FOR QUARANTINE TO PREVENT AND CONTROL THE COVID-19 PANDEMIC FOR PEOPLE ON ENTRY
(Attached to the Decision No. 3092/QD-BYT dated June 25, 2021 of the Minister of Health)
Chapter I
GENERAL PROVISIONS
I. OBJECTIVES
To manage the quarantine for people on entry in order to prevent the COVID-19 community transmission.
II. SCOPE OF APPLICATION
1. This Guidance provides requirements for quarantine applicable to people entering Vietnam through Vietnam's international border gates (airports, mainland borders, port border gates) and the implementation organization.
2. This Guidance does not stipulate the entry permission; the establishment, operation and management of concentrated quarantine establishments, at-home quarantine (quarantine at home); people entering Vietnam for medical examination and treatment, or entering Vietnam due to force majeure.
III. SUBJECTS OF APPLICATION
1. People on entry according to regulations of the Vietnamese Government and the National Steering Committee for COVID-19 Prevention and Control.
2. Agencies, organizations and individuals involved in the management, quarantine and self-monitoring of health for people on entry.
3. This Guidance does not apply to people entering Vietnam to work for less than 14 days.
IV. QUARANTINE FORMS AND PERIOD
1. Concentrated quarantine
1.1. Location of quarantine and people subject to quarantine
a) Concentrated quarantine at hotels, hostels, resorts (hereinafter referred to as hotels) and people on entry who voluntarily to pay all costs related to the quarantine:
- People on entry possessing a certificate of full inoculation with COVID-19 vaccine granted by the competent agency in the country where the vaccine is administered (the vaccine must be approved either by the World Health Organization, the US Center for Disease Control and Prevention, or the European Medicines Agency, or be licensed by Vietnamese authorities). The last dose of vaccine should be administered between 14 days and 12 months prior to the date of entry.
- People on entry possessing a certificate of recovery from COVID-19 granted by the competent agency in the country providing treatment. The duration from hospital discharge to the date of entry must not exceed 12 months.
- Experts, enterprise managers, highly skilled workers (hereinafter referred to as experts) and their families; international students and pupils, athletes.
- Diplomatic guests, or people on business trips as mentioned in Clause 3, Section II, Chapter III of this Guidance.
b) Concentrated quarantine at army-managed concentrated quarantine establishments:
- Vietnamese citizens other than those specified at Point 1.1, Clause 1, Section IV, Chapter I of this Guidance.
- Vietnamese citizens specified at Point 1.1, Clause 1, Section IV, Chapter I of this Guidance who do not register for concentrated quarantine at hotels.
1.2. Quarantine period
a) A 7-day concentrated quarantine shall be applied to people who fully satisfy the following conditions:
- Having been fully vaccinated against COVID-19 or having recovered from COVID-19.
- Having a RT-PCR test result negative for SARS-CoV-2 and positive anti-SARS-CoV-2 result in the first day after entry;
b) A 14-day concentrated quarantine shall be applied to others.
2. Quarantine at home or accommodations (hereinafter collectively referred to as quarantine at home)
2.1. A 7-day quarantine at home shall be applied to the following cases:
- People specified at Point 1.1, Clause 1, Section IV, Chapter I of this Guidance who have completed their 7-day concentrated quarantine period;
- People specified at Sub-point b, Point 1.2, Clause 1, Section VII, Chapter II of this Guidance.
2.2. A 14-day quarantine at home shall be applied to people specified at Point 2.2, Clause 2, Section VII, Chapter II of this Guidance.
3. Self-monitoring of health
3.1. People subject to the 14-day concentrated quarantine requirement who have completed their concentrated quarantine period shall continue to self-monitor their health for the next 14 days.
3.2. People subject to the 7-day concentrated quarantine and 7-day quarantine requirement at home who have completed their concentrated quarantine period shall continue to self-monitor their health for the next 14 days.
3.3. People specified at Sub-point a, Point 1.2, Clause 1, Section VII, Chapter II of this Guidance shall self-monitor their health for 14 days from the date of entry.
3.4. People specified at Sub-point b, Point 1.2, Clause 1, Section VII, Chapter II of this Guidance shall continue to self-monitor their health for the next 07 days after completing their 7-day quarantine at home.
