DECISION

Approving the National Action Plan on pollution remediation and air quality management for the 2026-2030 period, with a vision toward 2045[1]

 

THE PRIME MINISTER

Pursuant to the February 18, 2025 Law on Organization of the Government;

Based on the November 17, 2020 Law on Environmental Protection;

Pursuant to the Government’s Decree No. 35/2025/ND-CP of February 25, 2025, defining the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Environment;

Pursuant to the Government’s Decree No. 08/2022/ND-CP of January 10, 2022, detailing a number of articles of the Law on Environmental Protection;

Pursuant to the Government’s Decree No. 05/2025/ND-CP of January 6, 2025, amending and supplementing a number of articles of the Government’s Decree No. 08/2022/ND-CP of January 10, 2022, detailing a number of articles of the Law on Environmental Protection;

Pursuant to the Government’s Resolution No. 01/NQ-CP of January 8, 2025, on major tasks and solutions for implementing the socio-economic development plan and the state budget estimate for 2025;

Pursuant to the Prime Minister’s Decision No. 611/QD-TTg of July 8, 2024, approving the National Master Plan on environmental protection for the 2021-2030 period, with a vision toward 2050;

Pursuant to the Prime Minister’s Decision No. 450/QD-TTg of April 13, 2022, approving the National Environmental Protection Strategy to 2030, with a vision toward 2050;

At the proposal of the Minister of Agriculture and Environment,

DECIDES:

Article 1. To approve the National Action Plan on pollution remediation and air quality management for the 2026-2030 period, with a vision toward 2045 (below referred to as the Plan), with the following principal contents:

I. OBJECTIVES

1. Overall objectives for the 2026-2030 period

To control, prevent, and step by step remediate air pollution and improve air quality in key economic areas, focusing on addressing air pollution in Hanoi, Ho Chi Minh City, and neighboring provinces, strengthening the capacity for prevention of air pollution and control of air quality nationwide, thus contributing to protecting public wellbeing and building a green economy toward sustainable growth.

2. Specific objectives for the 2026-2030 period

a/ Air quality nationwide will be step by step controlled and improved:

- In Hanoi, the average annual PM2.5 concentration at national air quality monitoring stations in 2030 will be below 40 μg/m3 (a 20% reduction compared to the average figure of 2024); other air quality parameters will be maintained and ensured to meet national technical regulations for the environment. The percentage of days in a year with a good or moderate air quality index (VN_AQI) will reach at least 80%.

- For provinces and city surrounding Hanoi (including Thai Nguyen, Phu Tho, Bac Ninh, Hung Yen, Hai Phong, and Ninh Binh), the average annual PM2.5concentration in 2030 will decrease by at least 10% compared to the average figure of 2024.

- For Ho Chi Minh City and other urban areas nationwide, the VN_AQI index will improve year after year.

b/ 100% of major emission sources from production facilities of different types with a high risk of air pollution: cement, thermal power, steelmaking, boilers, etc., nationwide will be strictly managed and controlled, with a phased emission reduction roadmap.

c/ 100% of road vehicles (including cars, motorcycles and mopeds) will be managed and controlled with regard to emissions according to the roadmap for applying national standards and technical regulations on road vehicle emissions.

d/ The urban transportation infrastructure system will be comprehensively improved, meeting the orientation of gradually increasing the proportion of green and public transportation; the public transportation system will be invested in, upgraded, and converted to use clean, green and environmentally friendly energy; provinces and cities will implement plans on conversion and upgrading of public transportation vehicles according to the Prime Minister’s Decision No. 876/QD-TTg of July 22, 2022, approving the Action Program on green energy transition and reduction of carbon and methane emissions in the transportation sector. For Hanoi and Ho Chi Minh City, by 2030, 100% of public transportation vehicles will use clean, green and environmentally friendly energy; policies will be issued and implemented to support the conversion of vehicles engaged in goods and passenger transportation services via technology-based platforms to use clean, green and environmentally friendly energy.

dd/ Public area sanitation will be strengthened and the accumulation of dust and waste along traffic routes and public areas will be thoroughly addressed; the greenery system will be supplemented and improved to be multi-layered, thus creating urban landscape and reducing dust dispersion; the proportion of greeneries, water surfaces and parks in urban areas will reach the standards set in regulations and approved master plans.

