collection and treatment of waste.

- To request apartment owners to strictly implement the declaration of temporary residence, temporary absence when there are guests staying their apartments.

- To coordinate with health agencies and local authorities in implementing COVID-19 prevention and control activities, especially when detecting cases of having fever, cough, and shortness of breath.

- To organize propaganda and communication on measures to prevent and control COVID-19 pandemic for residents.

PREVENTION AND CONTROLOF COVID-19 PANDEMIC
AT SCHOOLS

 

I. SCOPE AND SUBJECTS OF APPLICATION

1.Scope of application

This guidance applies forpreschools, primary schools, secondary schools, high schools, multi-level schools, professional educational establishments, vocational educational establishments, and undergraduate educational establishments.

2.Subjects of application

- Preschool children, and students of these above-mentioned educational establishments.

- Teachers, lecturers, and school staff.

- Parents and school visitors.

- School administrators.

II. IMPLEMENTATION

1. Preschools3

1.1. Responsibilities of parents

- Not go to the children’s school and avoid sending children to school if the parents are under self-quarantine at home or if the parents show symptoms of fever, cough, and shortness of breath.

- To wear a face mask for themselves and their children when taking them to schools and when dropping them off.

-To instruct children to wash their hands with soap or hand sanitizer at thefollowingtimes: Before going to schools, after returning home, when hands are visibly dirty or when necessary.

- To prepare personal items for children (cups, drinking water bottles, etc.) when they go to school.

- To check body temperature, monitor health for children at home. If there are symptoms of fever, cough, and shortness of breath, keep them home from school and notify the school of their absence and symptoms and take them to a health establishment for examination, consultation and treatment.

- To install and turn on the application for tracking and health declaration if using a smartphone.

- To be responsible for coordinating with the school for the prevention and control of the COVID-19 pandemic.

1.2.Responsibilities of teachers and school staff

- Not go to school in cases of being under self-quarantine at home or showing symptoms of fever, cough, and shortness of breath.

- To wear a face mask when going to school, when leaving and when necessary at school.

- To wash hands with soap or hand sanitizer; to wash hands before going to school and after leaving.

- To instruct children to wash their hands with soap or hand sanitizer at the following times: Before entering the classroom, before and after eating, after every break, after going to the toilet, before leaving and when hands are visibly dirty.

- To guide children to keep an appropriate distance in activities outside the classroom (including queuing, meetings, school opening ceremonies, etc.).

- To install and turn on the application for tracking and health declaration if using a smartphone.

1.3. Responsibilities of school visitors

-Not go to school in cases of being under self-quarantine at home or showing symptoms of fever, cough, and shortness of breath.

- To wear a face mask throughout the school visit and work.

- To wash hands with soap or hand sanitizer before going to school and before leaving.

- To keep an appropriate distance when working or participating in school activities.

-To install and turn on the application for tracking and health declaration if using a smartphone.

- Not to spit, throw face masks indiscriminately; to cover mouth and nose when coughing and sneezing.

- To take measures for the prevention and control of the COVID-19 pandemic and to conduct health declaration at the school s request.

1.4.Responsibilities of school administrators

- To organize body temperature check at school entry for students, teachers, school staff, parents and school visitors; to conduct health declarations for cases showing symptoms of fever, cough, and shortness of breath.

- To arrange children pick-up and drop-off at the school gate; to restrict people from entering and leaving school; to limit contacts among students’ classes.

- To clean and disinfect the following school facilities with chemical disinfectants or common detergents:

+ Tables and chairs, door handles, stair railings, railings, elevator buttons, school things, floors, classrooms, function rooms, toilets, etc. at least 02 times/day or when necessary.

+ Toys and educational equipment after each lesson or when it is found dirty.

+ Car handles, handrails, seats, windows, floors, etc. of school shuttles after each trip (if any).

- To prepare handwashing stations with sufficient soap and clean water or hand sanitizer. The hand sanitizer must be placed at a location convenient for users.

- To ensure there is enough hygienic drinking water and each child has a clean, hygienic drinking cup; not to share personal items.

- To arrange separate meals for each student, teachers, and school staff; to ensure appropriate distancing in line with the school’s conditions.

- To arrange accommodation to ensure appropriate distancing in line with the school’s conditions.

- To arrange enough waste containers with tight lids, place them at convenient locations and carry out daily collection and treatment.

- To forbid spitting, littering and throwing face masks indiscriminately.

- To increase air flow and ventilation in the classroom by opening doors and windows, using fans. If the classroom is air-conditioned, at the end of the class, the classroom door must be opened to allow ventilation.

- To arrange a quarantine room, prepare face masks for use right after detecting a child or a person showing symptoms of fever, cough, and shortness of breath, and at the same time, promptly notify health agencies and take appropriate precautions.