Chapter II
GUIDANCE ON QUARANTINE FOR PEOPLE ON ENTRY
I. BEFORE ENTERING VIETNAM
People entering Vietnam are required to:
1. Make medical declaration through VHD/Bluezone apps on smartphones or on the website https://tokhaiyte.vn within 36 hours prior to the scheduled departure time at the gates of departure and save the QR code on their smartphones, or print the QR code (for special cases such as the elderly, babies, or people with disabilities who do not use smartphones) to present at the border gates.
2. Fill the registered hotels for concentrated quarantine, place for at-home quarantine and place to stay during the self-monitoring period via the VHD app or on the website https://tokhaiyte.vn:
- Experts and their families, international students and pupils: Register hotels for concentrated quarantine and quarantine accommodations according to the plan approved by the provincial-level People's Committee.
- Diplomatic guests, people on business trips and their families: Inviting agencies shall register hotels for concentrated quarantine and accommodations for at-home quarantine according to the plan approved by the Ministry of Foreign Affairs.
- Vietnamese citizens specified at Sub-point a, Point 1.1, Clause 1, Section IV, Chapter I of this Guidance: Register hotels for concentrated quarantine (if wishing to be quarantined at hotels), place for at-home quarantine and place to stay during the self-monitoring period.
- Other people: Register place for at-home quarantine, and place to stay during the self-monitoring period.
3. People on entry must be tested for SARS-CoV-2 by RT-PCR/RT-LAMP method within 72 hours before exit and certified by the competent agency of the country conducting the test (in English) with negative results (required for experts and their families, international students and pupils).
4. Fully vaccinated persons or those who had recovered from COVID-19 must prepare additional papers (in English) as follows:
- A certificate of full inoculation with COVID-19 vaccine;
- A certificate of recovery from COVID-19.
5. In case of entering Vietnam through mainland border gates or port border gates: If people on entry do not have a smartphone and no one makes medical declarations for them, the medical declaration shall be made right at the border gate of entry.
II. UPON ENTERING VIETNAM AT BORDER GATES
1. People on entry shall:
- Strictly implement measures for COVID-19 pandemic prevention and control, especially the 5K message.
- Produce papers mentioned at Clause 5, Section I, Chapter II of this Guidance to the quarantine officers and immigration control officers.
- Move according to the medical separation to the waiting area to the quarantine establishments.
- Receive, insert SIM cards, install and turn on VHD and Bluezone apps (bluetooth and GPS must be always turned on), receive and wear smart bracelets (for the case of not using a smartphone); always use these apps from the time of entry until the end of the next 28 days.
- Make medical declaration, for people entering Vietnam through mainland border gates and port border gates who do not have a smartphone and no one makes medical declarations for them.
- Comply with quarantine measures immediately at border gates if showing any signs of infection with COVID-19.
2. Medical quarantine officers shall:
- Check medical declarations and papers mentioned at Clause 5, Section I, Chapter II of this Guidance; check body temperature, conduct examination and screening for COVID-19 for people on entry and handle in accordance with regulations; check and compare quantity and list of people on entry and confirm medical declaration completion.
- Guide people entering Vietnam through mainland border gates and port border gates who have not yet made medical declaration to declare.
3. Immigration control officers shall:
Carry out procedures for entry, check and confirm the medical declaration completion, separate and instruct people on entry to the waiting area for transferring to the quarantine establishments.
4. Officers of units providing information technology applications shall:
Distribute SIM cards or smart bracelets and instruct the installation and use of applications and smart bracelets at waiting areas before transferring people on entry to quarantine establishments.
III. HANDOVER AND TRANSPORT OF PEOPLE ON ENTRY FROM BORDER GATES TO QUARANTINE ESTABLISHMENTS
1. Immigration control officers/medical quarantine officers shall:
Hand over people on entry to officers picking up them at the waiting area to be transferred to the quarantine establishments.
2. Officers picking up people on entry shall:
Receive and instruct people on entry to move according to the medical separation to the vehicles; check and press the button to confirm that the number of people are enough on the VHD application before the vehicles depart; monitor health and notify, coordinate in handling according to regulations for suspected cases during travel.
3. Drivers shall:
Transport people on entry according to the approved plan and schedule; not stop or park along the road. In special/emergency cases that must stop and park along the road, they must notify the officers picking up people on entry to take measures to ensure safety for COVID-19 pandemic prevention and control. Driver should stop or park the vehicles at stopping places or roadside stations where have a separate areas for pandemic prevention and control as permitted by the Ministry of Transport or provincial-level People's Committee (if available). Toilet areas or sanitary equipment should be arranged on the vehicles.
