DECISION
APPROVING THE SCHEME ON BUILDING A CULTURAL LIFE FOR INDUSTRIAL PARK WORKERS THROUGH 2015, WITH ORIENTATIONS TOWARD 2020
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
In furtherance of Resolution No. 20/NQ-TW of the Party Central Committee (the XthCongress) on further building the Vietnamese working class in the period of accelerated national industrialization and modernization;
Pursuant to the Government s Decree No. 29/2008/ND-CP of March 14, 2008, on industrial parks, export processing zones and economic zones;
Pursuant to the Government s Decree No. 69/2008/ND-CP of May 30, 2008, on policies to promote socialization in the fields of education, vocational training, health, culture, sports and environment;
At the proposal of the Minister of Culture, Sports and Tourism and the president of the Vietnam General Confederation of Labor,
DECIDES:
Article 1.To approve the Scheme on building a cultural life for industrial park workers through 2015, with orientations toward 2020 (promulgated together with this Decision).
Article 2.This Decision takes effect on the date of its signing.
Article 3.Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People s Committees, members of the Central Steering Committee for the movement "All people unite to build a cultured life" and related agencies shall implement this Decision.

SCHEME
ON BUILDING A CULTURAL LIFE FOR INDUSTRIAL PARK WORKERS THROUGH 2015, WITH ORIENTATIONS TOWARD 2020
(Promulgated together with the Prime Minister s Decision No. 1780/QD-TTg of October 12, 2011)
I. VIEWPOINTS
1. Building and developing a system of cultural and sports institutions and creating conditions for industrial park workers to participate in cultural and sports activities are key and central tasks in the building of a cultural life for industrial park workers.
2. To mobilize all resources for the building of workers cultural life through encouraging businesses to properly discharge their social responsibilities and workers to promote their active role while making use of state investment and support as well as guidance provided and favorable conditions created by sectors and mass organizations.
3. To build workers cultural life in a manner suitable to the characteristics of each type of business and local conditions; to combine the building of workers cultural life with the satisfaction of their legitimate needs.
II. OBJECTIVES
1. General objectives
To build a cultural life for industrial park workers along with constructing cultural and sports institutions with regular, high-quality and effective operations; to develop a healthy business culture with harmonious, stable and progressive labor relations; to develop a contingent of workers who lead a healthy cultural lifestyle and work with industrial manners, high productivity, quality and effectiveness; to step by step improve workers material, cultural and spiritual lives, contributing to the stable and sustainable development of businesses.
2. Specific targets
a/ By 2015:
- The law on cultural-life building will be disseminated to 70% of industrial park workers and employers;
- 100% of provinces and centrally run cities (those having industrial parks) will adopt master plans on development of cultural and sports institutions for workers;
- 50% of industrial park workers will participate in cultural and sports activities;
- 50% of businesses will meet cultural standards set by the Ministry of Culture, Sports and Tourism.
b/ Orientations toward 2020:
To maintain, fortify and raise the achievements recorded during 2011-2015.
- The law on cultural-life building will be disseminated to 100% of industrial park workers and employers;
- Over 70% of industrial park workers will participate in cultural and sports activities;
- 80% of businesses will meet cultural standards set by the Ministry of Culture, Sports and Tourism.
III. CONTENTS
1. Conducting law dissemination so as to raise workers and employers awareness about cultural-life building:
a/ To survey and evaluate the actual awareness of industrial park workers and employers about cultural-life building;
b/ To elaborate specific plans on dissemination of the law on cultural-life building suitable to different types of industrial park businesses, workers and employers;
c/ To compile and distribute materials for dissemination of the law on cultural-life building among industrial park workers and employers;
d/ To guide and encourage businesses to disseminate the law on cultural-life building;
e/ To supervise, evaluate and review activities of dissemination of the law on culture.
2. Setting orientations for building and step by step developing a system of cultural and sports institutions for workers:
a/ To plan the development of a system of cultural and sports institutions for workers in line with master plans on development of industrial parks and urban centers, population distribution and construction of houses and grassroots cultural and sports facilities;
b/ To upgrade grassroots cultural and sports institutions (in provinces, districts, communes and villages) to serve industrial park workers and local inhabitants;
c/ To upgrade existing workers cultural and sports houses currently managed by labor federations at all levels and industrial park management boards;
d/ To build pilot models of workers cultural and sports houses under the policy of promoting the socialization in the fields of education, vocational training, health, culture, sports and environment in provinces and centrally run cities (those having industrial parks).
3. Developing cultural and sports movements among industrial park workers to contribute to improving their spiritual and cultural enjoyment:
a/ To build and develop mass cultural movements and the movement "All people do physical exercises following the exemplar of Great Uncle Ho"; to organize periodical mass cultural festivals and sports competitions for workers;
b/ To develop the movement of building cultured families of workers; to build cultured businesses; to develop business culture and build a cultural lifestyle and an industrial work style among workers;
c/ To develop hobbyists clubs suitable to workers needs and characteristics; to well organize study activities for workers to raise their political and professional levels and job skills.
4. Building cultured businesses which will be recognized by presidents of provincial-level Labor Federations based on the following basic criteria:
a/ Stabilized production and business operations and incremental development;
b/ Building a civilized lifestyle and business culture;
c/Improving laborers material, cultural and spiritual lives;
d/ Strictly abiding by the Party s line and the State s policies and law.
