SUMMARY

By 2025, 25% of fairs and exhibitions will be held in the digital environment

The Decision No. 1968/QD-TTg approving the Scheme on boosting information technology application and digital transformation in trade promotion activities in the 2021-2030 period is issued on November 22, 2021 by the Prime Minister.

Accordingly, strive to 2025, to build and form a Digital Trade Promotion Ecosystem; twenty-five percent of market linkage services will be provided on platforms, thus linking and supporting 100,000 turns of enterprises; twenty-five percent of fairs and exhibitions will be held in the digital environment; all administrative procedures in the field of trade promotion will be qualified for provision of online public services at levels 3 and 4 and integrated on the National Public Service Portal, etc.

In order to achieve the above-mentioned targets, the following tasks should be focused on: To build, develop and integrate platforms such as the system of specialized databases on trade promotion, trade exchange platforms in the digital environment that apply new technologies, fair and exhibition platforms, e-learning platforms that integrate courseware repositories and e-libraries, etc.; apply regulatory sandboxes for sample models on information technology application and digital transformation in trade promotion activities.

Funds for the implementation of the Scheme include the state budget, enterprises’ capital, international donations and other lawfully mobilized funds as prescribed by law.

This Decision takes effect on the date of its signing.

DECISION

Approving the Scheme on boosting information technology application and digital transformation in trade promotion activities in the 2021-2030 period[1]

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the June 29, 2006 Law on Information Technology;

Pursuant to the November 19, 2015 Law on Cyberinformation Security;

Pursuant to the Government’s Decree No. 98/2017/ND-CP of August 18, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Government’s Decree No. 73/2019/ND-CP of September 5, 2019, on management of investment in information technology application with state budget funds;

Pursuant to the Government’s Resolution No. 17/NQ-CP of March 7, 2019, on a number of key tasks and solutions for development of e-Government in the 2019-2020 period, with orientations toward 2025;

Pursuant to the Prime Minister’s Decision No. 749/QD-TTg of June 3, 2020, approving the National Digital Transformation Program to 2025, with orientations toward 2030;

At the proposal of the Minister of Industry and Trade,

 

 

DECIDES:

Article 1. To approve the Scheme on boosting information technology application and digital transformation in trade promotion activities in the 2021-2030 period (below referred to as the Scheme) with the following contents:

I. VIEWPOINTS

1. To build and develop a Digital Trade Promotion Ecosystem, regarding enterprises as the center and the benefits brought to enterprises in market access as a measure of the success of information technology application and digital transformation in trade promotion activities.

2. To boost information technology application and digital transformation in trade promotion activities, first of all striving to draw attention and drastic direction of state management agencies and create a substantial change in the awareness of heads of organizations, enterprises, cooperatives, and business households, etc.

3. Data is the core resource for building and developing the Digital Trade Promotion Ecosystem; to organize, manage and exploit trade promotion data in a synchronous and comprehensive manner; to prioritize the implementation of solutions to ensure information security for the Digital Trade Promotion Ecosystem.

4. To develop digital platforms and applications so as to support data exploitation and market linkage based on achievements of the Fourth Industrial Revolution; to implement with focus and prioritize the immediate application of a number of models that are suitable to Vietnam’s conditions and have been effectively exploited in foreign markets.

II. OBJECTIVES

1. Overall objectives

To boost information technology application and digital transformation in trade promotion activities in order to improve operational quality and effectiveness of the Government’s trade promotion agencies, trade promotion support organizations, and enterprises, cooperatives and business households on the basis of forming and developing the Digital Trade Promotion Ecosystem; to raise awareness about and capacity for information technology application and digital transformation in trade promotion activities, boosting the development of foreign trade and domestic trade, thus contributing to restructuring the industry and trade sector.

2. Specific targets

a/ By 2025

- To build and form a Digital Trade Promotion Ecosystem.

