THE PRIME MINISTER
Decision No.1496/QD-TTg dated August 27, 2013 of the Prime Minister on approving the adjustment and supplement of the master plan on socio- economic development of Hau Giang province through 2020
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the Government’s Decree No. 92/2006/ND-CP of September 7, 2006, on the formulation, approval and management of socio-economic development master plans and Decree No. 04/2008/ND-CP of January 11, 2008, amending and supplementing a number of articles of Decree No. 92/2006/ND-CP,
At the proposal of Hau Giang province’s People’s Committee,
DECIDES:
Article 1.To approve the adjustment and supplement of the master plan on socio-economic development of Hau Giang province through 2020. The adjusted contents constitute a component of the province’s socio- economic development master plan approved by the Prime Minister under Decision No. 105/2006/QD-TTg of May 16, 2006, covering the following principal contents:
I. DEVELOPMENT VIEWPOINTS
1. The adjusted and supplemented socio-economic development master plan of Hau Giang province through 2020 must conform with the national socio-economic development strategy and the Mekong River Delta master plan; ensure synchronism and consistency with sectoral master plans. To make the fullest use of economic linkage with other provinces in the region and the support of central sectors for development of infrastructure, attraction of investment and development of human resources.
2. To effectively tap the potential and advantages of Hau Giang, step up international integration, intensify cooperation with localities nationwide; to focus on the renewal of the growth model and economic restructuring in the direction that agriculture serves as the foundation for development, industry is a breakthrough sector and services support agriculture and industry in the course of development, shifting from extensive development to reasonably extensive and intensive development in order to properly mobilize and use all resources for fast and sustainable socio-economic development and protection of the eco-environment.
3. Hau Giang province’s economic development must suit its natural characteristics, climate conditions and inherent biological features; and at the same time respect population characteristics with great attention paid to ethnic minorities, establishing a good relationship between people living in Hau Giang for a long time and people newly arriving there for participation in the province’s economic development. To step by step create the harmonious and rational development among areas in the province, gradually narrowing the living-standard gap between different strata of population, and between urban and rural areas; attaching importance to hunger elimination and poverty reduction, people’s health care, social stability and enhancement of unity among ethnic groups in the province.
4. Hau Giang will focus on development of sectors which may create breakthroughs and fast development, such as industrial parks and complexes, key urban centers and hi-tech agricultural fields. At the same time, to pay attention to the development of difficulty-hit areas with a view to ensuring the stability, promoting the strengths in all districts and towns. To concurrently create development breakthroughs via renewal of mechanisms and policies.
5. To closely combine economic development with strengthening of national defense and security; to ensure political security and social order and safety.
II. DEVELOPMENT OBJECTIVES
1. General objectives
The socio-economic development aims at modernity and sustainability, hunger elimination and poverty reduction; creating substantive improvements in growth quality and competitiveness of the economy; step by step building synchronous and modern infrastructure facilities; and constantly raising the people’s material and cultural lives. To concentrate on economic restructuring, taking agriculture as the foundation for industrial and service development; to select breakthrough spearheads for concentration on promoting strengths and redressing weaknesses.
2. Specific targets
a/ On economic development:
- The GDP growth rate will be around 14.7%/year in the 2011-2015 period, and 16.3%/year in the 2016-2020 period;
- The economic structure by 2015: Agriculture- forestry- fishery: 27%; industry- construction: 35%; services: 42.3%. The economic structure by 2020: Agriculture-forestry- fishery: 14%; industry- construction: 39%; services: 47%;
- The average per-capita added value (at current prices) will reach VND 36.8 million by 2015 and VND 72 million by 2020;
- The annual export turnover will averagely increase 27.2% in the 2011-2015 period and 19.8% in the 2016-2020 period. The export value will reach some USD 400 million by 2015 and USD 983 million by 2020;
- The annual local budget revenue will averagely increase 16.5% in the 2011-2015 period and 17.5% in the 2016-2020 period;
- The food output (rice and maize) will approximate 1.04 million tons by 2015 and 1.12 million tons by 2020.