e/ 100% of construction sites will be strictly managed; environmental protection measures, including covering and washing construction site vehicles, will be implemented seriously and in accordance with regulations; 100% of waste generated from construction activities will be strictly managed according to regulations.

g/ The burning of garbage and agricultural by-products outdoor in violation of regulations will be terminated; 100% of agricultural by-products (straw, rice stalks, etc.) will be reused or recycled by appropriate methods; 100% of spiritual and religious establishments will have solutions to reduce dust and emissions from the burning of votive paper.

h/ To strive to have 1,200 green buildings nationwide by 2030, of these, Hanoi will have at least 200, and Ho Chi Minh City, at least 500.

i/ To invest in, upgrade, and improve infrastructure and apply science, technology, artificial intelligence, and digital transformation to monitoring, surveillance, forecasting, and warning about emission sources and air quality.

k/ To establish and put into operation a “National System for Air Pollution Warning, Forecasting and Control” in order to implement inter-sectoral coordination, direction, coordination, monitoring, and forecasting of air quality and to give warnings about risks in order to respond to serious air pollution.

3. Vision toward 2045

After 2030, the concentration of PM2.5 fine dust in Hanoi will decrease by an average of 5 μg/m3 per 5-year plan period, striving for the target that by 2045, the PM2.5 concentration will reach the national technical regulations for ambient air quality. Air quality in Hanoi and other provinces and cities nationwide will be maintained at a good level.

II. TASKS AND SOLUTIONS

1. Completing the system of laws and policies on control and management of air quality

- To complete the Decree on handling of administrative violations in the field of environmental protection, clearly defining the subjects, acts of violation and strict penalties for acts of burning agricultural waste and by-products and discharging emissions exceeding the levels specified in the national technical regulations for environmental protection, causing air pollution.

- To formulate and improve local standards and technical regulations on control of emissions from motor vehicles (cars, motorcycles and mopeds) participating in traffic, along the direction of imposing stricter regulations in major cities (if necessary).

- To scrutinize technical guidelines on emission factors and emission inventory guidelines (for point sources, non-point sources and mobile sources) for implementation.

- To formulate a roadmap on fuel supply and fuel quality control in accordance with national technical regulations and a roadmap for applying national standards and technical regulations on emissions for road vehicles.

- To formulate coordination mechanisms and measures for managing air quality across regions and provinces, and operate the National System for Air Pollution Warning, Forecasting and Control located at the Ministry of Agriculture and Environment.

- To formulate framework policies and mechanisms regarding fees and charges (parking fees, registration fee, etc.) along the line of promoting the use of vehicles powered by clean, green energy and environmentally friendly energy and limiting the use of fossil fuel-powered vehicles.

- To improve preferential policies for public transport users (especially students), policies for transitioning to the use of vehicles powered by clean, green and environmentally friendly energy; to provide subsidies for products recycled from agricultural by-products; to support business services for clean energy-, green and environmentally friendly energy-powered vehicles.

- To study, formulate and promulgate criteria for certifying Vietnam’s Eco-Label for environmentally friendly vehicles and transportation services.

- To study and propose mechanisms and policies to provide incentives and support for the collection, treatment and recycling of construction waste to be used as raw materials for other production activities.

2. Researching, applying and transferring technologies

- To research, apply, transfer, invest in, and upgrade modern technologies for emission treatment for types of production that pose a risk of environmental pollution and for road vehicles; to apply best available techniques (BAT) and best environmental practices (BEP) in specific industries; to implement cleaner production and emission treatment technology solutions for stationary and dynamic sources.

- To apply advanced and modern science and technology in analyzing the origin and composition of PM2.5 dust and other pollution parameters to identify the causes of formation and propose intervention solutions.

- To research, apply and transfer technologies for recovering and recycling agricultural by-products, waste generated from construction activities, and discarded vehicles; to develop material technologies for construction of green buildings in an ecological, circular and low-emission manner.

- To research innovating technology and improve fuel efficiency in transportation activities to reduce emissions.

