SUMMARY

Strive to bring water from the Red River into the Day River with a maximum flow of 450 m3/s

On October 07, 2017, the Prime Minister issues the Decision No. 1821/QD-TTg approving the anti-flood and regulatory dike master plans of the Day River system

Accordingly, the objectives set out in this Decision include: bringing water from the Red River into the Day River, with a maximum flow of 100 m3/s in the dry season and 450 m3/s in the flood season to maintain regular flow and revive the Day River. At the same time, ensuring that the Day River can drain a maximum flow of 2,500 m3/s to prevent flooding in the event of a particularly large flood with a recurring cycle greater than 500 years on the Red River system, or a serious problem with the dike system in the inner city of Hanoi.

Besides, several anti-flood solutions are given. To be specific: Carrying out regular maintenance and repair Cam Dinh, Hiep Thuan and Van Coc culverts, etc.; Renovation of channel and stretches of the Day River; Construction, consolidation, and upgrading of dikes and solidification of dikes, etc. Concurrently, raising awareness on disaster prevention and mitigation through propagate. Relevant agencies and organizations are required to strengthen their management of dikes and disaster prevention and mitigation works.

This Decision takes effect on the signing date.

DECISION

Approving the anti-flood and regulatory dike master plans of the Day River system

THE PRIME MINISTER

 

Pursuant to the Law on Government Organization dated December 25, 2001;

Pursuant to the Law on Dikes dated November 29, 2006;

Pursuant to the Government’s Decree No. 04/2011/ND-CP dated January 14, 2011, abolishing flood diversion and slowing zones in the Red River system;

At the proposal of the Minister of Agricultural and Rural Development;

 

DECIDES:

 

Article 1. To approve the anti-flood and regulatory dike master plans of the Day River system with the following principal contents:

I. VIEWPOINTS

1. Ensuring the combination of multi-purposes, including water supply, drainage, flood prevention, and fighting, serving traffic, tourism, and urban environment landscape.

2. In line with the master plans of provinces and cities in the basin, in line with the general construction master plan of Hanoi city.

3. Ensuring the inheritance, minimizing ground clearance in stable residential areas, meeting the process of economic development, urbanization, and new rural construction.

4. Associating with environmental protection.

5. Mobilizing sources to improve the Day River system, including the state budget, socialization, and other legal capital sources.

II. OBJECTIVES AND TASKS

1. General objectives:

a) Creating a regular flow for the Day River to solve the environmental pollution of the Day River, supply water for production, daily life, socio-economic development, and at the same time improving the landscape and ecological environment of the riverside area.

b) Proactively preventing and fighting flood on the Day River system, ensuring dike safety, contributing to ensuring the safety of Hanoi city and the riverside area of the Day River in Ha Nam, Nam Dinh, and Ninh Binh provinces.

c) Creating favorable conditions for production development and stabilizing people's lives in flood diversion and slowing areas of the former Day River system.

2. Specific objectives:

a) Actively bring water from the Red River into the Day River, with a maximum flow of 100 m3/s in the dry season and 450 m3/s in the flood season to maintain regular flow and revive the Day River; at the same time, ensuring that the Day River can drain a maximum flow of 2,500 m3/s to prevent flooding in the event of a particularly large flood with a recurring cycle greater than 500 years on the Red River system, or a serious problem with the dike system in the inner city of Hanoi, problems in reservoir management and operation.

b) Ensuring safety for dike systems of the Day River, Bui River, and My Ha River, contributing to ensuring safety for residents on both sides of the river according to the standards of flood prevention and fighting; combining the development of road and waterway transport networks in the region.

c) Abolishing flood slowing areas previously in Chuong My and My Duc districts (in Hanoi city) and the right-hand area of the Day River in Ha Nam province for people to stabilize their lives and develop production; creating conditions to carry out appropriate management and development for some areas in the belly area of Van Coc reservoir and on both sides of the Day River bed based on implementing relevant plans for socio-economic development.

