SUMMARY

Strive to 2030, to reduce two-thirds of the youth with unwanted pregnancies

On November 22, 2019, the Prime Minister issues the Decision No. 1679/QD-TTg on approving Vietnam’s Strategy for Population toward 2030.

Accordingly, the Prime Minister approves the Vietnam’s Strategy for Population toward 2030 with the following specific targets: To maintain the replacement - level fertility, to reduce the fertility gap among regions and subjects (to decrease 50% of the fertility between rural and urban areas, mountainous areas and plains; to reduce two-thirds of adolescents and the youth with unwanted pregnancies; all women of reproductive age are conveniently accessible to the modern contraceptives, prevention of infertility…); Bring the sex ratio at birth to the natural balance; Improve the quality of the population…

In order to achieve these above goals, the Prime Minister requests to reform and innovate the communication, such as: Fully and comprehensively carrying out the following contents: maintaining replacement - level fertility, bringing the sex ratio at birth to the natural balance, effectively taking advantage of the golden population structure; Continue to campaign each couple should have only two children; Raise the awareness and practice on gender equality, to promote the values of girls, the roles and position of women in the families and society…

This Decision takes effect on the date of its signing.

DECISION

Approving Vietnam’s Strategy for Population toward 2030

-------------

THE PRIME MINISTER

Pursuant to the Law on the Organization of the Government datedJune 19, 2015;

Pursuant to the Resolution No. 21-NQ/TW of October 25, 2017 of the Sixth Conference of the 12thCentral Party Executive Committee, on population work in the new situation;

Pursuant to the Government’s Resolution No. 137/NQ-CP dated December 31, 2017 promulgates the Program to implement the Resolution No. 21-NQ/TW of October 25, 2017 of the Sixth Conference of the 12thCentral Party Executive Committee, on population work in the new situation;

At the proposal of the Minister of Health;

HEREBY DECIDES:

Article 1.To approve Vietnam’s Strategy for Population toward 2030 with the following main contents:

I. THE VIEWPOINTS AND OBJECTIVES

1. Direction viewpoints

Thoroughly grasp and fully implement the Resolution No. 21-NQ/TW dated October 25, 2017 of the Sixth Conference of 12th Central Party Executive Committee on Population Work in the new situation. To make all efforts to shift the focus of population policy from family planning to implementation and achievement of comprehensive objectives in terms of scale, structure, distribution, especially population quality in organic relations with economical, social, defense and security factors.

2. Objectives

a) General objectives:

To make sustainable maintenance of the replacement - level fertility; bringing the sex ratio at birth to the natural balance level; to take the advantages of effects of golden population structure; to adapt to the population aging; to logically allocate the population and to improve the population quality, making contribution to the rapid and sustainable national development.

b) Specific objectives to 2030:

- Objective 1: To maintain the replacement - level fertility, to reduce the fertility gap among regions and subjects.

+ To make sustainable maintenance of the replacement - level fertility (with an average of 2.1 children per woman of reproductive age), a population of 104 million;

+ To decrease 50% of the fertility between rural and urban areas, mountainous areas and plains; 50% of the provinces reach the replacement - level fertility;

+ All women of reproductive age are conveniently accessible to the modern contraceptives, prevention of infertility and assisted reproduction;

+ To decrease two-thirds of adolescents and the young with unwanted pregnancies;

- Objective 2: To protect and develop the population of the ethnic minorities with less than 10 thousand people, especially the small ethnic minorities at risk of race declining.

+ To maintain the population growth rate of the ethnic minorities with less than 10 thousand people at higher level than that of national average;

+ To basically prevent the early marriages and consanguineous marriages in ethnic minority areas;

+ To ensure that thegrowth rate of indicators reflecting the quality of the population of ethnic minorities with less than 10 thousand people is higher than that of the national average.

- Objective 3:Bring the sex ratio at birth to the natural balance, striving to maintain the age structure at a reasonable level.

+ The sex ratio at birth is less than 109 boys/100 girls born alive

+ Rate of children under 15 years old reaches about 22%, the proportion of elderly people aging 65 and over reaches about 11%, the general dependency rate is about 49%.