- To research the potential application and integration of artificial intelligence (AI), the Internet of Things (IoT) and big data, combined with data from liquid crystal sensors (LCS) and numerical modeling in order to analyze data, predict air pollution and provide timely warnings. To research, develop and apply on a pilot basis a digital twin system in air quality management.

3. Controlling and minimizing emission sources from industrial activities

- To conduct comprehensive industrial emissions inventories at the central and local levels, integrate results thereof into the relevant national database, and prepare a national report on emissions inventory.

- To monitor the operation of continuous automatic monitoring systems at major emission sources (focusing on industries such as thermal power, coal, cement, steelmaking, and municipal solid waste incineration), and track the connection of data to the integrated information systems of provincial-level Departments of Agriculture and Environment and the Ministry of Agriculture and Environment.

- To complete database infrastructure for management of emission sources, integrating inventory data and calculating pollution dispersion (using modeling) to warn and forecast air pollution; to update and publicize information; to apply AI, IoT and big data technologies to analyze the contribution of each source for use as a basis for application of measures for regulating, responding to and mitigating air pollution.

- To promote the efficient use of renewable energy sources for industrial production; to formulate and implement a program to support energy transition for coal-fired industrial facilities in the Red River Delta and Southeast regions.

- To review, formulate a roadmap for relocating, and relocate, facilities that do not meet the environmental protection requirements of the environmental zoning plan.

4. Managing emissions from transport activities, strengthen the public transportation system, and promote green and environmentally friendly transportation

- To form and deploy “low-emission zones” (LEZs) in Hanoi and Ho Chi Minh City and encourage application thereof in other provinces and cities.

- To formulate a system of facilities capable of inspecting vehicle emissions; to organize inspection and data connectivity for emission inventories.

- To formulate preferential and support policies for citizens and businesses in converting old motorcycles and mopeds to vehicles using clean, green and environmentally friendly energy; to apply preferential and support policies on tuition fee exemption or reduction for students using public transportation; to develop a public bicycle service system (mobilizing social resources through preferential and support policies).

- To improve, upgrade and expand public transportation infrastructure; to formulate a roadmap for investment in and transition from public transportation vehicles powered with fossil fuel to those powered with clean, green and environmentally friendly energy; to complete the building of urban railway lines and build suitable energy supply infrastructure for electric vehicles and vehicles using clean, green and environmentally friendly energy.

- To formulate a plan to encourage the transition to vehicles powered with clean, green and environmentally friendly energy for inter-provincial bus passenger transport routes and fixed passenger transport routes.

- To study and deploy on a pilot basis the installation of GPS tracking and emission monitoring devices on vehicles transporting construction materials.

- To complete the building of multi-layered greenery systems along traffic routes, research and transfer tree varieties capable of absorbing dust and emissions; to deploy on a pilot basis the integration of automatic sprinkler systems to increase dust absorption capacity in urban traffic greenery systems.

5. Managing construction activities, enhancing sanitation in public areas and densely populated residential areas, building smart urban landscapes, and contributing to improving air quality

- To promote research on urban ventilation corridors combined with urban planning aimed at improving air pollution.

- To research, apply and implement on a pilot basis solutions for developing material technologies to build green, ecological and low-emission buildings, ensuring achievement of the goal of constructing 1,200 green buildings nationwide that meet international or Vietnamese standards by 2030.

- To apply strict dust control measures at construction sites and surrounding areas (building barriers around construction sites; covering construction waste and materials; cleaning vehicles entering and exiting construction sites; wet excavation; covering construction waste carried out by vehicles upon transportation, etc.).

- To invest in procurement of more specialized equipment (street sweeper trucks) for regular cleaning; to consider the application of a special labor coefficient for street cleaning staff during peak pollution hours; to increase the frequency of street cleaning from October to April, focusing on areas with high traffic density, construction sites, bus stations, and local markets.

- To research and deploy on a pilot basis mobility cleaning systems (on-site and mobile) to limit dust generation; to apply on a pilot basis mist spraying technology for controlling dust on construction sites, residential areas, parks and roads.

- To research and deploy on a pilot basis activities and technologies for collecting, treating and recycling construction waste for use as raw materials for other production activities.