3. Tasks of the master plan:

a) Determining a stable channel and flood drainage route to ensure the transmission of all levels of flow, meeting the requirements of water supply for people's living, improving the environment, prevent internal floods, and transferring floods from the Red River to the Day River with a flow of 2,500 m3/s.

b) Determining locations of dike systems to ensure the multi-purpose combination, in compliance with requirements for protecting the people and economy in the area.

c) Identifying solutions to consolidate, upgrade and renovate anti-flood works and regulatory dikes of the Day River system to ensure traffic coordination.

d) Identifying solutions to ensure stability and safety for the people when preventing designed floods, at the same time, strengthening the management and fight against encroachment in the flood drainage area.

dd) Proposing projects prioritized for investment and annual implementation plans for the periods of 2015 - 2020 and 2021 - 2030.

III. SCOPE OF THE MASTER PLAN

The Day River system belongs to Hanoi city and the following provinces: Ha Nam, Nam Dinh, and Ninh Binh.

IV. SOLUTIONS

1. Anti-flood criteria:

The Day River system must be able to prevent internal floods in the event of transferring floods from the Red River to the Day River with a flow of 2,500 m3/s according to the Decree No. 04/2011/ND-CP dated January 14, 2011. Anti-flood criteria determined at several locations as follows:

2. Anti-flood solutions

a) Key works: Cam Dinh culvert, Hiep Thuan culvert, Van Coc culvert; Day dam, Van Coc spillway, and management zones.

- Cam Dinh culvert, Hiep Thuan culvert: To carry out regular maintenance and repair to ensure the operation and bring water to the Day River in the dry and flood seasons.

- Van Coc culvert and Day dam: To carry out annual maintenance and repair to ensure the operation of transferring floods with a flow of a maximum of 2,500 m3/s in case the Red River flood exceeds the designed frequency, or a serious problem occurs with the dike system in the inner city of Hanoi, problems in reservoir management and operation.

- Van Coc spillway: To consolidate and upgrade the Van Coc spillway with a length of 8.5 km into an anti-flood dike to ensure flood resistance corresponding to the water level in Hanoi at an elevation of +13.10 m.

- Management zones: To renovate and upgrade to ensure solidity, and at the same time improve management capacity to meet the requirements of operating tasks of current and future anti-flood works in the Day River system.

b) Renovation of channel and stretches of the Day River:

- Renovation of the Day River channel: To renovate the channel to ensure regular flow of water from the Red River to the Day River in both the dry season and the flood season, with a maximum flow of 450 m3/s (not causing flooding in the Day River stretches), specifically:

+ The canal from Cam Dinh to Hiep Thuan: To keep as it is.

+ From Dap Day to Ba Tha: The main route has been renovated according to the current riverbed route, considering straightening (curving) in 2 sections: Hiep Thuan and Yen Nghia to increase flood drainage capacity and ensure economic and technical efficiency; for places where the existing riverbed passes through concentrated residential areas, the centerline can be adjusted to minimize migration and resettlement. The Day riverbed is renovated in 2 levels, including level 1 channel to ensure the flow of dry-season flow, with a maximum flow of 100 m3/s; the level 2 channel is combined with the level 1 channel to ensure the transfer of flow in the flood season, with a maximum flow of 450 m3/s.

+ From Ba Tha to the sea: To renovate and dredge the existing riverbed to ensure flood drainage (the section from Gian Khau to the sea being dredged to serve inland waterway navigation has ensured the flood drainage of 2,500 m3/s).

- Day river stretches: To relocate all houses and works within the scope of renovating and dredging the part of the riverbed with the regular flow and the area close to the riverbank to prevent and avoid landslides, except for auxiliary and special works as prescribed in the Law on Dikes; the river stretch area and the part of the riverbed must be able to escape the internal flood and drain the flood when transferring the flood of the Red River into the Day River with a maximum flow of 2,500 m3/s.

c) Construction, consolidation, and upgrading of dikes and solidification of dikes

- Dike body: To complete the dike cross-section according to design standards (raise, pressure, expand the dike surface), for sections of dike crossing concentrated residential areas or combining roads, implement appropriate solutions to limit the influence of population and increase investment efficiency.