- All trade promotion organizations and over 200,000 enterprises will be granted accounts on the Digital Trade Promotion Ecosystem, of which 50% will have transactions and information sharing operations.

- Specialized databases on trade promotion and 10 key export industries will be formed, linked and inter-connected with databases on 10 key export markets.

- Twenty-five percent of market linkage services will be provided on platforms, thus linking and supporting 100,000 turns of enterprises.

- Twenty-five percent of fairs and exhibitions will be held in the digital environment.

- All trade promotion organizations and over 100,000 turns of enterprises, cooperatives and business households will be provided with training, guidance and support on information technology application and digital transformation in trade promotion and information security.

- All trade promotion organizations and over 100,000 turns of enterprises, cooperatives and business households will use, exploit and operate shared-use platforms and share data with the Digital Trade Promotion Ecosystem.

- All administrative procedures in the field of trade promotion will be qualified for provision of online public services at levels 3 and 4 and integrated on the National Public Service Portal, with 90% of enterprises satisfied with the results of settlement of administrative procedures in the electronic environment.

b/ By 2030

- To complete and develop the Digital Trade Promotion Ecosystem.

- Seventy-five percent trade promotion organizations and enterprises that are granted accounts will regularly operate, search, provide and share information on the Digital Trade Promotion Ecosystem.

- Fifty percent of market linkage services of enterprises will be provided on the Digital Trade Promotion Ecosystem, supporting 1,000,000 turns of enterprises.

- Specialized databases on trade promotion and 20 key export industries will be completed and expand their linkage, inter-connection and sharing of data with databases on 20 key export markets.

- Sixty percent of fairs and exhibitions will be held in the digital environment.

- All trade promotion organizations and over 1,000,000 turns of enterprises, cooperatives and business households will be provided with training, guidance and support on information technology application and digital transformation, technology, digital platforms and information security.

- All trade promotion organizations and over 500,000 turns of enterprises, cooperatives and business households will use, exploit and operate shared-use platforms and share data with the Digital Trade Promotion Ecosystem.

III. MAJOR TASKS AND SOLUTIONS

1. Building and developing the Digital Trade Promotion Ecosystem

a/ To build, develop and integrate platforms, including:

- The system of specialized databases on trade promotion, including the domestic and international trade promotion network; databases on trade promotion enterprises; databases on industries and markets, and other databases serving trade promotion activities.

- Trade exchange platforms in the digital environment that apply new technologies and support the search for information and business opportunities at home and abroad.

- Fair and exhibition platforms that aim to improve effectiveness and create conditions for enterprises to display and introduce their products and search for information and business partners in the digital environment.

- E-learning platforms that integrate courseware repositories and e-libraries, support information search, and improve trade promotion capacity.

- Electronic identification platforms for trade promotion enterprises.

- Other specialized platforms for trade promotion activities.

The Digital Trade Promotion Ecosystem must be built according to an overall unified architecture that is consistent with Vietnam’s E-Government Architecture Framework; meet technological and technical standards and regulations as prescribed; and ensure smooth operation, upgrading, expansion, linkage, inter-connection, and data sharing.

b/ To build, develop, and apply regulatory sandboxes for sample models on information technology application and digital transformation in trade promotion activities; to propagate successful models.

2. Improving mechanisms and policies

a/ To review and propose amendments and supplementations to the regulations on boosting information technology application and digital transformation in trade promotion activities.

b/ To issue criteria for evaluation of the degree of information technology application and digital transformation in trade promotion activities.

c/ To amend and supplement current regulations and administrative procedures so as to obtain grounds for organization of fairs and exhibitions in the digital environment.

d/ To review and simplify regulations and administrative procedures in the field of trade promotion so as to provide online public services at levels 3 and 4.

