SUMMARY

By 2030, the rate of employees with information technology skills will reach 90%

On December 30, 2021, the Prime Minister issues the Decision No. 2239/QD-TTg on approval of the Vocational Education Development Strategy in the 2021-2030 period with the vision towards 2045.

Accordingly, by 2030, to attract 50 - 55% of junior and high school graduates into the vocational education system; the rate of female students reaches over 40% of the total new enrollment target. Besides, also by this year, the rate of vocational trained minor ethnic employees will reach 50%; the rate of employees with information technology skills will reach 90%.

Noticeable, to strive to have about 90 high-quality institutes, in which: 06 institutes perform the function of national centers for high-quality vocational training and practice, 12 institutes perform the function of regional centers for high-quality vocational training and practice, 60 institutes approach the level of ASEAN-4 countries and 06 institutes approaching the level of developed countries in the G20 group; to have about 200 key sectors and professions, of which 15 - 20 sectors and professions have outstanding competitiveness among ASEAN-4 countries and the world.

To reach the above-mentioned targets, 0 key solutions and tasks should be synchronously implemented, including accelerating digital transformation, modernizing facilities and equipment, and innovating training programs and methods; developing the force of teachers, artisans, experts, vocational trainers and managers in vocational education.

This Decision takes effect on the signing date.

DECISION

On approval of the Vocational Education Development Strategy in the 2021-2030 period with the vision towards 2045

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law on Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the Labor Code dated November 20, 2019;

Pursuant to the Law on Education dated June 14, 2019;

Pursuant to the Law on Vocational Education dated November 17, 2014;

Pursuant to the Government’s Resolution No. 50/NQ-CP dated May 20, 2021, on the Action plan of the Government to implement the Resolution of the XIIIth National Congress of the Party;

Pursuant to the Prime Minister’s Decision No. 628/QD-TTg dated May 11, 2020, on promulgating the Plan on implementation of Conclusion No. 51-KL/TW dated May 30, 2019, of the Party Central Committee’s Secretariat, on further implementing the Resolution of the 8th plenum of the 11th Party Central Committee on crucial and comprehensive reform of education and training to meet industrialization and modernization requirements in the context of the socialist-oriented market economy and international integration;

At the proposal of the Minister of Labor, Invalids and Social Affairs.

 

DECIDES:

 

Article 1. To approve the Vocational Education Development Strategy in the 2021-2030 period with the vision towards 2045 (hereinafter referred to as the Strategy) with the following contents:

I. VIEWPOINTS

1. Vocational education development is the top priority task in human resource development to take advantage during the golden population opportunity, form direct human resources of high quality, efficiency and professional skills, serving the country’s socio-economic development.

2. To develop vocational education in the direction of openness, flexibility, modernity, efficiency and integration, focusing on the scale, structure and quality of training; pay attention to invest and promote international cooperation to develop a number of vocational education institutions, training sectors and professions to the level equivalent to regions and the world.

3. To develop vocational education in line with the needs of the labor market in association with decent work, social security and sustainable, inclusive development; maximize the capacity and qualities of learners; promote entrepreneurship and innovation.

4. The State has policies to gradually implement vocational popularize for young people; prioritize the allocation of budget for vocational education within the education - training budget and in the programs and projects of sectors and localities; strengthen the socialization of vocational education in suitable areas, sectors and professions.

5. Vocational education development is the responsibility of all levels of administration, agencies, organizations, enterprises, vocational education institutions and people; is focused on the plans, programs, schemes, projects for the development of sectors and localities.

II. OBJECTIVES

1. General objectives

To rapidly develop vocational education to meet the diverse needs of the labor market, the people and the increasing requirements on the quantity, structure and quality of skilled human resources for national development in each period.

2. Specific objectives

a) To 2025

To ensure the scale and structure of training sectors and professions for the country’s socio-economic recovery and development; the training quality of a number of institutes approaches the level of ASEAN-4 countries, of which some professionals approach the level of developed countries in the region and the world; contribute to increasing the percentage of trained employees with degrees and certificates to 30%.

A number of major objectives:

- To attract 40 - 45% of junior and high school graduates into the vocational education system; the rate of female students reaches over 30% of the total new enrollment target.

- To re-train and regularly train for about 25% of the labor force.

- The rate of vocational trained minor ethnic employees reaches 45%.

- The percentage of disabled employees who still have the ability to work trained with appropriate vocational training reaches 35%.

- The rate of employees with information technology skills reaches 80%.

