Decision 1922/QD-TTg amend Decision 2326/QD-TTg on Vietnam retail market development strategy to 2030

DECISION

Amending and supplementing the Prime Minister's Decision No. 2326/QD-TTg dated October 21, 2025, approving the Strategy for the development of Vietnam’s retail market through 2030, with a vision toward 2050

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government dated February 18, 2025;

Pursuant to the Law on Organization of Local Administration dated June 16, 2025;

Pursuant to the Commercial Law dated June 14, 2005;

Pursuant to the Law on Foreign Trade Management dated June 12, 2017;

Pursuant to the Prime Minister's Decision No. 1163/QD-TTg dated July 13, 2021, approving the domestic trade development Strategy through 2030, with a vision towards 2045;

Pursuant to the Prime Minister's Decision No. 2326/QD-TTg dated October 21, 2025, approving the Strategy for the development of Vietnam’s retail market through 2030, with a vision toward 2050;

At the proposal of the Ministry of Industry and Trade in Report No. 7744/TTr-BCT dated September 25, 2026,

DECIDES:

Article 1. To amend and supplement a number of provisions of the Prime Minister's Decision No. 2326/QD-TTg dated October 21, 2025, approving the Strategy for the development of Vietnam’s retail market through 2030, with a vision toward 2050 as follows:

1. To additionally prescribe tasks of the Ministry of Finance in the first dash of Clause 2, Section VI, Article 1 as follows:

“To assume the prime responsibility for, and coordinate with relevant ministries, sectors and agencies in, implementing credit support policies for investment through the Vietnam Development Bank for small- and medium-sized enterprises, creating favorable conditions for enterprises to participate in investment and development of retail commercial infrastructure, strengthen trade promotion, participate in price stabilization programs, connect supply and demand, and develop linkage chains from production to circulation and product distribution in the market, in compliance with the Government's Decree No. 32/2017/ND-CP dated March 31, 2017, on state investment credit, and the Government's Decree No. 78/2023/ND-CP dated November 07, 2023, amending and supplementing a number of articles of Decree No. 32/2017/ND-CP dated March 31, 2017”.

2. To adjust tasks of the State Bank of Vietnam in the first dash of Clause 2, Section VI, Article 1 as follows:

“To study, review and complete the mechanisms and policies on credit provision to create favorable conditions for enterprises in accessing bank credit capital”.

Article 2. This Decision takes effect on the date of its signing.

Article 3. Ministers, heads of ministerial-level agencies, chairpersons of provincial-level People’s Committees, and related agencies, organizations and individuals shall implement this Decision.