- Objective 4: Improve the quality of the population

+ The rate of young couples consulted and examined on health before marriage is 90%;

+ To reduce 50% of early marriage couples, to decrease 60% of consanguineous marriage couples;

+ 70% of the pregnant women are screened on a least 4 most common congenial diseases;

+ 90% of newborns are screened on at least 5 most common congenial diseases;

+ The average life expectancy reaches 75 years, of which the healthy lifetime reaches at least 68 years;

+ The height of 18 years old Vietnamese people is 168.5 cm for males and 157.5 cm for females;

+ The Human Development Index (HDI) is among the top 4 countries in Southeast Asia;

- Objective 5: Promote a reasonable population distribution and ensure the national defense and security.

+ To promote the urbanization, bring the rate of urban population to over 45%;

+ To continue to reasonably arrange and allocate the residents at the border areas, islands and extremely difficult areas;

+ To ensure that the migrants have adequate and equitable access to the basic social services.

- Objective 6: Complete the formulation and operation of the national database onpopulation, promote the integration of population factors into the formulation and implementation of socio-economic development plans.

+100% of the population is registeredand managed in the national database of population uniformly and shared on a national scale;

+ 100% of sectors, fields and localities use population specialized data to formulate socio-economic development strategies, planning, plans, programs and projects;

- Objective 7: Maximize the advantages of the golden population structure, creating a strong motivation for the country s rapid and sustainable development.

+ To continue to make good performance, aiming toachieve higher objectives of education, training, labors, employment, labor export, attracting available foreign direct investment... ; to research and develop strategies and programs in the above fields for the period of 2021 - 2030 with the objectives of maximizing the number of jobs, raising the rate of trained laborers and improving the quality of jobs;

+ To continue to make good performance, aiming to achieve higher objectives of available strategies, and programs on health care (inclusive of reproductive health care, occupational safety and health, food safety ... ); to research and develop strategies and programs in the above fields for the period of 2021 - 2030 with the objectives of ensuring that all employees are well taken care of and have good health.

- Object 8: Adapt to the population aging, promote the health care for the elderly

+ At least 50% of wards, communes satisfy the elderly environmental-friendly criteria;

+ About 70% of theelderly people directly involved in production and business to increase income and reduce poverty need to be guided in production and business, given assistance in production means, technology transfer and product consumption, borrowed capital to develop production.

+ 100% of the elderly have health insurance cards, are beneficiaries of health management, medical examination and treatment, care at home, community, intensive care facilities.

II. MISSIONS AND SOLUTIONS

1. Strengthen the leadership and direction of the Party’s executive committees and administrations at all levels.

To continue to thoroughly grasp the content of the Resolution No. 21-NQ/TW dated October 25, 2017 of the Sixth Committee of the 12thCentral Party Executive Committee on population work in the new situation (Resolution TW 21), ensuring the awareness and action of the entire political system, creating consensus and support of the whole society on shifting the focus of population policy from birth reduction to the replacement - level fertility maintenance, bringing the sex ratio at birth to the natural balance, effectively taking advantage of the golden population structure, adapting to population aging, reasonble population distribution and improving the quality of the population.  To put the population work into a focused content in the leadership and direction of the Party’s executive commmittees and administrations at all levels.

To issue resolutions, strategies, long-term, medium-term and annual plans to concretize the objectives and targets of the Vietnam Population Strategy by 2030 in accordance with each period, stage and practical situation of ministries, sectors and localities. To integrate population factors into socio-economic development strategies, plannings, plans, programs and projects, which are presided over,  formulated and implemented by ministries, sectors and localities.

To pay proper attention to leadership and direction of implementation; to invest in funds, consolidate the organization of the apparatus and allocate qualified officials to successfully implement the set objectives and tasks of population work of the sectors and localities.

To directly guide inter-sectoral coordination; to assign tasks and implement effective coordination mechanisms among agencies, mass organizations and organizations involved in the implementation of population work in the area. To promote the roles of the Vietnam Fatherland Front, people s unions, social organizations, socio-occupational organizations to participate in and supervise the implementation of the population work.

