DECISION
ON THE ESTABLISHMENT OF THE MANAGING BOARD OF THE EXPORT PROCESSING ZONES AND INDUSTRIAL PARKS IN HAIPHONG
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government on the 30th of September 1992;
Pursuant to Decree No.322-HDBT on the 18th of October 1991 of the Council of Ministers (now the Government) promulgating the Statute of Export Processing Zones;
Pursuant to Decree 192-CP on the 25th of December 1994 of the Government promulgating the Statute of Industrial Parks;
At the proposals of the President of the People's Committee of Haiphong, and the Minister-Chairman of the Government Commission on Organization and Personnel, and the Minister-Chairman of the State Committee for Cooperation and Investment,
DECIDES :
Article 1.- To establish the Managing Board of the Export Processing Zones and Industrial Parks in Haiphong to manage the present Haiphong export processing zone and the industrial parks in the city.
The Managing Board of the Export Processing Zones and Industrial Parks in Haiphong has the task of managing the export processing zones as stipulated in Article 57 of the Statute of Export Processing Zones issued together with Decree No.322-HDBT on the 18th of October 1991, and managing the industrial parks as stipulated in Article 20 of the Statute of Industrial Parks issued together with Decree No.192-CP on the 25th of December 1994 of the Government.
The Board has the legal status, bank accounts, seal and staff, and is funded by the State budget.
Article 2.- The Managing Board of the Export Processing Zones and Industrial Parks in Haiphong is composed of a Chairman, a number of Vice Chairmen, and an assisting apparatus.
The Chairman of the Board shall be appointed by the Prime Minister at the proposal of the Minister-Chairman of the Government Commission on Organization and Personnel.
The Vice Chairmen shall be decided by the President of the Municipal People's Committee at the proposal of the Chairman of the Managing Board and with the approval of the Minister-Chairman of the Government Commission on Organization and Personnel.
The assisting apparatus of the Board shall be decided by the Chairman of the Managing Board with the approval of the Government Commission on Organization and Personnel.
Article 3.- This Decision takes effect from the date of its issue. All stipulations made earlier which are contrary to this Decision are now annulled.
Article 4.- The Minister-Chairman of the State Committee for Cooperation and Investment; the Minister-Chairman of the Government Commission on Organization and Personnel; the Minister-Chairman of the State Planning Committee; the Ministers of Finance, Trade, Interior and Construction; the Governor of the Vietnam State Bank; the General Director of the General Customs Department; the General Director of the General Land Administration, the Heads of the public agencies concerned, and the President of the People's Committee of Haiphong, shall have to implement this Decision.
