SUMMARY

Encourage to strengthen the investment in the cultural creativity

This is one of tasks and solution prescribed at the Decision No. 1755/QD-TTg dated September 08, 2016 of the Prime Minister on approving the development strategy of Vietnamese cultural industry by 2020 and with a vision to 2030.

Accordingly, with the general objectives on the development of Vietnamese cultural industries; targets by 2020 is to strive for the revenues of cultural industries to contribute about 3% GDP and create more jobs for society in which the contribution of some industries; and targets by 2030 is to strive for the revenues of cultural industries to contribute about 7% GDP and create more jobs for society in which the contribution of some industries…beside encouraging the foreign and domestic enterprises to strengthen the investment in the cultural creativity, making of cultural products and services; developing the enterprise network particularly forming a number of large groups of cultural industry in the field of communication, Cinematography, radio, television, software and online games; the Prime Minister also suggests some other major tasks and solution such as developing the preferential policies, promoting the propagation and investment and development of cultural industries with their existing advantages and potential such as: Cinematography; performing art; advertising; handicraft; software and entertainment games; television and radio; fashion and cultural tourism; Gradually increasing the proportion of Vietnamese films in theaters; producing cartoon in association with the accompanied products and services; stepping up the autonomy for the public non-business in accordance with the characteristics of each art form; Forming the non-public Center for assessment and auction of fine art works and fashion design Centers and the production linkage network between the enterprises in the industry…

THE PRIME MINISTER

Decision No.1755/QD-TTgdated September 08, 2016 of the Prime Minister on approving the development strategy of Vietnamese cultural industry by 2020 and with a vision to 2030

Pursuant to the Law on organization of Government dated 19/6/2015;

Pursuant to the Resolution No.102/NQ-CPdated 31/12/2014 of the Government issuing the action Program of the Government to implement the Resolution No.33-NQ/TWdated 09/06/2014 of the ninth Plenum of the eleventh Party Central Committee on building and developing the Vietnamese culture and people to meet the requirements for sustainable development of the country;

Pursuant to the Resolution No.31/NQ-CPdated 13/5/2014 of the Government issuing the action Program of the Government to implement the Resolution No.22-NQ/TWdated 10/4/2013 of the Politburo on international integration;

Considering the request of the Minister of Culture, Sports and Tourism,

DECIDES:

Article 1. Approving the development strategy of Vietnamese cultural industry by 2020 and with a vision to 2030.

I.VIEWPOINT

1.The cultural industries are an important component of the national economy. The State creates favorable conditions to attract a maximum of resources from businesses and society to develop the cultural industries.

2.Development of cultural industries is based on the creativity, science and technology and intellectual property rights; maximization of economic factors of cultural values.

3.Development of cultural industries has focus, main points and roadmap towards professionalism, modernization and promotion of advantages of Vietnam in accordance with the basic laws of the market economy and placed in the overall social - economic development to ensure the consistency and synchronization between industries and phases of creation, production, distribution, dissemination and consumption.

4.Development of cultural industries is associated with the image of the country and Vietnamese people, contributing to protection and promoting of national cultural identity in the course of international exchange, integration and cooperation.

II.OBJECTIVES

1.General objectives

The development of Vietnamese cultural industries consists of: Advertising; architecture; software and entertainment games; handicrafts; design; Cinematography; publication; fashion; art performance; fine art, photography and exhibitions; television and radio and cultural tourism that become the important service economies, develop markedly in quality and quantity, contribute positively to economic growth and job creation through the production of more and more cultural products and services that are diverse and high quality and meet the needs of cultural creativity, enjoyment, consumption culture of people in the country and for export; contribute to the promotion of the image of the country and Vietnamese people; establish the brand of cultural products and services and prioritize the development of sectors with various advantages and potential of Vietnam .

2.Targets

a)Targets by 2020

-To strive for the revenues of cultural industries to contribute about 3% GDP and create more jobs for society in which the contribution of some industries is as follows:

+The Cinematography industry shall reach about US $ 150 million (Vietnamese films shall reach about 50 million US dollars);

+The performing arts industry shall reach about US $ 16 million;

+The fine arts, photography and exhibition industry shall reach about US $ 80 million;

+The advertising industry (on television, radio, newspaper, magazine, internet and outdoor advertising) shall reach about US $ 1,500 million;

+The cultural tourism industry shall reach 10-15% of the total of about US $ 18,000 - 19,000 million of revenues from tourists.

-To focus on developing a number of industries with their existing advantages and potential, including: Cinematography; performing art; advertising; handicraft; software and entertainment games; television and radio; fashion and cultural tourism.