b/ On social development:
- The population will stand at around 810,000 by 2015 and 871,000 by 2020; the urban population will represent about 31.7% by 2015 and 44.2% by 2020;
- The poverty rate (under current criteria) will be reduced to some 15% by 2015 and below 10% by 2020;
- About 50% of general education schools will reach the national standards by 2015 and about 80% by 2020;
- The rate of communes, wards and townships meeting the cultural standards will be 55-60% by 2015 and 65-70% by 2020; the rate of new-type rural communes will reach 20% by 2015 and 50% by 2020;
- By 2020, 100% of communes, wards and townships will reach the national standards on health and 100% of health stations will be staffed with physicians; with 7 physicians per 10,000 people by 2015 and 8 physicians per 10,000 people by 2020;
- To reduce the unemployment rate to around 4.5% by 2015 and about 3.5% by 2020. The rate of trained laborers will be 40% by 2015 and 50% by 2020;
- The rate of people having access to clean water will reach 93% by 2015 and 98% by 2020. The rate of households supplied with electricity will reach 98% by 2015 and 100% by 2020.
c/ On environmental protection:
- The forest and scattered tree coverage rate will reach over 10,7% by 2015 and 15% by 2020; to actively cope with climate change and rising sea level;
- By 2020, over 95% of daily-life solid and industrial wastes will be collected and treated; over 80% of hazardous wastes and 100% of medical wastes will be treated up to standards before being discharged into the environment; 100% of industrial parks will be built with wastewater treatment systems up to the prescribed standards; 100% of newly built production establishments will be furnished with clean technologies.
d/ On national defense and security:
- To link socio-economic development to strengthening of the national defense and security potential, maintain political stability and social order and safety in the new period;
- To further build and consolidate the all-people defense and people’s security disposition, build a firm provincial defense zone satisfying the requirements of the new situation.
III. ORIENTATIONS FOR SECTORAL DEVELOPMENT
1. For agriculture-forestry-fishery and the building of a new countryside
Agriculture, forestry and fishery play very important positions in Hau Giang’s development process. With natural advantages, the agriculture-forestry-fishery sector is considered the foundation of the province’s economic development. To develop large-scale commodity production areas, concentrating on accelerating the application of scientific and technical advances and highly mechanized production modes, aiming to create high-quality agricultural and fishery products to satisfy the demands of domestic and foreign markets. To strive for the targets that the agriculture-forestry-fishery added value will averagely increase about 5.5% annually in the 2011-2020 period, with 5.4% in the 2011-2015 period and 5.5% in the 2016-2020 period.
a/ On cultivation:
- To promote to the utmost the strengths of agricultural products, restricting the use of agricultural land for other purposes in concentrated agricultural areas with high intensive farming capability and high productivity. To stabilize the agricultural land at around 134,710 ha by 2020, including 77,200 ha under rice, 32,300 ha under perennial trees, 2,800 ha under special-use forests, 274 ha under production forests, 5,000 ha under aquaculture, and 17,136 ha of agricultural land.
- The cultivation development in the coming period must target at maintaining to the utmost the areas of high productivity and proactive irrigation on the one hand, and renewing the plant structure suitable to the natural conditions (soil, climate, ecological systems...) of areas region and the market demand on the other hand; to stabilize and flexibly use the rice land so as to ensure food security and raise the land use efficiency; to apply new scientific and technological achievements, improve plant varieties and apply bio-solutions for highest productivity. To concentrate on raising the productivity of food crops (rice and maize), vegetables, sugar cane and fruit trees.
b/ On husbandry:
To make husbandry a key production sub-sector in agriculture, applying scientific advances and bio-technology for higher productivity, quality and efficiency. To develop farm- and household-based cattle and poultry raising in combination with epidemic control and prevention. By 2020, the cattle herd will reach 6,400 heads, pig herd will reach about 296,000 heads and the poultry flock will stand at about 15 million.
c/ On forestry:
To maintain the special-use forest land at around 2,800 ha by 2020. The production forest area is expected to reach 274 ha by 2020.
By 2020, forests are expected to be planted on 242 ha (mainly cajuput forests), 605 ha of planted forests will be tendered and 2,366 ha of planted forests will be protected and improved; to plant scattered trees on bare land areas, along roads, on field boundaries and along canals... of about 1,016 ha.
To raise the forest and scattered tree coverage to 10.7% by 2015 and 15% by 2020.
d/ On fishery:
To develop aquaculture, mainly large-scale concentrated farming (catfish) and household-based farming (fish ponds). To strive for the targets that by 2020, the total water surface area used for aquaculture will be around 10,000 ha (including about 5,000 ha of concentrated aquaculture, with a total output of about 100,000 tons).