- At least 30% of vocational education institutions and 50% of training programs in key sectors and professionals meet quality accreditation standards.

- To strive for 100% qualified teachers; about 80% of managers are trained and fostered to improve modern management - administration skills.

- To strive for about 80% of training sectors and professionals to be developed and updated with output standards according to the National Qualifications Framework.

- To strive to have about 70 high-quality institutes, in which: 03 institutes perform the function of national centers for high-quality vocational training and practice, 06 institutes perform the function of regional centers for high-quality vocational training and practice, 40 institutes approach the level of ASEAN-4 countries and 03 institutes approaching the level of developed countries in the G20 group; to have about 150 key sectors and professions, of which 05 -10 sectors and professions have outstanding competitiveness among ASEAN-4 countries.

a) To 2030

To focus on improving the quality and effectiveness of vocational education in order to meet the need of skilled human resources for developing countries with modern industry; actively participate in the international human resource training market; to have some institutes approach the level of ASEAN-4 countries, of which some professional approach the level of developed countries in the G20 group; to contribute to increasing the rate of trained employees with degrees and certificates to 35-40%.

A number of major objectives:

- To attract 50 - 55% of junior and high school graduates into the vocational education system; the rate of female students reaches over 40% of the total new enrollment target.

- To re-train and regularly train for about 50% of the labor force.

- The rate of vocational trained minor ethnic employees reaches 50%.

- The percentage of disabled employees who still have the ability to work trained with appropriate vocational training reaches 40%.

- The rate of employees with information technology skills reaches 90%.

- At least 70% of vocational education institutions and 100% of training programs in key sectors and professionals meet quality accreditation standards.

- Strive for 100% qualified teachers; about 90% of managers are trained and fostered to improve modern management - administration skills.

- To strive for about 90% of training sectors and professionals to be developed and updated with output standards according to the National Qualifications Framework.

- To strive to have about 90 high-quality institutes, in which: 06 institutes perform the function of national centers for high-quality vocational training and practice, 12 institutes perform the function of regional centers for high-quality vocational training and practice, 60 institutes approach the level of ASEAN-4 countries and 06 institutes approaching the level of developed countries in the G20 group; to have about 200 key sectors and professions, of which 15 - 20 sectors and professions have outstanding competitiveness among ASEAN-4 countries and the world.

c) To 2045

Vocational education meets the needs of highly skilled human resources of a developed country; becoming the leading developing country in vocational education in the ASEAN region, catching up with the advanced level of the world, having outstanding competitiveness in a number of training fields, sectors and professions.

III. MAJOR TASKS AND SOLUTIONS

To achieve the strategic goals, it is necessary to synchronously carry out 08 groups of major tasks and solutions, in which, “Accelerating digital transformation, modernizing facilities, equipment, and renewing programs, training methods” and “Developing the force of teachers, artisans, experts, vocational trainers and managers in vocational education” are breakthrough solutions. To be specific:

1. To improve mechanisms, improve the effectiveness and efficiency of state management on vocational education

- Effectively implement Vietnam’s national qualifications framework for vocational education levels and the National framework for vocational skills qualifications; implement mutual recognition of qualifications and vocational skills among countries in the region and the world, especially within ASEAN-4 countries and G20 economies. Research and supplement higher levels of vocational education to meet labor market needs and international trends.

-To improve mechanisms and policies to attract investors, enterprises and employers to actively participate in vocational education and professional skills development activities, focusing on vocational training at the workplace.

- To renovate mechanisms and policies to attract and recruit state managers of vocational education and managers of vocational education institutions, focusing on developing the force of vocational education managers in extremely difficult areas, ethnic minority areas, borders and islands, while ensuring gender equality.

- To perfect mechanisms and policies on recruitment, employment, treatment and honor for teachers, artisans, experts and vocational trainers in vocational education, ensuring gender equality. To complete preferential policies for teachers teaching in boarding and part-boarding ethnic minority vocational education institutions; teachers in extremely difficult areas, borders and islands; teachers teaching people with disabilities; teachers teaching specific fields, sectors and professions. To have incentive policies and an open and flexible mechanism to attract, train and foster scientists, technicians, artisans, and people with high skills and practical professional experience to participate in vocational training.

- To research, develop and submit to competent authorities for promulgation policies to attract learners to vocational education qualifications in key fields, sectors and professions; heavy and hazardous sectors and professions, arts and culture, physical training and sports, health, etc.; policies for learners of specific groups such as people with disabilities, ethnic minorities, rural employees, female employees, migrant employees, people from poor households, near-poor households, and demobilized soldiers, etc.; policies on gender equality in vocational education; policies to support start-up loans for students, pupils and employees who are vocationally trained.