-To orient and gradually develop the industries: Architecture; design; publication; fine arts, photography and exhibition that become the important service economies and contribute positively and effectively to the social - economic growth of the country.

b)Targets by 2030

-To strive for the revenues of cultural industries to contribute about 7% GDP and create more jobs for society in which the contribution of some industries is as follows:

+The Cinematography industry shall reach about US $ 250 million (Vietnamese films shall reach about 125 million US dollars);

+The performing arts industry shall reach about US $ 31 million;

+The fine arts, photography and exhibition industry shall reach about US $ 125 million;

+The advertising industry (on television, radio, newspaper, magazine, internet and outdoor advertising) shall reach about US $ 3,200 million;

+The cultural tourism industry shall reach 15-20% of the total of about US $ 40,000 million of revenues from tourists.

-To develop towards diversification, synchronization and modernization of all cultural industries in a sustainable way; apply the advanced technologies; the cultural products and services with prestigious brands in the region and in the world, meeting the standards of developed countries and widely participating in the global value chain of cultural products andservices.

III.DUTIES AND SOLUTIONS

1.The general duties and solutions to develop the cultural industries

a)Promoting the propagation and raising the awareness

-Promoting the communication, raising the awareness and responsibilities of levels, sectors, localities and entire society of the position and role of cultural industries in social – economic development; raising the awareness of enterprises in cultural investment as a part of business strategy and show the responsibility to the society and community;

-Mobilizing the broad and effective participation of mass media in the propagation and dissemination of guidelines of the Party and policies and laws of the State on development of cultural industries.

b)Completing the mechanisms and policies

-Developing, adding and completing the mechanisms and policies on development of cultural industries in new period in order to improve the business conditions of cultural products and services, the effective exercise of intellectual property rights and the related rights, promote the healthy competitiveness in the market; preferential policies on capital, tax, land and encouragement of creativity for artists and startup businesses;

-Reviewing, adjusting and adding the effective coordination mechanisms between the ministers and sectors to ensure the uniformity, avoid the overlapping in order to promote the development of cultural industries; strengthening the decentralization in the administrative system while stepping up the monitoring, urge, inspection and supervision of duty performance;

-Consolidating the organizational models, improving the capacity of the Centers for protection of copyright and the organizations of copyright services;

-Developing the statistical indicator system and database of cultural industries;

-Continuing to implement the development strategy and planning of industries approved by the competent authorities; recommending the modification, addition while studying and recommending the development of development strategy and planning for the industries with a lack of strategy and planning (if necessary).

c)Stepping up the development of human resources

-Developing the plans for the development of human resources, promoting the knowledge exchange, improving the professional capacity and training of professional human resources for the cultural industries;

-Innovating the training contents and programs in order to improve the capacity and managerial skills and business skills in cultural industries; strengthening the association and cooperation so that the higher education establishments and research institutes to effectively participate in the development of human resources in particular as well as the development of cultural industries in general; providing the training and re-training for the management staff; exercising the property rights and other related rights; regularly exercising the effective professional practice on copyright protection and collection of copyright fees; forming the contingent of specialists in cultural industries and the field of copyright;

-Having appropriate benefits to attract the high quality human resources with basic training and professional experience from the countries with a high level of development of cultural industries to come and work in Vietnam.

d)Strengthening the application of science and technology

-Applying the scientific and technical achievements and modern technology in creativity, production, dissemination and storage of cultural products and improving the quality of cultural services; innovating the contents and mode of operation of the cultural industries associated with the application of modern science and technology; improving the scientific and technical contents of the production chain of products and services of cultural industries;

-Innovating and developing the industries of traditional cultural products and services such as: printing, publication, distribution, art performance, movie production, entertainment, advertising and exhibition; strengthening the cooperation and taking advantage of advanced techniques and technologies from the developed countries.

dd) Attracting and supporting the investment

-Developing the preferential policies, promoting the propagation and investment and development of cultural industries with their existing advantages and potential such as: Cinematography; performing art; advertising; handicraft; software and entertainment games; television and radio; fashion and cultural tourism.

-Encouraging the foreign and domestic enterprises to strengthen the investment in the cultural creativity, making of cultural products and services; developing the enterprise network particularly forming a number of large groups of cultural industry in the field of communication, Cinematography, radio, television, software and online games;

-The State shall create favorable legal environment and support the investment and development of human resources; promote and develop the cultural market, create the market linkages of industries and sectors; build national brands for the cultural industries; diversify the investment models, especially the model of public-private partnership (PPP); encourage the formation and development of investment funds in the field of culture;

 -Strengthening the role of industry organizations and associations in investment and support for development of creativity, production, distribution, propagation and consumption of cultural products and services.

e)Market development

-Gradually forming the community of consumers of cultural products and services in the country through the promotion and improvement of accessibility and use of cultural products and services of the public; promoting the role of propagation and education of the cultural units and organizations in order to develop the capacity of understanding and perception of cultural products and services of the public and consumers.

