DECISION
Promulgating the Vietnam Central Product Classification
Pursuant to Law No. 63/2025/QH15 on Organisation of the Government;
Pursuant to Statistics Law No. 89/2015/QH13, which is amended and supplemented by Law No. 01/2021/QH15 and Law No. 138/2025/QH15;
At the proposal of the Minister of Finance;
The Prime Minister promulgates the Decision on the Vietnam central product classification
Article 1. Scope of regulation and subjects of application
1. This Decision prescribes the list and explanatory notes of Vietnam product categories; and principles and perspectives on the construction of Vietnam product categories.
2. This Decision applies to ministries, sectors, agencies, organisations and individuals using the Vietnam central product classification.
Article 2. Principles and perspectives on the construction
The central product classification is constructed in accordance with the following principles and perspectives:
1. To ensure the full reflection of goods and services in Vietnam’s economy in easy-to-understand language.
2. To ensure the continuity, inheritance and comparability of the central product classification from the previous version to the new one.
3. To ensure the appropriateness to the specific conditions of Vietnam’s economy in data collection for each category in the central product classification.
4. To ensure consistency with Viet Nam’s standard industrial classification of economic activities and international practices.
Article 3. The Vietnam central product classification
1. The Vietnam Central Product Classification consists of the list of Vietnam product categories and the explanatory notes of Vietnam product categories (provided in the Appendix).
2. The basic structure and coding method in the Vietnam central product classification
a/ The list of Vietnam product categories is divided into 7 hierarchical levels:
Level 1 consists of 22 sections designated alphabetically from A to V respectively;
Level 2 consists of 87 divisions identified by two-digit codes from 01 to 99;
Level 3 consists of 252 groups identified by three-digit codes from 011 to 990;
Level 4 consists of 476 classes identified by four-digit codes from 0111 to 9900;
Level 5 consists of 699 subclasses identified by five-digit codes from 01110 to 99000;
Level 6 consists of 1,785 items identified by six-digit codes from 011100 to 990000;
Level 7 consists of 3,829 sub-items identified by seven-digit codes from 0111001 to 9900000.
b/ The explanatory notes of Vietnam product categories clearly describe the products comprising elements classified into each part, which consist of:
Inclusions: Products identified within the specific product category;
Exclusions: Products not identified within the specific product category but belonging to other product categories.
Article 4. Effect
1. This Decision takes effect on August 14, 2026.
2. The Prime Minister’s Decision No. 43/2018/QD-TTg of November 1, 2018, promulgating the Vietnam central product classification ceases to be effective on the effective date of this Decision.
Article 5. Implementation responsibility
1. The Ministry of Finance shall guide ministries, sectors, localities, agencies, organisations and individuals to strictly comply with this Decision; and study and propose amendments and supplements to the Vietnam central product classification when necessary.
2. Ministers, heads of ministerial-level agencies, chairpersons of provincial-level People’s Committees and heads of related agencies shall implement this Decision.-
