On organization of propaganda, dissemination and promotion of the intangible cultural heritage of ethnic minority traditional costumes in association with tourism development

MINISTER OF CULTURE, SPORTS AND TOURISM

Pursuant to the Government’s Decree No. 79/2017/ND-CP dated July 17, 2017, on defining the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism;

Pursuant to the Minister of Culture, Sports and Tourism’s Decision No. 209/QD-BVHTTDL dated January 18, 2019, on ratifying the Scheme “Preserving and promoting traditional costumes of Vietnamese ethnic minorities in the current period”;

Pursuant to the Minister of Culture, Sports and Tourism’s Decision No. 100/QD-BVHTTDL dated January 09, 2020, on promulgating the working plan in 2020 of the Department of Ethnic Culture;

At the proposal of the Director of the Department of Ethnic Culture.

DECIDES:

Article 1.The Department of Ethnic Culture is assigned to assume the prime responsibility for, and coordinate with Radio The Voice of Vietnam (VOV) and relevant agencies and units in organizing the propaganda, dissemination and promotion of the intangible cultural heritage of ethnic minority traditional costumes in association with tourism development(with attached detailed Plan).

Implementation time: Quarter IV, 2020.

Article 2.Funding for the implementation shall be extracted from the 2020 non-business budget of the Ministry of Culture, Sports and Tourism granted to the Department of Ethnic Culture through the Ministry Office.

Article 3.This Decision takes effect on the date of its signing.

Article 4.Chief of the Ministry Office, Directors of the Department of Planning and Finance and the Department of Ethnic Culture, heads of relevant agencies, units and localities shall be responsible for the implementation of this Decision./.

I. OBJECTIVES AND REQUIREMENTS

1. Objective

- To effectively implement the Party’s policies and lines, the State’s legal policies in preserving and promoting traditional costumes of ethnic minorities to meet the requirement of "cultural heritage is both a driving force and a goal”, contributing to the sustainable development of the culture of Vietnamese ethnic minorities, making traditional costumes more popular in the lives of ethnic minorities, as well as raising the pride, awareness of preserving and promoting ethnic minority traditional costumes.

- To strengthen, disseminate and promote the intangible cultural heritage of ethnic minority traditional costumes in association with tourism development, aiming to consolidate and improve the spiritual cultural life, develop economy, culture and social for ethnic minority people.

- To preserve and spread the cultural beauty of simplicity, closeness in daily life, promote the development of traditional handicrafts in association with tourism development.

- To disseminate and introduce fine traditional cultural values of 53 groups of Vietnamese ethnic minorities in a unified and diverse culture.

2. Requirements

- The propaganda must be effective, economical and of practical significance.

- The coordination between State management agencies, local authorities with media, press, radio and television agencies must be active and close. To step up the propaganda, dissemination and promotion of the intangible cultural heritage of ethnic minority traditional costumes in association with tourism development in various and diversified forms suitable to each locality.

II. IMPLEMENTATION CONTENTS

1. Content

Propaganda, dissemination and promotion of the intangible cultural heritage of ethnic minority traditional costumes in association with tourism development through traditional brocade weaving craft.

2. Place, time and methods of implementation

- Place: Mountainous ethnic minority provinces.

- Time: Quarter IV, 2020.

- Methods of implementation:

Ordering news/articles on activities to preserve, disseminate and promote the intangible cultural heritage of ethnic minorities in association with tourism development through traditional brocade weaving craft in printed/electronic newspapers and media (on VOV radio and television).

III. IMPLEMENTATION ORGANIZATION

1. Task appointment

1.1. The Department of Ethnic Culture

- To make a plan, estimate funding and settle in accordance with regulations.

- To reach an agreement with Radio The Voice of Vietnam (VOV) on the contents of propaganda, dissemination and promotion of the intangible cultural heritage of ethnic minority traditional costumes in association with tourism development.

1.2. The Ministry Office

- To provide guidance on making estimate and settlement of funding, and timely allocate funding for the implementation organization.

1.3. Radio The Voice of Vietnam (VOV)

- To coordinate with the Department of Ethnic Culture in making funding estimates;

- To take responsibility for the communications;

- To carry out the communications in accordance with the approved plan;

- To monitor and summarize relevant news/articles.

2. Funding for implementation

Funding: Shall be extracted from the 2020 non-business budget of the Ministry of Culture, Sports and Tourism granted to the Department of Ethnic Culture through the Ministry Office.

The above plan aims to propagandize, disseminate and promote the intangible cultural heritage of ethnic minority traditional costumes in association with tourism development of the Ministry of Culture, Sports and Tourism. Relevant agencies and units are requested to actively coordinate with the Department of Ethnic Culture in organizing the implementation of their tasks. Any problems and difficulties arising in the course of implementation should be promptly reported to the leaders of the Ministry for consideration and decision./.