To promote the emulation movement in carrying out the tasks of population work, especially the campaign for each couple to have two children, to follow a civilized lifestyle, to build a healthy living environment, to improve health, material and spiritual life for the people.

To regularly urge, inspect and evaluate the implementation of the objectives, tasks and emulation movements on the population work of localities and units. To take results of the implementation of population objectives and tasks as an important criterion to evaluate the performance of heads, Party’s executive committees and administrations at all levels.

To promote exemplary pioneering of each cadre and party member, especially the leader in the implementation of the population policy, building a family of equality, progress, prosperity, happiness, creating intensive and extensive spreading throughout the society.

2. Renovate the communication and campaigning on population.

To continue topromote propaganda on the Central Resolution No. 21, creating a fundamental change in the awareness and action of both the political system and the classes of the population on tasks and contents of population work in the new situation.

To fully and comprehensively carry out the following contents: maintaining replacement - level fertility, bringing the sex ratio at birth to the natural balance, effectively taking advantage of the golden population structure, adapting to the aging population, making reasonable population distribution and improving population quality are the requirements of communication, population mobilization and development work in the new situation.

To focus on promoting, increasing the intensity and raising the effectiveness of propaganda and education activities on population and development. Contents, methods of communication and advocacy are subject to the population situation, economic and social conditions, cultural characteristics of each region and object.

To continue campaigning each couple should have only two children, ensuring the rights and responsibilities in giving birth and good children raising. To focus on the campaign of having fewer children in regions and subjects with high fertility; to maintain results at locations where replacement - level fertility has been reached; give birth to two children at places of low fertility.

To raise the awareness and practice on gender equality, to promote the values of girls, the roles and position of women in the families and society. To develop appropriate social norms and values ​​to effectively implement gender equality, gradually eliminate the underlying causes of the gender imbalance at birth.

To promote the education to change awareness, creating public opinion criticizing the selection practices of the fetus sex, in order to minimize the imbalance of sex ratio at birth. To improve medical ethics, to strictly abuse science and technology to choose the fetus sex. To concentrate and make efforts and make clear changes in areas with high sex ratios at birth.

To promote the propaganda, advocacy, arousing the movement that people regularly do exercises, play sports, have a healthy lifestyle, reasonable nutrition to improve health, stature, physical fitness of the Vietnamese.

To mobilize the young to carry out health consultation check before marriage, not to have early marriages, no consanguineous marriages; pregnant women perform screening, diagnosis and treatment of a number of diseases and prenatal defects; newborns are benefited from screening, diagnosis and treatment of some congenital diseases.

To promote communication on opportunities, challenges and solutions to promote the advantages of the golden population period, implementing the provisions of the residence law. To raise awareness and responsibilities of every citizen, family and the whole society in promoting the roles and experience of the elderly, health care for the elderly, building a friendly environment for the elderly, adapting to population aging.

To regularly provide information on the situation of population work to the leaders of Party’s executive committees and administrations. To mobilize and promote the roles of religious dignitaries, village elders, village chiefs, prestigious people in the community, and of people who have influence on the public to participate in propagating and educating people to implement population policies.

To renovate, improve the effects of direct communication activities through a team of reporters, propagandists of all levels, especially the team of population collaborators in villages, hamlets, population groups and manufacturing units. To integrate population contents into community activities, cultural festivals, village regulations, community conventions and institutions; standards of hamlets, villages, cultural residential quarters and cultural families.

To promote the population communication activities on the mass media, especially grassroots information systems. To increase the number of news, articles, volumes; to diversify forms of representing population work. To focus on integrating population messages in cultural, artistic and recreational products. To take full advantage of the strengths of modern communication technology, internet, social networks... in population communication education.

To comprehensively renovate contents, programs, methods of population education, reproductive health inside and outside the school. The population and reproductive health education must be suitable for each educational level and age group, and ensure the systematic and proper formation of knowledge and skills on population and reproductive health in the younger generation.

