DECISIONON
THE FORMATION OF THE NATIONAL FINANCIAL,MONETARY POLICY ADVISORY COUNCIL
PRIME MINISTER
In consonance with the Government Organisation Law of September 30, 1992;
In accordance with the Vietnam State Bank Law No.01/1997/QH10 of December 12, 1997;
In consonance with Resolution No.07/1999/NQ-CP of the Government June - 1999 in its regular meeting of July 9, 1999,
DECREES
Article 1: To form the National Financial, Monetary Policy Advisory Council which consults with the Government and the Prime Minister for the planning of, and making decisions on important issues in relation to financial and monetary policies, made within the responsibilities and rights of the Government and the Office of the Prime Minister.
Article 2: The National Financial, Monetary Policy Advisory Council has the following responsibilities:
1. To consider and propose to the Government and the Prime Minister macro-policies, major schemes and important issues on finance and money;
2. To consult with the Government and the Prime Minister on decisions on financial and monetary policies and annual or multiannual plans; and the measures to effectively implement the out- lined policies and plans;
3. When assigned by the Prime Minister, to consult on other issues related to the implementation of financial and monetary policies.
Article 3: The National Financial, Monetary Policy Advisory Council works under the advisory regulations and the Council on Working Regulations as decreed by the Government.
Article 4: The membership of the National Financial, Monetary Policy Advisory Council is comprised of:
1. Council chairperson: nominated by a Deputy Prime Minister.
2. Council deputy chairpersons:
- The Minister of Finance
- The Governor of the State Bank of Vietnam
- A deputy head of the Central Party Economic Department
3. Council members:
- A leading official from the Ministry of Planning and Investment
- A leading official from the Ministry of Trade
- The chairperson of the State Securities Committee- The head of the Government Price Committee- The head of the General Department of Statistics- Some experts and scientists on economics, finance and money.
4. Council secretary general.
The list of members of the National Financial, Monetary Policy Advisory Council is attached to this Decision.
Appointments and replacements of members of the National Financial, Monetary Policy Advisory Council shall be at the whim of the Prime Minister.
Article 5: The council is assisted by a group of experts from the Government Office nominated by the head of the Government Office.
Article 6: This Decision comes into effect from the date of signing and replaces Decision No.23/1998/QD-TTg of January 31, 1998.
Article 7: Ministers, heads of ministerial-level bodies, heads of Governmental bodies, chairpersons of Centrally governed provincial and municipal People's Committees and members of the National Financial, Monetary Policy Advisory Council shall have the responsibility to implement this Decision.