- To research, apply on a pilot basis, and transfer dust collection technologies to apartment buildings, hospitals and schools, equipping them with air filtration equipment integrated with ventilation systems.

- To supplement the surface covering (trees or specialized materials) for construction sites, sidewalks, school grounds, administrative and public facilities, and other public works.

- To continue to effectively implement the Scheme on planting one billion trees in the 2021-2025 period, and formulate a tree planting program for the 2026-2030 period; to plant more trees in public areas and develop parks in urban areas and regions nationwide.

6. Strictly controlling open burning practices (burning agricultural by-products and household waste, and burning activities in craft villages)

- To strengthen the use of monitoring systems, technological solutions and remote monitoring capabilities (satellite remote sensing, remote sensing using unmanned aerial vehicles, traffic cameras, drones, and mobile applications such as iHanoi, social media, etc.) to control and strictly handle open burning practices in localities.

- To invest in a collection network and mobilize social resources for the construction of facilities, complexes and cooperatives for recycling agricultural by-products.

- To apply on a pilot basis measures to reduce dust and emissions at religious and spiritual sites that burn votive paper; to formulate plans  for raising awareness to reduce the practice of burning votive paper.

7. Building capacity for monitoring, warning and forecasting to control emissions and operate the National System for Air Pollution Warning, Forecasting and Control

- To invest in and modernize the continuous and periodical automatic environmental quality monitoring system according to the 2021-2030 National Master Plan on environmental protection, ensuring continuous and uninterrupted data.

- To invest in and mobilize social resources to deploy sensor equipment for monitoring and rapid measurement of air quality. To integrate and share data to support the operation of the National System for Air Pollution Warning, Forecasting and Control.

- To build a national emission inventory platform to support the plan on updating of annual emission inventory results from the central to local levels.

- To apply AI, IoT, big data and modeling technologies, combined with data from environmental monitoring and emission sources, etc., to analyze and clearly identify the causes, predict pollution, and give warnings to serve the state management of air quality.

- To conduct drills and operate emergency response systems when air pollution is particularly severe; to organize emergency communication campaigns via mobile applications and local television when VN_AQI ≥ 300 for 3 consecutive days.

8. Conducting inspection, examination and supervision and handling violations

- To inspect, examine and closely supervise the discharge of waste from major sources; to publicize violations, apply sanctions, and suspend construction (if necessary) for construction works that disperse dust; to penalize vehicles transporting materials that cause spillage or leakage into the environment during transportation.

- To strengthen inspection and strictly handle acts of burning domestic waste, agricultural by-products and construction materials in violation of regulations, causing environmental pollution, especially acts of intentionally causing environmental pollution, resulting in serious consequences, by organizations, businesses and individuals providing waste collection and treatment services, that reach the threshold for examination of penal liability.

- To formulate a monitoring mechanism and assign specific responsibilities to local administration at each level when air pollution occurs in localities; to combine the application of information technology, social media and cameras to monitor construction sites, open burning practices, and emitting activities that cause air pollution.

9. Enhancing the effectiveness of international cooperation, information and communication

a/ International cooperation:

- To mobilize resources to address urban air pollution and improve air quality nationwide; to participate in regional and global alliances on control of transboundary pollution and climate change; to attract investment and transfer clean technologies from international partners.

- To promote investment in research, transfer and innovation of technologies to improve fuel efficiency in industries; to formulate emission factors for each industry and sector in Vietnam for use as a basis for updating emission inventories.

- To strengthen research and exchange of experience with countries and international organizations on formulating laws and managing air quality; to organize training courses for technical staff based on the experience of effective air quality improvement in countries around the world.

- To coordinate and commission researches with international research institutes and universities on emission inventory and modern emission monitoring and treatment technologies.

b/ Information and communication:

- To formulate multi-sectoral communication programs and activities; to install air quality information boards in public areas; to establish information tools on mobile phones and official newsletters of the Ministry of Agriculture and Environment.

- To publicize and transparentize information on air quality in the mass media; to use social media to detect violations and report them to competent agencies for handling.

- To engage volunteers from socio-political organizations, universities, and environmental protection groups in programs on environmental protection and air quality improvement; to encourage cadres, civil servants and public employees to be exemplary, prioritizing the use of public transportation means.

