DECISION
PUBLICIZING CHARGES FOR INTERNATIONAL TELEPHONE SERVICES PROVIDED BY THE VIETNAM POST AND TELECOMMUNICATIONS GROUP
THE MINISTER OF POST AND TELEMATICS
Pursuant to the Government's Decree No. 90/2002/ ND-CP of November 11, 2002, defining the functions,tasks, powers and organizational structure of the Ministry of Post and Telematics;
Pursuant to the Prime Minister's Decision No. 217/ 2003/QD-TTg of October 27, 2003, on the management of post and telecommunications service charges;
Considering the proposal of the Vietnam Post and Telecommunications Corporation in Official Letter No. 1822/GCTT of April 6, 2006, approving the plan on reduction of charges for outbound international telephone services in 2006;
At the proposal of the director of the Planning-Finance Department,
DECIDES:
Article 1.- To publicize charges and the method of calculation of charges for international telephone services provided by the Vietnam Post and Telecommunications Group at subscriber homes as follows:
1. International telephone service charges
1.1. For PSTN international telephone services
a/Automatic international direct dialing (IDD):
- The maximum charge level: USD 0.68/minute;
- The minimum charge level: USD 0.44/minute.
b/ Operator assisted dialing (registered through international switchboards): The charge levels shall be decided by enterprises themselves.
1.2. For 64 Kbps NGN international telephone services using prepaid cards:
The maximum charge level shall not be higher than the equivalent charge level for PSTN international phone calls.
The minimum charge level shall not be lower by 10% than the equivalent charge level for PSTN international phone calls.
1.3. For international IP telephone services (VoIP)
a/ For postpaid international IP telephone services:
- The maximum charge level: USD 0.51/minute;
- The minimum charge level: USD 0.40/minute.
b/ For international IP telephone services using prepaid cards:
- The maximum charge level: USD 0.42/minute;
- The minimum charge level: USD 0.33/minute.
1.4. The charge levels for 8 Kbps NGN international telephone services using prepaid cards shall be as the same as the charge levels for international IP telephone services using prepaid cards.
2. Charge calculation method: International telephone service charges shall be calculated according to the first charge calculation unit and subsequent charge calculation units provided that the first charge calculation unit shall not be smaller than 6-second block and the subsequent charge calculation unit shall not be smaller than 1-second block.
Article 2.- For PSTN and 64 Kbps NGN international telephone services using prepaid cards; postpaid international IP telephone (VoIP) services, international IP telephone (VoIP) services using prepaid cards; and 8 Kbps NGN international telephone services using prepaid cards provided at public points: Apart from the application of charge levels and charge calculation method defined in Clauses 1, 2 and 3, Article 1, public point-managing enterprises shall be entitled to collect service surcharges. The service surcharge levels shall be decided by public point-managing enterprises but must ensure non-discrimination among enterprises providing international telephone services.
Article 3.- Charge levels for international calls of facsimile subscribers and data transmission subscribers in standard voice band (data transmission through subscribed telephone line) through PSTN, NGN or by IP shall be as the same as the charge levels for equivalent international telephone services specified in Article 1.
Article 4.- The charge levels specified in Article 1 of this Decision are exclusive of value added tax.
Article 5.- The Vietnam Post and Telecommunications Group shall:
1. Base itself on the provisions of Articles 1,2,3 and 4 of this Decision, publicize specific charge levels and charge calculation methods applicable to international telephone calls to each country. When publicizing decisions on charge levels and charge calculation methods according to its competence, the VNPT shall have to notify the Ministry of Post and Telematics thereof at least 10 days before these decisions take effect.
2. Provide for the reduction of charges for PSTN and 64 Kbps NGN international telephone services using prepaid cards; postpaid international IP telephone services (VoIP), international IP telephone services (VoIP) using prepaid cards; 8 Kbps NGN international telephone services using prepaid cards on holidays and Sunday, and from 23:00 hrs of the previous day to 07:00 hrs of the following day from Monday thru Saturday, but the reduction level shall not exceed 30% of the charge levels applicable at the corresponding time.
3. Provide for the reduction of charges for big customers and VIPs with the reduction level not exceeding 10% of the charge levels applicable at the corresponding time and ensure non-discrimination among customers.
Article 6.- The provisions of this Decision shall apply to users of international telephone services provided by the Vietnam Post and Telecommunications Group.
Article 7.-This Decision takes effect 15 days after its publication in "CONG BAO." All previous regulations contrary to this Decision are hereby annulled.
Article 8.- The director of the Office, the director of the Planning-Finance Department, heads of units under the Ministry of Post and Telematics and the general director of the Vietnam Post and Telecommunications Group shall have to implement this Decision.