-Innovating the production technologies, improving the capacity of production and creativity of new cultural values, making a lot of high quality cultural products and services for participation in the international and domestic cultural market; building the enterprise brands and cultural products and services with quality.

-Mobilizing the social resources to form and develop 03 cultural industry centers in Hanoi, Danang, HCM City and some centers associated with the cultural and natural heritages of the world.

-Stepping up the export of cultural products and services; building and developing the market of Vietnamese cultural products and services in foreign countries; having policies to support the enterprises during the participation and development of international market.

g)Expanding the international exchanges and cooperation

-Organizing the international cultural and art events in Vietnam to become the annual events with regional and international prestige, attracting the participation of prestigious artists and cultural and art organizations and with interests from the wide public.

-Developing and implementing the brand promotion programs of cultural products and services and Vietnamese cultural enterprise brands and cultural typical talents of the country at the international fairs and festivals; integrating the development and promotion programs of cultural industry associated with the diplomatic events;

-Stepping up the export of cultural products and services, expanding the cultural exchange with the countries in the region and the world; building and developing the market of Vietnamese cultural products and services in foreign countries.

2.Duties and solutions to development of some specific cultural industries

The cultural industries: Cinematography, performing art, fine arts, photography, exhibition, advertising and cultural tourism shall implement the general duties and solutions while attaching special importance to the specific duties and solutions of each industry as follows:

a)Cinematography

-Reviewing, adding and amending the provisions of the Law on cinematography and the relevant legal documents as well as the international agreements which Vietnam has signed to ensure the conformity with the actual development of Vietnamese cultural industries;

-Building the modern cinema Center in HCM City and Danang; building and completing the studio in Hanoi, Danang and HCM City;

-Gradually increasing the proportion of Vietnamese films in theaters; producing cartoon in association with the accompanied products and services (comics, toys, souvenirs ...). Building the brand of Hanoi international film festival which is prestigious in the region and in Asia. Building and disseminating the cinematographic works with artistic value and high commercial and competitiveness in domestic and international market.

-Focusing on training of occupations: Director, producer, entrepreneur, screenwriter, critic, film recorder, fine arts designer (stage), engineering - technology, actor/actress. Providing the short-term training for skill improvement in the country and foreign country; focusing on formal training in the country and in foreign countries with film industry development. Encouraging the screenwriters and directors to maximize their creativity in the process of building the cinematographic works.

b)Performing art

-Developing the markets for the dramatic and music works and performance programs. Preserving and promoting the traditional ethnic art in combination with the contemporary art forms to create the high quality works indicating the creativity and originality of traditional art. Encouraging the establishment of enterprises, prioritizing the enterprises operating in the field of music and performance programs and event organization; strengthening the cooperation between the relevant industries and fields with the performing art. Encouraging and helping the artists to participate in learning, re-training, performance and other relevant activities in foreign countries.

-Encouraging the development of non-public (private); stepping up the autonomy for the public non-business in accordance with the characteristics of each art form. Forming the versatile art performing centers in large cities;

-Developing and completing the policies on training of human resources, policies on encouragement of talent, creativity and preference to the artists and policies on socialization of performing art;

-Focusing on training and re-training of occupations: Director, musician, stage design painter, producer, entrepreneur, screenwriter, art performer, master of ceremony, model, etc and expanding the international cooperation in training of human resources; forming a number of prestigious brands in the honor of works of performing art.

c)Fine arts, photography and exhibitions

-Developing the Decree of the Government on exhibition and mechanisms and policies in order to develop the market of fine arts and photography.

-About the fine arts:

+Building the public fine arts works in service of people’s livelihood, architectural landscape, aesthetic values and national identity; developing the industrial fine arts and applied fine arts to meet the requirements for development of market economy;

+Building the fashion design brands which are domestically and internationally prestigious and strengthening the content of fashion design value;

+Forming the non-public Center for assessment and auction of fine art works and fashion design Centers and the production linkage network between the enterprises in the industry.

+Providing the training of contingent of painters, sculptors, designers of industrial fine arts and applied fine arts with high professional skills; developing the contingent of critics, fine arts curators having the level equivalent to that of the countries in the region and in the world. Attracting the fashion specialists in foreign countries to participating in providing the training and re-training for the domestic contingent of fashion designers. Establishing the specialty of design training and fashion business in universities and colleges and vocational training in technical schools.

-About photography:

+Building collections of image of country, culture, and people of Vietnam to promote culture and meet consumption needs of tourists and international exchanges;

+Applying modern technologies to create the attractive and diversified photography works and bringing the Vietnamese photography to integrate deeply into the photography of the region and the world.

