SUMMARY

HCMC promulgates criteria for safety assessment for early childhood education institutions

The Decision No. 3588/QD-BCD on promulgating the set of safety assessment criteria in the COVID-19 prevention and control for early childhood education institutions; general education institutions; foreign language and computing centers; education institutions and units engaged in life skills-based education and extracurricular activities in Ho Chi Minh City (HCMC) is issued on October 15, 2021 by HCMC Steering Committee for COVID-19 Prevention and Control.

The set of criteria includes 10 component criteria such as: Early childhood education institutions operating after 4:30 p.m.; Semi-boarding activities, canteen services and pick-up services; Childcare or education rooms, quarantine rooms and COVID-19 prevention and control plans; Children, teachers, officials and staff members shall regularly wash their hands with soap or sanitizer before entering classes; having separate clean eating utensils for each person; cleaning and disinfecting toys, tables and chairs, floors, toilets, outdoor game areas in accordance with regulations; The distance between children, teachers, officials and staff members in childcare or education rooms and working rooms must be at least one meter while the distance between children, teachers, officials, staff members outside childcare or education rooms and working rooms must be at least two meters, etc.

Institutions meeting 8-10 component criteria shall be assessed as highly safe and are allowed to organize childcare and education activities. Institutions meeting less than 6 component criteria shall be assessed as unsafe and are not allowed to organize childcare and education activities; must overcome the failing component criteria to achieve at least 6 component criteria for organization of childcare and education activities.

Pursuant to the Law on Organization of Local Administration dated June 19, 2015; the Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the Law on Prevention and Control of Infectious Diseases dated November 21, 2007;

Pursuant to the Government's Resolution No. 128/NQ-CP dated October 11, 2021, promulgating the temporary regulation on "Safe and flexible adaptation and effective control over the COVID-19 pandemic";

Pursuant to the Government's Decree No. 101/2010/ND-CP dated September 30, 2010, detailing a number of articles of the Law on Prevention and Control of Infectious Diseases regarding the application of medical isolation measures, enforced isolation measures and specific anti-epidemic measures during the epidemic period;

Pursuant to the Prime Minister's Decision No. 447/QD-TTg dated April 1, 2020, on announcement of the COVID-19 pandemic;

Pursuant to the Ministry of Health's Decision No. 4800/QD-BYT dated October 12, 2021, issuing the Interim Guidance for implementation of the Government’s Resolution No. 128/NQ-CP dated October 11, 2021 promulgating the Interim Regulation on “safe and flexible adaptation and effective control over the COVID-19 pandemic”;

Pursuant to the Ministry of Health's Official Dispatch No. 6666/BYT-MT dated August 16, 2021, guiding the COVID-19 prevention and control at agencies and units;

Pursuant to the Decision No. 3201/QD-UBND dated September 1, 2021 of the Chairman of the City People's Committee on consolidating the Ho Chi Minh City Steering Committee for COVID-19 prevention and control;

Pursuant to the Directive No. 18/CT-UBND dated September 30, 2021 of the Chairman of the City People's Committee, on continuing to control and revise COVID-19 prevention and control measures and gradually restore and develop the social economy in Ho Chi Minh City;

At the proposal of the Director of the Municipal Department of Education and Training in the Report No. 2699/TTr-GDDT dated October 9, 2021 and opinions of the Municipal Department of Health in the Official Dispatch No. 7403/SYT-NVY dated October 9, 2021.

 

DECIDES:

 

Article 1. To promulgate the set of safety assessment criteria in the COVID-19 prevention and control for early childhood education institutions; general education institutions; foreign language and computing centers; education institutions and units engaged in life skills-based education and extracurricular activities in Ho Chi Minh City.

Article 2. This Decision takes effect on the date of its signing and replaces the Decision No. 1371/QD/BCD dated April 23, 2020, of the Ho Chi Minh City Steering Committee for COVID-19 Prevention and Control.

Article 3. The Chief of Office of the Ho Chi Minh City People's Committee, Director of Municipal Department of Health, Director of Municipal Department of Education and Training, heads of relevant departments and branches, chairpersons of People's Committees of Thu Duc city and districts, chairpersons of People's Committees of wards, communes and townships and relevant organizations and individuals shall be responsible for the implementation of this Decision./.

I. THE SET OF ASSESSMENT CRITERIA

1. Component Criterion 1: Teachers, officials and staff members working directly at education institutions must have a green QR code showing the vaccination history in the Municipal Department of Health's application or the electronic health book or the PC-COVID. In cases where they do not have a green QR code, they are required to present one of the following documents: (1) a certificate showing they have recovered from COVID-19 for less than 6 months, or (2) a written certification showing that they have fully vaccinated for COVID-19, or (3) a written certification showing that they have received one dose of the two-shot COVID-19 vaccine for at least 14 days.

- The rate of 100%: Qualified.

- The rate of below 100%: Unqualified.