- To research and propose to perfect mechanisms and policies to create favorable conditions for freelance employees, unemployed employees or at risk of unemployment due to the impact of the industrial revolution, natural disasters, epidemics, etc. to participate in vocational training. To supplement regulations on training for foreigners in Vietnam.

- To continue to review and perfect mechanisms and promulgate policies to promote the classification of post-secondary and high school students into vocational education and gradually implement professional popularize for young people.

- To standardize sets of standards in vocational education to approach the standards of developed countries in the ASEAN region and the world.

- To research and develop incentive mechanisms and policies for vocational education institutions that meet quality accreditation standards, and vocational education institutions that are recognized as high-quality institutions; perfect policies for vocational education and training institutions providing vocational training for specific subjects and specific fields, sectors and professions. Improve mechanisms and policies on high-quality vocational training.

- To arrange and organize the network of vocational education institutions in the direction of openness, flexibility, modernity, accessibility, diversity in types and organizational forms, reasonable allocation of occupations, qualifications and regional structure, to have sufficient capacity to meet the needs of vocational trained human resources, especially high-quality human resources. To encourage the development of private, foreign-invested vocational education institutions and vocational education institutions in enterprises.

- To develop a national quality assurance system for vocational education with an approach to “risk management” and promote “post-inspection”. To enhance responsibility, create motivation and autonomy associated with accountability, promote the role of the leader in vocational education institutions and management agencies at all levels. To renovate the inspection, accreditation, assessment and recognition of vocational education quality. To research, develop and apply the national quality assurance framework for vocational education and training programs in specific fields, sectors and professions. To develop force of accreditors and a network of vocational education accrediting organizations.

2. To accelerate digital transformation, modernize facilities and equipment, and innovate training programs and methods.

a) Accelerating digital transformation

- To fundamentally change awareness and rapidly improve the digital transformation capacity of state management agencies in vocational education and vocational education institutions.

- To synchronously develop digital infrastructure, including data infrastructure, technical infrastructure of central and local state management agencies in vocational education and vocational education institutions. Develop, upgrade and perfect the database system in sync with the national database system and other specialized databases, contributing to the formation of the national open database.

- To build digital platforms capable of sharing and supporting online teaching at all levels in vocational education. To propose promulgating policies to encourage Vietnamese digital technology enterprises to invest in developing digital platforms.

- To develop digital data storage at all levels, training sectors and professions, sharing with all industries and linking with the world. To invest in upgrading laboratories, virtual practice workshops, virtual equipment, augment equipment in appropriate sectors and professions.

b) Modernizing facilities and equipment

- To update, correct and develop national standards for vocational education institutions; standards of physical foundations in practice, application, experiment; economic - technical norms on training; the list of minimum training equipment for sectors and professions according to training levels and qualifications.

- To modernize physical foundations and training equipment of vocational education institutions, suitable with production technology of enterprises, oriented to quality stratification and specificity of training sectors and professions. To strengthen the connection with enterprises to exploit and use training equipment at enterprises. To develop the model of “smart and modern school”, “green school”.

c) Renovating training programs and methods

- To develop and update output standards according to the Vietnam National Qualifications Framework with reference to regional and international standards. To innovate the process and method of developing training programs in the direction of open, flexible, interconnected based on modules, credits and equivalent conversions, meeting the output standards and the minimum learning volume. To develop training programs for new sectors and professions, sectors and professions in information technology, to apply new technologies, future skills and training programs for employees in enterprises in the form of part-time jobs at intermediate and college levels.

- To encourage and facilitate the development of joint training programs with foreign countries and training programs for foreigners in Vietnam.

- To diversify training methods with the strong application of information technology. To strongly develop apprenticeships at workplaces; focus on retraining, regular training for employees, training for migrant employees. To promote cooperation between institutes and enterprises.

- To pilot and implement new training models, especially those that meet the requirements of the Fourth Industrial Revolution, the digital economy and sustainable development, fully involved in vocational education. Evaluation and replication of training programs under transferred programs from other countries. To apply training technology, replicate advanced training models of developed countries; pilot inviting foreign lecturers to teach a number of high-quality professions according to international standards.

- To innovate and diversify methods of inspection and evaluation, with the participation and recognition of employers. To implement recognition of skills and qualifications of learners and employees accumulated from domestic and foreign study and practical work experience.