To step up scientific and technological research, select and receive modern foreign technologies to create breakthroughs for fast and efficient development in breed production and post-harvest preservation of fishery materials. To attach importance to improving farming techniques and production technologies. To build and reform farming fields with proper techniques suitable to various aquaculture models and methods, gradually shifting from extensive farming in combination with rice cultivation to semi-intensive and intensive farming.
dd/ On rural development:
To step by step build the new, civilized and modern countryside in conformity with the sets of national criteria for a new countryside; to ensure that rural population have good access to social services and public welfares. To develop various forms of rural economy after new models suitable to the current period of national development. To strive for the rate of a new-type communes of 20% by 2015 and 50% by 2020.
2. Industry and construction
a/ From now to 2020, industry will play the role as a breakthrough sector in the course of provincial development. To develop industry, cottage industry and handicrafts for the attainment of the target of growth and economic restructuring toward industrialization and modernization. To strive for the average added value growth rate of 17% in the 2011-2015 period and 19.7% in the 2016-2020 period. The industry-cottage industry-handicraft sector will strive to represent 27.3% of the GDP by 2020, creating jobs for 20.5% of the workforce.
Concretely:
- To make full use of investment capital in the province and attract investment capital from the central government, foreign countries and other localities for vigorous development of agricultural and aquatic product processing industry;
- To invest in, upgrade and develop existing industrial establishments with a view to raising the quality and competitiveness of industrial products to meet the demands of domestic and foreign markets;
- To develop the consumer goods industry with export capability and competitive edges;
- To bring into play major works already invested in the province (shipbuilding, paper, cement, electricity...), thereby to make full use of these works and invest in supporting facilities.
b/ To attach importance to raising the construction capability, scale and quality; to concentrate on local key works; to continue with urban renovation toward civilization and modernization, meeting the requirements of each development period. To strive for the construction sector’s average added value growth rate of 18.6% in the 2011-2015 period and 12% in the 2016-2020 period.
- To speed up the construction of works, preventing prolonged construction, so as to raise the construction productivity and efficiency in capital construction;
- To concentrate on building infrastructures of industrial parks and complexes, industrial works, roads and systems of bridges, important irrigation systems, education and training establishments, hospitals ,department stores, big hotels, tourist resorts, cultural houses and high-grade condominiums,...
3. Services
To develop services with great contributions to the economy such as trade, tourist, financial, banking, post and telecommunications services. To strive for the average annual growth rate of 18.59% in the whole 2011-2020 period.
Concretely:
- To diversify services and raise service quality; to quickly increase goods circulation, particularly the goods circulation network from urban to rural areas; to expand the rural market, creating the close association between localities. To strive to build 2 provincial trade centers in Vi Thanh city and Nga Bay town, 5 grade-3 department stores in Vi Thanh city, Nga Bay town and Long My, Chau Thanh and Chau Thanh A districts, and 86 markets of different sorts by 2020;
- To develop traditional services; to raise the quality of transport, post and telecommunications and information services; to quickly develop new services, financial and banking services, meeting the requirements of each development period; to expand services of production and daily life of people;
- To embellish and develop tourist sites and formulate investment projects as planned;
- To intensify services with the Mekong River delta provinces, Ho Chi Minh city and southeastern provinces; to develop foreign markets for export of agricultural commodities, import of supplies and technological equipment and commodities for production and daily-life activities.
4. Development of social sectors
a/ Population, labor and employment:
- To properly implement family planning and reproductive health care, striving for the average population growth rate of 1.2% in the 2011-2015 period and 1.5% in the 2016-2020 period; to strive for an average increase of 2.8% in the total workforce in the 2011-2015 period and 1.7% in the 2016-2020 period;
- To develop the vocational training system, meeting the demands of the labor market toward modernization, standardization, socialization and regional and international integration; to quantitatively and qualitatively develop vocational training at three degrees. To strongly develop forms of vocational training for rural labor and labor restructuring, meeting the requirements of agricultural modernization and building of a new countryside;
- To apply diverse and flexible modes of vocational training to job teaching for rural labor and social policy beneficiaries (poor people, laborers whose cultivation land is recovered, demobilized army men, ethnic minority people,...) through the incorporation of national target programs into the local budget and enterprises’ support, linking vocational training with job creation and labor market; the alignment between vocational training establishments and enterprises in the locality; to open vocational training courses at enterprises; to develop training for designated addresses; mobile training; vocational training under orders.... To strive for the targets that the rate of trained laborers will reach 40% by 2015 and 50% by 2020; the unemployment rate will decrease to about 4.5% by 2015 and about 3.5% by 2020.
