Decision No. 1704/QD-BNN-HTQT dated August 01, 2011 of the Ministry of Agriculture and Rural Development approving the Technical Support Project “Deploying the National Target Program on Building New Rural Areas In 2010 – 2020 Period” sponsored by the International Fund for Agriculture Development (IFAD)

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to the Decree No. 01/2008/ND-CP dated January 03, 2008 of the Government defining the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Rural Development. The Decree No. 75/2009/ND-CP dated September 10, 2009 of the Government amending article 3 of the Government’s Decree No. 01/2008/ND-CP;

Pursuant to the Decree No. 131/2006/ND-CP dated November 09, 2006 of the Government promulgating the Regulation on management and use of Official Development Assistance;

Pursuant to the Circular No. 04/2007/TT-BKH dated July 30, 2007 of the Ministry of Planning and Investment guiding the implementation of the regulation on management and use of official development assistance;

At the proposal of Department of Cooperatives and Rural Development (DCRD) at the Official Dispatch No. 242/KTHT-KHTC dated June 22, 2011 on asking to approve  the Technical Support Project “Deploying the National Target Program on Building New Rural Areas in 2010 – 2020 period” sponsored by IFAD;

At the proposal of Head of International Cooperation Department,

DECIDES:

Article 1. To approve the statement: “Technical Support Project of Deploying the National Target Program on Building New Rural Areas In 2010 – 2020 period” sponsored by IFAD (attached by project statement) with following major contents:

1.     Project name: Technical Support Project of Deploying the National Target Program on Building New Rural Areas In 2010 – 2020 period.

2.     Name of sponsor unit: International Fund for Agriculture Development (IFAD)

3.     Project’s governing body: Ministry of Agriculture and Rural Development.

4.     Project’s implementation body: Department of Cooperatives and Rural Development.

5.     Place of project implementation: Hanoi.

6.     Planning time for beginning and finishing project: 2011 – 2014

7.     Objectives, operation and major results of project:

7.1. Objectives:  to support the implementation of strategic objectives of National Target Program on Building New Rural Areas, including: (i) To manage efficiently natural resources in order to archive the stable improvement in agricultural production; (ii) To develop and manage well agricultural production to the market orientation; (iii) To reduce hurt threats for communities who are easily impacted and influenced via development and upgrade of infrastructure system, human resources and social capacity, income diversification in agriculture and non-agriculture; (iv) To strengthen roles of institutions and capacities of relevant parties  in agriculture and rural development at all levels in order to build market orientation polices for the poor.

To archive this objective, specific development objectives will be chosen on problems of institutions, organizations and policies to (i) Implement necessary innovation for the deployment of the Resolution 26 and the National Target Program on Building New Rural Areas and (ii) strengthening private investment in agricultural economics, especially at 11 provinces where are having projects sponsored by IFAD.

7.2 Project’s activities:

Sponsorship activities including 3 main contents: (i) To establish regime and institution for technical consulting; (ii) To strengthen capacity for Department of Cooperatives and Rural Development and (iii) To increase opportunities for provincial-level authorities to participate in policy dialogue.

7.3. Project’s compositions: (i) To develop connections with relevant parties on the implementation of  the National Target Program on building new rural areas; (ii) To popularize efficient experiences and models; and (iii) To share experiences among provinces having IFAD projects and other provinces,

8.     Total project’s capital:

Total project’s capital: 356.000 USD (Three hundred and fifty six thousand dollars), and:

- ODA capital: 306.000 USD (Three hundred and six thousand dollars)

- Contra capital: (i) Cash: 50.000 USD (Fifty thousand dollars) balanced in the budget estimation that the Ministry of Agriculture and Rural Development supplies to the Department of Cooperatives and Rural Development; (ii) Objects: allocated by the Department of Cooperatives and Rural Development.

Article 2. This Decision takes effect on the signing date.

Article 3. Ministry’s Office Manager, Head of International Cooperation Department, Manager of Department of Cooperatives and Rural Development and heads of relevant units shall implement this Decision./.