IV. DURING QUARANTINE PERIOD AT CONCENTRATED QUARANTINE ESTABLISHMENTS
1. Officers managing concentrated quarantine establishments shall:
- Receive and instruct quarantined people to scan quarantine location’s QR code at the reception area (people wearing smart bracelets shall be supported for QR code scanning); check and compare the quantity and list of quarantined people and confirm the sufficient receipt on the website https://tokhaiyte.vn or VHD application.
- Disseminate and guide the quarantined people with requirements for COVID-19 pandemic prevention and control, especially the strict compliance with the 5K message; request the quarantined people to identify their faces/voice on VHD application 03 times a day according to 03 time frames (7:00 – 9:00, 13:00 – 15:00, 19:00 – 21:00) and update the medical declaration if there are health-related abnormalities.
- Arrange people who have been fully vaccinated against COVID-19 or have recovered from COVID-19 to separate areas in the quarantine areas.
- Five (05) days before the quarantined people complete their concentrated quarantine period: Send the lists containing information of name of the quarantined people, time of completing the concentrated quarantine period, place for at-home quarantine and place to stay during the self-monitoring period to the Departments of Health of localities receiving the quarantined people in order to arrange people in charge of receipt, supervise and organize the inspection and confirmation of satisfaction of requirements for place for at-home quarantine in case of quarantine at home. If the place planned for at-home quarantine fails to satisfy requirements applicable to place for at-home quarantine, the Departments of Health of such localities shall notify the concentrated quarantine establishments to request the quarantined people to continue undergoing a 14-day concentrated quarantine or find other places.
- Two (02) days before the quarantined people complete their concentrated quarantine period: Send information via message and send the list on VHD application or the website https://tokhaiyte.vn of the name of the quarantined people, time of completing the concentrated quarantine period, place for at-home quarantine and place to stay during the self-monitoring period to the transport units;
- Upon the date of completion of the concentrated quarantine period: Disseminate regulations on quarantine at home, self-monitoring of health for those who have completed their concentrated quarantine period; check conditions and grant certificates of completion of concentrated quarantine period for the quarantined people;
2. Health staff/military staff shall:
- Check body temperature, conduct test and screening for the quarantined people immediately when arriving the concentrated quarantine establishments and handle according to regulations;
- On a daily basis, check body temperature and remind the quarantined people to update their health information on VHD application or the website https://tokhaiyte.vn (people wearing smart bracelets shall be supported in updating information) when having any health-related abnormality;
- Take testing samples for quarantined people and update results on VHD application or the website https://tokhaiyte.vn (if army-managed concentrated quarantine establishments are ineligible for taking samples, they must actively coordinate or enter into a contracts with civil medical establishments for taking samples) according to Appendix 1 attached to this Guidance.
- Handle confirmed cases or suspected cases as prescribed; provide health care for them or transfer them to medical establishments if they have other medical conditions.
3. Officers in charge of monitoring shall:
Remind, inspect and supervise the compliance with regulations on pandemic prevention and control by the quarantined people and servants in the quarantine areas directly or through cameras and VHD or Bluezone applications/smart bracelets.
4. Quarantined persons shall:
- Comply with regulations on COVID-19 pandemic prevention and control and quarantine regulations as prescribed in this Guidance.
- Six (06) days before completing the concentrated quarantine period: Update on VHD application information about location, vehicles used to transport to the place for at-home quarantine and place to stay during the self-monitoring period, commit to comply with measures for pandemic prevention and control during the at-home quarantine period or self-monitoring period (people who do not use smartphones shall be supported in updating information on the VHD application by the officers managing concentrated quarantine establishments).
- Upon the last day of the concentrated quarantine period: Receive a certificate of completion of concentrated quarantine period and return home/accommodation by arranged vehicles to continue their at-home quarantine or self-monitoring of health.
5. Departments of Health of localities receiving those who have completed their concentrated quarantine period shall:
Send the lists and place for at-home quarantine, place to stay during self-monitoring period to the People's Committees of communes where receiving the quarantined people on the VHD application or the website https://tokhaiyte.vn to organize the inspection of at-home quarantine conditions and supervision.
6. Chairpersons of commune-level People’s Committees shall:
- For people undergoing at-home quarantine: Check conditions for quarantine at home as prescribed in Appendix 2 attached to this Guidance, confirm the sufficient or insufficient satisfaction of these conditions and accept on the VHD application or the website https://tokhaiyte.vn; issue a decision on quarantine at home; make and seal the at-home location’s QR code 01 day before the people who have completed their concentrated quarantine period return home.