- To combine and use VOV Traffic, iHanoi and other information systems to detect and provide information on vehicles that do not meet emission standards, construction sites that release dust, or vehicles that disperse construction materials into the environment.

III. PRIORITY TASKS AND PROJECTS FOR IMPLEMENTING THE PLAN

The list of priority tasks and projects for implementing the National Action Plan on pollution remediation and air quality management for the 2026-2030 period is provided in Appendix II to this Decision.

IV. ORGANIZATION OF IMPLEMENTATION

1. Establishing the National Steering Committee for Air Pollution Remediation

a/ To establish the National Steering Committee for Air Pollution Remediation (below referred to as the Steering Committee) to assist the Prime Minister in studying, directing, and coordinating the settlement of important, inter-sectoral issues related to air quality management, initially addressing air pollution in the Capital region.

b/ The Ministry of Agriculture and Environment shall assume the prime responsibility for preparing the dossier for the establishment of the Steering Committee in accordance with regulations on the establishment, organization and operation of inter-sectoral coordination organizations and other relevant regulations.

2. Assigning responsibilities for the implementation of the Plan

a/ The Ministry of Agriculture and Environment shall assume the prime responsibility for assigned tasks and coordinate with ministries, sectors and localities in organizing the implementation of the Plan; formulate and submit to competent authorities for consideration and promulgation the Regulation on coordination and measures for managing air quality in inter-regional and inter-provincial areas in order to improve the effectiveness and responsibility of ministries, sectors and localities in air quality management; direct and guide localities in formulating and implementing provincial-level air quality management plans; build and operate the National System for Air Pollution Warning, Forecasting and Control; build a national database on emission sources (transportation, household sources, agriculture, construction, solid waste treatment plants, industrial parks, craft villages, and inter-provincial sources such as thermal power plants, cement factories, etc.); invest in building and improving the national environmental monitoring system toward synchronization, automation and modernization; study the issuance of policies on circular economy solutions for agricultural by-products, propose support policies to ensure benefits for people, thus encouraging them to collect, transport and reuse waste; coordinate with relevant agencies in organizing communication programs and activities on environmental protection and air quality improvement; and organize a preliminary review of the Plan’s implementation results at the end of 2027 and a final review at the end of 2030 for reporting to the Prime Minister.

b/ The Ministry of Construction shall organize the implementation of assigned tasks according to the roadmap for applying national technical regulations on emissions from road motor vehicles; strengthen control of pollutants in vehicle emissions; improve policies for managing and developing motor vehicles using clean, green and environmentally friendly energy in urban areas; propose breakthrough mechanisms and policies to attract private investment, support people in using public transportation and green transportation, strictly control environmental protection at road and sidewalk construction and renovation projects; and perform the state management of air pollution control within the ambit of its functions and tasks.

c/ The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with related ministries and sectors and local administrations in, ensuring fuel quality and ensuring that fuel production and supply comply with the roadmap for applying emission standards and technical regulations to road motor vehicles circulating in Vietnam; assume the prime responsibility for, and coordinate with related ministries and sectors in, reviewing the roadmap for using biofuels for road vehicles; strengthen control of major emission sources, concentrated industrial areas and cottage industry zones; and develop the environmental industry toward recycling and reusing waste, promoting emission reduction in industries under its management.

d/ The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with related ministries in, supporting scientific and technological research on emission treatment and air quality control; and application of clean and environmentally friendly technologies; improving energy and fuel efficiency; and investing in scientific research for air quality management activities.

dd/ The Ministry of Health shall assume the prime responsibility for national-level research programs on the relationship and impact of air pollution on public wellbeing; periodically collect, analyze and publish data on diseases related to environmental pollution; monitor the impacts on air quality from healthcare activities and strengthen control of emissions from healthcare activities; closely coordinate with the Ministry of Agriculture and Environment to receive and use environmental monitoring data, integrating it with medical data to build an early warning system for the impacts of air pollution on health; and formulate and disseminate guidelines on measures to protect health from the impacts of air pollution, targeting vulnerable groups such as the elderly, children, pregnant women, people with chronical diseases, and outdoor workers.