To upgrade and complete the dike system of the Day River in Chuong My, My Duc, and right dikes of the Day River (Ha Nam province) to remove previous flood slowing zones.

To handle hidden disasters in the dike body, plant trees to break waves, plant grass to protect the dike, creating environmental landscapes.

- Dike foundation: To carry out waterproofing treatment, extrusion at the dike foundation sections with weak geology that is bubbled up; cover layer, fill in lagoons, lakes, and ponds close to the dike foot to strengthen the stability of the dike; in the alignment sections, background treatment should be considered to ensure long-term stability.

- To harden the dike surface in combination with the construction of roads, create favorable conditions for dike protection and management; build corridors at the foot of the dike at the dike sections passing through concentrated residential areas to serve management, anti-encroachment, combined with collecting roads.

- To build and upgrade dike culverts to ensure irrigation and drainage tasks; culverts must conform to the dike design cross-section, ensure flood prevention safety and dike safety, and sections of dike combined with traffic must match the general design load of the entire route.

- To prevent river bank landslide in areas at risk of landslides with structural and non-structural solutions as prescribed in the Regulation on handling river bank and coastal landslide.

d) Non-structural solutions

- To raise awareness on disaster prevention and mitigation, propagate measures to prevent, avoid, cope with and adapt to floods.

- To strengthen dike management, natural disaster prevention and mitigation works, combat encroachment on dike protection corridors and flood drainage corridors. To guide the renovation, upgrading, and construction of houses and works in areas where construction is permitted in the Day river stretches and Van Coc reservoir area to ensure flood avoidance, stabilization of people's livelihoods, and minimization of damage caused by transferring flood from the Red River to the Day River.

- To organize dike protection in the rainy and flood season, especially when it is necessary to transfer floods from the Red River to the Day River with maximum flow in order to detect and handle promptly when there is an incident, or there is a risk of an incident; develop a response plan when transferring floods from the Red River to the Day River to proactively ensure people's safety. The mobilization of materials, human resources, and means for dike protection shall comply with the provisions of law.

3. Solution to supply water to the Day River

a) Water supply in the dry season

- To conduct water supply from the Red River to the Day River through Cam Dinh and Hiep Thuan culverts, when the water level outside the Red River at Cam Dinh is higher than + 3.00 m.

- To supply water from the Tich River to the Day River through the San - Thuy Duc drainage canal system with a flow of about 20 m3/s when the project of water reclamation and restoration of the Tich River from Luong Phu is completed.

- In case the water level of the Red River at Cam Dinh is less than + 3.00 m, in addition to supplying water from the Tich River through the San - Thuy Duc drainage canal system, water from the Red River shall be added into the Day River by Xuan Phu pumping station with a flow of 5 m3/s when the construction project of Xuan Phu pumping station is completed.

b) Water supply in flood season

- Through the culverts and canals of Cam Dinh - Hiep Thuan, to transfer water from the Red River to the Day River with a maximum flow of 450 m3/s so as not to flood the river stretches of the Day River, and not to affect the daily life and economic activities in the area.

- Through the Tich River and Lien Mac culvert: Additional flow from Red River is supplied to Day River through Tich River at Thuy Duc, Ba Tha with a flow of about 60 m3/s and through Lien Mac culvert (entering the Day River at Phu Ly) with a flow of about 70 m3/s.

- In case of necessity, operate Van Coc and Day culverts to supplement the flow from the Red River to the Day River to meet the water supply requirements for the Day River and transfer floods from the Red River into the Day River.

4. Location of dikes and flood drainage corridors

a) Location of dike systems

- Van Coc lake bed area: The Ngoc Tao dike systems on the right bank, La Thach dike on the left bank, and Van Coc dike (on the right of the Red River) are the current dike system.