b/ On public health and people’s health care:
- To develop public health and community health care toward prevention, activeness and initiative; to strive that every person can enjoy primary health care services and have conditions to access and use quality health services; to reduce the morbidity rate, raise the physical strength and prolong the life span;
- To step up the socialization, increase investment in physical bases, medical equipment and health workers from the provincial to grassroots levels. To strive for the targets that by 2020, 100% of health establishments will reach the national standards on health, with 8 physicians per 10,000 people and 27 hospital beds per 10,000 people.
c/ Education and training:
- To develop education and training for comprehensive development of people and higher intellectual levels; to foster talents; to develop high-quality human resources; and to build a learning society;
- To inherit and promote the achievements of the system of educational and training establishments in a practical and efficient manner. To better implement the national target programs on education;
- To step up the socialization of education and training with a view to mobilizing every resource for educational development; to diversify investment funding sources, investment forms and incorporate funding sources in an efficient manner;
- To strive for the targets that all districts, towns and provincial cities will reach the national standards on preschool universalization for under-five children by 2015; about 50% of general education schools will reach the national standards by 2015 and about 80% by 2020; for the rates of 150 university students per 10,000 people by 2015 and 200 university students per 10,000 people by 2020.
d/ On development of culture, physical training and sports:
- To promote the cultural identities of all ethnic minorities in Hau Giang province; at the same time, to heighten the provincial population’s cultural entertainment, making culture a motive force for economic development;
- To raise the effectiveness of the state management of culture, information, physical training and sports. To step up public information activities, promptly disseminate the Party’s line and policies as well as the State’s laws to people of all strata;
- To qualitatively and efficiently step up the “All people unite in building a cultural life” movement. To further establish and consolidate grassroots cultural and information institutions. To strive for about 55- 60% of communes, wards and townships meeting the cultural standards by 2015 and 65-70% by 2020.
5. On national defense and security
- To closely combine socio-economic development with maintenance and strengthening of national defense and security in the course of planning in all sectors and fields, to firmly safeguard national independence, sovereignty, unity and territorial integrity;
- To thoroughly study and implement the Party’s and State’s national defense and security policies. The provincial Military Command will coordinate with the provincial Departments of Education and Training; and Labor- War Invalids and Social Affairs and the provincial Political School in directing the good implementation of national defense-security education for pupils, students and trainees in the system of educational institutions in the province;
- To build strong local armed forces and military agencies; to bring into good play the advisory role of the military commands in offices and organizations and full-time or part-time defense officers. To well effect the registration and management of citizens of eligible age groups for enlisting in the army, for participation in the militia and self-defense forces, striving to attain the rate of 100% of enlisted citizens from now till 2020, and building an armed force representing about 1,5-2% of the provincial population.
- To enhance the effect of the state management of national defense; to ensure budget allocation for national defense and security activities.
6. On infrastructure development
a/ Transport:
- To strive to complete and upgrade by 2020 the transport system to be synchronous, incrementally modernized, inter-connected and uninterrupted with sizes suitable to each area and each locality.
- To coordinate with the Ministry of Transport in incrementally upgrading, developing and completing the system of national highways running through Hau Giang province, which have been already approved by competent authorities, including 3 expressways (eastern North-South road; Soc Trang- Can Tho- Chau Doc road; Ha Tien- Rach Gia- Bac Lieu road); 5 national highways (Highway 1A, Highway 61, southern Hau river highway, Quan Lo- Phung Hiep highway, Highway 61B); 2 national waterways (running through Xa No and Quan Lo- Phung Hiep canals); and Chau Thanh coal port to serve thermo-power plants;
- To take the initiative in formulating plans and rationally arranging resources in each planning period for construction and completion of the locally managed transport system (including roads, waterways, car terminals, wharves and river ports). To connect local transport systems with national ones, creating economic corridors, space for urban, industrial and tourist development and convenient outbound communications;
- To complete the planned urban traffic system, comprising Vi Thanh city, Nga Bay town and townships in the province; to develop and upgrade rural transport networks to facilitate the population redistribution, socio-economic development and traffic density regulation.