- To provide comprehensive education, focusing on quality development, gender equality, formation of core skills, soft skills, digital skills, foreign language proficiency and individualization of learners.

3. To develop the force of teachers, artisans, experts, vocational trainers and managers in vocational education.

a) Developing the force of teachers, artisans, experts and vocational trainers

- To perfect standards and standardize teachers, focusing on practical experience and professional capacity in the digital era, modern teaching methods, integrating core skills that the 21st century requires with soft skills, digital skills, adapting to the industrial revolution.

- To develop and implement a mechanism to periodically regularly train and foster professional and pedagogical capacity for teachers.

- To innovate, improve quality, diversify programs and methods of organizing training and retraining for teachers. To train and foster in countries with developed vocational education systems for teachers teaching key sections and professions at ASEAN and international levels.

- To organize and arrange training system, to train and retrain teachers in the direction of reasonable allocation by zones and regions, meet the needs of teaching force development.

- To accredit skills and qualifications for people who have professional skills in other sections and professions who changed to become teachers or lecturers.

- To strongly develop the force of qualified artisans, experts and vocational trainers participating in training at all levels of vocational education.

- To effectively deploy communities and networks to connect teachers, artisans, experts and vocational trainers in vocational education.

b) Developing the force of vocational education managers

- To standardize managers of vocational education institutions in the direction of focusing on modern management and administration skills, innovation, digital skills, and foreign language skills. To rapidly develop and improve the capacity of the staff forces in charge of inspection and quality assurance, the force of inspectors and specialized inspection collaborators.

- To periodically and regularly provide training and retraining to improve the capacity of managers of vocational education institutions and state managers of vocational education at all levels, especially at the local level. To support and encourage the development of training managers at enterprises.

- To train and retrain managers at all levels in countries with developed vocational education systems in organizational model of the apparatus, vocational education management, vocational education institution administration, etc. in order to form a force of core staffs to replicate in the system.

4. To closely link vocational education with enterprises and the labor market

- To develop and implement the cooperation mechanisms between the State, institutes, entrepreneurs, employers, socio-political organizations, socio-political-professional organizations, social organizations, professional social organizations in vocational education activities on the basis of harmonizing interests and social responsibilities.

- To develop models of linking vocational education with enterprises, cooperatives, production and business establishments and the labor market in each region and locality, suitable to each subject group, with concentration on special subjects, employees from the informal sector, employees who are unemployed or at risk of being unemployed.

- To strengthen technical support for enterprises, employers through improving capacity, developing processes and tools for collecting, updating and synthesizing data and information on vocational training supply and demand.

- To enhance forecasting of vocational training needs, especially in science - engineering - technology professions, given priority to information technology, new technology, high technology, future skills. To effectively exploit national labor market data and information combined with periodic or irregular surveys on labor needs, skill needs, training needs of enterprises, employers and feedback from graduated people serving in management and training.

- To strengthen the connection between vocational education institutions and employment service centers, job exchanges, job fairs, innovation start-up centers; support learners to find jobs after graduation; linking training with sending laborers to work abroad under contracts.

- To strengthen the capacity of the national vocational skill assessment, recognition and certification system. To strongly promote the movement of vocational skills tests at all levels. To pilot the establishment of councils of key vocational skills/vocational groups in the period of 2021 - 2025. Based on the assessment and summary, this will be extended to other vocation/vocational groups in the period of 2026 - 2030.

5. To research on scientific application and technology transfer; career guidance, start-up and innovation

- To improve capacity for the force of management staffs, teachers in scientific research and technology transfer, career counseling, start-up and science-technology organizations in vocational education, especially research units serving state management. To form innovative start-up centers at high-quality vocational education institutions.

- To strengthen scientific research in vocational education in the direction of application and technology transfer with the participation of learners, teachers, experts, artisans and employers. To attach training activities with technology transfer, commercialization of scientific research results and technology transfer. To strengthen the implementation of scientific research along with the ordering mechanism; linking scientific research organizations with schools and enterprises.

- To promote career consulting before, during and after vocational training; promote start-up spirit, innovation for learners and activities to support learners to start up and create their own jobs; building start-up and innovation spaces in vocational education institutions and vocational education start-up ecosystems in regions.

6. To increase mobilization and improve the efficiency of financial investment for vocational education

- To increase state budget for annual vocational education. To prioritize budget allocation for vocational education in national, sectoral and local programs and projects.