- The left dike of the Day River: - Basically according to the current dike system, adjust the route for some sections that are too curved, the distance between the two existing dike systems is wide, including the section passing Song Phuong suitable for belt road 4 and the section passing Yen Nghia to combine and facilitate the exploitation of the land fund for the development of Hanoi city.

- The right dike of the Day River: Basically according to the existing route, adjust the Sai Son and Dong Quang curved dikes to the riverside and some local adjustments to combine traffic.

- The left and right dikes of the Bui River and My Ha left dike remain their current positions.

b) Flood drainage corridors:

- The flood drainage scope of the Day River system includes the riverbed to convey the regular flow in the dry and flood seasons and the two sides of the river in combination with the riverbed to convey the flow of 2,500 m3/s when transferring flood from the Red River to the Day River.

- For residential areas and works in river stretches:

+ Van Coc lake bed area: Not to build houses, works within the limit from the border along the left bank of Van Coc culvert to Cam Dinh - Hiep Thuan canal within 2 km after Van Coc culvert. To strictly manage the construction in accordance with the general construction master plan of Hanoi city approved by the Prime Minister and not exceed the rate of 15% to ensure flood drainage and flood storage space.

+ The section from Day dam to the sea: To relocate houses and works within the area of renovating and dredging the riverbed and the traffic area with the riverbank to prevent and avoid landslides, except for auxiliary works and special works as prescribed in the Law on Dikes; the river stretch within 500 m (including both sides of the stretch and riverbed) must not build new houses and works; for existing works and houses, to develop plans to gradually relocate; the river stretch outside the 500 m range shall be used in accordance with the Law on Dikes and the general construction master plan of Hanoi city, the land use master plan, and construction master plan, and must not exceed the rate of 15% to ensure the space to flood drainage and flood storage space.

V. FUNDING FOR IMPLEMENTATION

1. Total investment amount: The budget for the implementation of the plan is expected to be about VND 16,013 billion, including:

a) Funding for determination of the scope, setting limit markers: flood drainage, renovating the channel and consolidating, upgrading, adjusting, and building new dikes about VND 20 billion.

b) Funding for the renovation of the Day river bed is about VND 12,024 billion (including the cost of compensation for ground clearance, the cost of implementing the project of renovating and revitalizing the Day River from Day dam to Mai Linh by the Hanoi People’s Committee, excluding the cost of implementing the project of dredging and renovating the Day River, which is being implemented by the People's Committee of Ninh Binh province).

c) Funding for upgrading and completing dikes and dike culverts is about VND 3,549 billion.

d) Funding for maintenance and repair of key works, renovation, and upgrading of management works is VND 240 billion.

2. Funding for the master plan implementation: State budget (central budget, local budget), mobilized ODA capital, socialized capital from land fund exploitation, and implementation of projects in the forms of BT, BOT, PPP.

VI. ORDER OF MASTER PLAN IMPLEMENTATION

1. The period of 2015 - 2020:

a) Focus on completing the following items:

- Determining the scope, set the limit markers: flood drainage, renovating the channel, and consolidating, upgrading, adjusting, and building new dikes.

- Repairing, renovating and maintaining the main works of flood diversion of the Day River (Van Coc culvert, Dam Day; Cam Dinh and Hiep Thuan culverts) to ensure flood diversion of the Red River into the Day River; management renovation and upgrading.

- Raising spillways, consolidate, upgrade and build new dikes in Chuong My, My Duc, and Huu Day districts (Ha Nam) to ensure flood control.

- Improving the channel of the Day River to bring water regularly in the dry season (B=22m) for the section from the Day dam to Mai Linh.

- Consolidating and upgrading the Day right dike from Day dam to Mai Linh.

- Consolidating and upgrading Van Coc spillway and Day left dike.

- Consolidating and upgrading the left and right dikes of Bui River and left dikes of My Ha River.

- Consolidating the Day left dike in Hanoi City, Ha Nam, and Nam Dinh provinces.