b/ Irrigation system:
To develop the irrigation system for multiple-use and integrated exploitation purposes, properly implement crop and livestock restructuring and agricultural restructuring. To strive by 2020 to ensure stable water sources for irrigation of 77,200 ha under wet rice, 32,300 ha under perennial trees and 5,000 ha under aquaculture. To complete the flood control projects (Hau river sub-region, O Mon-Xa No sub-region and Can Tho-Long My sub-region).
c/ Power-supply, water supply and drainage and wastewater treatment systems:
- By 2020, strive to complete the construction of the Hau river electricity center (Hau river thermo-power plant No. I, turbine units 1 and 2 with a total capacity of 2 x 600 MW). From now to 2020, Hau Giang will concentrate on renovation, upgrading and incremental modernization of the entire electricity transmission and distribution systems, ensuring stable electricity supply with high quality, meeting the local socio-economic development requirements. To strive for the rate of 98% of households being supplied with electricity by 2015 and 100% by 2020.
- To step by step invest in synchronous upgrading of water supply systems for urban centers, rural residential quarters, satisfying people’s demands for clean water. The rate of people accessible to clean water will reach 93% by 2015 and 98% by 2020.
- To build synchronous rainwater drainage and wastewater collection and treatment systems, especially in urban centers, industrial parks and complexes.
d/ Information and communications:
- To build and develop information and communications infrastructure with modern, safe and reliable technologies, covering all localities with great volume, high speed and quality, well satisfying the information and communications needs, positively contributing to socio-economic development, national defense and security maintenance, rescue and salvage and natural disaster mitigation;
- To strive for the target that by 2015, the national information and communications systems will be connected to all districts and over 80% of communes through optical cables and other broadband transmission methods.
By 2020, the rate of fixed telephone per 100 people will reach 96.6%; internet devices will averagely increase 9% for the 2011-2015 period and 12.8% for the 2016- 2020 period.
IV. ORIENTATION FOR ORGANIZATION OF DEVELOPMENT SPACE
To ensure harmonious development between urban and rural areas; to incrementally narrow the development gap between areas in the province.
1. Development of urban and rural space
- To develop the urban-center network: To build Vi Thanh city into a political, economic, socio-cultural, national defense and security center of Hau Giang province, and concurrently an economic exchange center of the western Hau river sub-region and northern Ca Mau peninsula sub-region. To build Nga Bay town, Long My district, into a trade, service and economic exchange center of the province. To develop a network of satellite urban centers in Nga Sau, Mot Ngan, Mai Dam, Cai Tac, Rach Goi, Bay Ngan, Cay Duong, Kinh Cung, Nang Mau, Bung Tau and Tra Long townships. To develop the commune centers of Phuong Binh, Xa Phien, Long Binh, Vinh Thuan Tay and Vinh Vien;
- To strive for the targets that by 2020 Hau Giang province will have 1 city (grade- II urban center), 1 town (grade-III urban center), 5 townships (grade-IV urban centers) and 11 grade-V urban centers, with the urban population of around 385,000 people; and that the urbanization rate will approximate 32% by 2015 and 44% by 2020.
- To stably develop the rural population: To redistribute population in the locality; to step by step invest in, and build infrastructure for, centers of commune clusters and concentrated residential areas in association with the master plan on building a new countryside.
2. To develop economic areas
- Area I (Hau riverside area): It embraces the entire Nga Bay town, Chau Thanh and Chau Thanh A districts and part of Phung Hiep district. It is endowed with advantages for development along Highway 1A and Hau river, with a position favorable for economic exchange, vegetable and fruit tree development for urban centers and industrial parks. To form Tan Phu Thanh industrial park (Chau Thanh A district), Phu Huu and Dong Phu industrial complexes ( Chau Thanh district),... Large-scale industries like shipbuilding, cement, paper, thermo-electricity, aquatic product-processing... are being developed. This area is characterized with strong industrial development.