5. Building a healthy cultural lifestyle and an industrial work style for workers who will:
a/ Hold a firm ideological stance and a strong will to overcome difficulties to succeed in life and career;
b/ Lead a healthy lifestyle, proactively participate in cultural and sports activities and be free from social vices;
c/ Strictly abide by laws and internal rules and regulations of businesses and localities;
d/ Actively study so as to improve their cultural, political and professional levels and working skills;
e/ Work with an industrial style, a high sense of discipline and high productivity, quality and effectiveness.
6. Organizing the award of the national "Business Culture" prize once every three years by the Vietnam General Confederation of Labor, the Ministry of Culture, Sports and Tourism and related agencies and organizations to honor and encourage persons and collectives that record extraordinary achievements in the building of workers cultural life. These prizes include:
a/ The prize for "Typical and excellent entrepreneur" in building a cultural life;
b/ The prize for "Typical and excellent cultured business".
IV. SOLUTIONS
1. Leadership and direction solutions
a/ To launch and register emulation campaigns for building workers cultural life in localities (those having industrial parks); among industrial park management boards, businesses and industrial park workers;
b/ To incorporate the task of building workers cultural life in resolutions of Party Committees and plans of local administrations of all levels, sectors and mass organizations for concentrated leadership and direction;
c/ To increase examination and inspection of businesses observance of policies and laws on labor, insurance and other social security regimes for workers;
d/ To strictly comply with the requirement that development of industrial parks must be approved along with master plans on construction of houses and other cultural and social facilities for industrial park workers. Business owners shall commit themselves to discharging their social responsibilities to care for the building of workers cultural life.
2. Policy solutions
To adopt policies to encourage businesses to take the initiative in building workers cultural life:
a/ Encouraging businesses to care for and assure workers material and spiritual lives;
b/ Encouraging businesses to provide funds for workers cultural and sports activities;
c/ Encouraging businesses to incorporate the contents and criteria of building workers cultural life into business administration work and collective labor accords;
d/ Encouraging businesses to take the initiative in encouraging and praising workers who lead a healthy cultural lifestyle and have industrial working manners.
3. Operational solutions
a/ To provide training for businesses trade union leaders to improve their knowledge about and skills of building workers cultural life;
b/ To renovate operational contents and methods and improve operational effectiveness of trade union organizations at all levels and increase coordination among related sectors and mass organizations in the building of workers cultural life;
c/ To develop and widely apply typical models of organizing workers cultural activities; to promptly praise and commend businesses mat record good achievements while strictly handling those that violate the law on cultural-life building.
V. ORGANIZATION OF IMPLEMENTATION
1. Funds for implementation
a/ Based on their assigned tasks, annually, ministries, sectors and central mass organizations assigned to implement the Scheme s contents shall elaborate and send detailed cost estimates to the Ministry of Finance for summarization and submission to competent authorities for approval and incorporation into their annual budget estimates;
b/ Funds for the implementation of the Scheme in localities shall be allocated from local budgets;
c/ To mobilize social resources, the participation and contribution of organizations and individuals and other lawful funding sources for building cultural and sports institutions for workers.
2. Assignment of responsibilities
a/ The Vietnam General Confederation of Labor, the agency in charge of implementing the Scheme, shall:
- Coordinate with related ministries, sectors and central mass organizations in directing the dissemination of the law on cultural-life building; organization of cultural and sports activities for workers; building and recognition of cultured businesses; award of the national "Business Culture" prize; and building of a healthy cultural lifestyle and an industrial work style among workers;
- Coordinate with provinces and centrally run cities (those having industrial parks) in building pilot models and developing the system of cultural and sports institutions for workers during 2011-2015. with orientations toward 2020 as planned:
- Direct provincial-level Labor Federations to implement the Scheme; examine, inspect and organize preliminary and final review and evaluate implementation results of the Scheme nationwide.
b/ The Ministry of Culture, Sports and Tourism shall:
- Assume the prime responsibility for, and coordinate with the Vietnam Genera Confederation of Labor in. promulgating documents to concretize the criteria order and procedures for recognition of cultured businesses; and guide the award of the national "Business Culture" prize;
- Assume the prime responsibility for. and coordinate with the Vietnam General Confederation of Labor, the Ministry of Construction and the Ministry of Planning and Investment in, elaborating a master plan on developing a system of cultural and sports institutions for workers for submission to the Prime Minister in the second quarter of 2012:
- Direct provincial-level Culture, Sports and Tourism Departments to coordinate with Labor Federations of the same level in guiding the implementation of the Scheme, organizing cultural and sports activities for workers and upgrading cultural and sports institutions to serve workers and local people.
c/ The Ministry of Information and Communications shall:
- Direct radio, television, news and press agencies in reporting on, and advocating the building of workers cultural life;
- Coordinate with the Ministry of Culture, Sports and Tourism and the Vietnam General Confederation of Labor in, organizing the award of the national "Business Culture" prize.
d/ The Ministry of Labor, War Invalids and Social Affairs shall:
- Direct the dissemination of the law on cultural-life building and the labor law among industrial park workers and employers;
- Examine the implementation of labor and insurance policies and laws according to law; direct the establishment of harmonious, stable and progressive labor relations in industrial parks.
e/ The Ministry of Finance shall guide the estimation, management and use of funds for the implementation of the Scheme according to regulations.
f/ Provincial-level People s Committees shall:
- Allocate annual budgets for investing in and supporting the building of cultural and sports institutions for workers according to master plans and law;
- Adopt mechanisms and policies to tap resources and attract individuals, organizations and businesses to invest in the building of socialized cultural and sports establishments according to law.
f/ The Central Ho Chi Minh Communist Youth Union and the Central Vietnam Women s Union shall coordinate with the Vietnam General Confederation of Labor in directing and organizing the implementation of activities under the Scheme.-
