DECISION

Approving the Scheme on provision of support for women-led startups in the 2026-2035 period[1]

 

THE PRIME MINISTER

Pursuant to the February 18, 2025 Law on Organization of the Government;

Pursuant to the November 29, 2006 Law on Gender Equality;

Pursuant to the June 17, 2020 Law on Enterprises;

Pursuant to the June 12, 2017 Law on Support for Small- and Medium-Sized Enterprises;

Pursuant to the Political Bureau’s Resolution No. 57-NQ/TW of December 22, 2024, on breakthroughs in science and technology development, innovation and national digital transformation;

Pursuant to the Political Bureau’s Resolution No. 68-NQ/TW of May 4, 2025, on private economy development;

Pursuant to the Government’s Resolution No. 26/NQ-CP of February 27, 2023, promulgating the Government’s Program of Action to implement Resolution No. 19-NQ/TW of June 16, 2022, of the Party Central Committee (the 13th Congress), on agriculture, farmers and countryside through 2030, with a vision toward 2045;

At the proposal of the Chairperson of the Vietnam Women’s Union in Report No. 96/TTr-DCT of September 4, 2025, on the approval of the Scheme on provision of support for women-led startups in the 2026-2035 period, and Document No. 5677/DCT-BCTPN of September 26, 2025, and Document No. 5818/DCT-BCTPN of October 27, 2025, on the assimilation of, giving of explanations about, opinions on, and improvement of, the Scheme on provision of support for women-led startups in the 2026-2035 period,

 

DECIDES:

Article 1. To approve the Scheme on provision of support for women-led startups in the 2026-2035 period (below referred to as the Scheme) with the following contents:

I. VIEWPOINTS

1. To promote women’s startups and participation in the development of enterprises, cooperatives, cooperative groups and business households, and enhance women’s economic empowerment, thus contributing to the sustainable socio-economic development suitable to conditions and characteristics of localities, regions and the whole country.

2. To bring into full play internal strengths, potential, intelligence and aspirations of members and women participating in startup activities and private economic development, associated with addressing social and environmental issues and challenges, and meeting the national socio-economic development’s requirements in the new era.

3. To regard women as the center, innovation as the driving force and digital transformation and green transformation as the main methods; to prioritize the provision of support for vulnerable and disadvantaged women, women with disabilities, ethnic minority women, and women residing in deep-lying and remote areas in grasping startup opportunities and increasing their economic empowerment.

4. To develop a dynamic, closely interconnected and sustainable ecosystem to support women-led startups. The Women’s Union’s chapters at all levels shall connect and coordinate with authorities, sectors, organizations and experts in optimizing resources and knowledge in the provision of support for women-led innovative startups, contributing to raising the profile of Vietnamese businesswomen.

5. To intensify the mobilization and efficient use of resources to support women-led startups through practical and sustainable activities.

II. OBJECTIVES

1. Overall objectives

To improve the awareness of the entire society, especially members and women, about startups and the role of the private economy in national economic development based on the application of science and technology, innovation, digital transformation, green transformation and inclusive business; to promote and create favorable conditions for women-led startups and the development of women-owned enterprises, cooperatives, cooperative groups and business households, thus contributing to ensuring gender equality and enhancing women’s positions; to connect and develop the ecosystem and propose policies and laws to support women-led startups; to improve the quality and operational effectiveness of the Women’s Union’s chapters at all levels in a professional manner, meeting the requirements of the new period.

2. Specific objectives for the 2026-2030 period:

a/ To provide information for, and raise the awareness of, 80% of members and women about the Party’s guidelines, and policies and laws on the economic development and startups.

b/ To ensure that 90% of full-time officers  of the Women’s Union’s chapters at all levels have their knowledge, capacity and skills improved in order to effectively organize activities of providing support for women-led startup and developing their enterprises, cooperatives, and cooperative groups.

c/ To provide information, consultation and legal aid to 500,000 women-owned enterprises, cooperatives, cooperative groups and business households on policies related to business registration, taxation, inclusive finance, preferential credit, innovation, etc.

d/ To improve business knowledge and skills for 50,000 women who are owners of enterprises, businesses households, cooperatives, and cooperative groups.

dd/ To support and provide consultation to 50,000 women-owned enterprises, cooperatives and business households seeking access to preferential credit and startup and innovation funds.

