DECISION

PROMULGATING THE REGULATION ON ORGANIZATION OF THE OVERSEAS VIETNAM DAY

 

THE PRIME MINISTER

 

Pursuant to the December 25, 2001 Law on Organization of the Government;

At the proposal of the Minister of Foreign Affairs,

 

DECIDES:

 

Article 1. To promulgate together with this Decision On organization of the overseas Vietnam Day.

Article 2. This Decision takes effect on May 20, 2010.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of People's Committees of provinces and centrally run cities concerned shall implement this Decision.-

Regulation on organization of the overseas Vietnam Day

(Promulgated together with the Prime Minister's Decision No. 33/2010/QD-TTg of April 2, 2010)

 

Chapter 1 GENERAL PROVISIONS

Article 1. Scope of regulation

1. This Regulation provides the formulation and implementation of programs of activities in a Vietnam year, month, week or day overseas (below collectively referred to as overseas Vietnam Day program) at the national level on the occasion of the following important events:

a/ Anniversaries of the establishment of diplomatic relations with other countries;

b/ Official visits of high-ranking leaders of the Party and State of Vietnam;

c/ Important international events with the participation or contribution by Vietnam;

d/ Other events as directed by the Prime Minister.

2. This Regulation does not regulate specialized exchange and promotion activities in investment, trade, culture, tourism, service and other similar activities within the framework of bilateral and multilateral cooperation between Vietnam and other countries or of activities of international organizations and associations.

Article 2. Purposes of the formulation and implementation of overseas Vietnam Day programs

The formulation and implementation of overseas Vietnam Day programs aim to:

1. Widely introduce the images of Vietnam and its people and culture to foreign friends.

2. Contribute to deepening and sustaining relations between Vietnam and other countries and enhancing the friendship and mutual understanding and trust between the peoples of Vietnam and other countries.

3. Mobilize and attract foreign investors and international tourists and trade exchange, facilitating the expansion of cooperative relations in scientific, technological, educational, cultural, trade, financial, banking, service and other areas.

Article 3. Principles on the formulation and implementation of overseas Vietnam Day programs

1. To properly implement the external relation line and foreign policies of the Party and State.

2. To uniformly manage external relation activities and closely combine external relation activities of ministries, branches, localities, agencies and related centrally run organizations.

3. To conform with laws, foreign policies, customs and practices of host countries.

4. To ensure coordination, non-overlap, effectiveness and thrift.

5. To diversify forms of organization towards gradually expanding socialization in countries and territories with favorable conditions.

Article 4. Contents of overseas Vietnam Day programs

1. An overseas Vietnam Day program is a combination of political, economic and cultural activities carried out in a foreign country within a given period of time in order to contribute to implementing Vietnam's foreign policies.

2. An overseas Vietnam Day program has the following four principal contents:

a/ Vietnam's political and diplomatic activities: meetings and talks;

b/ Introduction of cooperation opportunities in investment, trade, tourism and services with Vietnam organized in such forms as business forums, seminars and talks and product, goods and service exhibitions;

c/ Introduction of Vietnamese culture through such activities as display and exhibition of cultural products, art works and art performances; film shows; seminars and talks on Vietnamese culture and introduction of Vietnamese fashion and cuisines;

d/ People's exchange, communication and other specific activities to publicize and introduce this event.

 

Chapter II

FORMULATION OF ORGANIZATION PLANS

Article 5. Organization plan

1. Annually, based on the requirements of promoting Vietnam's external political, economic and cultural relations with other countries and plans on official visits of Party and State leaders, the Ministry of Foreign Affairs shall assume the prime responsibility for, and coordinate with other ministries, branches and localities and concerned agencies in, planning the organization of overseas Vietnam Day programs for the subsequent year.