3. Raising awareness and capacity

a/ To propagandize and raise awareness about the necessity to boost information technology application and digital transformation in trade promotion activities; to disseminate regulations, mechanisms and policies on information technology application and digital transformation in trade promotion activities.

b/ To build and develop a network of consultants to support the boosting of information technology application and digital transformation in trade promotion activities.

c/ To provide training and guidance on information technology application and digital transformation in trade promotion activities; to organize training courses on and rehearsals of information security incident response.

d/ To strengthen domestic and international cooperation in boosting information technology application and digital transformation in trade promotion activities.

IV. FUNDS FOR IMPLEMENTATION

1. Funds for the implementation of the Scheme include the state budget, enterprises’ capital, international donations and other lawfully mobilized funds as prescribed by law.

2. State budget funds for implementation of the Scheme must comply with current regulations on state budget management decentralization, specifically as follows:

a/ Funds for projects and tasks falling within the scope of spending of ministries, ministerial-level agencies or government-attached agencies shall be allocated from the central budget and included in annual budget expenditure estimates of related ministries or agencies.

b/ Funds for projects, tasks and activities falling within the scope of spending of provincial-level People’s Committees shall be allocated from the local budgets and included in annual local budgets.

V. ORGANIZATION OF IMPLEMENTATION

1. The Ministry of Industry and Trade shall

a/ Assume the prime responsibility for organizing, guiding, urging, inspecting and supervising the implementation of the Scheme; before December 25 every year, report to the Prime Minister on the implementation of the Scheme; and propose and recommend the Prime Minister to adjust and supplement the Scheme in case of necessity.

b/ Assume the prime responsibility for the performance of the tasks and solutions specified in Section III of this Article; and formulate and promulgate regulations on reporting on the implementation of the Scheme.

c/ Assume the prime responsibility for, and coordinate with the Ministry of Public Security, the Ministry of National Defense, the Ministry of Information and Communications and related agencies in, ensuring information security and infrastructure facilities serving the Scheme.

d/ Adopt a plan on implementation of the Scheme for each period and each year; and guide trade promotion agencies and organizations in formulating plans on implementation of the Scheme.

dd/ Promulgate a Regulation on management, operation and exploitation of the Digital Trade Promotion Ecosystem.

2. The Ministries of Public Security; National Defense; and Information and Communications shall

a/ Coordinate with one another in performing the information security assurance tasks and solutions specified at Point c, Clause 1, Section V of this Article.

b/ The Ministry of Information and Communications shall coordinate with the Ministry of Industry and Trade in carrying out activities related to information technology application, digital transformation, and development of information technology human resources under the Scheme.

3. The Ministry of Finance shall

a/ Include funds for current expenditures in annual state budget estimates for the performance of the tasks of the Scheme by ministries, sectors and central agencies in accordance with the Law on the State Budget and guiding documents.

b/ Share, connect and link data on imported and exported goods and enterprises with specialized information systems and databases on trade promotion.

4. The Ministry of Planning and Investment shall

a/ Allocate public investment funds for the implementation of the Scheme in accordance with law.

b/ Share, connect and link data about Vietnamese enterprises, information and statistics on macroeconomics, industries, etc., with specialized information systems and databases on trade promotion.

5. Ministries, ministerial-level agencies, government-attached agencies and provincial-level People’s Committees shall

a/ Formulate annual plans on implementation of the Scheme according to the guidance and overall plan of the Ministry of Industry and Trade.

b/ Issue policies and mechanisms to attract resources and technologies so as to effectively implement the Scheme.

c/ Annually, evaluate the results of implementation of the Scheme, and send a report to the Ministry of Industry and Trade before December 15 for the latter to summarize and report to the Prime Minister.

6. Trade promotion support organizations, enterprises, cooperatives and business households shall

a/ Formulate annual plans on implementation of the Scheme according to the guidance and overall plan of the Ministry of Industry and Trade.

b/ Coordinate with the Ministry of Industry and Trade in organizing the performance of the objectives, tasks and solutions of the Scheme.

Article 2. This Decision takes effect on the date of its signing.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related agencies and organizations shall implement this Decision.-