- To diversify investment resources for vocational education, encourage the private sector to participate in vocational education. To promote the support and sponsorship of developed countries and international organizations to invest in vocational education.

- To promote autonomy for public vocational education institutions. To increase non-business revenue from production and business activities, joint venture activities and lease of public properties in accordance with law provisions.

- To mobilize and improve the efficiency of use of the Unemployment Insurance Fund, financial sources of trade unions, financial sources of socio-political organizations, and other lawful funds for training, retraining and improving skills for employees.

- To synchronously give priority investment for high-quality vocational education institutions, especially those performing regional and national training and practice functions; specialized vocational education institutions; vocational education institutions in extremely difficult areas, ethnic minority areas, border areas and islands; key sectors and professions, high technology; “green” professions; new sectors and professions, future skills; specific training sectors and professions.

- The state budget supports public service providers in the field of vocational education to enhance conditions for quality assurance, improve training quality, and at the same time provide direct support to the poor, policy objects when using vocational education services; change from support according to the average allocation mechanism to the state mechanism of bidding, ordering, and assigning tasks of providing public services based on the quality and quantity of outputs.

7. To implement communication, improve the image, brand and social value of vocational education

- To form a vocational education communication ecosystem with the participation of the political system, authorities at all levels, training institutions, learners, employers and the social community in order to raise awareness of society on the position and role of vocational education, the importance of labor skills and opportunities of jobs and stable income after vocational training.

-To form the team for communication on vocational education and improve capacity for communication staff in state management agencies and vocational education institutions.

- To diversify communication activities and forms of deployment and development of specialized pages, topics, channels, and broadcasts on vocational education, broadcasting in rural areas, ensuring reliable, complete and timely information, suitable for each target group in terms of image, position, national message on vocational education, Vietnam labor skills day, vocational skills week, etc. To strengthen propaganda and popularization of legal education on vocational education.

- To organize programs, events, contests, awards and titles to honor learners, teachers, vocational trainers, managers, employers, skilled employees, organizations with achievements, who are contributing to vocational education and skills development.

- To develop national communication program to share the success of graduates of vocational education in different qualifications, innovative and creative models, and successful start-ups in vocational education. To appoint and improve the capacity of vocational skill ambassadors annually.

- To actively participate in and orientate social networks on vocational education to ensure consistency, create a digital environment for connection and sharing among management agencies, vocational education institutions, and employing units, families, teachers, learners; forming Vietnam's open vocational education social network.

8. To actively participate and improve the effectiveness of international integration in vocational education    

- To expand and improve the effectiveness of comprehensive cooperation between Vietnam and other countries and international organizations in the field of vocational education; enhance negotiation, signing and implementation of cooperation agreements and programs with international partners and foreign-invested enterprises operating in Vietnam in supporting vocational education institutions, students, pupils to improve their vocational skills.

- To actively participate in regional and international competitions, organizations, forums, associations on vocational education and actively host international vocational skills exams in Vietnam.

- To form international network of experts in the field of vocational education. Strengthen cooperation between Vietnamese vocational education institutions and foreign vocational education institutions, especially in receiving and transferring programs, textbooks, learning materials, teaching and learning methods; exchanging of teachers, lecturers, students, pupils, international experts.

- To diversify cultural and sports exchange activities between students and pupils of regional and international vocational education institutions.

IV. IMPLEMENTATION FUNDS

Funds for implementation of the Strategy include:

1. The State budget allocated annually according to the current state budget decentralization.

2. Capital sources integrated into national target programs, other programs, plans and projects.

3. Sources of foreign concessional loans, ODA capital.

4. Income from tuition fees, revenue from production, business and service activities, joint venture and cooperation activities; leasing of public properties in accordance with law provisions.

5. Mobilization of domestic and foreign organizations and individuals and other lawful sources of revenue and funds in accordance with law provisions.

V. ORGANIZATION OF IMPLEMENTATION

1. The Ministry of Labor, Invalids and Social Affairs shall:

- Preside the implementation of the Strategy on nationwide scale; coordinate with relevant Ministries, branches, agencies and localities to concretize them into five-year, annual programs, plans, schemes, projects and tasks; develop mechanisms, policies, programs, schemes and projects on vocational education and submit them to competent authorities for approval and organize the implementation.

- Guide, check, urge, monitor and evaluate the implementation of the Strategy. Make five-year preliminary and ten-year summary assessments on the implementation of the Strategy, and report to the Prime Minister.