e/ The Ministry of Education and Training shall study the development of training programs at all levels of education that include content on air quality management; coordinate with related ministries, sectors and units, and assign universities, centers and research institutes under its management to implement research projects to build a scientific basis, support the formulation of mechanisms and policies, and effectively implement actions to control air pollution.

g/ The Ministry of Finance shall assume the prime responsibility for, and coordinate with related ministries and agencies in, studying, formulating and submitting to competent authorities for promulgation policies on taxes, charges and supports to encourage the development of a green economy and circular economy, and provide financial support for people to switch to green vehicles and use public transportation; and incorporate demands for funds and propose competent authorities to allocate funds from the central budget to implement the Plan in accordance with the law on the state budget, and the law on public investment, and based on the state budget-balancing capacity.

h/ The Ministry of Public Security shall direct public security forces at all levels, especially the commune level, to strengthen examination and strictly handle acts of burning domestic waste, agricultural by-products and construction materials in violation of regulations, causing environmental pollution, especially acts of intentionally causing environmental pollution, resulting in serious consequences, that are committed by organizations, businesses and individuals providing waste collection and treatment services and reach the threshold for examination of penal liability.

i/ The Ministry of Culture, Sports and Tourism shall assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Environment in, strengthening the dissemination of information on air quality and the adverse health impacts in the mass media in air-polluted urban areas; and develop guidelines for implementing solutions to limit the burning of votive paper at religious and spiritual facilities.

k/ The State Bank of Vietnam shall assume the prime responsibility for, and guide credit institutions in, reviewing, appraising, and granting green credit for the projects and tasks listed in Appendix II to the Plan, ensuring compliance with the Prime Minister’s Decision No. 21/2025/QD-TTg of July 4, 2025, providing environmental criteria and the confirmation of investment projects belonging to the green taxonomy, and relevant regulations; and coordinate with ministries, sectors and localities to support credit institutions in accessing ODA and international concessional loans (if any) to finance projects under the Plan.

l/ The Vietnam Television, the Voice of Vietnam and the Vietnam News Agency shall assume the prime responsibility for, and closely coordinate with the Ministry of Agriculture and Environment and the Ministry of Health in, developing regular, lively and easy-to-understand programs and news bulletins on environmental quality and health impacts, similar to weather forecasts, broadcast during peak viewing hours; and promote policy communication, disseminate best practices and successful models on environmental protection and air quality improvement at home and abroad, creating consensus and changing behavior throughout society.

m/ People’s Committees of provinces and centrally run cities shall be fully responsible before the Government and the Prime Minister for the assigned tasks, reporting on the situation and results of implementation in their respective localities, integrating air quality management goals and tasks into local socio-economic development plans and strategies, specifically as follows:

- Reviewing, updating, improving, issuing, and organizing the implementation of, their provincial-level air quality management plans for the 2026-2030 period as prescribed; proactively allocating local budgets and mobilizing to the utmost social resources and other lawful resources to implement priority tasks and projects.

- Conducting an inventory of industrial, transportation and other emission sources in their localities, integrating inventories into the relevant national database; strengthening strict control of major emission sources (industry, thermal power, cement, etc.) and construction sites in their localities, ensuring that 100% of them have measures to shield and control dust, and wash vehicles entering and exiting construction sites.

- Concentrating investment in connecting automatic and continuous air monitoring stations in accordance with the National Overall Master Plan on environmental monitoring for the period 2021-2030, with a vision toward 2050, approved under the Prime Minister’s Decision No. 224/QD-TTg of March 7, 2024, ensuring that 100% of monitoring data is connected and transmitted to the Ministry of Agriculture and Environment as prescribed.

- Immediately implementing measures to manage waste and emissions generated from construction, transportation and industrial activities; developing green spaces in urban planning and construction; strengthening inspections and strictly handling illegal burning of domestic waste and agricultural by-products; formulating and implementing a roadmap and technological solutions (such as collecting and recycling by-products) to end the practice of burning straw and agricultural by-products outdoors; providing technical guidance for people, businesses and cooperatives to implement technical and technological solutions in collecting and recycling agricultural by-products, raising awareness about the harmful effects of outdated and backward waste disposal methods such as burning straw in open fields, etc.; continuing to effectively implement the tree planting program and develop parks and water surfaces; encouraging people and organizations in their localities to switch to using vehicles powered with clean, green and environmentally friendly energy.