3. Consolidating the mechanisms, policies and laws on population.

To continue to improve policies and laws on population associated with building happy families; ensuring harmony between rights and obligations of people in implementing population policies; clearly defining the responsibilities of the state; population agencies and agencies and organizations in the management and implementation of population work.

To speed up the construction of the Population Law project for submission to the National Assembly in the direction of comprehensive, synchronous adjustment of contents of population scale, structure, distribution and quality in compliance with the Constitution and international agreements to which Vietnam has signed or joined in. To actively complete the amendments and supplements to other Law projects, strategies, programs and schemes as assigned in the Government s Resolution No. 137/NQ-CP dated December 31, 2017 on issuing the Government s actions programs to implement the National Resolution 21 (Resolution CP 137).

Some specific policies need to be issued soon:

To review, adjust or abolish some regulations on handling violations in population work. To research and propose policies and measures to adjust the appropriate fertility for each region and object in each period.

For low fertility areas, to review and abolish policies and measures supporting and encouraging the low children birth giving rate; to research and pilot policies and measures to support and encourage the birth of two children.

To review, supplement and organize the effective implementation of policies to encourage and support policy beneficiaries, ethnic minorities, disadvantaged areas, borders and islands where fertility is high, in accessing and using family planning services (family planning).

To review and implement the provisions of the law on prohibiting the selection, diagnosis of fetal sex, prenatal sex selection towards detailed, specific, aggravating sanction levels. To strictly prohibit the study, manufacture, import and circulation of products applied in prenatal diagnosis and sex selection.

To occupational responsibilities and ethics of health workers. To have strong sanctions to handle scientific and technological abuse in diagnosing fetal sex, interfering with prenatal sex selection to breaching individuals and organizations.

To review and finalize care policies and regimes for the elderly people at home, community, and intensive care facilities. To concretize state regulations on construction, management and operation of elderly care facilities under public-private partnerships. To specify in details the policies of encouraging investment individuals and enterprises to develop elderly care facilities.

To review, adjust and improve the quality of the planning for the development of socio-economic, urban areas, economic zones, industrial parks and export processing zones on the basis of fully considering the movement trend of the population factors. To abolish regulations that hinder the full and equitable access to basic social services of migrants and migrant workers.

To provide satisfied assistance to attract and create favorable conditions for people to live stably and permanently in areas of difficulties and essential importance in national defense and security. To effectively implement policies to protect and develop ethnic minorities, especially small ethnic minorities.

To review and finalize regulations of putting population policies into village rules and conventions in accordance with the law; Integrating with family work, activities of culture, arts, physical training, sports, tourism and grassroots cultural institutions.

To have policies to encourage collectives and individuals to well implement population policies.  To review and promulgate appropriate good treatment policies for the population collaborators at villages, hamlets, residential quarters and production units. To supplement contents and norms for population work spending in the distribution of recurrent expenditure estimates and development investment capital of the state budget.

To improve the legal effect in managing and organizing the comprehensive deployment of the contents of population work. To finalize the specialized population inspection system, to enhance the inspection, examination and to strictly handle any violations.

4. Expanding the network and improving the quality of population services

To strengthen the family planning service provision network in the direction of ensuring that district health facilities can provide all types of family planning services, and communal health facilities can basic family planning services. To continue to maintain and improve the effectiveness of the distribution of non-clinical services through the network of village health workers and population collaborators.

To renovate the methods of family planning service provision in the direction of expanding, fully satisfying the needs of each target group. To continue to mobilize all economic sectors to participate in social marketing and socialization of contraceptive means and services provision.

To expand the access to and use of youth-friendly reproductive health and sexual health services. To strengthen the state management on abortion services provision, eliminating unsafe abortion.

To pilot, gradually expand the program of prevention, screening, intervention, early treatment of diseases and disabilities that cause infertility in the young population group. To establish a multi-level infertility screening network, accelerate technology transfer for fertility support network expansion. To focus on investment to have world level fertility assistance centers.