-To conducthealth declaration for school visitors.

- Toprovideadequate training for teachers and school staff on theprevention and control ofthe COVID-19 pandemic.

- Topropagateand disseminatemeasures to prevent and control the COVID-19 pandemic for students, parents and staff at schools.

- Toorganize the inspection and supervision of the prevention and control of the COVID-19 pandemic at schools.

2. Primary schools and Secondary schools

2.1.Responsibilities of parents

- Not go to the student’s school and avoid sending students to school if the parents are under self-quarantine at home or if the parents show symptoms of fever, cough, and shortness of breath.

- To wear a face mask for themselves and their children when taking them to school and when dropping them off.

-To ask students to wash their hands with soap or hand sanitizer at thefollowingtimes: Before going to school, after returning home, when hands are visibly dirty or when necessary.

- To prepare personal items for students (cups, drinking water bottle, etc.) when they go to school.

- To check body temperature, monitor health for students at home. If there are symptoms of fever, cough, and shortness of breath, keep them home from school and notify the school of the student’s absence and symptoms and take them to a health establishment for examination, consultation and treatment.

- To install and turn on the application for tracking and health declaration if using a smartphone.

- To be responsible for coordinating with schools in the prevention and control of the COVID-19 pandemic.

2.2.Responsibilities of students

- To wear a face mask when going to school, when leaving and when needed.

- To regularly wash hands with soap or hand sanitizer at the following times: Before going to school, after leaving school, when hands are visibly dirty or when necessary.

- To prepare and bring personal items to school, do not share personal items with other students.

- To keep an appropriate distance in accordance with the instructions of teachers, school administrators.

- Not to spit, litter, and throw face masks indiscriminately; to cover mouth and nose when coughing and sneezing.

- To notify parents, teachers if there are symptoms of fever, cough, and shortness of breath for examination, consultation and treatment.

- To actively participate in the implementation of measures to prevent and control the COVID-19 pandemic at the school’s request.

2.3. Responsibilities of teachers and school staff

- Not go to schools in cases of being under self-quarantine at home or showing symptoms of fever, cough, and shortness of breath.

- To wear a face mask when going to school, when leaving and when necessary at school.

- To regularly wash hands often with soap or hand sanitizer; to wash hands before going to school, and after leaving.

COVID-19 PANDEMIC PREVENTION AND CONTROL IN WHOLESALE MARKETS AND LOCAL MARKETS

 

I. SCOPE AND SUBJECTS OF APPLICATION

1. Scope of application

This guidance applies for wholesale markets and local markets (hereinafter referred to as markets).

2. Subjects of application

- Purchasers.

- Sellers, laborers in the markets.

- Market management boards.

II. IMPLEMENTATION

1. Responsibilities of purchasers

- Not go to market during the self-quarantining period or when showing symptoms of fever, cough and shortness of breath.

- To wear masks when entering markets and to keep a distance of at least 01 meter when queuing up at the entrance, paying, communicating with the sellers, etc.

- To wash hands with sanitizer when entering and leaving markets.

- To install and use the trace and health declaration applications, for those who use smart phones.

- Not to spit or litter, or throw masks indiscriminately; to cover the mouth and nose when coughing and sneezing.

- To comply with specific COVID-19 pandemic prevention and control measures of the market management board (if any).

2. Responsibilities of sellers, laborers in the markets

- Not go to work, not to make a sale during the self-quarantining period or when showing symptoms of fever, cough and shortness of breath.

- To wear masks during the sale, the working time in the markets.

- To wash hands with soap or sanitizer frequently, especially when entering and leaving markets.

- Not to shake hands and to keep a distance of at least 01 meter from the purchasers when being in direct contact with them.

- Not to spit or litter, or throw masks indiscriminately; to cover the mouth and nose when coughing and sneezing.

- To install and use the trace and health declaration applications during the sale, for those who use smart phones.

- To promptly inform market management boards or health establishments when showing symptoms of fever, cough and shortness of breath or detecting cases with those symptoms.

- To comply with specific COVID-19 pandemic prevention and control measures of the market management board (if any).

3. Responsibilities of market management boards

- To encourage sellers in body temperature check for customers at the stalls and delivery points.

- To arrange sale places, stalls with appropriate distances, to encourage the installation of partitions among the stalls; to draw lines to keep the safe distance between sellers and purchasers, etc.

- To require sellers, laborers in the markets to wear masks, to install and use the trace and health declaration applications, for those who use smart phones.

- To arrange enough hand sanitizer at convenient areas (if possible), soap at toilets.

- To arrange enough waste bins with tight lids at convenient areas, to collect and treat waste on a daily basis.

- To coordinate with health agencies and local authorities in implementing COVID-19 pandemic prevention and control activities, especially when detecting cases with symptoms of fever, cough and shortness of breath.