- For people subject to self-monitoring of health measure: accept on the VHD application or the website https://tokhaiyte.vn after receiving the list of people subject to self-monitoring of health measure.
- Assign officers to receive and monitor people undergoing at-home quarantine and people subject to self-monitoring of health measure.
7. Transport units
After receiving information of the quarantined people through the VHD application, the transport units shall:
- For cars: Arrange and send information about the drivers, number plates to the people managing the concentrated quarantine establishments and quarantined people on the VHD application or the website https://tokhaiyte.vn at least 01 day prior to the date of completion of their concentrated quarantine period.
- For vessels or airplanes: Arrange seats and separate areas for quarantined people, ensuring safety for COVID-19 pandemic prevention and control.
V. HANDOVER AND TRANSPORT TO THE PLACE FOR AT-HOME QUARANTINE OR SELF-MONITORING OF HEALTH
1. Departments of Health of localities where the concentrated quarantine establishments are located shall:
Press the button to confirm the concentrated quarantine completion on the VHD application or the website https://tokhaiyte.vn after the transport units receive the people who have completed their concentrated quarantine period.
2. Drivers transporting people who have completed their concentrated quarantine period shall:
- Instruct people who have completed their concentrated quarantine period to move to the vehicles; request them to scan QR code affixed on the doors before getting on the vehicles.
- Check and press the button to confirm that the number of people are enough on the VHD application or the website https://tokhaiyte.vn before the vehicles depart.
- Drive according to the approved plan and schedule; not stop, park along the road. In special/emergency cases that must stop and park along the road, they must take measures to ensure safety for COVID-19 pandemic prevention and control. Driver should stop or park the vehicles at stopping places or roadside stations where have a separate areas for pandemic prevention and control as permitted by the Ministry of Transport or provincial-level People's Committee (if available).
3. People undergoing at-home quarantine shall: Comply with the 5K message, especially wear masks; put on personal protective equipment to prevent and control the COVID-19 pandemic during travel and take measures to prevent and control the pandemic as prescribed; open the tracing application (Bluezone) continuously.
4. People self-monitoring their health after 14-day concentrated quarantine period shall: Comply with the 5K message, especially wear masks during travel, open the tracing application (Bluezone) continuously; regularly use hand sanitizer when getting off and on the vehicles and during the travel.
VI. RECEIPT AND APPLICATION OF AT-HOME QUARANTINE/SELF-MONITORING OF HEALTH
1. Quarantine at home:
1.1. Chairpersons of commune-level People’s Committees shall:
- Sign and certify on the quarantined persons' commitments to comply with the at-home quarantine measure.
- Monitor, manage and supervise the compliance of at-home quarantine measure.
- Issue decisions on termination of at-home quarantine and certify that the quarantined people have completed their at-home quarantine period on the VHD application or the website https://tokhaiyte.vn.
1.2. People assigned to receive and supervise people undergoing at-home quarantine shall:
- Instruct the quarantined people to scan the at-home quarantine location's QR code.
- Daily supervise the compliance of regulations on pandemic prevention and control, the use of VHD and Bluezone applications or application to identify face/voice, timely report cases of violation; support to update on the VHD application or the website https://tokhaiyte.vn the health status of the quarantined people wearing smart bracelets if there is any abnormality.
1.3. Health staff shall:
Take samples of people undergoing at-home quarantine to test for SARS-CoV-2 at the 7th day counting from the first date of at-home quarantine and update testing results on the VHD application or the website https://tokhaiyte.vn. If the testing result is positive, it must be handled in accordance with regulations.
1.4. People undergoing at-home quarantine shall:
- Scan the at-home quarantine location’s QR code immediately when returning home, sign in the commitments to comply with the at-home quarantine measure and transfer such commitments to the supervisors.
- Not leave home and comply with regulations on pandemic prevention and control, especially the 5K message, identify face/voice on the VHD application 03 times a day according to 03 time frames (7 a.m. - 9 a.m., 12 p.m. - 15 p.m., and 19 p.m. - 21 p.m.), wear smart bracelets (for those who do not have a smartphone).
- Self-check their body temperature, monitor their health status, make medical declaration when having any health-related abnormal signs on the VHD application (people wearing smart bracelets must notify the supervisors for support) and immediately report health agencies for handling.
2. Self-monitoring of health:
2.1. For those who have completed a 14-day concentrated quarantine period
a. Chairpersons of commune-level People’s Committees shall:
- Organize to monitor and supervise the observance during the self-monitoring period.