2. The Ministry of Education and Training shall:

Preside and cooperate with the Ministry of Labor, Invalids and Social Affairs and relevant Ministries and branches in, perfecting the mechanism and promulgating policies to promote sorting of the flow of post-secondary and high-school students into vocational education; develop mechanism to link vocational education with other levels of education in the national education system.

3. The Ministry of Planning and Investment shall:

- Assume the prime responsibility for allocating investment and development capital to implement the Strategy in accordance with the law on public investment.

- Preside and cooperate with the Ministry of Finance relevant Ministries and branches in completing the legal corridor to attract foreign investment in vocational education, mobilizing and balancing resources, and allocating investment capital for vocational education development.

4. The Ministry of Finance shall:

- Assume the prime responsibility for allocating non-business funds from the central budget to implement the Strategy in accordance with law provisions on decentralization of the State budget.

- Formulate, review and finalize regulations on on-lending of ODA loans and foreign concessional loans of the Government so that public vocational training institutions can access foreign concessional loans and ODA loans.

5. The Committee for Ethnic Minority Affairs shall:

Preside and cooperate with the Ministry of Labor, Invalids and Social Affairs on propagating, inspecting and supervising the implementation of vocational education in ethnic minority and mountainous areas; concretize the Strategy into the National target program for socio-economic development in ethnic minority and mountainous areas.

6. The Ministry of Agriculture and Rural Development shall:

Preside and cooperate with the Ministry of Labor, Invalids and Social Affairs on propagating, inspecting and supervising the implementation of vocational education for rural employees; concretize the Strategy into the National target program for developing new rural areas.

7. The Ministry of Science and Technology shall:

Assume the prime responsibility for, and propose programs, projects and activities for scientific research, innovation and start-up in vocational education.

8. Ministries, Ministerial-level agencies, Government agencies and other relevant agencies shall:

- Formulate five-year and annual programs, plans, schemes, projects and tasks to develop vocational education under their management; at the same time, allocate funds to for implementation in compliance with law provisions on decentralization of the State budget.

- Propagate, inspect and supervise the implementation of programs, projects and sub-projects in the field of vocational education.

- Make five-year preliminary and ten-year summary assessments on the implementation of the Strategy, send to the Ministry of Labor, Invalids and Social Affairs for synthesizing and report to the Prime Minister.

9. Vietnam Television, Voice of Vietnam and press agencies shall:

Propagate on vocational education and skills development. Increase the duration and quality of propaganda articles on vocational education.

10.  Vietnam Study Promotion Association is requested to:

Concretize the Strategy’s viewpoints, goals, tasks and solutions into the implementation plan of the Project “Develop a learning society in the period of 2021-2030”.

11. The Central Committee of the Ho Chi Minh Communist Youth Union is requested to:

- Concretize the Strategy’s viewpoints, goals, tasks and solutions into the implementation plan of the Vietnam Youth Development Strategy for the period of 2021-2030.

- Conduct propaganda for young people about the position and role of vocational education, the importance of labor skills and job opportunities and stable income after vocational training.

12. Vietnam Chamber of Commerce and Industry, Vietnam Association of Small and Medium Enterprises, Vietnam Association of Vocational Education and Social Work Professions, socio-political organizations, socio-political-professional organizations, social organizations, socio-professional organizations shall:

- Propagate and disseminate to members the content of the Vocational Education Development Strategy in the 2021-2030 period with the vision towards 2045.

- Make proposal on requirements and needs for skilled human resources for different types of enterprises on an annual basis.

- Mobilize members to actively implement the strategy, participate in vocational education activities, participate in programs, schemes and projects in line with the Strategic orientation.

- Encourage enterprise community, employers to actively participate in supporting the improvement of vocational skills for employees.

- Supervise vocational education activities, consult and give social criticism to mechanisms and policies for vocational education development.

13. Provincial-level People’s Committees shall:

- Formulate five-year and annual programs, plans, schemes, projects and tasks to develop vocational education under their management; at the same time, allocate funds for implementation in compliance with law provisions on decentralization of the State budget.

- Encourage localities to set up vocational education councils with the role of inter-sectoral agencies to advise policies, recommend and coordinate, develop and supervise programs to support vocational education innovation of such localities.

- Propagate, inspect and supervise the implementation of programs, projects and sub-projects in the field of vocational education.

- Make five-year preliminary and ten-year summary assessments on the implementation of the Strategy, send to the Ministry of Labor, Invalids and Social Affairs for synthesizing and report to the Prime Minister.

Article 2. This Decision takes effect on the date of its signing.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, shall implement this Decision.