- Consolidating the Day right dike in Ninh Binh province.

b) Step by step implementation:

- Renovating the channel of the Day River, combined with migration and resettlement to bring water regularly in the dry season (B=22m) for the section from Mai Linh to Ba Tha and narrow areas in Hanoi and Ha Nam, Ninh Binh.

- Renovating the channel of the Day River to bring water regularly in flood season (B=100) from Dam Day to Ba Tha.

- Consolidating and upgrading the Day right dyke from Mai Linh to Ba Tha and from Ba Tha to the end of Ha Nam province.

Total funding is about 5,020 billion VND.

2. The period of 2021 - 2030: To complete the renovation of the channel of the Day River and consolidate and upgrade the right dike of the Day River from Mai Linh to the end of Ha Nam province to ensure flood control when transferring 2,500 m3/s of flood from the Red River to the Day River.

Total funding is about 10,993 billion VND.

Article 2. Implementation organization

1. People's Committees of Hanoi city and Ha Nam, Nam Dinh, Ninh Binh provinces shall:

- Develop a plan to implement the master plan and organize the management according to the master plan, especially the construction management in the Van Coc lake-bed area and the Day river stretches.

- Assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development in, identifying and setting up the flood drainage corridor limit markers of the Day River, especially from Day dam to Mai Linh and the area of ​​Van Coc lake-bed about 2 km behind Van Coc culvert.

- Organize, manage and direct the implementation of investment projects to build and upgrade the dike system; improve flood drainage channel; renovate, repair, maintain key works within the scope of local management to ensure flood prevention safety according to regulations and projects on migration and resettlement out of flood drainage corridors. Mobilize local resources to implement the master plan.

- Increase public awareness and community-based disaster risk management. Develop an emergency response plan to ensure the safety of the population and infrastructure in the Van Coc area and Day river stretches in case of transferring flood from the Red River to the Day River.

- Direct the review of the anti-flood master plan and dike master plan in the area to propose and recommend to competent authorities to approve adjustments periodically or when new factors appear, the adjustment of the master plan must ensure technical requirements and bring about great socio-economic efficiency.

- The Hanoi People's Committee of Hanoi city shall develop and approve the operation process of key works to ensure flood and inundation prevention in the flood season and water supply in the dry season of the Day River system after agreeing on the operation plan with the Ministry of Agriculture and Rural Development.

2. The Ministry of Agriculture and Rural Development shall:

- Publicize and direct the implementation of the master plan on flood control and dike system of the Day River.

- Perform the function of state management of dike, flood and storm prevention, and control, guide localities in dike management and protection; consolidate, upgrade, renovate and build dike works in the Day River system in line with the regional socio-economic development master plan.

- Reach an agreement on techniques for People's Committees of provinces and cities to approve investment projects to build, renovate and upgrade works and resettlement projects in accordance with current regulations in order to ensure synchronous and safe investment, promoting investment efficiency.

- Continue to direct and speed up the implementation of the project to improve the channel of the Day River from Hiep Thuan to Mai Linh in order to soon revive the Day River in the dry season.

3. The Ministry of Transport shall:

Direct functional agencies to study the connection and completion of the road and waterway transport system in accordance with the master plan, combining the road system with the dike system to improve investment efficiency.

4. The Ministry of Master plan and Investment shall:

- The Ministry of Master plan and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Finance, the Ministry of Agriculture and Rural Development, localities, and relevant agencies in, developing an investment mechanism to create capital sources for implementation of master plan solutions.

- Supervise the investment, balance, and allocate capital from the central budget for the implementation of the master plan in accordance with the Law on State Budget, ensuring objectives and efficiency.

Article 3. This Decision takes effect from the date of its signing.

Article 4. The Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment, the Ministry of Transport, the Ministry of Master plan and Investment, the Ministry of Finance; Head of the central anti-flood and -storm board, Chairperson of the National Committee for Search and Rescue, Chairpersons of People’s Committees of the following provinces and cities: Hanoi, Ha Nam, Nam Dinh, Ninh Binh, and Heads of relevant agencies and units shall be responsible for the implementation of this Decision./.