- Confirm the ending of self-monitoring period on the VHD application or the website https://tokhaiyte.vn.
b. People assigned to conduct the receipt and monitoring:
- Guide the people subject to self-monitoring of health to scan the at-home quarantine location’s QR code right after returning home;
- If people subject to self-monitoring of health have to leave their home or move to other localities during the self-monitoring period, they shall certify the agreement or disagreement on the VHD application and notify local Department of Health to inform the Departments of Health of localities where such people are moving to (in case of moving to other localities) for coordinating in supervision.
- Regularly supervise the observance of regulations on pandemic prevention and control, timely report any cases of violation; support in updating the (abnormal) health status of the self-monitoring people who wear smart bracelets on the VHD application.
c. Those who have completed a 14-day concentrated quarantine period shall:
- Continue using the VHD and Bluezone applications until the end of the 28th day counting from the date of entry. Update their medical declaration on the VHD application when there is any health-related abnormality. If they have to leave their home, they must notify the supervisors via the VHD application and get the consent of the supervisors; not go to crowded places, gather to eat, drink, exchange or perform, etc. and always implement the 5K message.
- In case of having to move to other localities, they must notify the supervisors and Chairpersons of commune-level People’s Committees via the VHD application 03 days in advance for approval.
2.2. For those who have completed at-home quarantine period:
a. Those who have completed at-home quarantine period shall:
Always implement the 5K message and general measures to prevent and control the pandemic as prescribed by the local authorities; continue using the VHD and Bluezone applications until the end of the 28th day counting from the date of entry. Update their medical declaration on the VHD application when there is any health-related abnormality. Before moving to other localities, they must notify the supervisors via the VHD application.
b. People assigned to conduct the receipt and monitoring:
Continue supervising the compliance of regulations on pandemic prevention and control of those who have completed at-home quarantine period; timely report any health-related abnormality for handling as prescribed.
c. Chairpersons of commune-level People’s Committees shall: Confirm the ending of self-monitoring period on the VHD application.
VII. GUIDELINES FOR QUARANTINE FOR SPECIFIC ENTRY CASES
1. For delegations going abroad on business trips that return Vietnam
1.1. For a delegation’s members being at the level of Deputy Minister and equivalent or higher:
- They shall be tested for SARS-CoV-2 (using RT-PCR method) 01 time 01 day prior to the business trip and 03 times after the business trip (the first time right after the entry; and on the 6th day and 14th day from the date of entry); if the result of testing is positive or they are suspected cases of COVID-19, measures for prevention and control as prescribed shall be implemented.
- The quarantine is not required;
- Self-monitoring of health within 14 days from the entry and 5K Message is required.
1.2. For the delegation’s other members:
a. For members who have received the full dose of COVID-19 vaccine or have recovered from COVID-19
- They shall be tested for SARS-CoV-2 (using RT-PCR method) 01 time 01 day prior to the business trip and 03 times after the business trip (the first time right after the entry; and on the 6th day and 14th day from the date of entry); if the result of testing is positive or they are suspected cases of COVID-19, measures for prevention and control as prescribed shall be implemented.
- The quarantine is not required; but they must implement self-monitoring of health within 14 days from the entry.
- They must install and always use VHD, Bluezone applications and make medical declaration when there are health-related abnormalities.
b. For members who have not received, or have not received the full dose of, a COVID-19 vaccine
- They shall be tested for SARS-CoV-2 (using RT-PCR method) 01 time 01 day prior to the business trip and 03 times after the business trip (the first time right after the entry; and on the 6th day and 14th day from the date of entry); if the result of testing is positive or they are suspected cases of COVID-19, measures for prevention and control as prescribed shall be implemented.
- at-home quarantine or at quarantine in concentrated quarantine establishments arranged by the delegation-organizing agency within 07 days after returning home; self-monitoring health in the next 07 days and implementation of 5K Message are required.
- They must install and always use VHD, Bluezone applications and make medical declaration when there are health-related abnormalities.
2. For diplomatic and official guests
2.1. For diplomatic delegations officially visiting Vietnam at the invitation of leaders of the Party, State, Government, Minister of Foreign Affairs or ministries and central agencies:
To comply with Scheme on welcoming diplomatic delegations submitted by the Ministry of Foreign Affairs, Central Committee's Commission for External Relations, Office of the National Assembly, Office of the Government or ministries and central agencies; and approved by competent authorities.