To replicate effective models, focus investment in some key areas, gradually expand and universalize the provision of counseling, pre-marriage health checkups services, inclusive of reduction of early marriage and consanguinity marriage. To pay special attention to deploying the provision of services for early detection of risks and prevention of genetic dangerous diseases in fetuses and children.

To focus on expanding the network, quickly universalize the programs to provide screening, diagnosis, intervention, early treatment for prenatal and neonatal diseases for all pregnant women and infants. To consolidate and upgrade existing screening service-providing facilities, develop more service-providing establishments according to technical decentralization. To establish prenatal and neonatal screening facilities at regional level. To gradually expand the number of diseases, defects in the program.

To continue to effectively promote and implement physical training and sports programs, health programs, nutrition programs and school milk programs to improve the physical strength and stature of Vietnamese people.

To develop the elderly care network to meet the increasing demands for quantity and quality at different levels. To broadly develop all types of health training, cultural and recreational clubs for the elderly in the community in the direction of socialization, with the support and facilitation from the state. To expand the provision of the elderly care services at home and at community through a network of trained volunteers, collaborators and caregivers. To pilot the construction, gradually expanding gathered elderly care facilities.

To strengthen the geriatric specialty network according to the principles of combining prevention, health promotion, treatment, rehabilitation and palliative care. To integrate geriatric content into training programs in the system of medical schools.

To build up, promulgate elderly-friendly commune and ward criteria for use as a basis for orientation, monitoring and evaluation of the results of elderly care activities at the grassroots level.

To re-arrange the system of public social protection facilities in the direction of promoting the socialization, creating a friendly and integrated environment between target groups and the society. To strengthen the mobilization of social resources to build and expand this system.

To enhance the connectivity and cooperation between public and non-public service providers. To finalize the technical process, regulations; to build a quality monitoring system, modernize the information management system for the above services. To, step by step, manage, regulate and develop the population service market; to establish mechanisms to protect customers interests, healthy competition improving service quality of public and non-public population service providers.

5. Promoting the scientific research, finalizing the population information and data system

To promote research activities on population and development, making this content one of the national scientific and technological research tasks. Of which, prioritizing new issues, focusing on the structure, quality, distribution and integration of population factors into development plans of each sector and field. The State implements the mechanism of ordering and task assigning towards priority and focus affairs in the implementation of scientific and technological tasks on population.

To focus on research to clarify the normative relationship between population dynamics (changes in scale, structure, population distribution) with socio-economic development, environment and national defense, security.

To focus on operational research, provision of evidence for policy making, measures to implement the targets of maintaining replacement - level fertility, bringing the sex ratio at birth to the natural balance, taking advantage of efficiency advantages of golden population structure, adapting to population aging, rational population distribution and improving population quality.

Tostrengthen the application of scientific achievements, transfer of advanced bio-medical technology on reproduction and contraception assistance; To make screening, early diagnosis and treatment on prenatal and neonatal diseases and defects; To make prevention, treatment, rehabilitation and health care for the elderly.

To formulate a connective network of research facilities, the scientists on population and development. To enhance the sharing, disseminating and coordinating in the implementation of scientific research; to formulate a shared scientific research database on population and development.

To finalize a system of population information and data to meet the requirements of adequate and timely provision of population situation and forecasts for policymaking, formulation and implementation of strategies and plans for economic - social development and social management.

To organize a network of collecting information and population data in the direction of modernization, with specific assignment among sectors and levels in this field. To  promote the implementation of unified national population registration and population database, specialized databases, meeting administrative reform and social management requirements. To finalize the network of collecting and updating population specialized data associated with the population related cadres and collaborators at all levels.

To promote theapplication of information technology in processing, analyzing and storing data and information on population, ensuring ensure compatibility, integration, sharing and connection of specialized data. To be, step by step, approaching to, compatible with popular population data systems in the world.

To specify the mechanism of providing information and data on the population situation and forecast for state bodies, organizations and enterprises. To formulate an annual overview report on the population, representing the current situation, analyzing dynamics, detecting emerging population issues.