2. Overseas Vietnam Day programs include:

a/ Program on activities in a year, referred to as overseas "Vietnam Year";


b/ Program on activities in a month, referred to as overseas "Vietnam Month";

c/ Program on activities in a week, referred to as overseas "Vietnam Week";

d/ Program on activities in one to three days, referred to as overseas "Vietnam Day";

3. Procedures for formulating overseas Vietnam Day programs:

a/ Before April 15 every year, the Ministry of Foreign Affairs shall send official letters notifying lists of tentative places and time of organizing overseas Vietnam Day programs in the subsequent year. Before May 15, concerned ministries, branches and agencies shall send lists of schemes to the Ministry of Foreign Affairs for coordinated organization. Such a scheme must specify the purpose, requirements, time, venue, agenda and participants and assigned jobs of concerned ministries and branches and implementation fund estimates of each participating ministry or branch. This fund estimate must clearly identify work items to be funded by the state budget and those to be funded by enterprises, organizations and individuals at home and abroad;

c/ Based on reports and schemes on coordinated organization of overseas Vietnam Day programs in the subsequent year received from ministries and branches, the Ministry of Foreign Affairs shall summarize and make a report on a general overseas Vietnam Day program and submit it to the Prime Minister for consideration and approval before June 1 annually;

c/ When wishing to change requirements and agenda or time of implementation of schemes, ministries or branches in charge of such schemes shall send their requests for such changes to the Ministry of Foreign Affairs for summarization and submission to the Prime Minister for consideration and decision.

 

Article 6. Organization funds

Funds for organizing overseas Vietnam Day programs shall be allocated from state budget sources according to current decentralization and financial contributions of enterprises, organizations and individuals at home and abroad according to law.

 

Article 7. Assignment of responsibilities

1. The Ministry of Foreign Affairs shall act as the focal point to assist the Prime Minister in coordinating the organization of overseas Vietnam day activities; take responsibility for political contents; assume the prime responsibility for, and coordinate with representatives missions in host countries and concerned agencies in planning and organizing these activities, and concurrently directing and linking the popularization of the national image of Vietnam abroad.

2. The Ministry of Public Security shall assure political security for the organization of overseas Vietnam Day activities.

3. The Ministry of Planning and Investment, the Ministry of Industry and Trade, the Ministry of Culture, Sports and Tourism, the Ministry of Information and Communications, the Vietnam Chamber of Commerce and Industry and the Union of Vietnam Friendship Organizations shall join overseas Vietnam Day programs and take responsibility for activities under their functions and powers.

4. The Ministry of Finance shall sum up fund estimates of ministries and branches and submit them to competent authorities for decision and assignment to ministries and branches for organizing overseas Vietnam Day programs according to regulations.

5. The Ministry of Transport shall join overseas Vietnam Day activities; support and apply incentive airfare and freight rates to units directly participating in overseas Vietnam Day activities.

6. The mass media shall propagate and popularize overseas Vietnam Day activities.

7. Ministries, branches, agencies and other localities shall, based on the necessity and the requests of the Ministry of Foreign Affairs and other concerned ministries, branches and localities, study and join overseas Vietnam Day activities.

8. Localities shall assure local budget funds for activities and events in which their localities will participate.

 

Chapter III

ORGANIZATION OF IMPLEMENTATION

 

Article 8. Reporting regime

Ministries, branches and localities shall send reports on results of implementation to the Ministry of Foreign Affairs within 15 days after organizing overseas Vietnam Day activities.

The Ministry of Foreign Affairs shall summarize, evaluate and annually report to the Prime Minister on the organization and results of overseas Vietnam Day Program activities.

Article 9. Implementation guidance

1. The Ministry of Foreign Affairs shall guide the implementation of this Regulation.

Ministries and branches shall formulate, organize and participate in overseas Vietnam Day programs under plans approved by the Prime Minister.

Ministries, branches and localities shall report any problems arising in the course of implementation of this Regulation to the Ministry of Foreign Affairs for summarization and reporting to the Prime Minister for consideration and decision. -