e/ To provide guidance to 12,500 women-owned business households in registering for transformation into enterprises; to guide and support 5,000 women-owned startup enterprises and cooperatives in their restructuring, consolidation and improvement of their members’ capacity.

g/ To strive for the target that 30% of directors/owners of enterprises and cooperatives are women.

h/ To support and guide the digital transformation, green transformation, sustainable business, and the application of environmental, social and governance (ESG) standards for 30 women-owned enterprises, cooperatives, and livelihood project clusters, focusing on supporting livelihood project clusters of ethnic minority women, women with disabilities and women in difficult circumstances.

i/ To have one policy on provision of support for women-led startups incorporating gender perspectives successfully proposed so as to remove difficulties and create favorable conditions for women’s startup and enterprise development activities.

3. Specific objectives for the 2031-2035 period:

a/ To provide information for, and improve the awareness of, 90% of members and women about the Party’s guidelines, and policies and laws on economic development and startups.

b/ To ensure that all full-time officers of the Women’s Union’s chapters at all levels have their knowledge, capacity and skills improved to effectively organize activities of providing support for women-led startup and developing their enterprises, cooperatives, and cooperative groups.

c/ To provide information, consultation and legal aid to 750,000 women-owned enterprises, cooperatives, cooperative groups and business households on policies related to business registration, taxation, inclusive finance, preferential credit, innovation, etc.

d/ To improve business knowledge and skills for 75,000 women who are owners of enterprises, businesses households, cooperatives, and cooperative groups.

dd/ To provide support and consultation to 75,000 women-owned enterprises, cooperatives and business households seeking access to concessional loans and startup and innovation funds.

e/ To provide guidance to 25,000 women-owned business households for registering for transformation into enterprises; to guide and support 8,000 women-owned startup enterprises and cooperatives in restructuring, consolidating and improving the capacity of members.

g/ To strive for the target that 35% of  directors/owners of enterprises and cooperatives are women.

h/ To support and guide the digital transformation, green transformation, sustainable business, and the application of environmental, social and governance (ESG) standards for 50 women-owned enterprises, cooperatives, and livelihood project clusters, focusing on providing support for livelihood project clusters of ethnic minority women, women with disabilities and women in difficult circumstances.

i/ To have two policies incorporating gender perspectives in programs on provision of support for women-led startups successfully proposed, amended or supplemented.

k/ To connect and build a women friendly startup ecosystem for women engaged in startup and starting business activities.

III. SUBJECTS OF APPLICATION, AND SCOPE AND PERIOD OF IMPLEMENTATION

1. Subjects of the Scheme’s application:

a/ All women who wish to start business activities or engage in startup, with priority given to vulnerable women, women in difficult circumstances, single mothers, women with disabilities, women in households having members with disabilities; ethnic minority women; retired female athletes; women who have completely served their prison sentences; HIV-affected women; women who are victims of domestic violence or human trafficking; elderly female workers returning from industrial parks/export processing zones; women returning after working abroad; women who migrate as free laborers, etc.

b/ Women wishing to change their occupations as civil servants, public employees or members of the armed forces.

c/ Women-owned enterprises (enterprises in which one or more than one woman holds 51% or more of the charter capital and in which at least one woman holding the managerial post); cooperatives with women participating in the management (women holding one of the following positions: chairperson, member of the Board of Members/Board of Directors; director, general director, member of the Supervisory Board); women-owned business households (women being registered owners of business households); and cooperative groups managed by women.

dd/ Enterprises and cooperatives that create jobs and provide career consultation for women engaged in startup activities (priority given to enterprises and cooperatives engaged in production and business activities in value chains or having value chain linkages, applying deep processing technologies; promoting traditional crafts, restoring culture, exploiting local resources, etc.).

e/ Associations/societies/clubs of businesswomen and startup advisors.

g/ Officers of the Vietnam Women’s Union’s chapters at all levels and state management agencies; and officers of organizations and individuals involved in the ecosystem supporting women-led startups.

2. Scope of implementation: The Scheme will be implemented nationwide.

3. Implementation period: The project is divided into 2 phases:

- Phase 1: 2026-2030.

- Phase 2: 2031-2035.