6. Ensuring the resources for the population work

To assureadequate resources to meet the requirements of comprehensive implementation of the population work, focusing on the implementation of the objectives: maintaining replacement fertility, bringing the sex ratio at birth to the natural equilibrium, taking full advantage of effectively take advantage of the golden population structure, adapt to population aging, rational population distribution and improve the quality of the population.

To increase investment from the state budget, including central and local budgets; to promote the diversification of investment sources from the community, enterprises and the private sector for the population work. The state budget assures to meet essential needs for the comprehensive deployment of the population work and implementation of policies for subjects paid by the state.

To arrange population programs and projects into public investment plans and programs. To make public funding distribution with clear and centralized norms for grassroots level, suitable to regions, areas and localities. To strictly manage and improve the efficiency of using the state budget invested in population work.

The resources for implementation of this Strategy shall be ensured by the State Budget according to the current budget decentralization, and shall be included in the annual state budget estimates of agencies and units assigned to implement the Strategy according to the State Budget Law and related guiding documents.

To promote thesocialization and mobilize non-state budget sources for population work. To adopt policies to encourage domestic and foreign organizations, enterprises and individuals to invest in building production, distribution and supply establishments in the population area.

To develop the insurance market, including state insurance, commercial insurance in the direction of diversifying insurance, with multiple denominations corresponding to different service packages, ensuring that the specific population groups have equal access to and benefit from welfare and social security services. To research and pilot towards setting up an old-age pension fund based on people s contributions, ensuring that everyone gets care when they get old.

7. Consolidating the organization of mechanism and training

To continue to consolidatethe organization of the population work towards streamlining, professionalism and efficiency; to ensure the leadership and direction of party executive committees, local authorities, and perform unified expertise management.

To review and finalize the functions, tasks, strengthen and consolidate the system of specialized apparatus for population work, from the central to local levels, meeting the requirements of comprehensive deployment of population work in the new situation.

To continue to maintain a team of population collaborators who are trusted by the people and work voluntarily for the communities in villages, hamlets, residential quarters and production establishments. To formulate and promulgate appropriate material and spiritual good treatment policies for this team.

At sectors, agencies and units, based on the workload under their functions and tasks assigned regarding the population work, to assign officials or organizations to assume this work, ensuring not to increase the civil servant workforce and formulation of the new organization.

To consolidate and finalize the inter-sectoral coordination on population and development at the central and local levels in order to direct and regulate the activities of sectors and agencies with the functions of managing fields related to the population and development, according to the principle of working concurrently, not increasing the number of regular workforce.

To formulate the specific regulations on mechanisms, work plans, and assignment of responsibilities to ensure the enhancement of roles, responsibilities, and performance of members of inter-sectoral coordination organizations at all levels.

To promote the training, retraining, improve the capacity of the cadres in charge of population work at all levels and sectors to meet requirements of comprehensive implementation of population work.

To standardize officials on the principle of job positions and comprehensive implementation orientation of population work. To renovate contents, quickly disseminate knowledge and skills on population and development for the population related cadres, from the central to grassroots level, to be capable of proposing policies, management and coordination and organize the effective implementation of population work.

To update new knowledge, retrain, ensuring the team of population collaborators to fully and effectively propagandize and mobilize people to give birth to two children without choosing fetus sex, no child marriage, consanguineous marriage, promoting the roles and caring for the elderly, improving the quality of the population; to collect information and participate in providing population services to households.

To promote the training and retraining of population-related cadres of sectors, and social organizations in population and development, especially the knowledge and skills to integrate these contents into the activities of sectors and units.

To include population and development contents in training and leadership training programs at all levels. To focus on training a team of experts in the field of population through the domestic and foreign training system.

To promote administrative reform towards modernity, simplicity and efficiency. To strengthen the application of information technology in management and provision of services in the field of population, creating favorable conditions for people.

8. Strengthening the international cooperation

To proactively and actively integrate and enhance international cooperation in the field of population, consistently implement foreign policy of independence, autonomy, cooperation and development; to multi-lateralize, diversify relations; to create consensus, support and take advantage of technical and financial support of international governments and organizations, contributing to raising the national position. To consolidate and develop existing cooperation relationships, expand new relations with other countries, international organizations and development partners.