- Area II (central area): It covers Vi Thanh city, Long My and Vi Thuy districts and southeastern part of Phung Hiep district. This is the largest area with great contributions to the development of the province. Vi Thanh city serves as a socio-political and economic hub of the province. The area is characterized by comprehensive development of high-quality agricultural and aquatic products, greatly contributing to rice and aquatic product export and the production of raw materials for processing industry. To strongly develop industries, including rice husking, food processing, building materials, mechanical engineering, textile and leather, export garments, fine-art handicrafts, wood furniture,....
- Deep-lying, remote and ethnic minority area: To further invest in the development of socio-economic infrastructure; to raise the intellectual levels and income of people; to incrementally narrow the living-standard gap between the disadvantaged areas and developed areas in the province. To properly implement the promulgated regimes and policies toward difficulty-hit areas; to appeal organizations, individuals and enterprises of all economic sectors to invest in the economic development of this area.
- To develop economic corridors along Xa No canal, Highway 61, provincial road 931, Nang Mau, Cai Con and Quan Lo-Phung Hiep canals, Highway 1A, southern Hau river highway, in the Vi Thanh- Giong Rieng and Bon Tong-Mot Ngan directions.
V. LIST OF PROJECTS PRIORITIZED FOR INVESTMENT STUDY
(See attached appendix).
VI. A NUMBER OF SOLUTIONS FOR IMPLEMENTING THE MASTER PLAN
1. Mobilization of investment capital sources
The investment capital for the 2011- 2020 period is estimated at around VND 233,000 billion (at actual prices), including VND 60,000 billion for the 2011-2015 period and around VND 173,000 billion for the 2016-2020 period. In addition to investment from the state budget, the province needs to work out solutions to mobilize to the utmost domestic and foreign resources for development investment, such as:
- To draw up and issue a list of programs and projects calling for investment in production and business development in Hau Giang province through 2020, from all economic sectors at home and abroad. To investigate capital sources among local population for timely mobilization plans; thereby, to step up advertisement and investment promotion so as to well attract enterprises and investors into the province;
- To improve the investment, production and business environment, particularly reforming investment procedures; to create infrastructure conditions for investment projects; to promulgate attractive and transparent investment incentive policies in accordance with law;
- To step up the socialization of investment, particularly in education and training, health, culture, sports, radio and television, science and technology and environmental protection, in order to raise capital from all economic sectors;
- To expand the investment forms of BOT, BT, BTO, PPP..., and facilitate the development of capital markets; to develop forms of investment joint venture, association, capital contribution of property. To set up and operate the investment fund for infrastructure construction, particularly for rural areas in the province. To rationally use the land fund for creation of capital for construction of urban, industrial-park and complex infrastructure;
- To use investment capital for proper purposes of projects through bidding, reducing waste or loss, particularly in construction. To efficiently incorporate programs and projects being underway in the province so as to raise the use efficiency of investment capital. To promote grassroots democracy for people to participate in the effective supervision of investment capital sources from the state budget;
- To qualitatively improve and renew financial and banking activities in the province. To work out appropriate mechanisms for the expansion of the form of self-supplementation of capital of enterprises and the attraction of idle capital sources among the population and foreign investment capital. To encourage domestic and foreign banks and credit institutions to open branches or representative offices in the province. To simplify the licensing procedures with a view to improving the investment capital environment.
- To intensify the mobilization of obligatory labor of various forms (as prescribed by law) for the construction of rural infrastructure, particularly transport, irrigation, healthcare, educational works and other welfare facilities.
2. Human resource training and development
- Human resource development is both the objective and the motive of socio-economic development of the province. To step up technical and professional training for laborers, quickly increasing the rate of trained labor to satisfy the requirements of development of new production and business lines and acceleration of labor export;
- To expand various forms of vocational training (regular, in-service, short term, long term, mobile, job skill impartation,...), focusing on trades and crafts required by the province (economics, science and technology and foreign languages) and sectors with provincial advantages such as aquaculture, aquatic product processing, tourism, waterway transportation, shipbuilding engineering, manufacture engineering for agriculture and fishery...; to effect the training cooperation between training institutions and employing enterprises; at the same time, to encourage big enterprises in the province to participate in job teaching and support local education and training activities.
3. Scientific and technological solutions and environmental protection
To encourage and support enterprises of all economic sectors, particularly state corporations, to actively renew technologies, master technologies of the spearhead sectors and boost hi-tech products; to further support provincial organizations and enterprises in increasing investment and renewing technologies; to establish and develop intellectual property; to apply advanced quality control systems, aiming to assist state agencies and administrative units in heightening their awareness and administration to serve administrative reform; to step up the energy standardization and conservation in conformity with the province’s international economic integration process.