IV. TASKS AND SOLUTIONS

1. Carrying out public communication for fostering the startup spirit and legitimate business aspirations of women

a/ To carry out public communication for raising the awareness and provide information about the Party’s guidelines and the State’s policies and laws on the private economic development, startup, and gender equality assurance; the position and role of the private economy in the national socio-economic development; to diversify public communication methods; to honor the society’s and families’ recognition of merits of women engaged in startup and starting business activities.

b/ To compile and publish media products with multi-faceted messages, targeting various groups, attaching importance to women residing in ethnic minority areas, and mountainous, deep-lying and remote areas.

c/ To organize online competitions or contests for those who wish to learn about policies on the private economic development, startup knowledge, and sustainable business activities; to organize public communication about annual women-led startup competitions.

d/ To organize forums and workshops for exchange of opinions among experts and officials of state management agencies and domestic and international organizations engaged in the fields of enterprise development, private economy, startup and innovation support; to organize ceremonies to launch the Scheme, hold evaluation conferences and reviews of the Scheme’s implementation.

dd/ To upgrade the portals of the Vietnam Women’s Union and of its chapters in provinces and cities; to administer fanpages; develop an AI chatbot feature for around-the-clock business registration support and consultation; to introduce efficient startup models and exemplary startup women, particularly ethnic minority women, and women residing in mountainous, deep-lying and remote areas.

2. Developing and connecting components in the ecosystem supporting women-led startups

a/ To support the establishment and maintenance of groups and clubs of women engaged in startup and economic development activities; to formulate advising/consulting programs suitable to startup women; to promote the core role of the Vietnam Association for Intellectual Women, the Vietnam Association for Women Entrepreneurs, and enterprises and experts involved in startup advisory activities.

b/ To organize activities to connect the State, expert advisors and consultants, startup women, the Women’s Union’s chapters at all levels, strategic partners and components in the ecosystem supporting women-led startups in order to efficiently provide support for women-led startups.

c/ To strengthen the involvement of sole proprietorships and large corporations in supporting women-led startups through their performance of social responsibilities and investment consulting programs.

3. Supporting women’s participation in sustainable business models, digital transformation and green transformation

a/ To organize theme-based women startup competitions; to organize coaching programs, and provide guidance on skills and knowledge for formulating startup projects and improving business models; to assist women in completing dossiers for competition participation and participate in support programs or programs on investor connection.

b/ To support the realization of potential ideas and projects, focusing on projects in the fields of science and technology, innovation, sustainable business, digital transformation, and green transformation, covering provision of consultation and training, connection of experts, public communication, improvement of business and startup models; to provide essential supplies and materials, standardize the product quality, protect intellectual property, build brands, protect product designs and packaging, and make market connections.

c/ To build and form sustainable livelihood project clusters for women; to guide women-owned enterprises and business households, and women-managed cooperatives and cooperative groups in participating in digital transformation, green transformation and sustainable business, applying ESG in legal aspects, standardizing processes and products, improving product designs, packaging and brands; and connecting, introducing and promoting the trading of OCOP products from women-led startups and startup products of women participating in green and equitable supply chains.

d/ To organize training and capacity building for core startup women, focusing on women in rural, mountainous and ethnic minority areas; to design training contents, programs and materials suitable to each stage of startup (pre-incubation, incubation, acceleration) and apply new technologies, artificial intelligence, the Internet of Things, and blockchain technology in the provision of training and further training to improve corporate governance and digital administration skills for startup women.

dd/ To provide legal advices and aid to startup women; to provide career orientation counseling and support for improvement of vocational and startup skills for them, giving priority to ethnic minority women, women with disabilities, and women in difficult circumstances; to provide support and advices for improving business models for women-owned enterprises and individual business households, and women-managed cooperatives; to provide support for access to concessional loans and central and local startup and innovation funds.

4. Building capacity for the Women’s Union’s chapters at all levels to effectively implement activities to support women-led startups

a/ To develop and build the capacity for officers of the Women’s Union’s chapters at all levels to meet quantitative and qualitative requirements through further training, capacity building, knowledge updating and skills improvement activities under programs on provision of support for women-led startups, as well as development of their soft skills, and skills for consulting, coordinating, connecting and building the network of components of the ecosystem supporting women-led startups (state management agencies, banks, enterprises, domestic and international organizations, experts, etc.).

b/ To build the capacity for social supervision and criticism, and propose policies related to the provision of support for women-led startups and private economic development; to develop and deploy management and supervision tools for schemes that incorporate gender perspectives to assess their suitability to, and impacts on, women-led startups.

c/ To develop groups of experts and consultants of the Women’s Union’s chapters at all levels to coordinate activities in the fields of startup, green finance, digital transformation and inclusive business in support of women-led startups.

d/ To establish a regular reporting mechanism for the Women’s Union’s chapters from the commune to the provincial and central levels to monitor the progress and quality of the Scheme’s implementation, gather information and make timely adjustments to the Scheme.