2. Component Criterion 2: The maximum number of children, teachers, officials and staff members gathering at the same time in early childhood education institutions

2.1. Early childhood schools

The number of groups, classes and the number of children in each group or class shall comply with regulations of the health sector and the Municipal Department of Education and Training.

- Ensuring the prescribed number: Qualified.

- Exceeding the prescribed number: Unqualified.

2.2. Childcare groups or private pre-primary classes

- Less than 15 persons: Qualified.

- 15 persons or more: Unqualified.

3. Component Criterion 3: The distance between children, teachers, officials and staff members in childcare or education rooms and working rooms must be at least one meter while the distance between children, teachers, officials, staff members outside childcare or education rooms and working rooms must be at least two meters.

- Complying with such regulation: Qualified.

- Failing to comply with such regulation: Unqualified.

4. Component Criterion 4: Children, teachers, officials and staff members shall regularly wash their hands with soap or sanitizer before entering classes; having separate clean eating utensils for each person; cleaning and disinfecting toys, tables and chairs, floors, toilets, outdoor game areas in accordance with regulations.

- Equipping 01 hand washing faucet with soap for 10 persons; having sufficient hand sanitizer in each childcare or education classroom and working room and providing separate clean eating utensils for each person; cleaning and disinfecting toys, tables and chairs, floors, toilets, outdoor game areas in accordance with regulations: Qualified.

- Failing to equip enough 01 hand washing faucet with soap for 10 persons or having childcare or education rooms and working rooms that do not have sufficient hand sanitizer, or having persons that do not have separate clean eating utensils, or failing to clean and disinfect toys, tables and chairs, floors, toilets, outdoor game areas in accordance with regulations: Unqualified.

5. Component Criterion 5: Teachers, officials and staff members shall wear facemasks upon working at education institutions (except for eating and drinking)

- All teachers, officials and staff members comply with such regulation: Qualified.

- There are teachers, officials and staff members failing to comply with such regulation: Unqualified.

6. Component Criterion 6: Children, teachers, officials and staff members shall be checked for their body temperature, make health declarations upon entering schools/childcare or education rooms, and be instructed for travel channelization, ensuring one-way travel upon entering and leaving schools/ childcare or education rooms.

- All children, teachers, officials and staff members comply with such regulation: Qualified.

- There are children, teachers, officials and staff members failing to comply with such regulation: Unqualified.

7. Component Criterion 7: Childcare or education rooms, quarantine rooms and COVID-19 prevention and control plans

- Childcare or education rooms are well ventilated; there are quarantine rooms in accordance with regulations; and the units have rehearsed the COVID-19 prevention and control plan upon detecting cases of COVID-19 infection at their units: Qualified.

- Childcare or education rooms are not well ventilated; there are not quarantine rooms in accordance with regulations; and the units have not rehearsed the COVID-19 prevention and control plan upon detecting cases of COVID-19 infection at their units: Unqualified.

8. Component Criterion 8: COVID-19 safety teams

- Establishing COVID-19 safety teams and working at the units on a daily basis: Qualified.

- Failing to establish COVID-19 safety teams or failing to work at the units on a daily basis: Unqualified.

9. Component Criterion 9: Semi-boarding activities, canteen services and pick-up services

- Semi-boarding activities, canteen services and pick-up services are not provided or are provided in accordance with regulations on disease prevention and control: Qualified.

- Semi-boarding activities, canteen services and pick-up services are sometimes provided without ensuring regulations on disease prevention and control: Unqualified.

10. Component Criteria 10: Early childhood education institutions operating after 4:30 p.m.

- Not operating after 4:30 p.m. or operating after 4:30 p.m. in accordance with regulations on disease prevention and control: Qualified.

- Sometimes operating after 4:30 p.m. without ensuring regulations on disease prevention and control: Unqualified.

11. ASSESSMENT

- Meeting 8-10 component criteria: Highly safe (education institutions are allowed to organize childcare and education activities);

- Meeting 6-7 component criteria: Safe (education institutions are allowed to organize childcare and education activities; within 48 hours, they must overcome the failing component criteria to achieve at least 8 component criteria);

- Meeting less than 6 component criteria: Not safe (education institutions are not allowed to organize childcare and education activities; must overcome the failing component criteria to achieve at least 6 component criteria for organization of childcare and education activities)./.

- Meeting 6-7 component criteria: Safe (education institutions are allowed to organize teaching activities; within 48 hours, they must overcome the failing component criteria to achieve at least 8 component criteria);

I. THE SET OF ASSESSMENT CRITERIA (Qualified - Unqualified)

1. Component Criterion 1: Teachers, officials and staff members working directly at centers and institutions must have a green QR code showing the vaccination history in the Municipal Department of Health's application or the electronic health book or the PC-COVID; In cases where they do not have a green QR code, they are required to present one of the following documents: (1) a certificate showing they have recovered from COVID-19 for less than 6 months, or (2) a written certification showing that they have fully vaccinated for COVID-19, or (3) a written certification showing that they have received one dose of the two-shot COVID-19 vaccine for at least 14 days.

- The rate of 100%: Qualified.