To fully and responsibly participate in multilateral and bilateral forums, international and regional organizations on population and development. To promote communication and advocacy to gain a common understanding in the field of population and development. To strengthen the sharing of experiences on priority issues such as low fertility, sex imbalance at birth, golden population structure, aging population, migration...

To strengthen the mobilization of official development assistance (ODA), preferential loans and foreign aid to quickly and effectively implement the objectives of the population strategies and objectives of SDGs 2030; To invest in the production of means, equipment and service-providing establishments in the field of population.

To promote the cooperation in professional, technical, training and cooperation in expert exchange, scientific research and technology transfer. To strengthen partnership and association with foreign countries in developing nursing homes for the elderly, high-tech facilities for assisted reproduction, testing and detection of genetic diseases, related transformation in accordance with the priority content and the law of Vietnam.

III. IMPLEMENTATION ORGANIZATION

1. The stages of strategy implementation

a) Stage 1: 2019-2021, model formulation, resource preparation.

To continue effectively implementing the tasks and activities of the population work; to focus on preparing the ground for a comprehensive implementation of the Strategy:

- To issue policies and laws on population; to approve the programs, plans and schemes assigned in the Resolution CP 137; public investment programs and projects on population.

- To complete the consolidation of the system of organizing specialized apparatus in charge of population work; to strengthen and consolidate inter-sectoral coordination on population and development at the central and local levels. To regulate on organization and good treatment policy for population collaborators.

- To complete the set-up of a number of pilot models of policies, measures for support and promotion of having two children; assisted reproduction; to expand the prenatal and neonatal screening diseases; health care for the elderly.

b) Stage 2: 2022-2030, synchronously expanding and deploying solutions for Strategy implementation.

On the ground of assessing the implementation of stage 1, adjusting policies, measures and expand intervention models; comprehensively deploying solutions and tasks to achieve the objectives of maintaining replacement - level fertility nationwide, bringing the sex ratio at birth to the natural balance, effectively taking advantage of the golden population structure, adapting to population aging, rational population distribution and improving population quality.

2. Programs and schemes for Strategy implementation

- Tasks and projects assigned in the Resolution CP 137.

- Public investment programs and projects on population.

3. Tasks of ministries, sectors and localities

(1) Ministers, heads of ministerial-level agencies, heads of government-attached agencies and presidents of People s Committees of centrally run provinces and cities according to their assigned functions, powers and tasks, to effectively implement tasks and schemes in the Resolution CP 137; to formulate and issue strategies and plans for implementing the Strategy; to direct and integrate population factors into sectoral and local development plans and planning; leaders, party members, civil servants, officials and employees of sectors and localities strictly implement the Party s guidelines and policies, the State s policies and laws on population.

(2) The Ministry of Health

- To preside and coordinate with the Ministry of Planning and Investment, the Ministry of Finance and concerned ministries and sectors, Central Committee of Vietnam Fatherland Front and its member organizations and People s Committees of centrally run provinces and cities to organize the implementation of this Strategy on a national scale, ensuring close coherence with the related strategies presided and implemented by ministries and sectors.

- To study and propose public investment programs and projects for submission to the Ministry of Planning and Investment and the Ministry of Finance for incorporation into the Prime Minister s work investment plan; to organize the implementation accordance with this Strategy.

- To guide, inspect and sum up the implementation of the Strategy and periodically report to the Prime Minister; to organize preliminary and final review of the implementation results.

(3) The Ministry of Justice presides over and coordinates with the Ministry of Health and the concerned ministries and sectors in summing up the list of legal documents that need to be newly issued, amended, supplemented, replaced and abolished, subject to the issuance authority of the National Assembly, the National Assembly Standing Committee, to propose inclusion in the National Assembly s Law and Ordinance formulation program, ensuring the compliance with the schedule approved by the Government.