5. Studying and making recommendations for improving mechanisms, policies and laws to promote women-led startups, aiming for the sustainable development and inclusive business.

a/ To study and forecast new trends and challenges in the provision of support for women-led startups, thereby creating favorable conditions for women to develop enterprises, cooperatives, cooperative groups and business households, focusing on vulnerable women, women with disabilities, ethnic minority women, and women in rural areas.

b/ To supervise and provide feedback on policies, and intensify dialogues between the Government’s leaders and leaders of ministries and localities and startup women, particularly women owning enterprises in disadvantaged areas.

c/ To develop and propose the implementation of breakthrough models and solutions in order to mobilize investment resources, incubate products, commercialize intellectual assets; to promote scientific researches linked with science and technology transfer, establish a network of startup women, and strengthen the linkage among the State, expert advisors and consultants, startup women, the Women’s Union’s chapters at all levels, and strategic partners, etc.

dd/ To organize the inspection and supervision of the implementation of policies and laws on provision of support for women engaged in startup and business development.

6. Intensifying international cooperation, mobilizing and diversifying resources to support startup women.

a/ To intensify international cooperation in training, organize tours for studying experience at home and abroad; to research, organize, seek, and develop international cooperation projects, implement funding programs, and provide technical consultations and capacity building training for startup women; to mobilize financial, technical and technological resources from development funds and collect practical experience.

b/ To proactively seek green financing sources and support women-owned enterprises and cooperatives proposing environmental solutions in conformity with Vietnam’s commitments at COP26 in accessing such sources.

c/ To study and propose policies to promote cooperation with technology corporations and companies, international research institutes, and overseas Vietnamese women in technology transfer and provision of research and development support for women-owned enterprises, especially in the fields of artificial intelligence, Internet of Things, and clean technology, through providing advices, making investment or transfer of knowledge.

d/ To incorporate appropriate tasks and solutions of the Scheme in relevant programs, schemes and projects approved by competent authorities, and effectively use funding sources for implementation of the Scheme.

dd/ To mobilize social resources for implementation of the Scheme: To diversify methods of mobilizing contributions of communities, social organizations and individuals to increase resources for the Scheme’s implementation.

V. FUNDS FOR IMPLEMENTATION

1. Funds for implementation of the Scheme will be allocated from the state budget according to the current state budget decentralization in accordance with the Law on the State Budget and other relevant legal documents.

2. To intensify the mobilization of social resources, contributions from domestic and foreign organizations and individuals to implement the Scheme in accordance with law; to coordinate with related ministries, sectors, localities, organizations and associations in proactively incorporating tasks of other programs, projects and plans for the Scheme’s implementation under regulations.

VI. ORGANIZATION OF IMPLEMENTATION

1. The Vietnam Women’s Union Central Committee

a/ To assume the prime responsibility for, and coordinate with related ministries, ministerial-level agencies and related agencies in, organizing the Scheme’s implementation; to guide the formulation of plans and estimating budgets for the Scheme’s implementation; to intensify the examination and supervision of the Scheme’s implementation, preventing losses, waste and negative practices.

b/ To coordinate with provincial-level People’s Committees in supporting and guiding the Women’s Union’s local chapters in formulating plans and estimating budgets in accordance with the law on the state budget and mobilizing resources for the Scheme’s implementation in a manner suitable to local characteristics.

c/ Annually, based on the objectives, tasks, solutions, and other contents of the Scheme and its implementation plans, to make budget estimates for submission to the competent authority for consideration and approval under regulations.

d/ To coordinate with agencies, organizations, enterprises, international organizations, non-governmental organizations, and the women’s startup ecosystem in mobilizing resources and combining the use of other lawful funding sources to effectively implement the Scheme.

dd/ To organize the examination, supervision and evaluation, and provide guidance on preliminary and final review of the Scheme’s activities in order to ensure compliance with regulations.