-About exhibition:

+Building a number of models of exhibition and fair with international brands on promotion and sale of cultural products and services and tourism, periodically implementing the cooperation, joint venture and association in the creativity, production, propagation and consumption in the country, in the region and the world;

+Creating the conditions for the cultural products and services to participating in the international prestigious exhibitions and fairs;

d)Advertising

-Continuing to improve the legal framework, mechanisms and policies to create favorable conditions for developing the advertising activities; promoting the socialization of outdoor advertising; building the Code of professional conduct for advertising;

-Stepping up the application of high and modern technologies in advertising, especially in the field of digit and mobile technology;

-Planning the outdoor advertising in the provinces and centrally-run cities;

-Participating in the international events and organizing the international advertising events in Vietnam. Strengthening the advertising in the domestic and international events of culture, sports and tourism. Diversifying the forms of advertising on the mass media, outdoors and on the cultural and tourist products and services;

-Providing the training for the contingent of advertising designers who are able to acquire and apply the technical and scientific advances and grasp the cultural knowledge.

dd) Cultural tourism

-Encouraging the development of forms of cultural tourism, particularly heritage tourism, spiritual tourism. Linking to build the products of cultural tourism with the ASEAN countries, promoting regional and local links;

-Building and completing the infrastructure and tourism service and business facilities at the locations with world heritage, special national relics, museums, theaters, cinema centers, traditional handicraft villages, amusement parks. Developing the national tourism brands;

-Focusing on inter-sectoral coordination in appropriate management, use and promotion of cultural values in the process of development of cultural tourism products to meet the requirements for sustainable development;

-Widely promoting the cultural tourism products in and out of the country; focusing on attracting the cultural tourists with high affordability and long stay; promoting the making of cultural products to meet the shopping needs of tourists;

-Providing the training and developing the human resources for cultural tourism, especiallythe managers, tourist guides, speakers and staff directly serving tourists. Improving the quality of vocational training of cultural tourism based on ASEAN vocational standard.

IV.FUNDING FOR IMPLEMENTATION

1.The socialized funding from the foreign and domestic enterprises is invested in development and making of products and services of the cultural industries.

2.Depending on the balance capacity in each period, the state budget shall support the investment for the necessary infrastructure and facilities in service of cultural industry, human resource training and promotion of brands of cultural products and services. The use of state budget shall comply with the current regulations of law.

3.The funding mobilized from the foreign and domestic organizations and individuals and other legal sources invested for the works and projects, application of technology in production and business of cultural products and services.

Article2.Implementation organization

1.The Ministry of Culture, Sports and Tourism

-Develops the action Plan of the Culture, Sports and Tourism industry to carry out the strategy; coordinates and urges the relevant ministries and sectors and People’s Committee of provinces and centrally-run cities to carry out this strategy;

-Directly implements the objectives, duties and solutions for developing the cultural industries: Cinematography, performing art, fine arts, photography, exhibition, advertising, cultural tourism while continuing to carry out the industry development strategy and planning approved by the Prime Minister;

-Coordinates with the relevant ministries and sectors to review, recommend or request the relevant bodies to recommend the development, amendment or addition to issue under authority or submit the mechanism and policies, especially the inter-sectoral coordination mechanism, the preferential policies on funding, tax, land and encourage the creativity to the artists and startup organizations and enterprises;

-Inspects and supervises and makes annual reports to the Prime Minister on implementation of strategy; recommends the amendment and addition if necessary.

2.The Ministries: Construction, Information and Communications, Industry and Trade, based on their common objectives, duties and solutions, must review, study and recommend the building of cultural industry development strategy for the industries under their fields of management specified in this Strategy

3.The Ministry of Finance and Ministry of Planning and Investment shall balance the annual funding to develop the cultural industries under the current regulations; coordinate with the Ministry of Culture, Sports and Tourism and the relevant bodies to develop the preferential mechanisms and policies and submit them to the Prime Minister for consideration and approval.

4.The other ministries, sectors and social – political organizations shall implement this Strategy within their assigned functions and duties and the current regulations of law.

5.The People s Committees of provinces and centrally-run cities within their functions, duties and powers shall implement this Strategy in localities; ensure the consistency and uniformity with the implementation of the social – economic development plan of localities; develop and implement the schemes and duties specified in the Appendix issued with this Decision.

Article 3. This Decision takes effect on the signing date.

Article 4.The Ministers, heads of ministerial-level bodies, heads of governmental bodies, Chairman of People s Committees of provinces and centrally-run cities and relevant bodies, organizations and individuals are liable to execute this Decision. /.