(4) The Ministry of Labor, War Invalids and Social Affairs presides over and coordinates with the Ministry of Health and the concerned ministries and sectors in organizing the implementation of programs, schemes and projects on gender equality and social protection, the elderly, vocational education, job creation and poverty reduction in the direction of the Strategy.

(5) The Ministry of Information and Communications presides over and coordinates with the Ministry of Health and localities in organizing the implementation of programs, schemes and projects on informtaion, information technology propaganda and application in the direction of the Strategy.

(6) The Ministry of Culture, Sports and Tourism presides over and coordinates with the Ministry of Health and relevant ministries and sectors in organizing the implementation of programs, schemes and projects in the field of family and culture, sports, tourism in the direction of the Strategy.

(7) The Ministry of Agriculture and Rural Development presides over and coordinates with the Ministry of Health and concerned ministries and sectors in organizing the implementation of programs, schemes and projects on new rural construction and settlement re-migration for hydroelectric and irrigation projects according in the direction of the Strategy.

(8) The Ministry of Science and Technology presides over and coordinates with the Ministry of Health and relevant ministries and sectors in formulating and implementing scientific and technological programs and tasks on population and development in the direction of the Strategy.

(9) The Ministry of Home Affairs presides over and coordinates with the Ministry of Health and the concerned ministries and sectors in organizing the implementation of programs, schemes and projects on the youth and organizing the apparatus for population work in the direction of the Strategy.

(10) The Ministry of Natural Resources and Environment presides over and coordinates with the Ministry of Health and the concerned ministries and sectors in organizing the implementation of programs, schemes and projects on water environment pollution and climate changes in the direction of the Strategy.

(11) The Ministry of Education and Training presides over and coordinates with the Ministry of Health and concerned ministries and sectors in renovating contents and methods of population education, reproductive health, sexual health, gender and gender equality and sex in the direction of the Strategy.

(12) The Committee for Ethnic Minorities presides over and coordinates with the Ministry of Health and relevant ministries and agencies to implement programs, projects and projects on reducing child marriages and consanguinity marriages in mountainous areas and ethnic minorities in the direction of the Strategy.

(13) The Ministry of Planning and Investment presides over and coordinates with the Ministry of Finance in summing up development investment plans; to coordinate with the Ministry of Health and concerned agencies in mobilizing official development assistance (ODA) for population-related programs, schemes and projects.

(14) The Ministry of Finance over and coordinates with the Ministry of Planning and Investment, based on the capacity of the annual state budget, to allocate budgets to ensure the implementation of population-related programs, schemes and projects; to guide, inspect and audit the use of funding.

(15) Vietnam Television, Voice of Vietnam, Vietnam News Agency and other mass media increase the broadcast time and appropriate number of articles; improve the quality of population propagation and development in programs, specialized pages and items.

(16) Ministries, ministerial-level agencies and other Governmental agencies presides over and coordinates with the Ministry of Health and concerned ministries and sectors in organizing the implementation of this Strategy within the scope of their assigned functions and tasks.

(17) People s Committees of centrally run provinces and cities organize the implementation of the Strategy in their localities under the guidance of the Ministry of Health and other relevant ministries and sectors; develop and organize the implementation of annual and five-year population and development plans in accordance with this Strategy.

(18) To propose Central Committee of Vietnam Fatherland Front, Vietnam General Confederation of Labor, Central Vietnam Women s Union, Central Ho Chi Minh Communist Youth Union, Central Vietnam Farmers Union, Central Vietnam Association of the Elderly, Vietnam Family Planning Association and other member organizations of the Front, social organizations, within the scope of their functions and tasks, to participate in organizing the implementation of the Strategy; to promote propaganda and education in their organizations; to take part in formulating policies and laws, and to supervise the implementation of the law on population.

Article 2. This Decision takes effect from the date of its signing for issuance and replaces the Prime Minister s Decision No. 2013/QD-TTg dated November 14, 2011 approving the Vietnam Population and Reproductive Health Strategy, period 2011-2020.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, presidents of People s Committees of centrally run provinces and cities and concerned organizations and individuals are responsible for implementing this Decision./.