- To enhance scientific and technological cooperation with domestic and foreign organizations and individuals, selecting advanced and appropriate technologies for local application so as to concentrate on the implementation of the program on transfer of new technologies and new products in the agriculture and fishery sector and agricultural and aquatic products and food processing industry;
- To formulate incentives for scientific and technological development, thus contributing to boosting economic growth, social development and protection of natural resources, ecological environment and bio-diversity;
- To apply the mechanism of association between state management agencies and science and technology organizations and enterprises throughout the process from identification of research tasks to implementation, assessment and introduction of research results into practical application. To work out mechanisms to encourage, on the one hand, and to compel, on the other hand, enterprises to invest in technical modification and application of new and appropriate technologies to production. To formulate policies on capital and tax support for the use of new technologies and new varieties. To quickly introduce information technology into schools and state management agencies;
- To disseminate legal documents on environment, constantly raise the public awareness about environmental protection; to work out solutions to environmental protection for each sector and field of the economy.
4. Solutions for higher state management capacity
To further step up the administrative reform while intensifying the application of information technology to administrative management and the reform of administrative procedures in all fields: To appraise investment projects, business registration, grant of construction permits, land use rights and house ownership certificates, household registration and notarization.
VII. ORGANIZATION AND SUPERVISION OF THE IMPLEMENTATION OF THE MASTER PLAN
1. Organization of the promulgation and popularization of the master plan
To organize the promulgation and popularization of the province’s socio-economic development master plan through 2020 to all Party committees, administrations, sectors, mass organizations, enterprises and people in the province, which, based on the contents and objectives of the master plan, will formulate specific action programs for incremental attainment of the master plan’s objectives.
2. Formulation of action programs
- After the master plan is approved by the Prime Minister, based on its contents and objectives, the province should formulate action programs for implementation of the master plan;
- To concretize the master plan’s objectives in five-year and annual plans for efficient implementation of the master plan. To annually assess the implementation, review and propose according to competence adjustments and supplements to the master plan in line with the province’s socio-economic development situation in each period;
- Administrations at all levels, sectors, socio-political organizations and people shall inspect and oversee the implementation of the master plan.
Article 2.The adjusted and supplemented socio-economic development master plan of Hau Giang province through 2020 serves as a basis for the formulation, approval and implementation of sectoral master plans (construction master plan, land use master plan and plans and other relevant master plans), and investment projects in Hau Giang province.
Article 3.The Hau Giang province’s People’s Committee shall base itself on the objectives, tasks and orientations of the province’s socio-economic development in the approved adjusted master plan to assume the prime responsibility for, and coordinate with related ministries and sectors in, directing the formulation, submission for approval and implementation of the following contents:
1. District-level socio-economic development master plans; construction master plan; land use master plan and plans; and sectoral development master plans in order to ensure the comprehensive and synchronous socio-economic and national defense-security development.
2. The formulation of long-term, medium-term and short-term plans, key socio-economic development programs and specific projects for concentrated investment and rational capital allocation.
3. The formulation, promulgation or submission to competent agencies for promulgation (for matters beyond its competence) of a number of mechanisms and policies in line with the development requirements of the province in each period, aiming to attract and mobilize resources for implementation of the master plan.
Article 4.Related ministries and sectors, within the ambit of their respective functions, tasks and powers, shall:
1. Guide and assist Hau Giang province’s People’s Committee in implementing the master plan; formulate and promulgate or submit to competent authorities for promulgation of mechanisms and policies meeting the socio-economic development requirements of the province in each period, aiming to efficiently use all resources; encourage and attract investment in line with the socio-economic development objectives and tasks of the province stated in the master plan.
2. Coordinate with Hau Giang province’s People’s Committee in adjusting and supplementing sectoral master plans, ensuring consistency with the master plan; consider and support the province in mobilizing domestic and foreign investment capital sources for implementation of the master plan.
Article 5.This Decision takes effect on the date of its signing.
Article 6.The chairperson of Hau Giang province’s People’s Committee, ministers, heads of ministerial-level agencies, and heads of government-attached agencies shall implement this Decision.
