SUMMARY

The Ministry of Health’s Action Plan on implementing Resolution No. 157-NQ/BCSD

On April 05, 2023, the Ministry of Health issues the Decision No. 1710/QD-BYT promulgating the Ministry of Health’s Action Plan on implementing Resolution No. 157-NQ/BCSD dated February 03, 2023 of the Party’s Designated Representation of the Ministry of Health on digital transformation in healthcare until 2025, with a vision to 2030.

Accordingly, plan for implementation of the task of development of digital infrastructure, digital foundation and digital data includes the following contents: To restructure and build digital infrastructure for digital transformation of the healthcare sector; To develop and create a digital data warehouse for the health sector and connect to the national database on population (data on medical examination and treatment, human resources, medical equipment, pharmaceuticals, etc.); To build a data center of the health sector; To build and deploy digital health platforms; To upgrade and improve the personal health information management application integrated with the national database on population.

Besides, plan for implementation of the task of information security and cybersecurity includes: To conduct training in information security and cybersecurity for units in the health sector; To deploy Security Operations Centers (SOC).

This Decision takes effect from the date of its signing.

DECISION

PROMULGATING THE MINISTRY OF HEALTH’S ACTION PLAN ON IMPLEMENTING RESOLUTION NO. 157-NQ/BCSD DATED FEBRUARY 03, 2023 OF THE PARTY’S DESIGNATED REPRESENTATION OF THE MINISTRY OF HEALTH ON DIGITAL TRANSFORMATION IN HEALTHCARE UNTIL 2025, WITH A VISION TO 2030

THE MINISTER OF HEALTH

 

Pursuant to the Government’s Decree No. 95/2022/ND-CP dated November 15, 2022 defining the functions, tasks, powers and organizational structure of the Ministry of Health;

Pursuant to Resolution No. 157-NQ/BCSD dated February 03, 2023 of the Party’s Designated Representation of the Ministry of Health on digital transformation in healthcare until 2025, with a vision to 2030;

At the proposal of the Director of the Electronic Health Administration.

 

HEREBY DECIDES:

 

Article 1. To promulgate together with this Decision the Ministry of Health’s Action Plan on implementing Resolution No. 157-NQ/BCSD dated February 03, 2023 of the Party’s Designated Representation of the Ministry of Health on digital transformation in healthcare until 2025, with a vision to 2030.

Article 2. The leaders of the Ministry of Health direct agencies and units under the Ministry of Health and other units in the health sector to perform the tasks of digital transformation in healthcare.

Article 3. Heads of agencies and units under the Ministry of Health, and heads of other units in the health sector shall stick to the goals, requirements and content of the Resolution and the tasks in the Action Plan to coordinate with the Party committees at the same level in directing the implementation thereof in order to ensure its practicality and efficiency, and report on a quarterly, biannual, yearly or irregular basis the digital transformation in accordance with regulations as well as send such reports to the National Center for Health Information for synthesis and report to the Minister of Health.

Article 4. This Decision takes effect from the date of its signing for promulgation. The leaders of the Ministry of Health, heads of agencies and units under the Ministry of Health, heads of other units in the health sector as well as relevant organizations shall be responsible for implementing this Decision./.