e/ To summarize and report the implementation results of the Scheme on an annual, periodical or unscheduled basis; and on that basis, to propose supplementations and adjustments to the Scheme’s activities to ensure  practicality, and submit them to the Prime Minister for consideration and decision (when necessary).

g/ To advise on commending outstanding collectives and individuals in the Scheme’s implementation under regulations.

h/ To take full responsibility for contents of the reports and proposals or recommendations in Document No. 96/TTr-DCT of September 4, 2025, on the approval of the Scheme on provision of support for women-led startups in the 2026-2035 period, Document No. 5677/DCT-BCTPN of September 26, 2025, and Document No. 5818/DCT-BCTPN of October 27, 2025, on the assimilation of, giving of explanations about, opinions on, and finalization of, the Scheme on provision of support for women-led startups in the 2026-2035 period.

2. The Ministry of Finance

a/ To assume the prime responsibility for, and coordinate with the Vietnam Women’s Union Central Committee and related ministries, agencies, and localities in reviewing, summarizing, and submitting to the competent authority the allocation of state budget funds for performance of the tasks and solutions set by the Scheme in accordance with the law on the state budget and other relevant laws.

b/ To coordinate with other ministries and agencies in disseminating, training, and providing consultation on policies on support for the development of enterprises and collective economy; to prioritize the training and further training of female managers in sustainably operating enterprises and cooperatives, and on regulations on finance-accounting, taxation, electronic invoices, etc.; to coordinate with other ministries and agencies in providing support for women-owned small- and medium-sized enterprises (SMEs) to access the SME Development Fund and other financial funds supporting the development of the private economy.

3. The Ministry of Science and Technology

a/ To coordinate with other ministries and agencies in disseminating, training, and providing consultation on the application of science and technology, digital transformation, and innovation; to support startup women in getting loans from venture investment funds.

b/ To coordinate with and guide the Women’s Union’s chapters at all levels in organizing and effectively performing the tasks and solutions set by the Scheme.

c/ To provide support in the form of assorted resources, and create conditions for the Women’s Union’s chapters at all levels to participate in building the national startup ecosystem.

4. The Ministry of Agriculture and Environment

a/ To incorporate the Scheme’s activities in the fields of agriculture, farmers, and rural areas in relevant programs and projects.

b/ To coordinate with other ministries and agencies in carrying out dissemination, training, and provision of consultation in the fields of agriculture and rural areas; to make connections for selling farm produce, and providing support for enterprises, cooperatives and business households engaged in startup in the fields of agriculture and rural areas, emission reduction, circular economy, and green transformation.

c/ To allocate resources from programs/projects within the ambit of the Ministry’s functions and tasks for providing support for women-led startups and innovation.

5. The Ministry of Home Affairs

a/ To coordinate with related ministries, sectors and agencies in creating favorable conditions for the Vietnam Women’s Union and localities to effectively implement the Scheme and give timely awards and commendations;

b/ To examine and supervise the receipt, management and use of aid of organizations, associations and social funds in accordance with law.

6. The Ministry of Industry and Trade

To coordinate with, guide, and provide resources support for, the Women’s Union’s chapters at all levels in supporting startup women in developing products and improving their capacity to reach domestic and international markets; to apply e-commerce, digital economy, digital transformation, green transformation, green trade, and sustainable production and consumption; to connect enterprises, cooperatives and business households owned/managed by women with consumers.

7. The Ministry of Education and Training

a/ To review framework training programs at universities and vocational education institutions for training female students in starting business and startup activities and promoting their startup and entrepreneurial spirits.

b/ To coordinate with other ministries and agencies in providing support for startup women and businesswomen to access online and distance learning programs for improving their digital skills and e-commerce knowledge, particularly women in ethnic minority, mountainous and remote areas, and areas with limited access to education.

8. The Ministry of Culture, Sports and Tourism

To implement and guide ethical standards and business culture imbued with national cultural identity for startup women.