- Closely coordinating with ministries, sectors and neighboring localities, especially Hanoi and Ho Chi Minh City, in implementing inter-regional and inter-provincial air pollution control solutions.

- The People’s Committees of Hanoi and Ho Chi Minh City shall focus on the following important tasks:

+ Completing the review and re-planning of industrial parks, cottage industry zones and craft villages; formulating a roadmap for and organizing the relocation of industrial production facilities that do not meet the environmental protection requirements of the environmental zoning before 2030.

+ Studying and issuing local environmental regulations and standards that are stricter than national technical regulations (if necessary) to protect public wellbeing, especially in heavily polluted areas or densely populated areas.

+ Investing in the construction and completion of a unified, automated and modern environmental monitoring system (at the local level) that applies AI and is synchronized and connected to the National Environmental Monitoring System; this task shall be performed by the Ministry of Agriculture and Environment as in-charge agency and completed in 2026.

+ Assuming the prime responsibility for, and coordinating with related ministries and sectors in, urgently forming and deploying on a pilot basis LEZs, ensuring that 100% of public transportation vehicles (buses) use clean and green energy by 2030; adopting specific policies to support 100% of public transportation vehicles using clean, green and environmentally friendly energy, and that 100% of vehicles providing goods and passenger transport services via technology-based platforms switch to use clean, green and environmentally friendly energy.

+ Strengthening supervision, requiring 100% of construction sites to have rigorous dust control measures (shielding, vehicle washing, mist spraying for dust control, etc.), ensuring achievement of the goal of green buildings: Hanoi will have at least 200 green buildings, and Ho Chi Minh City, at least 500 green buildings, by 2030.

+ Investing in and installing public electronic information boards in densely populated areas to warn and timely provide information on air quality to the public.

n/ The Central Committee of the Vietnam Fatherland Front and its member political and social organizations shall assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Environment, related agencies and local administrations in, promoting and strengthening their role in supervising and mobilizing their members and people from all walks of life to actively participate in protection of the air environment; change behaviors (such as not burning waste or agricultural by-products), prioritize the use of public transport and green vehicles; and build and expand typical and advanced models in the community.

o/ Production facilities shall strictly comply with the law on environmental protection, control emissions from production activities; proactively improve capacity, innovate production processes and equipment, and emission treatment equipment so as to avoid causing pollution and gradually reduce emissions; and carry out emission monitoring and surveillance in a regular manner.

p/ The assignment of specific tasks and schedule for implementation of the Plan are provided in Appendix I and Appendix II to this Decision. Annually, before December 25, agencies and units responsible for performing the assigned tasks shall submit reports on the situation and progress of implementation to the Ministry of Agriculture and Environment for synthesis and reporting to the Prime Minister.

 

V. RESOURCES FOR IMPLEMENTATION

1. Resources for implementing the Plan include: (i) The state budget (investment, capital construction, recurrent expenditure, etc.), including the central budget and local budgets according to the decentralization of state budget management; (ii) International support resources, including official development assistance (ODA), supports and concessional loans; (iii) Commercial loans and private investment capital including green credit and green bonds; foreign direct investment (FDI); other commercial loans and private investment capital; (iv) Other community and social capital: capital mobilized in the form of public-private partnership for investment projects, domestic funds, and other lawful community and social capital sources. The projected sources and estimated costs for implementing priority tasks and projects are provided in Appendix II to this Decision.

2. Based on their assigned tasks, agencies and organizations shall make detailed estimates in accordance with current regulations and submit them to competent authorities for approval before implementation. The Ministry of Finance shall allocate funds for the tasks assigned by the Prime Minister to ministries, ministerial-level agencies and government-attached agencies; provincial-level People’s Committees shall submit estimates to the People’s Councils for approval to implement the contents under the responsibility of localities.

Article 2. This Decision takes effect on the date of its signing.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of People’s Committees of provinces and centrally run cities, and related organizations and individuals shall implement this Decision.-