2.2. For high-ranking foreign diplomatic guests:
To carry out quarantine at the place of residence or the headquarters of the representative mission according to the notice of the Ministry of Foreign Affairs after the agreement between the Ministry of Foreign Affairs and the provincial-level People's Committee provided that the place of residence or the headquarters of the representative mission fully meets the conditions for at-home quarantine as prescribed in Appendix 2.
2.3. For diplomats and other public officials:
To comply with regulations in from Part I to VI, Chapter II of this Guidance. Location of concentrated quarantine, at-home quarantine shall be according to the announcement of the Ministry of Foreign Affairs after reaching agreement with the provincial-level People's Committees on the location of quarantine. Diplomats and other public officials entitled to privileges and immunities in Vietnam are encouraged to use information technology applications for COVID-19 prevention and control.
Chapter III
IMPLEMENTATION ORGANIZATION
1. Relevant ministries and branches are required as follows:
1.1. The Ministry of Foreign Affairs
- Inform the Ministry of Health, provincial-level People's Committees and relevant ministries about the list of people on entry according to the approved plan to implement the Guidance.
- Direct overseas representative missions of Vietnam and foreign representative missions in Vietnam to notify people on entry to follow the Guidance and update the list of people on entry on the website https://tokhaiyte.vn (except for those approved by the provincial-level People's Committees); notify to encourage Vietnamese citizens to get COVID-19 vaccines in host countries before entering Vietnam.
- Agree with the Ministry of National Defence and the provincial-level People's Committees on the concentrated quarantine locations under the civil and military management and direct foreign representative missions in Vietnam to update it on the website https://tokhaiyte.vn.
- Notify the agency inviting diplomatic and official guests quarantine locations on which the Ministry of Foreign Affairs has agreed with the provincial-level People's Committee to guide the diplomatic and official guests to select the quarantine locations.
- Inform the provincial-level People's Committees about high-ranking diplomatic guests quarantined at the localities so that the provincial-level People's Committees can arrange staffs to monitor, supervise them and update the list on the website https://tokhaiyte.vn or VHD.
- Request the representative missions of diplomatic and official guests to closely coordinate with the Departments of Health, relevant departments, agencies in the provinces, cities or local authorities to manage people on entry.
- Direct the implementation of the Guidance's contents.
1.2. The Ministry of Transport
- Direct Departments of Transport to arrange rest areas or stations along the roads of transporting quarantined people to ensure pandemic prevention and control requirements and update them on the VHD application or the website https://tokhaiyte.vn.
- Direct the implementation of the Guidance's contents.
1.3. The Ministry of Information and Communications
- Provide solutions to information technology application to manage quarantine for people on entry as specified in the Guidance; formulate manuals and organize training for all participants in implementing the Guidance.
- Direct the implementation of the Guidance's contents.
- Inform the provincial-level People's Committees and the Ministry of National Defence about the carriers using information technology that participate in the implementation of this Guidance and update them on the website https://tokhaiyte.vn.
1.4. The Ministry of National Defence
- Set up and arrange army-managed concentrated quarantine establishments to participate in the implementation of the Guidance;
- Assume the prime responsibility for, and coordinate with the local Departments of Health in, taking samples for testing for people quarantined at army-managed concentrated quarantine establishments according to Appendix 1 of this Guidance and direct the implementation of the Guidance's contents.
1.5. The Ministry of Public Security:
Direct the police at all levels to ensure security and order at concentrated quarantine establishments under the civil management, quarantine at home and accommodation for people on entry;
2. The provincial-level People's Committees:
- Direct departments, agencies, district- and commune-level People's Committees to implement the Guidance;
- Coordinate with the Ministry of Information and Communications in updating the list of hotels and resorts that are used as concentrated quarantine establishments for people on entry on the website https://tokhaiyte.vn; update the list of people on entry on the website https://tokhaiyte.vn, for those approved by the provincial-level People's Committees.
- Direct the local medical establishments to collect samples for testing for quarantined people at civil concentrated quarantine establishments and coordinate in taking samples at army-managed concentrated quarantine establishments (upon request) according to Appendix 1 to this Guidance.
- Based on the registration of location for at-home quarantine/self-monitoring of health of the quarantined persons, notify the People's Committees of relevant provinces and cities to coordinate in implementing the Guidance;
- Closely coordinate with relevant ministries to implement the guidance.
- Direct the implementation of the Guidance's contents.