9. The Ministry of Foreign Affairs

a/ To connect with foreign embassies in Vietnam, international organizations, non-governmental organizations, and foreign investment funds for seeking support in terms of capital, technology, management capacity and market access for Vietnamese startup women; to mobilize international resources for activities of providing support for women-led startups and improving their capacity for digital transformation, green transformation, inclusive business, and sustainable development.

b/ To coordinate with and guide Vietnamese women’s associations abroad in carrying out activities to improve startup skills and knowledge of overseas Vietnamese women, mobilize overseas Vietnamese women to return home to carry out startup activities, and support Vietnamese women in startup activities.

c/ To coordinate with and support the Vietnam Women’s Union and the Vietnam Association for Intellectual Women in organizing the search, connection and proposal of specific mechanisms to attract overseas Vietnamese women (including scientists and experts) with high qualifications in science and technology, innovation, digital transformation, artificial intelligence development, human resource training, etc., to live and work in Vietnam.

10. The Ministry of Ethnic and Religious Affairs

a/ To integrate the Schemes activities into the implementation of other programs, projects and policies related to ethnic minorities and religions.

b/ To coordinate with other ministries and agencies in carrying out public communication to raise the awareness about startups and promote the entrepreneurial and startup spirits of ethnic minority women and religious women in the Scheme’s implementation.

11. The State Bank of Vietnam

a/ To act as the focal point for, and coordinate with related ministries, sectors, localities, and agencies in, developing and implementing the new phase of the National Comprehensive Financial Strategy; to provide support for access to and use of financial products and services for female owners of enterprises and business households.

b/ To coordinate with the Vietnam Women’s Union and related ministries and sectors in training and providing consultation on financial education and financial management for startup women.

12. The Central Committee of the Vietnam Fatherland Front and central mass organizations shall, within the ambit of their functions and tasks, participate in the Scheme’s implementation, supervise and provide social criticisms on policies and programs on provision of support for women-led startups and the development of women-owned enterprises; intensify dissemination about, and integrate the implementation of, emulation movements and campaigns, and mobilize resources and use lawful funds to provide support for women in their production and business development activities; incorporate contents on provision of support for women-led startups in movements and campaigns, creating a favorable environment for women to develop their potential and contribute to the sustainable economic development.

13. The Vietnam Television, Radio Voice of Vietnam and other press and media agencies

a/ To coordinate with the Vietnam Women’s Union Central Committee and related ministries and agencies in implementing the Scheme.

b/ To intensify the provision of information and public communication about women’s startup activities, and exemplary, successful and outstanding women in various fields.

14. The Vietnam Bank for Social Policies and the Vietnam Bank for Agriculture and Rural Development

a/ The Vietnam Bank for Social Policies shall coordinate with the Women’s Union’s chapters at all levels in organizing financial education activities and providing guidance on the efficient use of loans by loan borrowers; support and promote women’s effective access to social policy and agricultural and rural development loans.

b/ The Vietnam Bank for Agriculture and Rural Development shall continue to study and promulgate concessional loan programs and products for startup women in the agricultural and rural development sector in the 2026-2035 period.

15. Ministries, sectors, organizations, societies and associations representing enterprises and cooperatives

a/ To coordinate with one another in intensifying the dissemination, training, consultation provision, and connection to raise the awareness of the entire society about gender equality and women-led startups; to promote and create favorable conditions for women to carry out startup activities and develop enterprises; to help women-owned business households transform themselves into enterprises; to support capacity building for and connect women-owned enterprises, cooperatives, and business households.

b/ To mobilize and encourage successful businesspersons to share their experience, thereby inspiring association members and women to make their own startups.

16. Provincial-level People’s Committees

a/ To approve plans on performance of assigned tasks in the Scheme; to direct departments, sectors, commune-level People’s Committees, and the Women’s Union’s local chapters to organize the performance of related tasks and solutions under the Scheme; and annually, to proactively balance and allocate funds from the local budgets for performance of contents and tasks of such plans in accordance with the law on the state budget.

b/ To create favorable conditions and allocate local budget funds entrusted through the Vietnam Bank for Social Policies to provide loans to startup women; to allocate budget funds to financial funds and credit guarantee funds for small- and medium-sized enterprises to create favorable conditions for startup women to effectively access funding sources.

c/ To direct provincial-level departments, agencies, commune-level People’s Committees, and the Women’s Unions to build a database on women-led startups; an ecosystem to support women-led startups; to periodically examine and supervise, conduct preliminary and final reviews, and report on results and impacts of the Scheme, and the Scheme management activities under regulations.

Article 2. This Decision takes effect on the date of its signing.

Article 3. The Chairperson of the Vietnam Women’s Union, ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related agencies and organizations shall implement this Decision.-
